GEOGRAPHICAL CHARACTERISTICS:-

Location of District Anantnag: - Town of Anantnag is situated on the banks of River Jhelum &Lidder, which has been established in the year 1937 and is spread over 29.7 Square Kilometers. As per the natural arrangement the district has 927 females against 1000 males while as it is 1000:889 at the state level. The Rural Urban constitution of the populations stands in the ratio of 73:26 as against 73:27 for the state.

The District consists of 387 inhabited and 07 un-inhabited revenue village. Besides, there is one Municipal Council and 09 Municipal Committees in the District. The district consists of 12 tehsils, viz, Anantnag, Anantnag-East, Bijbehara, Dooru, Kokernag, Larnoo, Pahalgam, Qazigund, Sallar, Shahabad Bala, Shangus and . The District is also divided into 16 CD blocks, viz, , Anantnag, Bijbehara, Breng, Chhittegul, , Hiller Shahabad.

Khoveripora, Larnoo, Pahalgam, Qazigund, Sangam, Shahabad, Shangus, and for ensuring speedy and all-out development of rural areas.

For law and order purposes, the district has been divided into eleven police Stations, Viz; Anantnag (Town), Aishmuqam, Achabal, Anti-Human Trafficking DPL Anantnag, Bijbehara, Dooru, Kokernag, Mattan, Pahalgam, Qazigund, Srigufwara and 08 police posts, viz, Sherbagh, General Bus Stand Anantng, Uttersoo, Larnoo, JanglatMandi, , Sangam&DamhallKhoshipora.

Due to proximity of Peer Panchal Range, which stretches in its South and South- East, the district has a more temperate climate in Summer and relatively cold in Winter that other districts of the valley. The rainfall is generally excessive in Spring, moderate in Summer, deficient in Autumm and receives snowfall during the winter season (chelieykalan, chelieykhurd and chelieybacha).

District Anantnag has some important streams (Nallahs) of the name of ; the Sandran, the Brengi, the Arapath and the Lidder. The most important among these nallahs is the LidderNallah which takes off from Sheshang&Tarsar lakes and irrigates not only the maximum area of the district but is also one of the main tributaries of the River Jehlum.

The district is predominantly inhabited by Kashmiris who constitute 89.25% of the population. The Kandi areas of the district are inhabited by Gujjars and Bakerwals and are 10.75% of the district population.

The district has also the distinction of having some health resorts figuring on the Tourist Map e.g. Pahalgam, Kokernag, verinag, Achabal&Daksu. These health resorts attract not only the domestic but a significant number of foreign tourists. The district is also known for AmarnthJi Cave, situated in the upper reaches of valley of shepherds. Every year thousands of Hindu devotees pay their homage at the Holy Cave.

IMPORTANT HEALTH RESORTS OF THE DISTRICT.

01. Pahalgam:-

Pahalgam is one of the famous health resorts of and State. It is situated at a distance of 41 Kms in the north east of District Anantnag among lofty hills covered with evergreen forests. Its coll invigorating and pleasant climate, the murmuring waters of the LidderNallah attract tourist not only from within the country but also from abroad as well. It is also an important transit camp on the way to Holy Amar NathJi Cave, which is 72 Kms away from the District Head-Quarter.

02. Kokernag:-

This health resort lies in the South East of the District at a distance of

25 Kms. A famous spring called “Kokernag” gushes out from the foot of the nearby hill covered with evergreen pine trees. A terraced garden and a Botanical garden and a Botanical garden with delicately maintained flower beds of different varieties and hues covered and protected with beautifully pruned evergreen shrubs and the existence of lofty and majestic chinars is an enchanting sight to be imbibed. The music of the health giving, refreshing and appetizing running waters of the stream have left little chance of not to be enchanted and mesmerized by this heavenly touch. This beautiful garden has been developed during the rule of Bakhshi Ghulam Mohammad. Keeping this attraction and irresistible appeal of this tourist spotinview, tourism infrastructure is also being developed by Konernag Development Authority, Tourism Department and Tourist Development Corporation by way of construction of rest houses, tourist huts and expansions of other facilities. While enjoying the rejuvenating and invigoration feast of this destination one cannot miss to notice the Asia’s biggest trout rearing farm situated on the western side of this garden.

03. Achabal:-

Perhaps the most beautiful of all the springs is Achabal which gushes out of the Sonsanwar Hill and was at once enlisted by the Emperor Jehangir in the service of beauty and pleasure. It is said that the brengiNallah which disappears at Dewalgam in the fissures of limestone is the real source of the Achabal Spring. The water of this spring which flows through this garden in three channels, is beautifying and ornamenting this terraced garden beyond imagination. The fountains that have been laid though the water channels add to the charm of this Mughal garden. The health resort of Achabal lies in the south east of the District at a distance of 09 kms from the district headquarter.

04. Verinag.

Verinag on the road to jammu is another spring of great importance and beauty with deep blue water which also issues from the bottom of high scarp of a mountain spur and here again Jehangir built a pleasure garden a summer house. An octagonal pavement has been raised aroung the spring by the Emperor Jehangir. The Emperor was infatuated with the beauty of Verinag to the extent that while breathing his last at Chengagsvaillage near he wished to be buried at Verinag. And after the completion of the construction design of the spring and the nearby garden he has written that the traveler who has travelled through the earth can hardly give any example of another place of such a beauty. This tourist resort is in Tehsil Shahabad Bala and is about 26 Kms away from Anantnag Town. A tourist bungalow, a rest house and some huts have been constructed at this place. Tourism Development Authority, VerinagVerinag has been established not only to add to the tourist infrastructure of this health resort also to maintain and manage the existing infrastructure.

05. :-

This health resort is situated in the south east of Anantnag town at a distance of about 40 kms from it. This place is failing in the lap of a thick evergreen forest and has a pleasant and pleasing climate. A Sheep Breeding Farm is also situated at this place.

Horticulture

Agriculture sector needs to be seasoned and adorned by the horticulture sector. This agro based sectoral diversity enables maximal and optimal utilization of available soil and terrain resources. All land and terrain is not suitable for cereals and pulses alone. There are places and plots which can be put to horticulture uses and will prove a source of income a employment for a large section of the population.

The agro-climatic conditions of the valley/district are favorable for growing of fresh and dry fruits of different species of Apple, pear, Apricot, Peach, Plum, Cherry etc and Walnut, Almond etc. The sector is growing rapidly replacing traditional field crops. The sector is providing employment not only to the grower but also to the manufacture of wooden and cardboard boxes, supplier of raw-material to the manufacture, transport, chemical and pesticide manufacturer and supplier, crop harvester, grader, pruner, porter and many others. Because of these various benefits the orchards are being grown on the prime agricultural land in addition to fallow, current fallows and karewa lands. The existing limits of the Town of Anantnag have been divided in to Twenty Five (25) Municipal wards by the Municipal Council Anantnag. Some parts on lower side are situated on both sides of Jammu Srinagar National Highway, which divides these lower parts into two. Partly theDistrict is flood prone area, snow storm/Avalanche Zone as well as the whole District falls in Seismic zone IV & V. District Anantnag is politically sensitive and has Historical Importance also. The District is densely populated having more chances of fire incidents as well as road accidents. There are also more chances of Land Mine blasts and Grenade/ Attacks at Crowded places. Mostly the Political leaders as well the Annual ShriAmarnath-Ji-yatra also passes through this District.

The is also known as Islamabad and it was founded by Amir Sherkhan. Anantnag District is unique in many respectsincluding religious aspect as well. Some famous HinduShrines remain a hub of activities throughout year. The Sufi Muslim saints including Hazrat Baba Reshi (RA) Anantnag, HazratZain Din Wali (RA) Ashimuqamand other places of religious importance at KabamargHazratbal, Dooru Shahabad, BonigamNawa, Bijbehara and KherimSerigufwara etc. are important pilgrimage sites for Muslim believers and Hindus as well and provide a multi- dimensionalcharacter to the District Anantnag and these places remain abuzz most of the times during the year.

In addition to this many springs emerge out in the District like, Verinag, Kokernag, Achabal, Sheshnag, Malknag and Panzath Nag. That is why, this district is called the District of Springs Anantnag(meaning numerous springs) which boosts the Tourism sector in the District.

The lofty mountains and unique natural scenery bestowed to the District creates an un-parallel impression in the minds of Tourists.Hindu Devotes of and abroad who visit Holy Cave Amar-Nath Cave located in the high Mountains Ranges of Pahalgam. (about 13000 feet from sea level).

NARRATIVE:-

The Town Anantnag has been declared as Category –II Civil Defence Town to deal withthe exigencies which may emergeanywhere at any time in the District. The Govt. of India vide Notification no.VIII-11011/41/95-DGCD(CD) dated:-27-01-1999 has declared it as Multi Hazard District among other District of Stateand the parallel sanction to this effect has been accorded by the Jammu and Kashmir State Government vide its Govt. Order No. Home -199/205 dated 24-05-2005. It is pertinent to mentionhere that Civil Defence Multi Hazard District Anantnag was restricted only to Town Anantnag. Now, to make the Civil Defence activities more effective in Whole District Anantnag.It has been divided into Six (6) Divisions viz:-

01. Civil Defence Division Anantnag Town 02. Civil Defence Division Mattan/Phalgam/Sallar. 03. Civil Defence Division Bijbehara/Srigufwara 04. Civil Defence Division Qazigund. 05. Civil Defence Division Achabal/ Kokernag/Larnoo/Shangus 06. Civil Defence Division Dooru/Verninag.

As such it is necessary to work out a plan for setting up a Civil Defence Organization for the District with particular reference to requirements of units for various Civil Defence Services such as: -

1. Headquarter services. 2. Causality Service. 3. Fire Fighting Service. 4. Warden Service. 5. Rescue Service. 6. First Aid Service.

RE-SOURCES TO COUNTER THE THREAT:-

The available resources to counter the threat is a component of State Disaster Response Force (SDRF) equipped with latest Rescue equipment’s stationed at Home Guard Lines Khanabal Anantnag. Besides, Civil Defence Wardens and Volunteers are also theresourcepotential to counter the threat. 3210 Civil Defence volunteers have been enrolled and basic Civil Defence training has also been imparted to them and 538 Civil Defence volunteers have been elevated to the posts of Chief Warden, Div, Warden,Dy. Div. Warden, Post Warden, Dy. Post Warden, &Sector Warden for all Divisions of District Anantnag. The training of these Civil Defence Wardens/ volunteers have been imparted and their services can be utilized during any type of exigency whether natural or human-induced.

Alternatively in case of any emergency, Home Guard volunteers shall also be utilized to counter the threat whose strength is 243 Volunteers at present and all Home guards volunteers are well trained in Rescue/First Aid/firefighting etc.

In case of any Law and Order problem, the services of these Home guard volunteers shall also be utilized for maintaining of Law and Order, restoration of important Services and to keep the public morale high.

In addition to above, Civil Defence, Anantnag has imparted Civil Defence Basic Training (05 days) to theStudents/ Staff of different Colleges, HR. Secondary’s, High Schools, Para Medical Institutes, ITI, DIET, ICDS Projects across the District with the aim that the general masses will be trained in basic Civil Defence training so that they can act as first respondents at the time of emergency.

INTRODUCTION:-

The ultimate purpose of the war is to damage property industries and to target Armed Forces and well reputed Civilians, besides vital installations .Thus to enhance the ability of a nation to with stand war, we need to boost the morale of thepublic andavoid creating panic. In the year 1945 at the time of 2nd World war, Nuclear weapons (Atomic Bomb)were dropped on the cities on Hiroshima and Nagasaki in Japan thus converted them into heavy piles of debris. Lakhs of people died and many more disabled in this human induced Disaster.

1. In 1965 India faced the Chinese aggression and lost its many parts along with prestigious human lives and with huge damage toproperty and public assets damaged. 2. During the year 1972, Pakistan invaded India which is known as Tribal Raid. They were defeated, after making of heavy causalities and destruction of property. 3. A Proxy war was started first inPunjab and subsequently propagated the same practice inJammu andKashmir in the year 1989 and is still continuing with heavy damage to life and property. 4. Kargil war is also a good example of sudden infiltration from the enemy side which also led to heavy damage to life and property.

What will be the next?

In this backdrop, we have to make ourselves ready through Civil Defence for any kind of eventuality. The aim can only be achieved by specialized planning and good operational control in the event of any attack/disaster. In the event of any such incident

15 | P a g e only Civil Defence will be the agency which can help the people and co-ordinate its operations with other services in different parts /areas of the concern. The Disaster as well as conventional war affects all aspects of the life of the community.

Nowadays, the threat of war is not only from the bordering countries, but it is from those countries also with whom there are no border relations.

Thus, it is the duty of Govt. to devise measures for minimizing the impact of such raids. Civil Defence therefore, is the sum total of all measures to minimize the impact of any action of the enemy during the war with the objectives to:-

1. To save life and property 2. To minimize the effects of Air Raid or Natural calamities. 3. To keep high the morale of the people in any kind of disaster

THREAT EVALUATION AND TARGET ANALYSIS:- The District Anantnag being the District Headquarter is politically, as well as religiously sensitive, vulnerable to every kind of threat of enemy, Army Headquarters and BSF Headquarter is also located at Khanabal, besides Army Ammunition Depot at Khanderoo Nowgam has also threat of enemy attack.

The District Anantnag is densely populated having more chances of Fire incidents as well as Road incidents .Due to ongoing Militancy, there are exceptional chances of land mines and Grenade Blasts in crowded areas .The whole town always remaining overcrowded during day hours. The Civil Defence organization in collaboration with other sister agencies and with the help of Civil Defence Wardens and volunteers have to remain ready and alert all times for rescuing peopleeffected either by natural /human induced Disasters.

Data/information as per details given hereunder for on-ward transmission of information to those quarters, responsible for providing of relief and re-habilitation:-

01. Building damage. 02. Persons dead or injured. 03. Persons buried under the debris. 04. Essential Service damaged. 05. Large scale fire. 06. Property buried and damaged. 07. People homeless and without Food and shelter. 08. Family member separated. 09. In sanitary condition and epidemics. 10. Animal Dead or injured. 11. Law and order problems. 12. Assessment of damage in different localities in the town. 13. Panic and Rumors.

To deal with these problems, thefollowing services will be organized by Civil Defence, as regards Multi Hazard District Anantnag as declared by the Government of Jammu and Kashmir. Only six services are meant for Multi Hazard Cat-II Town whichare as under:-

01. Headquarter Service: - To be manned by Paid Staff of CD/ Civil Defence Wardens/Volunteers /SDRF 02. Causality Service:- To be provided by the health department and First Aid Party of Civil Defence /SDRF. 03. Warden Service:- To be organized under the directions of the District Dev. Commissioner Cum Controller and CD Anantnag Dy. Controller Civil Defence Anantnag. .04. Training Service:- To be conducted by the Civil Defence instructor and SDRF Personnel’s of Anantnag. 05. Fire Fighting Service: - To be conducted by SDRF Personnel’s and CD volunteers./Fire Services. 06. Communication Service: - To be conducted by wireless operators.

CIVIL DEFENCE CONTROL CENTRE:-

Civil Defence has been established in twostoreyed building, in the premises of Home Guard lines Khanabal Anantnag. A communication link between Anantnag and other stations of HG/CD/SDRF across the State is already functioning at District Headquarter Khanabal Anantnag, which will be utilized for Civil Defence Communication from time to time and in other CD activities in case of emergencies. The Services of below mentioned Officer/Officials are required:-

Note: The staff mentioned above is as per compendium of Instructions on Civil Defence issued by Govt. of MHA New Delhi).

The staff is in addition to the representative of the various services who will be accommodated in the Control Centre at the time of need .The services of officialswhoare already trained in Civil Defence, shall also be utilized at the time of need.

The damage in any part of the town (Life or property) is to be quickly reported by the Civil Defence Wardens to the Control Centre where the senior officers like the District Development Commissioner cum controller Civil Defence Anantnag and the representative of other alike and essential services are present and the control center orders out various rescue and relief parties to the places of incident depending on their availability and their need at the places of damage. The control centers shall function round the clock, efficiency of the Civil Defence operation depends upon the effectiveness of the Control Centre.

The District Disaster Co-ordination Committee shall assemble at Civil Defence control Centre within half an hour in case any emergency arisesonlyafter the receipt of general warning .The representatives of the District Disaster Co-ordination committee at the appropriate time shall be responsible for activating and co-coordinating all Civil Defence services under the overall control of District Development Commissioner cum Controller of Civil Defence Multi Hazard District Anantnag.

WARDEN SERVICE:-

DUTIES:-

1. To give general advice on Civil Defence to the residents in his/her locality 2. To set an example of a calmness and to control panic and rumors. 3. He/she must make himself /herselffamiliar with his sector, both during day and night. 4. He/she must advise people regarding precautionary measures in case of any Air Raid. He/she should guild them in the use and construction of house hold shelters, taking cover, lighting restrictions and action in case of any attack by new weapons e.g. Gas/chemicals etc. 5. He must prepare a house hold register. 6. To give advice regarding emergency sanitation .Care of Animals etc. 7. To help in collection drive for emergency clothing. 8. To control the incident pending arrival of incident officer make arrangements for parking of vehicles, control of traffic etc. 9. To report UXBs, cordon of areas and get the houses evacuated.

10. To render succor to homeless people for time being till other arrangements are made. 11. To furnish information to people regarding various problems such as loss of items/missing people. 12. To secure useful equipment’s like Ladder, Ropes and Buckets etc.

OBJECTIVES:-

Warden service is the back bone of the Civil Defence organization .To minimize the effect of Air Raid and to keep up the morale of the people it is essential that they are properly guided and advised before ,during and after an Air Raid .The success of the Civil Defence will greatly depend upon such guidance and advice. In case of an Air Raid warden service is organized to perform the following functions:-

CASUALITY SERVICE:-

The arrangements for dealing with causalities in war time /Natural Disaster comprise of the emergency Hospital Services. The authorities shall provide expanded facilities for the treatment of Air Raid /Natural Disaster victims requiring Hospital attention. The causality service will provide first Aid facilities on spot and at fixed centers as well as transportation for the causalities. In addition to this, there will be Civil Defence Ambulance at the center to facilitate movement of causalities from heavily affected areas to hospital in safer zone.

All Government and non-Government organization including red- cross/Home Guards /NCC and Medical students are to play an important role in the service. These volunteers will look after the patients who do not needs Hospitalization and also the people who are staying in the camps.These volunteersshall restore the drinking water supply, supervise sanitation and also maintain health and hygiene of the people to prevent outbreak of an epidemic.

In Multi Hazard District Anantnag there are 36Govt Hospitals. District Hospital known as Mirza Mohammad AfzalBeig Memorial Hospital (JanglatMandi) and child and Maternity Hospital(Sherbagh) and block PHCs at block level Hospital having the following strength of para Medical Staff, PHCs at Block level.

AUTHORIZATION:-

The scale of static First Aid Post is one per 10,000 population for the first lakh population of Vulnerable town and thereafter, one first aid post per 20,000 population

B. MOBILE FIRST AID POSTS:-

These posts are authorized at the scale of One Mobile First Aid Post for one Sub. Control Center/Control Center accordingly .One Mobile First Aid Post will be required for Civil Defence Multi Hazard Town Anantnag.

C. FIRST AID PARTIES:-

The scale of first aid parties is three per static first aid post working on the basic three (03) first aid parties which are required for Civil Defence Multi Hazard District Anantnag.

D. AMBULANCE:-

Ambulance has to be provided for causality service at the scale of one Ambulance for INE Mobile first Aid post and one Ambulance for three(03) first aid parties .Thus the three Ambulances will be required for Civil Defence Multi Hazard District Anantnag.

Till date, nosuch First Aid Posts are created in Civil Defence Town Anantnag .This work will be done by the Government Hospital and Dispensaries functioning in town Anantnag where the causalities of serious nature can be admitted by the service of Civil Defence. Since we will immediately utilize the services of the Government Hospital and Dispensaries as stated above and have to post some officials of Home Guards /Civil Defence with necessary registers and identity labels to these places to function as Civil Defence representatives for keeping the Control centers informed and taking necessary instructions there from.

INCIDENT OFFICER:-

A population of 25,000 is to be provided with one incident officer at this scale the Civil Defence Multi Hazard District Anantnag’s population is only 10.79 souls as per census 2011-2012, but the population figure of Civil Defence Multi Hazard District Anantnag is increasing day by day, thus one incident officer fully trained is required for Civil Defence Multi Hazard District Anantnag .That will be selected from the Civil Defence and the duties of the Incident Officer are specified below:-

1. To exercise control over the Civil Defence service at the scene of incident. 2. To ensure that operations proceed immediately. 3. To keep the Civil Defence control center informed of the progress achieved at the place of incident. COMMUNICATION SERVICE /WARNING SYSTEM:-

The success of the civil Defence Service wholly depends upon the perfect communication /Warning arrangements of the town Civil Defence control center (TCDCC) becomes .It is imperative that adequate signal communication are required to Civil Defence staff at all levels. The Civil Defence communication network is based on chain of command and control centers and providing of communication within and between Civil Defence centers .The normal communication is through BSNL department, mobile service provides like Airtel, Airecel, Reliance line communication and like communication due to enemy attacks or natural disaster, it is by Radio/Doordarshan /Wireless etc.

WIRELESS:-

No separate communication link between Civil Defence District Anantnag to the other sister corners has so far been established; However a communication line is functional since long at Dett. SDRF Anantnag, which shall be utilized in times of

29 | P a g e emergencies. Apart from above ,the following communication /items are urgently required in Civil Defence Multi Hazard Anantnag.:-

1) Installation of EPABX separately for Civil Defence Anantnag. 2) HF/VHF Radio link separately. 3) Electric Siren connected with EARP Equipment, at CD Anantnag. 4) Hot line facility connected with other Civil Defence towns of J&K . 5) Walki talky for emergencies. 6) Hand operated Siren 09 No’s .One already issued. 7) Sufficient technical man power.

SIREN SYSTEM:-

Sirens are important and quickest possible means of communication to be pressed into action through which whole of the Civil Defence service can be activated simultaneously throughout the town of Anantnag. At least 12 Electric Sirens connected with EARP Equipment are urgently required to be made functional at the places shown hereunder:-

1. District Development Commissioner Cum Controller CDAnantnag’s Office. 2. Range Headquarters Police South Kashmir Khanabal Anantnag 3. Telephone Exchange Anantnag. 4. SICOP Industrial Area Iqbal Abad Anantnag. 5. PDD Laizbal Anantnag 6. ITI Ashajipora Anantnag 7. Fire and Emergency service South Range NaiBasti. 8. PHE department Khanabal Anantnag. 9. PDD Laizbal Anantnag. 10. District Police lines Khanabal Anantnag. 11. District Hospital Anantnag. 12. Railway Station Khanabal Anantnag These sirens will be operated by the trained Civil Defence volunteers as and when needed for the whole time and in peace period these sirens will be operated by the trained SDRF Personnel at CD Headquarters if connected with EARP equipment .However, alternative arrangement may also be made for the purpose through new electronic technology to meet the requirement in case of any emergencies.

In addition to above, The following places needs to be connected with EPABX, if installed and made functional ,with Hot Lines:-

1) District Development Commissioner’s Office/Residence. 2) Sr. Superintendent of Police office/Residence. 3) Police Control Room Anantnag i.e DPL Khanabal . 4) Executive Engineer R&B office. 5) Executive Engineer Flood Control & Irrigation 6) Dy. Controller Civil Defence Anantnag ‘s Office/residence 7) Dy.Director Fire and Emergency office/Residence. 8) Superintendent of MirzaMohdAfzalBeigh Memorial Hospital Anantnag

9) .Superintendent of Child and maternity Hospital Anantnag. 10) Chief Medical officer District Anantnag office. 11) Chief Warden District Anantnag. CONTROL:-

Sirens should as far as possible, be provided with two switches, one local switch for each siren separately and one remote control switch operating the siren simultaneously from the control room .It will also have to be provided with two separated circuits, one connected with local electric means and other linked-up with alternative source of supply, e.g. Telephone circuits/solar panel. This will mean that even if the main electric circuit fails of the remote control system fails, siren can work on one of the circuits by the operation of the local switch.

WARNING SYSTEM:-

Broadly the following lists are to be maintained:-

1. Special warning lists:-These lists are to be maintained at the places where the sirens are fitted showing the telephone numbers of those who are eligible to receive the Air Raid Message/Disaster related information for “Yellow and White”.

2. Action warning Lists:- These will show telephone numbers of those eligible to receive Air Raid Message for action in “Red and Green”

3. Messenger warning lists:- This list of wardens posts ,first aid posts, Hospitals and Civil Defence depots ,will be maintained at respective places. 4. In emergency, when electricity fails, wardens will have to use the whistles, the training of which have to be connected in the peace time. TRAINING SERVICE:-

The service will not be able to operate effectively unless the personnel of each service are well trained and disciplined .This is only possible with proper and systematic training.

The efficiency and discipline of Civil Defence service will depend largely upon the amount of training imparted to Civil Defence Volunteers .No member of Civil Defence service can be considered to be trained until he/she has completed the individual /team training and taken part in several combined exercises. As per Civil Defence Act, one of the main functions of Civil Defence is to train public in Civil Defence service and enroll them as Civil Defence Volunteers .Also public awareness camp are to be organized and Civil Defence exercises should be conducted at different places .The Civil Defence service have to do quite a lot and they have to be well trained for the purpose .The training is divided into three phases which follows one after the other in the order given below:-

1. Individual Training. 2. Team Training. 3. Training with conjunction with other branches of Civil Defence Services.

4. Special training for certain categories of Civil Defence workers such as leaders ,Specialist instructors and incidents officers and reconnaissance parties 5. Higher staff training which is intended to teach and exercise higher officials in such matters as:- I. Control of the service in action. II. Mutual assistance. III. Reinforcement.
