Allen, Jolley, Puri & Simper. In Attendance Olive O’Sullivan – Chief Executive Officer (CEO) & Natalia Gorman – Senior Administrator & Projects Officer. There was one members of the public in attendance and no press. 80 Apologies for Absence The Chief Executive Officer had received apologies from Cllrs Hodgins & Horrocks. Resolved to accept the apologies received. 81 Declarations of Interest None. 82 Minutes of Last Meeting Resolved that the minutes of the meeting of Planning & Highways Committee Meeting held on Tuesday 5th February 2019 be signed as a true record of the meeting. 83 Matters Arising The CEO advised committee that there will be a delay in the timescale to install Gateway Heritage signs approved in January 2019. Birmingham City Council (BCC) Highways officers are required to submit a Full Business Case which must be approved by BCC’s Street Services and Transportation group. It is expected that the signs will be installed towards the end of May 2019. Resolved to note the CEO’s update. 84 Walmley Village Public Realm Improvements Committee were advised that proposals for improvements at Walmley Village were well received and feedback was constructive. The report highlighted amendments to the design concept. Resolved to note the revised concept for the War Memorial square.     Village Greens in Sutton Coldfield By Roger Lea The Northern Commons The Corn Rent Map The Com Rent Survey of 1824 is the earliest large-scale map of the whole of Sutton Coldfield. Until 1824, Sutton had extensive common lands, not privately owned, open to all the inhabitants, where local people had rights and entitlements. There had been an attempt by some local gentry late in the eighteenth century to change the system so that all the common land would come into private ownership, such that everyone entitled to use the commons would receive a piece of common land to own as their private property 1. This process, known as Enclosure of the Commons, was gradually being applied to most of the parishes in England; in order to enclose the commons of a parish, an Act of Parliament for that parish had first to be obtained. The Act for enclosing Sutton's commons was passed in 18242. Under the Act, an Enclosure Commissioner was appointed, whose duties included making a schedule of every piece of private property in Sutton. The value of each piece of property was assessed and a calculation made so that the tithes due to the Rector in respect of that property could be expressed in money terms (previously, tithes had been paid in kind, for example, one tenth of the wheat harvest or one piglet out of a litter). This was known as the Corn Rent Schedule, since most of the tithes had been paid in the form of corn which the Rector had collected in his tithe bam.
