Subject: South West Monsoon 2005 – Flood Situation Report.

A comprehensive status report on the flood situation in different parts of the country is given below:

INDIA METEOROLOGICAL DEPARTMENT

During past 24 hours:

• Monsoon trough continues to lie close to foothills of Himalayas. Subdued rainfall activity prevailed over central and plains of northwest India. • Moderate rainfall occurred at many places over northeastern states, West Bengal, Sikkim and Bihar with isolated heavy falls over Bihar. • Moderate rainfall also occurred along the west coast.

Forecast valid for next 24 hours:

• Moderate rainfall with isolated heavy falls is likely over northeastern States, West Bengal, Sikkim and Bihar. • Moderate rains are also likely over , Goa, Madhya and coastal . • Moderate rainfall activity over central and eastern Nepal may continue.

1 CENTRAL WATER COMMISSION

According to the Central Water Commission (CWC) report dated 10th August 2005, there are No Unprecedented or High flood sites. However, there are 07 Moderate and 28 Low flood situation sites.

The details of the moderate flood sites are as under:

1. River Brahmaputra at Dibrugarh (Assam) is flowing at 105.14 m against the danger level of 104.24 m with a steady trend.

2. River Brahmaputra at Neamatighat (Assam) is flowing at 85.51m against the danger level of 85.04 m with a falling trend.

3. River Brahmaputra at Tezpur (Assam) is flowing at 65.28m against the danger level of 65.23 m with a rising trend.

4. River Bagmati at Benibad (Bihar) is flowing at 49.09 m against the danger level of 48.68 m with a rising trend.

5. River Kosi at Baltara (Bihar) is flowing at 34.14m against the danger level of 33.85m with a rising trend.

6. River Ghaghra at Elgin Bridge (Uttar Pradesh) is flowing at 106.12m against the danger level of 106.07m with a falling trend.

7. River Ghaghra at Ayodhya (Uttar Pradesh) is flowing at 92.82 m against the danger level of 92.73 m with a falling trend.

2 KARNATAKA

• Moderate rains have been reported in Belgaum and coastal Karnataka.

Flood situation

• River Bhima at Deongaon is flowing at 400.64 m against the warning level of 400m with a falling trend • All major rivers (Cauvery, Tungabhadra, Hemavathi, Krishna, Vedganga, Ghataprabha, Netravathi and Kamaradhara) in the State and their tributaries are in spate. • As a result, all reservoirs in the State (KRS, Harangi, Kabini, Tungabhadra, Hemavathi, Almatti, Narayanpur, Hidkal and Bhadra) are overflowing and the excess water is being released into the rivers leading to flood in the villages downstream.

Population affected

• A total of 1290 villages have been affected of which 184 villages are submerged. The details of submerged villages are given below: Belgaum 94 Bagalkot 40 Raichur 20 Gulbarga 22 Bijapur 08 • Army is conducting rescue and relief operations in 91 villages in the flood affected districts

3 • The cumulative impact of the recent floods in Karnataka is given below :- o Districts affected - 15 (Bijapur, Bagalkot, Kodagu, Hassan, Belgaum, Gulbarga, Chikamagalur, Raichur, Mysore, Mandya and Chamarajangara)

o Villages affected 1290 o Talukas affected 63 o Population affected 29.05 lakh o Population evacuated 3.41 lakh o Human lives lost 126 o Cattle/livestock lost 11,601 o No. of houses damaged 85,303 o Crop area damaged 1.63 lakh ha.

• 1.6 lakh people are staying in 150 relief camps. Other evacuated people have moved to their relatives’ houses.

Deployment of rescue teams

• 219 mechanized boats have been deployed in flood affected areas for rescue and relief operations. • 07 columns of Army along with 01 medical camp have been deployed in Belgaum, Bagalkot, Gulbarga and Raichur districts for rescue and relief operations. • The Indian Navy has deployed 08 relief teams and 01 medical team in Belgaum district. • 03 IAF helicopters in Belgaum district and 01 IAF helicopter in Bagalkot district have been deployed for air dropping food packets and rescuing people from the flood affected areas. • 12 Platoons of KSRP and 400 Home Guard personnel have been deployed for rescue and relief operations in flood affected districts. • 01 disaster Management company comprising of 120 personnel at CISF 6th Reserve Battalion Arakkonam is kept in readiness for

4 move at very short notice for rescue and relief duties in flood affected areas. They are in contact with the Karnataka administration. • 1 RAF Coy of 120 persons and 70-80 personnel in CRPF Group Centre at Bangalore are available for deployment. The CRPF are in constant touch with Karnataka administration in case they are required to be deployed for relief and rescue operations at short notice. • The State Government is reported to have spent more than Rs.100 crores under CRF. • Total loss due to floods as on date is Rs.1, 569 crores.

MAHARASHTRA

• Light rains have been reported in some parts of the State. However, there were no rains in and its suburbs. • Almost all reservoirs in the state are overflowing because of excess rain water fed into them. • Total water released from the Koyna Dam today is 12,000 cusecs. • Excess water has been released from a few more dams in the State following increased inflow into these dams from Bhima and Chandrabhaga rivers:

• Water level in river Panchganga in is almost steady and stagnant. Therefore, the marooned villages in Panchganga basin continue to be severely affected. • Relief camps in district have been closed and the affected people have returned to their homes. Similarly in district, also the evacuated people have largely returned to their homes and only 01 relief camp is being maintained in this district for 452 people.

5 • However following flooding of the river basins in Kolhapur, and and districts, some more evacuations have taken place today. • About 7 lakh people have been evacuated from 221 villages in these districts so far. However, about half of them have moved to their relatives’ houses. • The total no. of people evacuated and accommodated in relief camps, at present, stands at 3.62 lakh. The district wise details are as under:

• The State has engaged more than 2000 municipal employees, drawing them from non-affected areas, for assisting in clearing and scavenging work in the affected districts. • About 1,000 employees have been called from non-affected talukas within each of the affected districts to assist the administration in survey and relief distribution work. • Similarly, the State has deployed 2,000 employees from non-affected districts for assisting in the survey and relief work in the affected districts. • The State has constituted teams headed by Guardian Ministers from State Government as well as Guardian Secretaries as Members from the State Administration for supervising survey and relief work in the affected districts

State of roads

• Mumbai city 85 per cent service. • Mumbai-Pune Express Way continues to be open. • Mumbai-Goa National Highway (NH-17) has also been opened and at present frequency of traffic is about 25 per cent.

6 State of railways

Mumbai Metropolitan/suburban area • Western, Central and Harbour Railways have improved their services and the level of operations are as under:

Western Railway 97.6 per cent Central Railway 94.6 per cent Harbour Railway 97.4 per cent

Long distance trains

• Konkan railway has re-commenced its services from Mumbai. • Western Railway is operating its services at near normal level. • The Central Railway is operating at 75 per cent service level by using satellite terminals at Nasik, Manmad and Igatpuri. The railway track at Ambivali is still not repaired and the repair work is likely to be completed by 13/8/2005.

State of Air Services

• All air services are operating normally.

State of other services

• All mobile and landline services are operating normally. • The water supply system in the State is normal. The water supply in Ambarnath and Badlapur in district has been restored to a large extent (at about 70 per cent level). • Water supply in and has been temporarily restored by making use of water pumps in Ulhas river. • The damaged pump houses and water purification systems need to be put in order in Ulhasnagar, Navi Mumbai, Ambarnath and Badlapur.

8 • Total 3,300 people from 26 villages in Poladpur, Mahad, Pen and Karjat tehsils have been evacuated and accommodated in 23 relief camps. Nearly half of them have moved to their relatives’ homes and now only 1615 persons are staying in these relief camps. • The district administration is constructing to make some temporary shelters for 80 families of Dasgaon and 60 families of Jui villages. The work is likely to be completed by tomorrow.

Medical teams deployed

• About 1,162 medical teams consisting of 1 medical officer and 4 para-medical staff in each team have been sent to flood affected areas for providing medical assistance and taking prevention/control measures of any post-flood epidemic situation. 600 medical teams are operating in Mumbai suburban and 562 in other districts. • The State is organizing hygiene awareness campaign on cable/TV programmes and through press briefings for use of alum, boiling drinking water etc. by public.

Ex gratia distributed

• The State has paid Rs.192.00 crore as ex gratia to 19.20 lakh persons @ Rs.1000/- each so far to the affected people in various districts.

Deployment of Armed Forces

• Indian Army has deployed 16 columns, 15 medical teams and 02 medical camps in affected districts. • Indian Navy has deployed 16 relief teams in Sangli and Kolhapur districts. • Indian Air Force has deployed 02 helicopters for rescue and relief operations in the affected areas. • 03 teams (consisting of 45 men per team) of Disaster Management Battalions provided by the CRPF are placed with DG Police for rescue and relief operations in the State.

• Due to release of water from Nagarjun Sagar dam, Krishna, Guntur and Nalgonda districts have been affected. • Total of appx 22,000 people have been evacuated from 64 villages in these districts and accommodated in 59 relief camps. • The situation is under control.

BIHAR

• Light to moderate rains have been reported in some districts of the State.

Availability of force for deployment

• 02 out of 04 CRPF Coys are available at Jamshedpur for deployment for disaster management in case there is a need for their deployment at short notice.

10 ASSAM

• The rivers Brahamaputra (at Guwahati, Goalpara & Dhubri) Burhidehing (at Khowang & Dibrugarh), Subansiri (at N. Lakhimpur), Dikhow (at Shivsagar) Dhansiri (at Numaligarh & Golaghat), Jia Bharali (Sonitpur), Puthimari (at Kamrup), Beki (Barpeta), and Sankosh (at Dhubri) are flowing above their warning levels. • In north Lakhimpur district, 3rd wave of floods has affected 52 villages with a population of 55,205 and area of 3,267 hectares. • 26 houses have been damaged. • 05 relief camps and 03 health centres have been established for the affected people.

WEST BENGAL

• Light to moderate rainfall has been reported in the State. • River Farakka is flowing at 22.13m against the warning level of 21.25m with a rising trend. • All other rivers in the state are flowing below their danger levels.

GUJARAT • Light to moderate rainfall has been reported in several districts of the State during the last 24 hours. • All rivers in the State are reported to be flowing below their danger levels. • Narmada Dam: against the HFL 110.64 m at dam site, the present water level is 114.11 m i.e., overflowing at 3.47 m. • The State Government has deployed 805 medical teams, 271 medical officers, and 1,926 para-medics to the affected districts in the State. • Total financial assistance of Rs.82.48 crores including house assistance has been paid to the affected families. • Death relief has been paid in 156 cases so far. • Disbursement of financial assistance has been done as per following details:-
