The most significant reasons for discrepancies and inconsistencies in the settlements for resources lie in the area of payment coming from households and legal entities occupying non-residential premises in apartment buildings. In many respects, the problems are caused by an inarticulate division of executive authority to bill citizens for the resources given by the providers. This dictates a number of restrictions imposed on payment management with citizens who ignore the integrity of the technological and economic processes that exist in the supply of resources to the end user.

Points for discussion:  ways to provide full heat distribution for hot water heating among the owners of a building;  what is the difference between the concepts of the utility service and the resource used in providing public services;  ways to provide a full-scale instrumented heat supply registration throughout consumption scope;  the need for sanitary norms and reasonable heat consumption limiting the energy-saving motive.

The purpose of the Round Table is to give an opportunity for all participants involved in the discussion of the need for support of RES after 2024 to express their views and attitudes. The state supports renewable energy in order to develop a new branch of industry and energy sector, to receive appropriate dividends in the form of tax and other revenues. The arguments of the proponents of extending renewable energy support after 2024 are cogent, since their main pivot point is a stable development as wind energy is becoming a driver of many benefits for the Russian economy, and the cumulative long-term positive effect of extending

the RES support program amounting to about 7 trillion rubles, and tax revenues amounting to about 1.5 trillion rubles. This makes a strong case for the issue.
