Marketable Industrial Land Supply 2018 The three Strategic Economic Investment locations within Renfrewshire are: The marketable land supply includes the most attractive, well-located and deliverable sites. This marketable industrial land supply includes both • Airport Investment Area, confirmed marketable sites (Category 1) and potential marketable sites • Hillington and North, and (Category 2). Appendix 1 contains a list of the Industrial Land Supply • Bishopton definitions. The Renfrewshire Local Development Plan sets out an ambitious framework to facilitate and promote sustainable economic growth and articulates the detailed policies and proposals required to implement the strategic vision of Clydeplan. The Local Development Plan seeks to deliver economic and employment growth by safeguarding existing businesses as well as encouraging growth and promoting new businesses to develop. The Local Development Plan promotes investment in Renfrewshire’s Strategic Economic Investment Locations and more generally by indicating opportunities for change and by supporting investment which helps to regenerate, create and enhance communities and places.

Glasgow Airport Investment Area Strategic Economic Investment Location

The Glasgow Airport Investment Area Strategic Economic Investment Location has the largest marketable land supply of Renfrewshire’s Strategic Economic locations with 65 hectares of industrial land and 14.62 hectares of this in the confirmed marketable supply.

The Glasgow Airport Investment Area has been modified with land at Netherton Farm adjacent to Glasgow Airport added to the supply to deliver the Advanced Manufacturing and Innovation District (AMIDS).

AMIDS will create an internationally recognised centre for innovation, research and advanced manufacturing. Planning consent is secured for the enabling infrastructure with Planning Permission in Principle in place to deliver the AMIDS masterplan. A mix of c.150,000m2 of advanced manufacturing, industrial, office and aviation services floor space will be created.

AMIDS is supported by over £160 million public sector investment including: • £39million City Deal infrastructure funding to provide the enabling infrastructure including key roads and bridge connections.

• Home to the £65million National Manufacturing Institute for Scotland (NMIS)

• Home to a £56million Medicines Manufacturing Innovation Centre (MMIC)

Hillington and Renfrew North Strategic Economic Investment Location

The Strategic Economic Investment Location at Hillington and Renfrew North totals 23.47 hectares with 10.92 hectares of this in the confirmed marketable supply.

A Simplified Planning Zone was prepared in a partnership between Renfrewshire Council, , and the majority landowner of Hillington Park and became the first Simplified Planning Zone in Scotland in over 20 years in 2014.

The Simplified Planning Zone scheme aims to encourage investment in the park, to deliver sustainable economic development through streamlining the planning process. The Simplified Planning Zone Scheme aims to promote the opportunity to introduce further complementary uses, creating a more sustainable and attractive park for 21st century business investment. The Simplified Planning Zone has been successful in attracting new investment to the Park and in its first three years the Hillington Park Simplified Planning Zone has supported development proposals which will deliver over £20m investment in the Park and creating over 25,000 square metres of new floorspace.

It is anticipated that the Simplified Planning Zone will lead to further increases in future development take up at Hillington as developers and land owners utilise the potential development opportunities under the Simplified Planning Zone Scheme.

Land Take-Up Trends 2018

In 2018, 0.66 hectares of Industrial / business land was developed for industrial and business use. The figure was spread over three sites within Hillington Business Park. Despite fluctuations in take-up levels over the last decade the industrial and business land supply is considered to be sufficiently flexible in terms of scale and location to reflect potential development opportunities and to take account of forecasts of economic growth.

The take-up figures over the last few years illustrate that the Simplified Planning Zone at Hillington Business Park is attracting further investment into the area and supporting existing businesses to grow and expand. Development land take-up is expected to continue to increase across Renfrewshire as City Deal Investment unlocks the development potential and supports new industrial and business investment.

Development Potential

The consented industrial floorspace in Renfrewshire is 198,756 square meters. This consented floorspace is primarily located within and nearby the Hillington and the Glasgow Airport Investment Area Strategic Economic Investment Locations as shown on the map below. In addition there are a number of smaller individual industrial and business consents located in Paisley, and Renfrew that are out with the Strategic Economic Investment Locations.

Appendix 1: Industrial Land Supply Definitions

Category 1: Confirmed Marketable Sites. Sites with no servicing problems, in good locations and considered marketable by all parties.

Category 2: Potential Marketable Sites. Sites which could be marketed but which require some improvements in terms of promotion, appearance or servicing.

Category 3: Remain in Industry Sites. Additional sites in predominantly older industrial areas.

Category 4: Reserved Sites. Sites held by firms for their own expansion and therefore not part of the general industrial land supply.
