On July 17th, 2019 at 1635 hours I responded to 2575 98th Avenue in reference to a DUI.

Witness stating there was a white male in a dark F150 doing donuts and burning out at the intersection of SR 60 and 98th Ave. Vickers also advised he observed the driver drinking from a beer can. When Deputy Muraca arrived on scene, he met with the Vickers who stated the male went west on SR60 and Deputy Muraca followed him to the intersection. Vickers jumped out of his truck and pointed west bound on SR60 yelling there's the truck. Deputy Muraca then noticed a dark 2 door F150 covered in mud driving in the grass east bound of SR60.

Deputy Muraca proceeded to get behind the vehicle and turned on his overhead emergency lights with sirens due to the vehicle being unable to maintain a lane. The white male driving proceeded to continue east on SR60 failing to stop. The vehicle then turned south into the Vero Beach Outlet Mall in which the speeds went from 30-60 mph. The vehicle proceeded through the back of the outlet mall (west) when Deputy Muraca I broke off the traffic stop due to the dangerous level of driving. After a couple of minutes Deputy Muraca returned to the back of the outlet mall and did not locate the truck. Indian River Sheriff Office helicopter HAWK3 was dispatched to help assist.

At 1701 hours, I located the vehicle on 98th Avenue (west of the outlet mall) driving south. I activated my emergency lights and siren and the vehicle took off from me driving erratic. The defendant later identified as Beau Greer looked directly at me and fled at a high rate of speed. I attempted a traffic stop but terminated it due to the defendant running people off the road. I then followed the vehicle trying to keep as much visual on the truck by following the defendants tire tracks on the dirt roads. I lost complete sight of the vehicle and we cleared the call.

At 1715 hours, HAWK3 noticed the F150 recklessly driving west bound on Atlantic BLVD approaching 66th Avenue. Deputy Muraca just came off of 12th Street going north on 66th Avenue. Deputy Muraca then observed the same F150 with the same white male driver pulling out onto 66th Avenue from Atlantic Blvd. Deputy Muraca was 3 vehicles back and the F150 was doing normal driving speeds but could not maintain its single lane. Deputy Muraca advised that if the F150 gets stuck at the light of 66th Avenue and SR60 he was going to conduct another stop and make contact with the driver. The F150 got into the west bound turn lane of 66th Avenue at SR60 facing north. The F150 had one vehicle in front of him and he got stuck with a red arrow. Deputy Muraca activated his overhead emergency lights, stopped on a 45 degree angle with his car facing his passenger door. Deputy Muraca got out, approached the driver and ordered him to shut the vehicle off. The driver looked at him with a blank stare and he stated "he did not do anything". Deputy Muraca smelt a strong odder of an alcoholic beverage emitting from his mouth and inside of the vehicle. The driver did not shut off the vehicle so Deputy Muraca grabbed both of his arms to prevent him from fleeing again. Deputy Muraca asked the driver to use his right hand only and open the door from the inside. The driver then started to reach for his gear shift so Deputy Muraca grabbed his right arm again. Deputy Muraca ordered the driver to climb out of the window but the driver was not complying with his orders. I arrived on scene and observe the defendant pushing Deputy Muraca’s hands away. I assisted Deputy Muraca with pulling the driver out of his driver side window. The driver was placed in mechanical restraints and provided a name of Beau Greer with a date of birth of 12/23/1998. The defendant is 20 years old and had a very strong odor emitting from his person and breath. I recognize this odor to be from alcoholic beverages At the Jail the defendant refused to do any field sobriety exercises and also refused to submit to a test of breath.

On Wednesday, July 17, 2019, while working a shoplifting at 5800 20th Street (Target) I was advised of another Shoplifting that occurred a few days ago. The incident occurred on July 11, 2019. Target LP Fisher recognized the suspect from today’s shoplifting as the same person from the shoplifting that took place a few days ago. The male suspect is now known as Cedar Skinner.

Target LP Stephanie Fisher advised me of the following; a white male wearing a black jacket, white hat, and dark-colored shorts came into the store just before they closed. The male is seen on video selecting a JBL speaker and later an Amazon Tablet for kids. The male is also accompanied by a white female. The male walks around the store. The male then goes into the grocery aisle where he leaves the spider wire (security wire). Fisher also stated the spider wire they found goes to a JBL Speaker and the other goes to an Amazon Tablet. The male goes to the self-check-out and pays for a few items however he does not pay for the tablet or the speaker. In the video, you can see that the male has a large item in the front pocket of his jacket. The male then leaves the store passing all points of sale without making any attempts to pay for the stolen items.

Post Miranda Skinner advised he would answer my questions. I asked Skinner when the last time he was at Target was, he stated he did not remember. I showed Skinner some pictures of himself however he stated that was not him.

I was unable to determine if Skinner indeed stole the items due to there being no video footage of him concealing the items or any witnesses.

The total value of the stolen items came out to be $139.98.

This case is inactive due to the lack of leads.

On 7/17/2019 at approximately 2304 hours while sitting stationary at the intersection of 58th Avenue and 8th Street, I observed a silver Toyota Corolla bearing FL tag KYLX25. I conducted a search of the vehicles tag via DAVID and learned that the registered owner, John Herman Menzel, has a suspended drivers license. Indian River County Public Safety Dispatch was able to confirm that Menzel's license was suspended on 12/25/2018 for Refusal to submit to breath/urine/blood test. The length of Menzel's suspension is 18 months from the effective date. I further observed Menzel to be the driver and sole occupant of the vehicle. I conducted a traffic stop on the aforementioned vehicle in the 6000 block of 8th Street.

I made contact with the driver, who confirmed his identity as John Menzel. I informed Menzel of the reason for the stop to which he advised that he has a business purposes only license and that he is coming from work. After several minutes Menzel changed his previous remarks and advised that he has not yet retrieved a business purpose drivers license from the Department of Motor Vehicles. Menzel continued to advise that he is currently enduring hardships and is trying to get back on his feet. It was confirmed that Menzel does not have a license and is not eligible for a permit.

Menzel was issued criminal citation #AC1GPIE- knowingly driving while license suspended. Menzel agreed to appear in the Indian River County Courthouse on August 13 2019 at 0830 hours and was released on scene.

This case is CLEARED BY ARREST CLOSED.

On Friday July 19th, 2019 at approximately 0800 I responded to Indian River Academy, 500 20th Street SW in reference to a business burglary.

Upon arrival I made contact Elizabeth Gioffre. She stated that she arrived at work at approximately 0740 this morning and found that the school had been vandalized. She stated that someone had come in and gone from the front office and throughout the main building. Along the way items were thrown around and damaged. They started in the front office with a jar of pickles. They took pickles out of the jar and threw them against both computer screens located on the front desk. After that they put the pickles on the two chairs at the front desks and left them there. After this they made their way into the teachers’ lounge area where they took coffee creamers and smashed them on the floor. They also put approximately 20 creamers in the microwave. Also while in the lounge area they took the creamers and put the liquid on the copiers. After this they then went into the cafeteria and threw a ball into the ceiling causing two ceiling tiles to fall down. After the cafeteria they went into the music room. While in the music room they ripped down decorations from the ceiling. They then went to the wall and grabbed two ukuleles that were hanging and broke them on the floor. They also damaged a tribal drum beyond repair. After this it looks like they made their way into the computer lab where they dumped a bucket of water over near some computers. The water did not damage any of the computers.

After searching the school grounds the only place where damage was done was in the main building. All points of entry were checked on the building and an initial point of entry could not be found. Also I was unable to locate any place that had signs of forced entry. The camera system was reviewed by myself and Brian Bender. Only five points of entry for the main building had video surveillance. The first person on camera was the maintenance man that came in at approximately 0600 hours. I found a pickle jar located in a closet right next to the front desk where the pickles had been found. I could see that the jar had latent prints on it. The jar will be submitted into evidence for processing. I also took pictures of the entire scene and this will be submitted into evidence.

I then spoke to the maintenance man who was identified as Gordan Dewind. He stated he came into the building to sign in at approximately 0600 hours. After signing in he saw one of the pickles sitting in the chair at the front desk. I asked him if he thought that was at all suspicious. His response was "I thought it might've fallen out of someone's sandwich". I asked him to clarify and he stated "The lady who sits in that chair always eats subs and I thought it was from her". I then asked him if there would be any reason his fingerprints would be located on the pickle jar and he stated "no".

I then spoke with Nick Vasilas. He works with Dewind and had been with him all morning. He stated he arrived shortly before Dewind and waited for him in the parking lot. They both came into the school and Dewind went to the front office to sign in. Vasilas began working in classrooms making repairs. After this he came to the front desk and signed in.

The items that were damaged included two ukuleles and one tribal drum. The ukuleles were valued at approximately $50.00 each. The tribal drum was valued at approximately $100.00.

This case is active.

On Friday, July 19, 2019, at approximately 1358 hours I responded to 5555 20th Street (Walmart) in reference to shoplifting.

Upon arrival I made contact with loss prevention employee Michael Wyatt and the suspect, Jaclyn Gabriel, who identified herself through her drivers license, in the loss prevention office. Gabriel had been asked to wait in the loss prevention office with Walmart employees until law enforcement arrived, and Gabriel consented.

Wyatt advised the following: Wyatt was conducting routine surveillance via store security cameras and recognized Gabriel from a previous shoplifting incident. Wyatt monitored Gabriel's actions and witnessed her bundle several items into a single hand while scanning them at the self checkout. Gabriel kept multiple items in a single hand, but only scanned one item to be paid for before placing all the items in a bag. At the conclusion of Gabriel's transaction, she continued past all other points of sale and out the general merchandise entry/exit doors leaving several items unpaid for. Wyatt then confronted Gabriel, at which time she consented to remain in the loss prevention office. All stolen items were recovered.

The total valued of the items stolen and recovered was $48.91.

I then read Gabriel her Miranda Warning from an agency issued Miranda card and Gabriel advised she understood and wished to speak with me. Upon asking Gabriel about the incident, she stated she took them because her wife had just left her and took everything from her. Gabriel went on to state that she needed to items for a job she obtained as a nurse, which she was to begin in the upcoming days.

At the request of Walmart employees, Gabriel was trespassed from the business and both parties were provided their respective copies. A notice to appear was also issued which Gabriel signed and acknowledged her court date of August 20, 2019, at 0830 hours. Gabriel was charged with violation of F.S.S. 812.015, shoplifting/retail theft.

Copies of the notice to appear as well the trespass warning were collected and will be submitted to the Sheriff's Office. A written statement from Wyatt along with photographs of the stolen and recovered merchandise and a copy of the receipt were also collected for submission. Walmart will provide a copy of the video footage upon completion to be submitted to evidence.

This case is CLEARED BY ARREST closed.

On Friday, July 19, 2019, at approximately 1615 hours, I was dispatched to 1465 11th Lane in reference to a disturbance. Upon arrival, I made contact with the suspect later identified as Donald Barton. Barton stated the following: His wife, identified as, Barbara Granato, has been very depressed lately, due to the fact that her mother passed away approximately three weeks ago. Barton heard his wife open the door and he was afraid she was leaving to buy alcohol. Barton stated his wife had previous problems with alcohol abuse. Barton confronted Granato while she was in her bedroom, Barton stated he attempted to take Granato's automobile keys away from her, at which time Barton became angry while dealing with her and grabbed a nearby pillow and struck her. I then made contact with Granato who advised me she was afraid of Barton because he was being very aggressive towards her. During the altercation, Granato was struck by a pillow that Barton picked up and started swinging in her direction. Granato stated she was struck in the head with the pillow and her glasses were knocked off her face. Granato also stated during the altercation she was struck in her right eye by the pillow. Granato believes Barton was swinging the pillow in her direction with a lot of force and meant to strike her in the head and face.

Granato was given the domestic violence rights and remedies brochure on scene. The domestic violence packet was filled out and submitted to be turned into the IRCSO record division. I read Barton his Miranda Rights from my agency issued Miranda card, to which he stated he understood. Barton stated he did not want to speak about this incident at that time. I photographed the bedroom where the events took place. The pictures were submitted to the IRCSO Crime Scene Division. No photos were taken of Granato because I observed no physical signs of injury on her. I determined that Granato and Barton are husband and wife. I charged Barton with battery domestic violence. I transported Barton to the IRCSO County Jail without incident. This case is cleared by arrest closed.

I advised her to contact Suffolk County to get the most recent documentation and file it with our courthouse so there is a local copy. I also requested she provide a copy to the Sheriff's Office to be scanned into her file. I then had a copy made of her current order and had it scanned into Records.

I told Eden to contact Palm Beach County to see if they could make contact with in reference to violating the order while in their jurisdiction if she is able to obtain the current order with the no contact condition. She said she does not know where lives but would call them after she speaks with Suffolk County.

At this time I am unable to confirm a violation of the Protection Order or that it was violated in our jurisdiction.

On 7/20/2019 at approximately 0317 hours, I was dispatched to 1839 49TH Avenue Apt. A in reference to a disturbance.

Upon arrival, I approached the residence and noticed the front mailbox was damaged as well as glass on the ground from a broken lamp post in the front yard. As I approached the rear of the residence, a white juvenile later identified as Skiler Lilley ran towards me stating his father was inside yelling at his mother. As I approached the rear door, the suspect Shiloh Lilley, exited the rear door yelling for me to take him to jail. Shiloh was unable to maintain his balance, repeatedly falling into objects in the yard. Shiloh had a strong odor of alcohol emanating from his breath as well as slurred speech. Shiloh continually yelled despite being told numerous times to lower his voice. Shiloh was told to sit down at which point he began to walk away from me. I order Shiloh to sit down again at which point he stated "Is that an order or are you asking me?" Shiloh then stated "You know I can beat your ass but I won't out of courtesy."

I ran Shiloh's information through dispatch; I was advised he was the subject of an active order of protection, protection order number #C0021013J, out of Colorado against the petitioner Heidi Mercedes Matuschka - Moore for the following:

"The subject is restrained from assaulting, threatening, abusing, harassing, following, interfering or stalking the protected person and or the child of the protected person. Shall not possess or consume alcoholic beverages or controlled substances."

I made contact with the complainant and neighbor, Travis Leachman, who advised Shiloh had been arguing with Heidi and throwing things next door. Shiloh exited the residence and broke both the mailbox and lamp post. Leachman told Shiloh to stop breaking items in the yard at which point Shiloh threatened to hit Leachman.

Shiloh's son, Skiler Lilley, advised Shiloh had consumed an entire bottle of alcohol that evening and had been arguing with Heidi.

I spoke to Heidi who advised Shiloh was arguing with her but stated it was only verbal. Heidi was aware of the active order of protection in place.

Shiloh was arrested for Disorderly Intoxication, F.S.S 856.011, and Violation of Injunction, F.S.S 784.047. Shiloh was transported to the county jail for booking an processing.

DCF was notified of the incident.
