FOI Ref - 6000 Response sent 4/11/19 Please provide in the form of a single PDF document all internal and external correspondence received by and sent from (all of) the Council's Housing Officer(s) in the last 24 months in relation to all planning applications in the Parish of Bury. For the avoidance of any doubt, and to assist the search, the developments of particular interest include Land South of Buryfield Bury, Land West of Garden Court and 1 to 16 Upwood Road, Bury Clinic, RAF Upwood, Upwood Road, Bury. Please find attached the information that you’ve requested. The information is a set of emails from our Housing Officer Frank Mastrandrea, mostly to the planning officers and with the developers. A few notes on the disclosure: • We are obliged to protect the personal data of our employees and third parties so have redacted this where necessary as per Section 40 of the Freedom of Information Act. Some names have remained in the disclosure where the person is the nominated planning officer and we’re legally required to advertise their identity, this is the case for Peter Baish and Will Tysterman. Frank Mastrandrea is happy for his name to be published so has consented to disclosure. Otherwise, names of the developer’s representatives, admin officers and other personal data has been redacted. • Some information, predominantly on pages 50-58 comprises legal advice from the Council’s internal legal team where they are commenting on a draft legal agreement. Section 42 of the Act provides a strong protection for legal professional privilege material, due to the strong public interest in public authorities being able to seek legal advice on their affairs. Comments from the Council’s legal team have been redacted, and the draft agreement under discussion has been withheld in full. • There are two further attachments to the emails in the scope of your request. Unfortunately these have to be exported and processed separately so they are attached at the end of the disclosure rather than being in-line with the emails themselves. • There are four tables showing breakdowns of affordable housing contained in the emails which don’t export to PDF correctly, and so half of the information stretches off-screen. I’ve reproduced these tables in the excel spreadsheet attached. Note that one table is reproduced on pages 2, 4 and 10, and a separate table of the same style is on page 19. You’ll see that we have introduced some 1 beds which could be houses but perhaps better would be flats in a two storey building with external front doors (so no communals). We’ve also asked for a couple of wheelchair standard bungalows, if based on evidence that’s difficult to achieve we would at least like to have those to visibility standard which would be providing level access to the building with flush threshold and door widths to allow access for a wheelchair visitor (and of course, toilet on the entrance level). I appreciate we have some floor plans but I don’t think we have location with tenure; each plan needs to provide furniture layouts (some don’t). Also, we should like some of the 3 bedroom houses to be 6 person for rent and this may be achievable by removing the en suite for type 2329.
