Following an initial site visit with DEW, the below sites were identified as appropriate to explore expansion and development opportunities. • Tea Trees, Wreckers, Big Dune and Sewer Carpark • Access road from park entry through to Sewer Carpark is to be graded, and repaired where required as part of these works (approx. 8.4km)

It was identified that Wheaton’s Beach camp ground and parking should be left as is due to various factors including, exclusivity, surrounding vegetation, topography and site access.

SITE ACCESS

The D’Estrees Bay area is accessed along the D’Estrees Bay Road which runs along the coastline overlooking into D’Estrees Bay.

Currently the road is severley worn, and is not a ‘comfortable’ drive in a smaller vehicle. It is known that generally only larger SUV’s or 4WD’s access the site due to the current road conditions.

Following an initial site visit with DEW, it was identified as appropriate to include the regrading of D’Estrees Road as part of the camp site expansion and development works.

• Access road from park entry through to Sewer Carpark is to be graded, and repaired where required as part of these works (approx. 8.4km)

The upgrade of this road will provide greater variety of vehicle access, opening up the opportunity to engage a wider tourist group.

The red line shown on the aerial indicates the approximate the extent of works. Actual extent to be confirmed on site with DEW.

Kangaroo Island Reserves Landscape and Facility Design (TCL + Shannon Architects Dominant views 1998) Dominant views The Landscape and Facility Design document includes designs for 36 sites across Kangaroo Island, as well as an overarching set of facility elements and material selections which respond to the local environment and regional identity. The basis of design of these elements can be utilised in the detailed concept design of the D’Estrees Bay Camp Dual direction road Grounds. 2. Each of these guiding principles will be considered during the detailed concept design process for the D’Estrees Bay Camp Grounds. While there are some idiosyncrasies of D’Estrees Bay not incorporated into Dominant views these design models, a significant number of similarities mean the principles of the design models may be applied to the detailed concept designs.

CURRENT FACILITIES The Tea Trees Camp Ground provides two camp grounds with no further facilities. The camp grounds are located adjacent the beach, taking advantage of the views across D’Estrees Bay. The camp sites are small and restrict the type of camping.

It was identified at the site visit with DEW that the camp ground was suitable for extension largely due to the topographic nature of the site, the current vegetation and ability to provide camping so close to the beach.

PROPOSED UPGRADES

The proposed development will see vehicle access upgraded to a new one-way access road. Coaches will be deterred from entering the site through appropriate signage at entry points. A small number of day parks will be provided at the site.

A new central toilet block will be provided. This will allow for usage by day visitors, but will also be within close proximity to the camp sites. A new small shelter is proposed and will include a picnic table.

The proposed redevelopment will see a total of 5 camp sites. These will be easily accessed by all types of campers including caravans, RV’s, camper trailers and tent users. Boundary fencing will be included to protect existing vegetation and where required, revegetation will be undertaken to disturbed areas.

There is currently an informal beach access point, this will be defined through the use of directional signage. A secondary access point will be provided adjacent the camp sites. This dedicated access point will aim to prevent multiple access points being created by campers.

CURRENT FACILITIES

Currently the Wreckers site provides one camp ground which has parking adjacent. It also provides informal day visitor parking and existing toilet facilities which are disconnected from the other facilities on site.

It was identified at the site visit with DEW that the camp ground was suitable for extension largely due to the topography of the site, and the current vegetation. The Wreckers site is largely attractive due to the proximity and stunning views available from multiple points across D’Estrees Bay.

PROPOSED UPGRADES

Proposed vehicle access is incorporated with a new one-way access road. Coaches will be deterred from entering the site through appropriate signage at entry points. Day parking will be provided at the site for vehicles only. The existing access road will be shut off and revegetated. This will require fencing along the road edge until the planting is sufficiently established.

The proposed redevelopment will see a total of 14 camp sites. These will be easily accessed by all types of campers including caravans, RV’s, camper trailers and tent users. Boundary fencing will be included to protect existing vegetation.

A new large additional toilet facility will be provided adjacent the day visitor parking, and is proposed in a central location to allow for camp users at the southern end of the site.

A new large shelter structure, with multiple picnic tables and BBQ’s is proposed at the central parking / toilet facility location.

A small number of new paths are provided to provide campers links with facilities. Two existing beach access points will be retained (one north, one south). These will be upgraded and defined access paths to prevent damage to surrounding dune vegetation.

CURRENT FACILITIES

Currently the Big Dune Campground provides one camp ground with no further facilities. The camp ground is small and suitable for a small tent only, with parking adjacent.

It was identified at the site visit with DEW that the camp ground was suitable for extension largely due to the topography of the site, and the current vegetation. The Big Sand Dune also provides protection from the regular southerly winds Kangaroo Island experiences.

PROPOSED UPGRADES

Proposed vehicle access is incorporated with a new one-way access road. Coaches will be deterred from entering the site through appropriate signage at entry points. No day parking will be provided at the site. It is proposed to maintain the site as private and secluded.

The proposed redevelopment will see a total of 9 camp sites. These will be easily accessed by all types of campers including caravans, RV’s, camper trailers and tent users. Boundary fencing will be included to protect existing vegetation.

The upgrade will provide multiple dual / large group sites to cater for larger family / school groups.

New toilet facilitess will be provided. These are located centrally for ease of access by campers.

CURRENT FACILITIES

Currently the Sewer Carpark is an informal carpark providing space for approximately 6 vehicles. No further facilities are provided at the site. The site is the last accessible point by vehicle along D’Estrees Bay Road, and provides a starting point for the Coastal Trek (seasonal opening). This trek provides a pedestrian connection to Bales Beach / Seal Bay. There are currently multiple ‘informal tracks’ down to the beach.

It was identified at the site visit with DEW the carpark was suitable for extension largely due to the topographic nature of the site, and the current vegetation.

PROPOSED UPGRADES

The proposed redevelopment will see vehicle access is upgraded to ensure suitable coach turnaround point at the road end. 6 additional vehicle parks will be included on the northern side of the road. Appropriate parking bays for coaches / mini-buses or RV’s / caravans is included.

A new toilet facility will be provided. This is located adjacent the carpark for ease of access by users.
