Upset Sale Conditions DAUPHIN COUNTY TAX SALE NOTICE DAUPHIN COUNTY TAX CLAIM BUREAU SEPTEMBER 25, 2020 TO: Owners of property described in this notice, and all persons having liens, judgments, or municipal or other claims against such properties. NOTICE is hereby given by the DAUPHIN COUNTY TAX CLAIM BUREAU in and for the COUNTY OF DAUPHIN under the Act of 1947, P. L. 1368, as amended [“ACT”] that the Bureau will expose at public sale in the Hilton Harrisburg, One North Second Street, in the City of Harrisburg, Pennsylvania at 6:00 P.M., D. S. T., on September 25, 2020; or any date to which the sale may be adjourned, re-adjourned or continued, for the purpose of collecting unpaid taxes to and including 2018, 2019, 2020, municipal claims and all costs thereto on the following described real estate for at least the upset price in the approximate amount herein below and set forth. The Recorders Costs, Real Estate Transfer Taxes and Prothonotary Fee will also be collected at the sale. The sale of these properties may, at the OPTION of the Bureau, be stayed if the OWNER thereof or any lien creditor of the owner, prior to the actual sale, (1) enters into an agreement with the BUREAU to pay the tax claims and tax judgment and the interest and costs of the taxes returned to date in the manner provided by the Act and the agreement to be entered into or, (2) pays in full all taxes which have become absolute and all charges and interest due on the taxes. There will be NO REDEMPTION PERIOD after such sale, but these taxes and costs can be paid in full up to 4:30 P.M. on the date of sale, September 25, 2020, at the Dauphin County Tax Claim Bureau, Dauphin County Administration Building, First Floor, 2 South Second Street, Harrisburg, PA. BUYERS WILL PURCHASE ALL PROPERTIES UNDER AND SUBJECT TO LIENS OF EVERY RECORDED OBLIGATION, CLAIM, LIEN, MORTGAGE, ESTATE, GROUND RENT and COMMONWEALTH TAX LIEN NOT INCLUDED IN THE UPSET PRICE. It is STRONGLY urged that the purchasers have an examination made of the title to any property in which they may be interested. DAUPHIN COUNTY TAX CLAIM BUREAU UPSET SALE CONDITIONS The following conditions shall govern the sale of properties by the Dauphin County Tax Claim Bureau for delinquent taxes as scheduled for September 25, 2020 at 6 P.M. and to such date to which the sale may be adjourned. If necessary, the sale may be adjourned from week to week. The Sale will be held at the Hilton Harrisburg, One North Second Street, Harrisburg, Pennsylvania. 1) Bidders are requested to register prior to the sale at the Tax Claim Bureau, located at 2 South Second Street, from Sept 10 – Sept 24 from 9 am – 3 pm. No registration at the hotel due to limited capacity. Photo ID must be presented at registration. There will be a $50 registration fee. 2) The initial bid must equal the fixed upset price i) In addition to the upset price, the purchaser must pay the 2% State Realty Transfer Tax, calculated in accordance with applicable valuation regulations, and the recording fee. ii) Acknowledgement, Recording Fee and Preparation of the Deed. These items will be computed after the property has been struck down to the successful bidder. The upset price, the transfer tax and the recording fee, acknowledgement, and preparation of the deed fee MUST BE PAID AT THE TIME OF THE SALE. At the option of the Tax Claim Bureau the purchaser shall pay either by a personal or business check (see paragraph #13) paid to the order of the Tax Claim Bureau. NO CASH ACCEPTED. 3) Parcels listed for sale will be removed from the list if the delinquent 2018 and prior years taxes are paid before 4:30 P.M. on the date scheduled for sale. Payments for these delinquent taxes must be paid in the form of money order, certified check, or credit card. NO CASH ACCEPTED. 4) The Bureau will sell the property as described on the dockets in the Tax Claim Bureau, and makes no representation or warranty as to description, title, ownership or any other matter pertaining to said premises, recorded or unrecorded. 5) No property scheduled for sale will be struck down unless the bid equals or exceeds the upset sale price as announced. In the event of a dispute by bidders, or failure of the successful bidder to pay the purchase price the property will again be put up for sale. Payment for all properties sold between 6 P.M. and the close of the first session must be paid immediately after the last property is struck down or the property will again be put up for sale. 6) Certain properties may be subject to prior purchase agreements of sale by a Land Bank; these will be announced at the sale. 7) The Tax Claim Bureau will sell subject to the existing occupancy if any. This sale does NOT INCLUDE THE CONTENTS. 8) All listed sales are subject to confirmation by the Court of Common Pleas of Dauphin County, Pennsylvania. 9) The Tax Claim Bureau will issue a deed to the registered bidder upon confirmation of the sale by the Court of Common Pleas. In the event the registered bidder elects to have the deed issued in the name of a nominee or assignee, the registered bidder must provide written and notarized authorization from the nominee or assignee to act as his, her, or its agent. The deed will not contain any warranty of title. Approximately THREE MONTHS TIME FROM THE DATE OF SALE, SEPTEMBER 25, 2020, is required before the deed will be mailed to the purchaser. 10) All properties are sold under and by virtue of the Act of 1947, P.L. 1368, as amended, known as the “REAL ESTATE TAX SALE LAW.” All titles transferred by the Tax Claim Bureau are under and subject to said Act, including but not limited to the divestiture of lien provisions of the Act. 11) All properties sold are under and subject to the payment of recording fees, transfer taxes, and municipal or governmental claims not paid out of the sale price, and any other lien not divested by the sale. 12) NO SALE SHALL BE CANCELLED AND MONEY RETURNED TO THE PURCHASER. MAKE SURE OF WHAT YOU ARE BUYING BEFORE THE BIDDING. CHECK ALL PARCELS AND ADDRESSES BEFORE THE SALE. 13) All banks upon which sale checks are drawn are called before deposit by the Tax Claim Bureau. Checks returned to the Tax Claim Bureau for insufficient funds or stop payments will be turned over to the District Attorney’s Office for appropriate action. The Bureau maintains a list of those persons whose checks were not honored by their lending institution, and they will not be permitted to register at any future tax sale conducted by the Dauphin County Tax Claim Bureau. 14) Any successful bidder who fails to provide the certification required by Act 133, P.L. 1368, No. 542, enacted December 21, 1998, by the date of October 12, 2020 in conjunction with this tax sale may be prohibited from registering for any future tax sales conducted by the Dauphin County Tax Claim Bureau. COVID-19 RESTRICTIONS FOR UPSET 2020 TAX SALE TO BE HELD SEPTEMBER 25, 2020 Registration: o Pre-registration will be held September 10 – September 24 at the Tax Claim Bureau from 9 am – 3 pm. o No registration will be held at the Hilton due to limited capacity. o Registration fee is $50 and must be paid by check or money order only, NO CASH. o Registration will be limited as per hotel guidelines to be determined prior to the sale. Once that number of bidders is reached, no more bidders will be registered. Only registered bidders will be permitted into the auction. o The limitations may change based on hotel guidelines. Hotel Guidelines: o Room capacity – to be determined by hotel guidelines subject to Covid-19 mandates o Masks required o May be subject to temperature check by security before entering auction o Social distancing practiced inside the auction Payment o The Tax Claim Bureau will not be accepting cash as payment for properties purchased o No Exceptions . Furthermore, millions of viewers perpetuate the televised narratives because they resonate with the values and stories in the shows. Through Fantasy Theme Analysis, this project examines the audience values within the Arrow’s superhero fantasy and the influence of posthumanism on the show’s superhero fantasy.
