INTRODUCTION

During the last period of economic reforms, significant changes were recorded in all sectors of the economy, which requires the adaptation of the country's economy to the world economic system. In the period of globalization and active growth and development of market relations, the role of small and medium-sized businesses in the country's economy has an important place. The share of the private sector in the republic's GDP exceeds 60%. In this case, micro-interprises are the most stable area, to replenish the state budget funds. In addition, this sector of the economy contributes to the creation of additional jobs and increase employment. Micro-enterprises make a significant contribution to the stability of the country, as an important budget-forming component, which also contributes to the development of individual regions of the country. The development of small business in the Republic of Tajikistan promotes the growth of entrepreneurial activity of the population, the effectiveness of programs for monitoring small businesses. To date, the construction industry takes from 10 to 11% of the GDP of the Republic of Tajikistan. At the same time, the level of coverage of the private sector in the development of investments in fixed assets and performance of contract work requires additional efforts. In order to observe and describe these processes, since 1995, the Agency on statistics under the President of the Republic of Tajikistan has implemented calculations of the main indicators of the SNA based on the «SNA-93». To ensure reliable statistical information, it is necessary to improve the quality of SNA data in general at the level of the economy and its separate sectors, by reviewing the methods of initial information collection, the implementation of new standards and classifications. Reconciliation of data at a more detailed level of aggregation of the SNA can be obtained through the introduction of calculations of gross output, intermediate consumption and added value by type of economic activities. These tables allow to analyze the relationship between several sectors of the economy.

It should be noted that as 1st of April 2018, the number of registered entities in the country are 543.2 thousand units, including 536.8 thousand units in the “Single Window” system, of which 496.3 thousand are private entrepreneurs. During this period (from July 1, 2009) 231.1 thousand units of business entities were liquidated, of which, according to the "Single Window" system, 221.8 thousand units. At present time, 312.1 thousand units of economic entities are active, of which 305.7 thousand units are registered in the “Single Window” system. Out of the total number of active entities, 30.8 thousand units are legal entities, 362 - branches - representations of foreign legal entities and 274.5 thousand units are private entrepreneurs.

I. METHODOLOGY OF THE SURVEY

1.1 Purpose and objectives of the survey

The Agency on statistics under the President of the Republic of Tajikistan for the first time conducted a one-time sample survey of micro-enterprises in the Republic of Tajikistan on disbursment of investments in fixed assets and performance of contract works for 2017. The survey was conducted from 8 to 31 May 2018 with the support of the Project “Implementation of the National Strategy for the Development of Statistics“ and the World Bank. Within the framework of the Project “Implementation of the National Strategy for the Development of Statistics of ESASTAT №TF017852“, the component "Statistics of Capital Construction" and to improve the collection and analysis of data, it was planned to conduct a sample survey of micro-enterprises in the Republic of Tajikistan. The purpose of this survey is to obtain up-to-date information on the development of investments in fixed assets and performance of contract work by types of activity in accordance with the NACE Rev.2 and sources of financing in the Republic of Tajikistan. During the mission of the international consultant Mr.Igor Chernyshev in Tajstat, the logistics of a one-time survey was discussed. It should be noted that together with the consultant were developed a worksheet, a questionnaire form and other tools for the survey. He also provided methodological assistance on the sampling of subjects and on the preparation of output and analytical tables based on the results of the survey. During the short visit, the expert began to develop relevant, reliable and timely statistics based on an economically efficient method, so as to meet international standards and needs of users. The survey should cover all legal entities and private entrepreneurs located on the territory of the Republic of Tajikistan, which in 2017 were engaged in the disbursment of investments and were choosed in the sample based on of the registration which was issued licenses for this purpose. Thus, we are talking about

7 customers and contractors. At the same time, in agriculture only contract works will be covered in new gardens.

The survey includes only newly formed enterprises during 2016 and 2017 (the last two years), as well as all enterprises that for a number of reasons, regardless of the year of their formation did not report on time statistical Form 1-CC (CC – Capital Construction) and Form 2-CC (annualy) for 2017 year.

The accounting period for the survey is 2017.

Data collection method

Depending on the technical feasibility, the data is collected with one of the following methods: (a) electronically through the website of the Agency on statistics under the President of the Republic of Tajikistan (www.stat.tj); (b) based on the answers of the persons authorized by the enterprise (the questionnaire should be completed independently and sent by mail to the Agency on statistics) based on individual interviews conducted by enumerators hired by the Agency on statistics at the time of the survey. In case of (c), the survey will be conducted using tablets.

The survey conducted by eight groups of enumerators consisting of three persons in each group. The enumerators reported on the work done to their operator/administrator.

Sampling of the survey

The systematic sampling used in the conducting this survey. This means that a randomly starting point will be defined first and then each i- element will be selected

9 sequentially from the sampling frame. The sampling interval i is defined as the ratio of the total volume N to the sample size p, with the result rounded to the nearest whole number. For example, in this survey, the total volume consists of 5500 elements and the sample size is 500 respondents. Thus, the sampling interval i is 10. A random number between 1 and 10 is selected. If, for example, this number is equal to 5, the sample consists of the elements 5, 15, 25, 35, 45, 55, etc.

Hence, according to the probability sampling method, first a randomly starting point was defined and then each i element is sequentially selected from the sampling frame.

The common feature of systematic sampling and simple random sampling is that each element of the general volume has a known and equal probability of selection.

1.2 Structure and phases of the survey

During the preparatory work for the survey - a working group was created from among the specialists, among whom specific responsibilities were distributed. The group consisted of specialists from the Department of Industrial Statistics and Investments in the Construction of the Agency on Statistics and Department of Management of Registers and Classifications of the State Institution “Main Computing Center“ of the Agency on Statistics.

A stage-by-stage schedule of preparatory work, conducting a survey, analyzing the obtained results and publishing the results of the survey was prepared. On the basis of the Statistical Register, a list of established small enterprises by types of economic activity (legal entities and individuals) with specified addresses for 2016-2017 years, a list of agricultural enterprises (dekhkan farms), which in 2017 put into operation new gardens and vineyards, as well as on the basis of available information about customers and contractors who did not provide statistical information in accordance with statistical forms of reporting was prepared.

During the preparatory work for a sample survey of micro-enterprises, the following activities were carried out:

- development, translation and approving the questionnaire and other research tools (instruction / reminder for supervisors and enumerators) (March-April 2018 year); - Questionnaire testing (April, 2018.); - Preparation of a list of subjects for conducting a sample survey of micro- enterprises (March-April 2018); - Sampling of survey units in accordance with the recommendations of the consultant and the setting of research tasks; - Development of software for data entry (May 2018); - Conducting a training seminar for enumerators and supervisors (May 2018); - Distribution of questionnaires and instructions; - Field work (May 2018).; - Editing, coding of questionnaires and data entry into software (June 2018); - Analysis of the results and the release of the report (June 2018.);

Main components of the survey

The form of the questionnaire was developed jointly with the international consultant and approved by the Order of the Director of the Agency on Statistics under the President of the Republic of Tajikistan on April 30, 2018, by No. 26. The software for entering survey data on micro-enterprises was developed by using the C # 4 MSSQL Server program, which allows for the necessary arithmetic control of data. On the time of entering the data, the indicators specified in the questionnaire were monitored.

The scheme of data processing of the micro-enterprises survey provides:  development of setting tasks for data entry and obtaining output tables for analysis of survey results;  preparation of a program for the development of a summary of the survey results.

 forming aggregated data; After entering the survey data, the database of micro-enterprises survey was created, which contains the entire list of indicators. The output tables were obtained by using the C # 4 MSSQL Server software. Based on the collected data, output tables have been developed that allow for analysis of data collection from selected administrative sources on the use of investment in main capital by types of economic activites (in accordance with NACE, Rev.2), as well as sources of financing.

Training

In order to complete the geographical coverage of the survey micro- enterprises have been defined regions, which hosts selected the survey subjects dekhkan (individual) farms, construction and industrial organizations. The list of regions included: Gorno- Autonomous Province (GBAO) Khatlon Province, Sughd Province, DRS (13 Districts of the Republican Subordination), city.

For conducting survey in level of regions of republic at all were creadted 8 groups, 8 supervisers and 25 enumerators were involved, which among them were distributed the lists of enterprises with the subject of inspection. The main indicators of this sector are: - Commissioning of production capacities and fixed assets; - Development of investments in fixed assets; - Construction and installation work; - Equipment and other expenses; - Contract work, from it overhaul.

Data collection tool: In the Questionnaire header, which is pre-filled based on the extracts obtained from the registration of a single window, contains of the following information:

Single Identification Number (SIN); Individual taxpayer number (ITN); Organization - the originator of the document by General Classificator of Enterprises and Organizations (GCEO) - OKPO; General Directorate (management), trust, concern, IHO Association for GCEO Territory by ARCPS (OKATO) Industry by NACE 1 Industry by NACE 2 Form of ownership (management) of an enterprise (organization) by CFS

The first page of the Questionnaire form also contains the following additional information:

Full name of the company; The legal address of the company; Full name of the head of the enterprise; Full name of the enterprise accountant; Telephone number of the head of the enterprise; E-mail address of the head of the enterprise.

3. Checking the completed Questionnaire

In case of self-completion of the Questionnaire in electronic form or based on responses by authorized persons of the enterprise (postal form), it is necessary for the operator / administrator of the survey appointed by the Agency on statistics to check the completed questionnaire using the list of options contained in the left part of the text box, located on the first page under the title "Survey results". After checking, the operator / administrator enter his / her own individual code.

If the Questionnaire is completed by the enumerators, at the end should enter his / her individual code in the first line of the text box located on the first page called "Survey results".

The completed Questionnaire should be checked by the survey operator / administrator with help the list of options contained on the right side of the text box located on the first page called "Survey Results". After checking, the operator / administrator enter his / her own individual code.

Used definitions of key terms

Client in construction - is the person who manages the construction assigned to him/her. The client can be a legal entity and an individual who is authorized by the investor to implement the project, or is the investor itself. On behalf of the investor or developer, the client organizes the relationships and activities of contractors aimed at performing engineering surveys, design documentation and construction progress.

Contractor - is directly responsible to the client for the execution of construction work in accordance with the terms of the contract, building codes and regulations. Under the agreement with the client, the general contractor may involve subcontractors in performing specific construction and installation works.

Subcontractor - is (i) a specialized contracting organization attracted by the general contractor on a contractual basis to perform specific installation and construction works on the construction objects; (ii) a specialized project organization attracted by the general designer on a contract basis to develop project sections.

Capital investments - are a combination of costs spent on the acquisition, creation and renewal of fixed assets.

In accordance with the production structure and the specifics of fixed assets, capital investments can be defined as the costs for execution of construction, installation and design and survey works, the purchase of equipment included and not not included in the cost estimates of construction requiring and not requiring installation, production tools and household inventory, work and productive livestock, planting and growing perennial fruit and berry crops, forest belts and other costs included in the capital investments.

Fixed assets - produced assets to be used repeatedly or permanently for a long period, but not less than one year, for the production of goods, the provision of market and non-market services.

Bringing into action of fixed assets - the cost of completed construction and accepted objects for operation in accordance with the established procedure, including buildings, facilities, start-up complexes, their lines, as well as equipment, tools, perennial plantations, work and productive livestock. In the forms of statistical observation, it is reflected simultaneously with the commissioning of production capacities and objects of housing and civil purpose on the basis of acceptance certificates for completed construction projects.

Capacities commissioning is the capacity - indicator (productive capacity, capacity, purchase value, area, length, etc.) created as a result of capital investments implementation. In the forms of statistical observation, the commissioning of production capacities, objects of housing and civil purpose is reflected after their acceptance into operation in accordance with the established procedure, in actually accepted amounts specified in the acceptance certificates.

Productional construction - construction of objects, which after erection and commissioning will function in the material production: industry, construction, transport, communications, etc.

Non-productional construction - construction, reconstruction of housing and civil and cultural facilities (dwelling-house, pre-school institutions, sports facilities, theatrical and entertainment enterprises, utilities).

Bank-strengthening works - are the activities carried out to protect the banks of rivers, canals and reservoirs from destruction. The concept of bank protection works normally includes a range of works to protect the shores mainly from the dynamic influence of water (wave effects, increased flow rate, etc.).

The number of apartments - the number of apartments in the completed construction of dwelling-house, hotel and hostels is built.

The total area of dwelling houses - is defined as the sum of the areas of residential and subsidiary premises of apartments, as well as the areas of loggias, balconies, verandas, terraces and cold storerooms calculated based on the relevant decreasing coefficient in the houses with the apartment and hotel type, permanent hostels and other buildings designated for habitation of people (homes for the elderly and disabled people, bedroom building of orphanages and boarding schools). The housekeeping areas include kitchens, front and indoor corridors, bathrooms or showers, toilets, storage rooms or household built-in closets. The housekeeping areas of hostels include premises for cultural and domestic purposes and medical services.

The volume of the executed contract works - is the work executed by own forces under contracts of the building contract and (or) the state contracts concluded with customers. The cost of the contract works includes the cost of construction and installation works (new construction, reconstruction, expansion, technical re- equipment, etc.), works on capital and current repairs and other works (commissioning, cultural and technical, hydro-alluvial, drilling and blasting, design and survey, geo-research, etc.).

Basic and circulating assets in agriculture.

Fixed assets are one of the most important factors of any production. Their condition and effective use directly affect the final results of economic activity of enterprises in the agro-industrial complex (AIC). Rational use of the fixed assets and production facilities of the enterprise contribute to the improvement of all technical and economic indicators, including the increase in production, reduction of cost of production, labor input and profit growth. The fixed assets of the organization make the economic circuit, which consists of the following stages: wear and tear of fixed assets, depreciation, accumulation of funds for the complete restoration of fixed assets, their replacement by implementation of capital investment. But the high cost of fixed assets and the duration of diversion of money in large amounts force the enterprise to pay more attention to the better use of fixed assets in the process of their operation. But this requires to do a number of conditions. First of all, it is necessary to organize a clear account of the availability and movement of fixed assets at enterprises of the agroindustrial complex. This account should provide for managers and key specialists knowledge of the total real value of fixed assets, their dynamics, the degree of influence on the level of production costs. The urgency of the issue, which under consideration lies in the fact that under the conditions of market economy, the enterprises of the agroindustrial complex must proceed from the principle that effective use of fixed assets can bring them additional income. Therefore, we must constantly monitor the rational use of fixed assets, free enterprises from unnecessary equipment, machinery and other fixed assets, lease them, timely and qualitatively to make repair, update fixed assets in order to avoid excessive moral and physical deterioration.

To implement the production process in the agro-industrial complex, three elements are necessary: the labor force, resources and objects of labor. In agriculture, the main facility of production are land resources, which at the same time wiil be as resources and an object of labor.

Resources and objects of labor forms the material content of the means of production. In monetary terms, they are called funds. Depending on the nature of participation in production and the transfer of value to finished products, the funds are divided into basic and turnover. Fixed assets are labor facilities that repeatedly participate in the production process, while retaining their natural-material form, perform the same function over several production cycles and transfer their value to cost of production products in parts as it grows. Fixed assets include assets of the organization that repeatedly participate in the production process, while retaining their material form, transferring their value to the products (works, services) produced in parts as they wear out. Fixed assets are a combination of things that retain their material and material and things form and are used by the enterprise in economic activity for a long period, and the value of a unit thereof exceeds the amount established by the company's accounting policy in accordance with the legislation. The basic funds determine the level of development of the material and technical base of agro-industrial enterprises, the labor-endowment of labor, its qualification and productivity in all branches of the agroindustrial complex. Fixed assets are in constant motion, which is determined by their availability at a particular point in time and use. The use of fixed assets is determined by the indicator of variable specific costs. At the enterprises of the agro-industrial complex, fixed assets services are measured either by the number of unit hours per month, or by the spent part of the value of fixed assets per year.

At any given time, the enterprise has a certain number of machines, equipment and other types of fixed assets. Managers can change the level of use of the facilities of production once a month. However, their number and price can be fixed at the moment. The purpose of the analysis of the movement of fixed assets in agro-industrial enterprises is to study how it is created and changed. For accounting, valuation and analysis, fixed assets are classified according to a number of characteristics. By functional purposes, fixed assets are divided into production and non- production. Production fixed assets - are material values that repeatedly participate in the production process, while keeping their natural form, but their cost is transferred to the produced products in parts. They are directly used in the production process or create conditions for its normal implementation. In turn, they are subdivided into the main production assets of agricultural and non-agricultural purposes. Non-productive fixed assets - funds not directly involved in the production process (houses, children's and sports institutions, schools, hospitals, other objects of domestic and cultural use) According to the real-natural composition of fixed assets are divided into the following groups. Buildings - administrative, economic, basic, auxiliary and subsidiary productions. In crop production, these include warehouses, warehouses for storage of machinery, buildings for agro-chemical laboratories, etc., in livestock - livestock houses, zootechnical and veterinary laboratories, warehouses of production, etc. Structures - engineering and construction facilities that are necessary for the production process: silo towers, hotbeds, greenhouses, indoor currents, irrigation and drainage facilities, manure storages, roads, bridges, etc. Machinery and equipment - power machinery and equipment, including all types of electrical assemblies and engines, working machines and equipment that directly affect the objects of labor in the process of product creation, measuring and control instruments and laboratory equipment; computer engineering.

Vehicles - all kinds of cars, cargo and water transports, trailers, electric cars, etc. Production and economic equipment - containers for storage of liquid and dry materials, containers, furniture, cabinets, typewriters, computers, copiers, fire- fighting equipment, etc. Working cattle - horses, oxen, camels. Productive livestock -cows, sows, goats, ewes, etc.. Perennial plantations - fruit, berry, tea, field-protective. Capital investments to improve land - the expenses of surface improvement of agricultural land. Tools and other fixed assets - a tools with a service life of more than one year; Other fixed assets - capital costs for leased fixed assets Depending on the degree of influence of the funds on the production process, they are divided into two parts: The active part of the fixed assets takes a direct influence in the production process. The passive part of fixed assets ensures the normal functioning of the production process. According to the sectoral characteristic, the main funds are subdivided into the funds of plant growing, livestock and general purpose. By ownership, the main funds are divided into own and leased. For the whole purpose in agriculture, the main production funds are divided into agricultural and non-agricultural funds purposes. The main production funds for agricultural purposes include the facilities of production that take a direct part in the technological processes of obtaining agricultural products and its realization. The main non-agricultural production funds include transmission devices, machinery and equipment for industrial production facilities, construction, trade and public catering. In accounting and analysis, main funds are divided into inventory and non- inventory. Inventory funds have a physical expression and are subject to accounting

20 and exchange in kind. Non-inventories are represented by capital investments in land, forest and water areas. The above indicators are used to calculate gross fixed capital formation and changes in working capital in the agribusiness sector when calculating the Gross Domestic Product by the final consumption method. In this survey, special attention was paid to the issue of accounting for the commissioning of new orchards and vineyards.

II. CONTENT OF THE QUESTIONNAIRE FORM QUESTIONS

Question Q1 is asked to check if the enterprise was engaged in 2017 in utilization of capital investments, the construction of any object, restructuring, reconstruction, etc., or performed any contract work in construction as a contractor/subcontractor.

In this question it is necessary to indicate if the enterprise was engaged in the listed activities during 2017. If the answer is “Yes”, tick the option 01 and go to question Q2. If the answer is “No”, tick the option 02 and skip to question Q5.

Question Q2 seeks to obtain information on what activities the enterprise has been engaged in: utilization of capital investments or performing contract work.

Specify the appropriate answer and continue accordingly with question Q3A or Q3B.

Question Q3 is the key question and is asked to find out whether the enterprise has been accountable to the statistical authorities.

If the answer is “Yes”, tick the option 01 and go to question Q2. If the answer is “No”, tick the option 02 and continue with question Q4A or Q4B respectively. If the answer is “No”, tick the option 02 and go to Q6 or Q7.

Question Q4 is a special additional question-filter to check if the enterprise was actually reported to the statistics bodies for 2017 on Form 1-cc (annual) or on Form 2-cc (annual).

If the answer is “Yes”, tick the option 01 and continue with question Q5. If the answer is “No”, tick the option 02 and respectively go to question Q6 or Q7,

Attention: when using a tablet in the survey, take a picture of the completed form and write down the date of its submission to the statistics bodies. If there is no tablet, write down the date of the form completion and its submission to the statistics authorities.

Question Q5 is asked to clarify if this enterprise is planning to be engaged in 2018 in utilization of capital investments or performance of contract work in construction.

Regardless of any answer options “Yes” or “No”, the survey for this enterprise will be ended.

It should be noted that the survey used a stratified sampling method. At the first stage, the sample was formed from the General population by applying the following formula, using the stratified proportional sampling method:

In the second stage of the sampling, "rule 7" was used, as in the case of a sample of the survey, taking into account the similarity of the conditions of the sample. In accordance with the rules of "rule 7", in order to ensure the representativeness of the sample for each activity, where the sample size in the first stage was less than 7, and the general population as a whole was 7 or more units, the sample size was taken 7, because the sample size below 7 can not provide sufficient representativeness for strata formed from units. The expediency of the latter approach is confirmed by scientific and empirical research.

As noted above, the coverage in the survey of industrial enterprises that were established during 2016-2017 years, customers and contractors who did not report to the statistics bodies on the treatment of investments in fixed assets and performance of contract works is one of the priority tasks. Taking into account that in the statistical register information about the development of investments and contracting works of these units is absent (for the reasons already stated above), the sample for them was made by a continuous method for each type of economic activity registered in the statistical register. Of the total number of business entities in the Republic, which is included in the list of survey units, 9.1% or 422 units are customers and contractors, who in 2017 did not report to the statistical bodies on relevant statistical reporting forms. 26

Since the accounting of the effect of orchards and vineyards in the years of independence was not conducted according to statistics investment in fixed assets, on the basis of statistical data forms 11 ac (agriculture) " Report on perennial plants planting". According to this list, 1908 dehkan farms (collective and individual dehkan farms) are included in the survey, which constitute 41.8% of the total number of surveyed statistical units. Other subjects that were covered by the survey were newly created enterprises (legal entities and individuals) in the industrial sector. Number of newly created industrial enterprises (legal entities) for 2016-2017 years was 1356 units or 29.7% of the total number of statistical units, which included in the survey. Also 878 units are included in the list of surveyed units, which make up 19.2% of the total number.

2.1. Collection and processing of data

Software: The software for micro enterprise survey is developed on client- server technology, on the NetFramework platform. The client part of the program is written in C # 4 MSSqlServer. The client operates in the multi-document interface (MDI) mode. During the data entry, before sending to the server, the client checks all logical and arithmetic controls. The server part of the program is implemented on the basis of the MSSqlServer 2008 database. Data exchange between the client and the server occurs through stored procedures.

Conducting the survey: The survey was conducted from 8 to 31 May 2018 by specially trained specialists. In total, 8 groups were created, in GBAO one group (1 supervisor and 2 enumerators), 2 groups (2 supervisors and 6 enumerators) in Sugd province, 2 groups (2 supervisors and 6 enumerators) in , one group (1 supervisor and 4 enumerators) in Dushanbe, in cities and districts of republican subordination 2 groups (2 supervisors and 7 enumerators). In total 8 supervisors and 25 enumerators took part in the survey. The survey was conducted through a survey of collective dehkan and individual dehkan farms, established new industrial enterprises (legal entities and private entrepreneurs) and non-reporting customers and contractors for the development of investments and performance of contract works. The survey was conducted by a face to face method through direct visits to the subjects (interprises and dehkan farms). During the survey and data processing (data entry into the computer), the principle of confidentiality was observed. Acceptance and quality control of completed questionnaires: After completion of the field work, the completed questionnaire forms were submitted for review to the group supervisor for arithmetic compliance. In total, 4564 subjects were supposed to be examined. During the survey it was revealed that about 5.7% of the subjects refused to respond, were not found, or were absent on the survey date.

The checking of the questionnaires showed that all the details characterizing the activities of the micro interprises surveyed, such as the type of economic activity, the form of ownership, the territory, the taxpayer identification number, the unified registration number and the code of enterprises (identification code) were filled, except for individual dehkan farms, which the corresponding order was not registered in the Single Window system. For this reason, dehkan farms are given cross cuting codes for entering information. The following main difficulties in completing the questionnaires were identified: - Lack of sufficient knowledge of the responsible persons of small businesses on the provision of information to local statistical bodies, according to the approved statistical forms of reporting on capital construction; - For dehkan farms and private entrepreneurs, it proved difficult to determine the volume of investments in fixed assets, or the cost of contract work. In some cases, it was necessary to calculate indicators based on market prices. It was especially difficult to solve this issue in Khatlon and Sughd provinces, which took additional time. - There were difficulties with completing the questionnaire from several individual entrepreneurs, as some of them did not have primary accounting; - On the part of some subjects, the enumerators were denied access to the necessary information, and only after the intervention of the supervisors information was received. Nevertheless, all the questionnaires were filled by enumerators, checked by supervisors, controlled by the manager, checked by the analyst-methodologic and submitted at the set time for operation. Input and processing of data: Data entry was donet from May 25 to June 5, 2018 by trained operators in a specially developed program. After data processing, output tables were obtained, on the basis of which analytical tables were compiled and data analysis was carried out to compile a report on the results of this one-time survey. This work was done from 10 to 25 June 2018 year. The preparation of the output table schem and the program for developing the summary results of the survey was entrusted to the local consultant and programmer. It should be noted that the development of the output tables was agreed with the international consultant.

III. ANALYTICAL SECTION

3.1 Results of the survey

According to the survey results, the volume of investments in fixed assets by all subjects covered by the survey amounted to 91.9 million somoni, of which 47.7 million somoni is the cost of construction and installation work. The cost of equipment installed at various sites amounted to 38.7 million somoni or 42.1% of the total amount of treated investments in fixed assets. The disbursed investments in fixed assets by types of economic activity shows that in the sector of industry (including energy) this indicator is 3.6 million somoni or 4.0% of the total volume, agriculture - 26.0 million somoni (28.3 million somoni) %), construction - 50.0 million somoni (54.4%) and other sectors - 12.2 million somoni (13.3%). The findings of the survey show that 42.6% or 39.2 million somoni of disbursed investments are in GBAO. As a result, the coverage of the contract works of LLC "Turas Khorugh" for the construction of a health center in the city of Khorug GBAO, the volume of investment in fixed assets has increased. It is worth noting that the cost of construction is 36.3 million somoni due to the investment of the Aga Khan Foundation. The share of the Sughd province is 18.6% or 17.1 million somoni, the Khatlon province 6.7% (6.6 million somoni), the city of Dushanbe 5.8% (5.3 million somoni), cities and districts of republican subordination is 26.3% (24.2 million somoni). The amount which realized into fixed assets in 2017 by all interviewed subjects is 43.4 million somoni, including in the industry (including energy), this figure is 1.4 million somoni or 3.1% of the total, agriculture - 7.8 million somoni (18.1%), construction - 31.6 million somoni (72.8%) and other sectors - 2.6 million somoni (6.0%). According to this survey, fixed assets commissioned by small enterprises for 2017 for GBAO, which were not included in the statistical data for the reporting period, is 24.9 million somoni or 57.3% of the total fixed assets. This indicator for other regions of the republic shows such: Sughd province 4.2% or 1.8 million somoni, Khatlon province 12.4% (5.4 million somoni), 31

Dushanbe city 10.4% (4.5 million somoni), cities and districts of republican subordination 15.7% (6.8 million somoni). Based on the data received on capital investment and commissioning of fixed assets by micro-enterprises, the data for January-December 2017 year, published in January 2018 year in the report "Social and Economical Situation of the Republic of Tajikistan", were changed.

In January-December 2017, based on the survey data of micro-enterprises, the volume of used investments in fixed assets from all sources of financing amounted to 11,300.4 million somoni, which is 105.0% by January-December 2016 (in comparable prices, the price index was 97.1%). According to preleminary data, the growth rate was 104.1% by January-December 2016. In January-December 2017 year, taking into account the survey data of micro- enterprises, commissioning of the fixed assets from all sources of financing amounted to 5445.7 million somoni. Including in GBAO - 756.4 million somoni or 13.9%, in Khatlon province 1593.6 million somoni or 29.3%, in Sughd province - 1265.9 million somoni (23.2%), in the city of Dushanbe - 1491.3 million somoni (27.4%), in DRS - 338.5 million somini or 6.2% of the total value of fixed assets

32 introduced in the country. According to the preleminary data, this indicator was formed in the amount of 5402.3 million somoni.

Taking into account the survey data, the volume of orderly works for January- December 2017 year is 5611 million somoni, and overhaul - 197.1 million somoni. Using the survey data, the Gross Domestic Product was recalculated for January-December 2017. So, based on the data of the survey of micro-enterprises for the dibursment of investments in fixed assets and the performance of contract work, preleminary Gross Domestic Product for January-December 2017 is 61137.4 million somoni and the growth rate increased by 0.1 percentage point and was 107, 2% compare to January-December 2016. The share of construction in the total GDP for January-December 2017 is 9.4% (against preleminary data - 9.3%).

IV. CONCLUSIONS

An analysis of the results of the survey once again indicates that construction statistics is underestimate the volume of used investments and the execution of contract work, partially incomplete accounting of small business entities. To further ensure the coverage of the statistical reporting of small business entities, it is necessary: - strengthen inter-agency coordination with various departments, especially with the departments that are involved in the registration of small business entities, as well as the necessary permits for departments to realize construction works; - to intensify mass-explanatory work by the responsible persons of small business entities at the level of the regions of the republic, to organize training seminars, round tables, meetings for representatives of small businesses, dissemination of the necessary information on the procedure for submitting statistical reports through the mass media; - to strengthen the internal communication of the branch offices of the Agency on statistics and the Main Computing Center on the timely coverage of small business entities; - to improve the mechanism for collecting information on capital construction statistics, especially indicators of agricultural enterprises for the estimation of fixed assets and turnover capital.

It should be noted that the Agency on statistics has repeatedly pointed out the priority of conducting a survey of micro-enterprises, but up to now the accounting of new gardens and vineyards on capital construction statistics has not been properly implemented. The objective of this study was to collect evidence-based information for the assessment of fixed assets in the agricultural sector (crop production part). The results of this study will provide an opportunity to harmonize statistical data in accordance with international standards, and will also be used for SNA calculations.

This will allow the Agency on Statistics: - improve the database of national accounts with new indicators on investment disbursment and calculation of GDP by the production method and final consumption expenditure; - get updated information on the required structure in small business; - to improve the calculations and assessments of macroeconomic indicators by new supplemented indicators for the construction sector; - use the survey results in the tables "Supply and use".

The results of the survey were approved by an international consultant and the Statistics Agency and expressed gratitude for the conduct of this survey, as a result of the survey the main goal was achieved - information on the contribution of small enterprises to the construction industry was received. The results of the survey were presented and discussed with representatives of ministries and agencies of the Republic of Tajikistan, international organizations and representatives of the media at a meeting of the interagency working group in Agency on statistics. The results of the survey and the database will be published on the Agency on statistics website for use by different categories of users.

Part I. INTERVIEWING OF RESPONDENTS

1. GENERAL INFORMATION

1.1 The objective of the one-time statistical sample micro-enterprises survey

One-time statistical sample microenterprises surveywill be carried out by the Agency onstatistics under the President of the Republic of Tajikistan to collect data from legal entities and private entrepreneurs engaged in the utilizationof capital investments or the performance of contractingand construction works.

1.2. Coverage of the survey

The survey should cover all legal entities and private entrepreneurs located on the territory of the Republic of Tajikistan (RT), which were engaged in the utilization of capital investments in 2017 and were included in the sample based on the register and licenses issued for this purpose. Thus, it is a case of clients and contractors. At the same time, the contract works in the agriculture sector will cover only new gardens.

The survey includes only newly formed enterprises during 2016 and 2017 (that is, for the last two years), as well as ALL enterprises whichdue to a number of reasons did not timely provide the report on Form 1-cc and Form 2-cc (annual) for 2017, regardless of the year of their establishment.

1.3. Accounting period The survey will be conducted within 24 days between April 18 and May 18, 2018. The survey accounting period is 2017.

1.4. Data collection method

Depending on the technical feasibility, the data is collected with one of the following methods: (a) electronically through the website of the Agency on statistics under the President of the Republic of Tajikistan (www.stat.tj); (b) based on the answers of the persons authorized by the enterprise (the questionnaire should be completed independently and sent by mail to the Agency on statistics c) based on individual interviews conducted by interviewers hired by the Agency on statistics at the time of the survey.In case of (c),the survey will be conducted using tablets. The survey will be conducted by eight groups of enumerators consisting of three persons in each group. The enumerators will report on the work done to their supervisers.

All answers must be submitted to the AS in electronic form or by mail no later than May 10, 2018.

Additional days after May 10, will be given to complete the work by the enumerators, if additional time is required for visiting the enterprise.

1.5. The topics on which data is collected

1.6. Sampling of the survey

The systematic sampling used in the conducting this survey. This means that an randomly starting point will be defined first and then each i- element will be selected sequentially from the sampling frame. The sampling interval i is defined as the ratio of the total volume N to the sample size p, with the result rounded to the nearest whole number. For example, in this survey, the total volume consists of 5500 elements and the sample size is 500 respondents. Thus, the sampling interval i is 10. A random number between 1 and 10 is selected. If, for example, this number is equal to 5, the sample consists of the elements 5, 15, 25, 35, 45, 55, etc. Hence, according to the probability sampling method, first a randomly starting point was defined and then each i element is sequentially selected from the sampling frame. The common feature of systematic sampling and simple random sampling is that each element of the general volume has a known and equal probability of selection.

2.2. Checking the completed Questionnaire

In case the Questionnaire is self-completed in electronic form or based on the responses of persons authorized by the enterprise (postal form), it is necessary to the operator/survey administrator appointed by the AS to check the completed questionnaire using the list of options contained in the left part of the text box located on the first page entitled “Interview results”. After checking, the operator/administrator enters his/her her own individual code. In case the Questionnaire is completed by the interviewer, the latter should place its individual code in the first line of the text box located on the first page called the “Interview Results”. The completed Questionnaire should be checked by the survey operator/administrator through the list of options contained on the right side of the text box located on the first page called “Interview Results”. After checking, the operator/administrator enters his/her own individual code.
