To be embargoed till 24 January 2011 SINGAPORE FORMS NEW MINISTERIAL COMMITTEE FOR THE SINO- SINGAPORE TIANJIN ECO-CITY 1. The Singapore Government has formed a Ministerial Committee (MC) on the Tianjin Eco-city to enhance the coordination and support among Singapore government agencies for the Sino-Singapore Tianjin Eco-city project. Beyond its physical development, various Singapore agencies are collaborating with their Tianjin counterparts to support the economic and social development of the Eco-city. The formation of the Ministerial Committee reflects the importance that the Singapore Government attaches to this joint project, one of the only two Government-to-Government collaborative projects between Singapore and the People’s Republic of China. 2. The composition of the Ministerial Committee is as follows: a. Mr Mah Bow Tan, Minister for National Development – Chairman b. Mrs Lim Hwee Hua, Minister in the Prime Minister’s Office/Second Minister for Finance and Transport c. Ms Grace Fu, Senior Minister of State for National Development and Education d. Mr Zainul Abidin Rasheed, Senior Minister of State for Foreign Affairs e. Mr Lee Yi Shyan, Minister of State for Trade and Industry, and for Manpower f. Dr Amy Khor, Minister of State for Environment and Water Resources 3. Mr Mah and the Ministerial Committee members will be making a visit to Tianjin from 24 – 26 January 2011 to update themselves on developments in the Tianjin Eco-city and the Tianjin Binhai New Area. They will also meet Tianjin leaders and officials. The Ministerial Committee delegation will be accompanied by senior officials from the Ministry of National Development and other relevant Singapore ministries and agencies. Chapter 2 Focus on Ageing Issues 1. The issues of an ageing population are multifaceted and dynamic. Addressing the far-reaching and multi-disciplinary issues requires cooperation and coordination among various agencies. Thus far, the Government has adopted an inter-ministry approach in tackling ageing issues 1. 2. The most recent report that was published is the 1999 Report of the Inter-Ministerial Committee on the Ageing Population (IMC) which covered recommendations in six key areas – Financial Security, Employment and Employability, Housing and Land Use Policies, Health Care, Social Integration of the Elderly and, Cohesion and Conflict in an Ageing Society. Arising from the report, the Eldercare Masterplan (FY2001 – FY2005) was charted to develop a comprehensive network of community-based services. 3. The Committee on Ageing Issues (CAI) set up in December 2004 was tasked to build on the work done by previous committees. The CAI is an inter-agency forum that discusses and puts up proposals related to ageing issues. The CAI is co-chaired by Senior Minister of State for Information, Communication and the Arts, and Health, Dr Balaji Sadasivan, and Parliamentary Secretary for Community Development, Youth and Sports, and National Development, Dr Mohamad Maliki Osman, with representation from the Government, people, private, media and academic sectors. (The composition of the CAI is at Appendix A and its Terms of Reference is at Appendix B .) 1 Past inter-ministry platforms include Howe Yoon Chong’s “Committee on the Problems of the Aged”, 1982-1984; “Advisory Council on the Aged” chaired by Minister Jayakumar, 1988-1989; “National Advisory Council on the Family and the Aged” chaired by former Minister for Community Development, Mr Abdullah Tarmugi, 1989-1997; the “Inter-Ministerial Committee on Health Care for the Elderly” chaired by former Minister for Health, Mr Yeo Cheow Tong, 1997-1999 and the Inter-Ministerial Committee on the Ageing Population chaired by Minister Mah Bow Tan, 1999-2003 and Minister Lim Hng Kiang, 2003-2004.

MEDIA RELEASE Singapore and Tianjin to deepen cooperation in Port and Logistics, and Environmental services Minister Khaw Boon Wan co-chairs his first Singapore-Tianjin Economic and Trade Council meeting in Singapore after taking over Co- Chairmanship this year. In-line with Tianjin’s goal to become China’s international shipping and logistics hub in the north, and an environmentally friendly city, Singapore and Tianjin agreed to deepen cooperation in areas of port and logistics, and environmental services during the fourth Singapore-Tianjin Economic and Trade Council (STETC) meeting held in Singapore today. 2. Minister for National Development Khaw Boon Wan co-chaired the STETC meeting with Tianjin Mayor Huang Xingguo. He takes over this role of STETC’s Singapore Co- Chairman from former Minister Mah Bow Tan, who had co-chaired the Council since its establishment in January 2007. 3. Minister of State (MOS) for National Development and Trade and Industry Lee Yi Shyan also assumes his new role as the Vice Chairman of STETC today. He takes over from Senior Minister of State Grace Fu. The Chinese Vice Chairmen for STETC are Tianjin Deputy Party Secretary He Lifeng and Tianjin Vice Mayor Ren Xuefeng. TRANSCRIPT OF PRIME MINISTER LEE HSIEN LOONG’S SPEECH AT THE OPENING OF PUNGGOL WATERWAY 23 OCTOBER 2011 DPM Teo Chee Hean Ministers Grassroots leaders and residents of Punggol Four years ago, at the National Day Rally in 2007, I described HDB’s plans for Punggol: how we planned to build Punggol 21 Plus, with a waterway and houses on both sides, so that residents can enjoy waterfront living. I showed a 3D “fly-through” of the Waterway, what it would look like, and I think it generated quite a lot of interest and excitement, and helped to encourage people to think about coming to Punggol to live. I am very happy to see the completion of this Punggol Waterway today. Clean, flowing water; lots of greenery; plenty of open spaces; lots of residents actively participating, enjoying, sharing this green lung, in the middle of our little, tight city. You can kayak, you can fly a kite, you can stroll along the promenade; you can have a lot of fun. It was a long journey to get here. The initial plan to build Punggol 21 was in the 1990s. But then, the Asian financial crisis came, and we had to delay the plans until the economy recovered, which took quite a number of years. After that, we had the chance to relook at it again, improved the plans and we turned Punggol 21 into Punggol 21 Plus, which would make Punggol the waterfront town of the 21 st century. A central feature of Punggol 21 Plus was this Waterway. It started off as a pipeline, because we have Punggol Reservoir on one side, we have Serangoon Reservoir on the other side – PUB reservoirs, to collect water because we need water to drink.

For further information contact the UOW Library: [email protected] A politics of accommodation: Women and the People’s Action Party in Singapore In 2001, women’s parliamentary representation in Singapore reached its highest level for thirty years. In the national elections held in November that year, 10 women were elected (representing 12% of elected seats in parliament). In July 2002, an additional five women were appointed to parliament through the Nominated Member of Parliament (NMP) scheme, increasing women’s overall share of the seats in parliament to an unprecedented 15.9%. While this figure is on par with the international and regional average (15.4%) for women’s parliamentary representation in a single or lower house of parliament (Inter-Parliamentary Union 2003), Singapore still lags behind the United Nations target of 30% spelt out in the Beijing Declaration and Platform for Action. The current number of women in Singapore’s parliament represents a substantial increase over the previous electoral result of 4.8% in 1996, and the so-called ‘dark years’ between 1970 and 1984 when there were no women in parliament at all.
