THE INFORMATION IN PURSUANCE OF SECTION 4(I)b OF THE RIGHT TO INFORMATION ACT, 2005.

MANUAL NO.(I) THE PARTICULARS OF THE ORGANIZATION, FUNCTIONS AND DUTIES

Particulars of the Organisation:

ACASH is a national level apex organization of the national and state level handloom development corporations and the state & inter-state level apex handloom cooperative societies. ACASH was registered under the Societies Registration Act, XXI of 1860 on 28th June 1984. The registered office of the Association is situated in the Union Territory of Delhi and at present located at the Handloom Pavilion, Near Gate No.2, Pragati Maidan, Bhairon Marg, New Delhi-110 001. At present, ACASH is having 43 handloom national and state level handloom corporations and state level handloom cooperative societies as its members. The Development Commissioner (Handlooms), Ministry of , Government of India is the ex-officio Chairman of the Association.

ACASH has been appointed by the Government of India as the channel agency for supply of all handloom requirements of Govt. of India Departments/Undertaking on single tender system basis. ACASH is also involved in helping the promotion of handloom goods in domestic as well as export marketing through National and International exhibitions, expos and buyer-seller meets.

1. The aims & objectives of the Association:

a. to provide and arrange facilities in dissemination of useful knowledge, exchange of ideas, views and information on subjects of common interest to hand organisations;

b. to assist member units in infrastructural development, preparation of profile and feasibility reports for establishment of processing facilities etc, transfer and development of hand loom technology including the holding of training camps, seminars etc. ;

c. to co-ordinate between various developmental agencies for projects and to provide information and assistance for members seeking aid from National and International agencies;

d. to co-ordinate participation of Member units in national and international Expos;

e. to co-ordinate and defuse useful knowledge to the member units towards marketing of hand loom products;

f. to co-ordinate and assist for the exchange of handloom goods amongst constituent units, arrange Buyer-Seller Meets, and assist in the settlement of accounts thereof;

g. to collect information regarding hand loom activities including market surveys and research and work as a Data Bank for the constituent units;

h. to assist the constituents in recruitment of managerial technical and accounting personnal:

i. to undertake publicity for the handloom sector in India & abroad;

j. to work for legislative and other safeguards for protection of handloom industry;

k. to evolve systems of coordination of quality control for handloom products;

l. establishment of hand loom complexes;

m. to seek representation for the Association on the various committees, bodies, delegations, teams etc. set up by the Central or the State Governments in connection with the handloom ;

n. to help establish linkages with national and international organisations for marketing of hand loom products;

o. to take up welfare schemes for the handloom sector;

p. to generally do all other things incidental to the attainment of the above objectives.

Membership:

Membership of the Association will be open to the following organizations:-

i. All State Level Apex Co-operative Handloom Societies.

Note: State Level Apex Co-operative Handlooms means a Cooperative Society, Registered under the Co-operative Act and whose area of operation extends to the whole of a State.

ii. All State Handloom Development Corporations. iii. National or Inter-State Handloom Apexes and Corporations.

(i) Admission to the Membership: Applications for admission as members shall be made to the Chairman in the form. If any, prescribed by the Association for the purpose. Every such application shall be disposed of by the Executive Committee which shall have the power to grant admission or refuse it after recording reasons for such refusal, provided, however, the applicant whose application has been refused by the Executive Committee may appeal to the General Body.

(ii) Subscription:

The amount and means of collection of subscription shall be decided upon by the Executive Committee from time to time.

(iii) Cessation of membership

i. Any Member organisation may apply for cessation of its membership to the Executive Committee upon whose recommendation the General Body shall consider and decide upon the applications.

ii. The General Body may itself or upon recommendations of the Executive Committee remove a member organisation from membership of the Association.

(iv) Rights and privileges of Members

A member shall have one vote in the Annual or Special General Meeting and the vote shall be exercised by the duly authorised representative.

General Body i. General Body shall consist of the Chairman and ViceChairman, ex-officio and the authorised representative of all the Members of the Association. The Members at their discretion may change their representatives at any time under intimation to the Secretary of the Association. ii. The General Body shall ordinarily meet once a year within six months from the date of the close of financial year and transact the following business.

a. to consider and approve the annual report of the Executive Committee.

b. to consider and approve the audited statement of accounts.

c. to appoint auditors and fix their remuneration.

d. to consider and approve the Annual Budget for the next year.

e. to consider any matter or matters or issue which the Executive Committee or any member may desire to put before the General Body with the permission of the Chair.

f. Quorum for the General Meeting shall be one third of the total membership of the Association (fraction to be rounded up to the nearest number).

g. General Body Meeting shall be convened by giving a clear 21 days notice to all members.

h. If within half an hour of the time prescribed for the commencement of the General Body Meeting sufficient Members- to form the quorum do not present themselves, the General Body. Meeting shall take place at the same day and at the same place and no quorum shall be necessary for such meeting.

Management

The Management of the Association shall veto in the Executive Committee which will be constituted as per Rules & Regulations.

Executive Committee

The Executive Committee shall consist of:

(i) Chairman

(ii) Two Vice-Chairmen

(iii) 7 (seven) members from among the constituents members as nominated by the Chairman.

Note: Regional representation shall be kept in mind while nominating the Members of Executive Committee.

Executive Committee, its Meeting, Power, etc.

i. The Chairman shall be the Development Commissioner (Handlooms) Ministry of Textiles.

ii. The Vice-Chairmen shall both be nominated by the Development Commissioner (Handlooms). One shall be an Additional Development Commissioner (Handlooms)/Joint Development Commissioner (Handlooms)/Deputy Development Commissioner (Hand ) and the other a representative of one of the constituents, nominated by the Development Commissioner (Handlooms), whose tenure shall be for two years.

iii. The posts of Chairman, Vice-Chairmen and Members of Executive Committee shall be deemed to have vacant in the event of the individual ceasing to hold office by virtue of which they were Chairman, Vice- Chairmen or Members of Executive Committee. B.

i. The Members on the Executive Committee shall be as prescribed by Rules and Regulations 9 (iii). Their tenure shall be for a period of one year.

ii. A list of Members of the Executive Committee will be filed with the Registrar every year by 30th November.

C. Quorum for the meeting of Executive Committee shall be one third.

D. In the absence of both the Chairman and Vice-Chairmen, other Members present may elect from amongst themselves a Chairman to preside over the meeting. In the absence of only the Chairman, the Vice-Chairmen, who .is Add!. Development Commissioner (Handlooms)/Joint Development Commissioner/ Deputy Development Commissioner, will preside.

E. The Executive Committee shall, as far as possible, meet once in three months and the Meeting shall normally require 10 days notice. However, in case of emergency, the Chairman shall have "the discretion to convene the Meeting at a shorter notice.

F. The Executive Committee shall have the following powers and responsibilities: -;

i. Formulation of programmes of activities and direction thereof.

ii. Appointment and dismissal of the. employees of the Association including the Secretary.

iii. Raising of finance required by the Association including borrowing from the Bank and other sources.

iv. Acquisition or disposal of assets, hiring of accommodation,letting out accommodation etc.

v. Exercising control over expenditure of the Association.

vi. Taking such steps as may be necessary to uphold the objectives of the Association.

vii. Fixing the date for the Annual General Meeting or Special General Meeting, as the case may be, for transaction of business as promissible under the Societies Registration Act 1860, or any other enactment for the time being, in force.

viii. To establish and regulate branches or agencies of the Association at any place in India or out of India and discontinue the same.

ix. To accept, receive, purchase, take on lease or hire or otherwise acquire or sell any moveable or immoveable property or any rights or privileges necessary or convenient for the purpose of the Association on such terms and conditions as may be thought / fit or expedient.

The Chairman:

10. A. The Chairman shall act as the Head of the Association.

B. The Chairman shall preside over all the Meetings of the Executive Committee/the General Body.

C. The Chairman shall ensure implementation of the decisions of the Executive Committee and the General Body.

D. In case an important and urgent matter arises in between the meetings of the Executive Committee, the Chairman may obtain the opinion of the Committee by circulation or if the matter is of utmost urgency the Chairman shall take a decision in his discretionary powers and intimate the same to the Members of the Committee in writing. It will also be reported to the Executive Committee at its next meeting.

E. Chairman is authorised to sign and undertake loan from the Bank and other sources.

F. The Chairman shall nominate a Member of the Executive Committee to conduct the affairs of the Association, when he and the Vice-Chairmen are unable to carry on the same for any reason, or during their absence on leave.

G. The Chairman shall also exercise all such powers and functions which the Executive Committee may vest in him or delegate to him.

The Vice Chairman

11. The Additional Development Commissioner/Joint Development Commissioner/Deputy Development Commissioner (Handlooms) nominated as Vice-Chairmen shall preside over the Meeting of the Executive Committee/the General Body in the absence of the Chairman. He shall exercise the powers of the Chairman when the Chairman is unable to carryon his responsibilities for whatever reason including his absence on leave. In the absence of. both, Chairman and Additional Development Commissioner/ Joint Development Commissioner/Deputy Development Commissioner (Hand looms) nominated as Vice-Chairmen, the other Vice Chairmen shall exercise the above powers.

Secretary

12. A. The Secretary shall be appointed by the Executive Committee and given such remuneration and perquisites or honorarium as the Executive Committee may consider appropriate. The Secretary shall also function as the Treasurer of the Association. He will be the Chief Executive Officer of the Association and shall exercise such powers and duties as may be delegated to him by the Executive Committee and the Chairman.

B. The Secretary shall be responsible for:-

i. Getting the Minutes of the Executive Committee and the General Body recorded. ii. Maintaining the accounts as required by the General Body and the Rules and Regulations. iii. Submission of reports/returns to government authorities as may be necessary under any enactments for the time being in force. iv. Custody of the property of the Association.

v. Convening the Meeting of the Executive Committee in the ordinary course. He shall, however, obtain the Chairman's instructions in regard to:

a) Drawing up the Agenda; and

b) Fixing the date and venue for the Executive Committee Meeting.

vi. Convening a meeting of the Executive Committee, if so directed by the Chairman or on the request in writing by more than half the number of the Executive Committee Members. . vii. Representing the Association in Law Suits/Government Departments/ Local Bodies etc: viii. Any other work the Chairman may allot.

Sources of Income:

13. Sources of Income shall be: a. subscriptions b. grants from Government c. contributions from members or any other organisations

Utilization of Funds:

14. Utilization of funds shall be for: a. administration of the Association; b. for undertaking activities towards the aims and objectives Association as defined in Article 3 of Memorandum of Association.

Financial Year:

15. The financial year of the Association shall be from 1 st April, to 31 st March.

Audit of Accounts:

16. Once atleast in every financial year, the accounts of the Association shall be examined and the correctness of the accounts ascertained by one or more Auditors appointed by the General Body of the Association.

Operation of Bank Account:

17. Any Bank Account maintained of the funds of the Association shall be operated in the manner prescribed by the Executive Committee from time to time'.

Extra Ordinary General Meeting:

18. An extra-ordinary General Meeting may be convened either by the executive committee or at the request of more than one third of the Members. Such Meetings shall require the three weeks' notice. The Secretary shall be bound to call an Extra- Ordinary General Meeting after receiving a written request from more than one third of the Members of the Association, within thirty days of the date of receipt of the requisition. The Extra-Ordinary General Meeting shall discuss only the subject mentioned in the notice of the Meeting.

Amendments to Bye-Laws

19. Subject to the provisions of the Societies Registration Act, 1860 or any other relevant enactment then in force, the General Body can effect amendments to the Memorandum of Association and rules and regulations of the Association by 3/5 of members present and voting.

20. The Association shall be a non-profit making body. Any surpluses of income arising out of its activities will be utilised towards the furtherance of the objectives of the Association as laid down in Clause 3 of the Memorandum of Association. Priority may be decided by the Executive Committee.

21. If, at any time, it is decided by the General Body to wind up the affairs of the Association, the surplus funds and assets available with the Association shall be transferred to similar nonprofit making institution to be decided by the General Body at that time. The decision to wind up the affairs of the Association shall require a clear majority of the total number of members on the roll or three fifth of the Members present and voting, whichever is more as per section 13-14 of S R. Act, 1860.

Annual List of Executive Committee (Section 4 of the Act) 22. Once in every year a list of the Office Bearers and Members of the Executive Committee shall be filed with the Registrar of Societies, Delhi as required under Section 4 of the Societies Registration Act, of 1860, as applicable to the Union Territory of Delhi.

Legal Proceedings (Section 6 of the Act)

23. The Association may sue or be sued in the name of the Chairman as per provisions laid down under Section 6 of the Societies Registration Act, 1860, as applicable to the Union Territory of Delhi. Amendment : (Alteration, Extension or Abridgement)

24. Of 'Purposes' (Aims and Objects) or change of name, Section 12 and 12 (A) of the Societies Registration Act of 1860 as applicable to the Union Territory of Delhi. The amendment in Memorandum shall be made under this section.

Application of the Act: 25. All the provisions under all the sections of the Societies Registration Act of 1860 as applicable to the Union Territory of Delhi shall apply to this Association.

Functions & Duties:

17. Supply of handloom goods to ministries/departments/agencies of Government of India on Single Tender System basis.

In Pursuance of the decision of the Government of India for the purchase of hand loom fabrics for Central Government use on the basis of Single Tender System, the following arrangements have been approved vide OM No.4/2/88- DCH/M&E dated 29th April, 1998 issued by the Development Commissioner (Handlooms), Ministry of Textiles, Govt. of India:

Purchase of hand loom goods for use by Central Govt. Ministries / Departments / Agencies will be limited only to the handloom units notified by the Development Commissioner for Handlooms, Government of India, Ministry of Textiles. Purchase of hand looms goods by Central Govt. Ministries / Departments / Agencies from private sources is not permitted. ACASH will act as the nodal agency for the supply of hand loom goods to be purchased by Central Government Departments / Agencies, whether directly or through the Directorate General of Supplies and Disposals, on Single Tender System basis. The Directorate General of Supplies and Disposals (DGS & D) / Department of Supply and other purchasing Departments / Agencies of Central Government shall place indents

The OM No.4/2/88-DCH/M&E dated 29th April, 1988 issued by the Development Commissioner (Handlooms) is the guiding document in this regard.

18. Organising of and participation in national and international handloom expos/BSMs to provide marketing platform to the national and state level handloom corporations and state handloom cooperative societies.

MANUAL NO.(II): THE POWERS AND DUTIES OF ITS OFFICERS AND EMPLOYEES

9. Powers to sign cheques – above Rs.15.00 lacs, jointly with the Secretary of the Association.

10. To write off losses due to theft, fraud or negligence – up to Rs.5000/- in each individual case.

Power to appoint attorneys/solicitors and advocates and sanction of legal charges - to appoint any person to be the attorney for ACASH for such purposes and with such powers, authorities and discretion and for such period and subject to such conditions as the chairman may from time to time think fit. The scales of legal charges should not normally be higher than the rates prescribed by the high courts/supreme court of India. Any deviation in this case should be brought to the notice of following E.C. Meeting.

13. Power to sanction expenditure on ceremonial occasions - above Rs.1000/-.

14. Power to purchase books and periodicals – above Rs.500/-.

15. Power to purchase printing and stationary items– above Rs.10,000/- in each case.

2 Shri Manoj Singh, Vice- 1. The Vice-Chairman-I shall preside over the Joint Development Chairman-I meeting of the Executive Committee/the General Commissioner for Body in the absence of the Chairman. Handlooms 2. He shall exercise the powers of the Chairman when the Chairman is unable to carry on his responsibilities for whatever reason including his absence on leave. 3 Shri M. Madan Vice- 1. In the absence of both the Chairman and the Gopal, Managing Chairman-II Vice-Chairman-I, the Vice-Chairman-II shall Director, Karnataka exercise the powers of the Chairman. Handloom Development Corporation 4 Shri Satyan Sharda Secretary 1. The Secretary is the Chief Executive Officer of the Association and shall exercise such powers and duties as may be delegated to him by the Executive Committee and the Chairman of the Association. 2. The Secretary shall function as the treasurer of the Association. 3. He is to get the Minutes of the Executive Committee and the General Body recorded.

4. He is to maintain the accounts as required by the General Body and the Rules and Regulations of ACASH.

5. He is to submit reports/returns to government authorities as may be necessary under any enactments for the time being in force.

9. To represent the Association in law suits/Government Departments/local bodies, etc.

10. To carry out any other official work of the Association that the Chairman may allot.

11. To invest any of the money of the ACASH not immediately required for the purpose thereof in fixed deposit and for renewal of FDR – such FDRs and its renewal shall be brought to the notice of the VC and Chairman once in three months. Statement prepared during quarterly internal audit can also serve the purpose. Any withdrawal of such FDR before or on maturity shall be operated with the approval of the Chairman.

12. Powers to sign cheques – (i) up to Rs.15.00 lakhs if one of the Deputy Secretaries is not available due to some reason (otherwise, cheques up to Rs.15.00 lakhs are signed by the two Deputy Secretaries), (ii) above Rs.15.00 lakhs, jointly with the Chairman.

13. Purchase of fixtures and furniture – upto Rs.15,000/- (subject to overall budgetary allocation).

15. Power to sanction Traveling Expenses of the officers and employees under him.

However, for travels undertaken by non- officials/non-office bearers of ACASH, prior approval of Chairman is necessary. The information of such cases is required to be furnished to the following E.C. Meeting.

16. Engagement of daily wages/casual workers due to exigencies of work – up to 3 months (as per Government approved rates). Appointment beyond one month to be brought to the notice of the Chairman).

17. Power to grant of advance salary of all officers and employees under him.

18. Cancellation Charges in respect of air/rail and hotel booking, etc., - such cancellation should have been necessitated on account of exigencies of ACASH business or other exceptional circumstances such as sudden illness, sickness, bereavement, etc., of the employee concerned.

19. Power to sanction festival advance - as per central government rules.

20. Power to sanction installation/shifting of telex machine and incurring expenditure thereon including maintenance.

21. Power to sanction prepayment for Franking Machine Unit.

MANUAL NO.(III) THE PROCEDURE FOLLOWED IN THE DECISION MAKING PROCESS, INCLUDING CHANNELS OF SUPERVISION AND ACCOUNTABILITY

1. Handloom supplies to central government ministries/departments/ PSUs under Single Tender System:-

The prices so recommended by the CAB, if found alright by the D.C. (Handlooms) are then notified by the Office of the D.C. (Handlooms). The prices so fixed become the fair and final prices for the supplies effected in the preceding years and they are also taken as the provisional prices for release of the payments to the supplying agencies in respect of their future supplies, till the time the fair and final prices of the future supplies are also notified by the Office of the D.C. (Handlooms). The contractor and publicity agency can be selected through open/limited tender or from the empanelled list with the approval of the Chairman and security agency on the basis of its past experience in ACASH expos.

The decisions pertaining to the membership of ACASH, the approval of the Budget for a particular year, appointment and dismissal of the employee of the society and their remunerations, the appointment of the auditors, acquisition and disposal of assets, raising of finances required by the society, establishing and regulating any branches/agencies of the society at any place in India and discontinuing the same, accepting, receiving, purchasing, taking on lease or hiring or acquiring of selling of any movable or immovable property, etc., are taken by the Executive Committee which is chaired by the Chairman and comprises two Vice-Chairmen and seven members from among the constituent members as nominated by the Chairman (ACASH). In all these matters, the Executive Committee is guided by either the Memorandum of Association and Rules & Regulations or other guidelines framed by it. For example, the Executive Committee may decide that the appointment of an employee in the Association may be by circulation of the post to member agencies, government departments, newspaper advertisements, etc.

By and large, the items of regular use are purchased from the Government Bodies like Kendriya Bhandar/Super Bazar subject to their availability. In case of non-availability of the required item in Kendriya Bhandar/Super Bazar, a minimum of three quotations are called for and in accordance with the delegations of power the decision is taken either at the level of Secretary (ACASH) or the Chairman/Executive Committee.

MANUAL NO.(IV): THE NORMS SET FOR THE DISCHARGE OF ITS FUNCTIONS

1. Handloom supplies under Single Tender System:

In Pursuance of the decision of the Government of India for the purchase of hand loom fabrics for Central Government use on the basis of Single Tender System, the following arrangements have been approved vide OM No.4/2/88- DCH/M&E dated 29th April, 1998 issued by the Development Commissioner (Handlooms), Ministry of Textiles, Govt. of India:

Purchase of hand loom goods for use by Central Govt. Ministries / Departments / Agencies will be limited only to the handloom units notified by the Development Commissioner for Handlooms, Government of India, Ministry of Textiles, Purchase of hand looms goods by Central Govt. Ministries / Departments / Agencies from private sources is not permitted.

The Association of Corporations and Apex Societies of Handlooms (ACASH), Handloom Pavilion, Gate No.2, Pragati Maidan, New Delhi 110001 will act as the nodal agency for the supply of hand loom goods to be purchased by Central Government Departments / Agencies, whether directly or through the Directorate General of Supplies and Disposals, on Single Tender System basis. The Directorate General of Supplies and Disposals (DGS & D) / Department of Supply and other purchasing Departments / Agencies of Central Government shall place indents regarding their requirement of handloom items with ACASH. Indenting procedures for these purchases through Single Tender System will be communicated separately.

(i) As per the OM No.4/2/88-DCH/M&E dated 29th April, 1988 issued by the Development Commissioner (Handlooms), all Handloom Textiles items being purchased / to be purchased by Central Government Ministries / Departments / Agencies shall be indented / procured only on hand loom specifications fixed by Bureau of Indian Standards.

(ii). As per the OM No.4/2/88-DCH/M&E dated 29th April, 1988 issued by the Development Commissioner (Handlooms), the prices of handloom items to be

In pursuance of this, every year before March, ACASH’s pricing sub-committees calculates the prices of different handloom items on the basis of the data submitted by the supplying agencies who have supplied a particular item in the last year. These recommendations are then forwarded to the Office of the D.C. Handlooms for their examination and fixation of the final prices by associating the Cost & Accounts Branch, Department of Expenditure, Ministry of Finance.

(iii). A Committee comprising representatives of Ministries of Defence, Supply, Industry and Finance with Development Commissioner for Handlooms as the Convener shall be set up for periodical review of the progress of this scheme and for resolving difficulties that may arise in its implementation.

(iv) Norms for submission of tender

After receipt of tender inquiry from a central government department/PSU, etc., ACASH submits its tender, giving willingness to supply, details of the colour, size, specifications, variety, quantity, inspection, warrantees, etc., of the item within the due date as mentioned in the tender inquiry. The price, as fixed by the Ministry of Textiles is also mentioned.

(ii) Norms for placement of the order

A. Placement of the order before the Purchase Committee: As and when, the order is received from the indentor against the tender inquiry submitted by ACASH, the order is placed before the Purchase Committee of ACASH within three working days of the receipt of the order. The Purchase Committee, in its meeting, examines certain parameters like, it sees as to how many member agencies have given their express consent to manufacture that item; what is their loomage and production capacity to manufacture that item; what is their past performance in supplying that item, i.e., have they defaulted in the past or not or delays, etc.; how much quantity of the same item is pending with them; how far they located from the consignee, etc. On the basis of these informations and variables, the Purchase Committee places the order on one or two or more suitable member agencies within three days.

B. Norms for placement of the order on the member agencies: The order is then placed on the agencies within seven working days from the date of the receipt of the order. The order can be placed only on that handloom agency which has been notified by the D.C. Handlooms for handloom supplies under Single Tender System through ACASH.

(v) Acknowledgement of supply order by the supplying agency:- The agency has to acknowledge the receipt of the order within 10 days from the date of placement of the supply order, failing which ACASH presumes that the supply order with all its terms & conditions including the delivery schedule has been accepted by the concerned agency.

(vi). Shifting of the order:- If a supplying agency is unable to complete the supplies within time schedule mentioned in the supply order, the orders are sometimes shifted also to the other suitable agency.

(vii) Raising of the bill:- On completion of the supplies, which may be a part of the total quantity, the supplying agency submits the bills along with such documents as inspection note, delivery challan, lorry receipt, handloom certificate, acceptance certificate, etc. in ACASH and then if all documents are complete, ACASH processes that bill within three working days from the date of the receipt and forwards the bill to the paying authority of the concerned indentor.

(viii). Receipt of the payment by ACASH;- As and when the payment is received, ACASH is to release the payment to the concerned supplying agency within three working days from the receipt of the payment.

2. Organising National and International Exhibitions/ Expos/Buyer- Seller Meets

(ii). Allotment of the Events by the D.C. Handlooms:- The Office of the D.C. Handlooms, then examines the proposal at their end and allots the event(s).

(iii). Duration and place of the event:- This is decided by the Office of the D.C. Handlooms.

(iv). Funding Pattern of the events:- The Office of the D.C. Handlooms issues guidelines in this regard from time to time. The funding pattern contains as to what will be the share of the D.C. Handlooms regarding infrastructure, electricity, publicity, etc. and what will be the share of the implementing agency like ACASH. These guidelines are strictly adhered to. If ACASH reckons that for the success of the event, extra expenditure is required for which the Office of the D.C. Handlooms will either not give any fund or give limited funds, then appropriate amount is collected from the participants.

(v). Approval of activities, budget and committees connected with the Event:- Approval of the Chairman is obtained regarding all the activities connected with the event like hiring of contractors, publicity agency, miscellaneous activities, cultural activities, security etc., and budget theiragainst. The Chairman’s approval is also obtained regarding composition of the committee (s) for selection of the participants, publicity agency, contractor, security agency, etc., and for overall supervision of the event and the above mentioned agencies. If the national expo is to be organized at Dilli Haat, New Delhi, the approval is taken for participation of about 135 agencies and if the expo is to be organized at the Handloom Pavilion, Prgati Maidan, New Delhi approval is taken to allow participation of about 40 agencies, with a maximum of 50.

(vi). (vii). Allotment of stalls to the participants:- The stalls are allotted by the committee on the basis of a lottery system whereby all selected participants are asked to pick up a slip on which their stall number is mentioned.

(viii). Supervision of the event and the contractor, publicity agency and the security agency: The committee, from time to time, makes surprise rounds to ensure that no product other than the handloom product is being sold and the agencies stick to the products of their states only and the defaulters are penalized by way of debarring them from participation in the event for the remaining duration and for future events. The States Directors/MDs are also informed of this. The committee also assesses the performance of the contractor, the publicity agency and the security agency and records its observations.

(ix) Submission of the Accounts/Evaluation Report: Within 30 days from the date of the conclusion of the event.

1. Memorandum of Association and Rules & Regulations

The Memorandum of Association

1. Name of the Society, ASSOCIATION OF CORPORATIONS AND APEX SOCIETIES OF HANDLOOMS (ACASH) Hereinafter called the 'ASSOCIATION'.

2. The Registered Office of the Association shall be situated in the Union Territory of Delhi and at present will be Handloom Pavilion, Near Gate No.1, Pragati Maidan, Bhairon Marg, New Delhi-110 001.

3. The aims & objectives for which the Association is established are:

a. to provide and arrange facilities in dissemination of useful knowledge, exchange of ideas, views and information on subjects of common interest to hand loom organisations;

b. to assist member units in infrastructural development, preparation of profile and feasibility reports for establishment of processing facilities etc, transfer and development of hand loom technology including the holding of training camps, seminars etc. ;

c. to co-ordinate between various developmental agencies for projects and to provide information and assistance for members seeking aid from National and International agencies;

d. to co-ordinate participation of Member units in national and international Expos;

e. to co-ordinate and defuse useful knowledge to the member units towards marketing of hand loom products;

f. to co-ordinate and assist for the exchange of handloom goods amongst constituent units, arrange Buyer-Seller Meets, and assist in the settlement of accounts thereof;

g. to collect information regarding hand loom activities including market surveys and research and work as a Data Bank for the constituent units;

h. to assist the constituents in recruitment of managerial technical and accounting personnal:

i. to undertake publicity for the handloom sector in India & abroad;

j. to work for legislative and other safeguards for protection of handloom industry;

k. to evolve systems of coordination of quality control for handloom products;

l. establishment of hand loom complexes;

m. to seek representation for the Association on the various committees, bodies, delegations, teams etc. set up by the Central or the State Governments in connection with the handloom ;

n. to help establish linkages with national and international organisations for marketing of hand loom products;

o. to take up welfare schemes for the handloom sector;

p. to generally do all other things incidental to the attainment of the above objectives.

Membership:

Membership of the Association will be open to the following organizations:-

i. All State Level Apex Co-operative Handloom Societies.

Note: State Level Apex Co-operative Handlooms means a Cooperative Society, Registered under the Co-operative Act and whose area of operation extends to the whole of a State.

ii. All State Handloom Development Corporations. iii. National or Inter-State Handloom Apexes and Corporations.

(i) Admission to the Membership: Applications for admission as members shall be made to the Chairman in the form. If any, prescribed by the Association for the purpose. Every such application shall be disposed of by the Executive Committee which shall have the power to grant admission or refuse it after recording reasons for such refusal, provided, however, the applicant whose application has been refused by the Executive Committee may appeal to the General Body.

(ii) Subscription:

The amount and means of collection of subscription shall be decided upon by the Executive Committee from time to time.

(iii) Cessation of membership

iii. Any Member organisation may apply for cessation of its membership to the Executive Committee upon whose recommendation the General Body shall consider and decide upon the applications.

iv. The General Body may itself or upon recommendations of the Executive Committee remove a member organisation from membership of the Association.

(iv) Rights and privileges of Members

A member shall have one vote in the Annual or Special General Meeting and the vote shall be exercised by the duly authorised representative.

General Body i. General Body shall consist of the Chairman and ViceChairman, ex-officio and the authorised representative of all the Members of the Association. The Members at their discretion may change their representatives at any time under intimation to the Secretary of the Association. ii. The General Body shall ordinarily meet once a year within six months from the date of the close of financial year and transact the following business.

a. to consider and approve the annual report of the Executive Committee.

b. to consider and approve the audited statement of accounts.

c. to appoint auditors and fix their remuneration.

d. to consider and approve the Annual Budget for the next year.

e. to consider any matter or matters or issue which the Executive Committee or any member may desire to put before the General Body with the permission of the Chair.

f. Quorum for the General Meeting shall be one third of the total membership of the Association (fraction to be rounded up to the nearest number).

g. General Body Meeting shall be convened by giving a clear 21 days notice to all members.

h. If within half an hour of the time prescribed for the commencement of the

General Body Meeting sufficient Members- to form the quorum do not present themselves, the General Body. Meeting shall take place at the same day and at the same place and no quorum shall be necessary for such meeting.

Management

The Management of the Association shall veto in the Executive Committee which will be constituted as per Rules & Regulations.

Executive Committee

The Executive Committee shall consist of:

(i) Chairman

(ii) Two Vice-Chairmen

(iii) 7 (seven) members from among the constituents members as nominated by the Chairman.

Note: Regional representation shall be kept in mind while nominating the Members of Executive Committee.

iv. The Chairman shall be the Development Commissioner (Handlooms) Ministry of Textiles.

v. The Vice-Chairmen shall both be nominated by the Development Commissioner (Handlooms). One shall be an Additional Development Commissioner (Handlooms)/Joint Development Commissioner (Handlooms)/Deputy Development Commissioner (Hand looms) and the other a representative of one of the constituents, nominated by the Development Commissioner (Handlooms), whose tenure shall be for two years.

vi. The posts of Chairman, Vice-Chairmen and Members of Executive Committee shall be deemed to have vacant in the event of the individual ceasing to hold office by virtue of which they were Chairman, Vice- Chairmen or Members of Executive Committee. B.

i. The Members on the Executive Committee shall be as prescribed by Rules and Regulations 9 (iii). Their tenure shall be for a period of one year.

ii. A list of Members of the Executive Committee will be filed with the Registrar every year by 30th November.

C. Quorum for the meeting of Executive Committee shall be one third.

D. In the absence of both the Chairman and Vice-Chairmen, other Members present may elect from amongst themselves a Chairman to preside over the meeting. In the absence of only the Chairman, the Vice-Chairmen, who .is Add!. Development Commissioner (Handlooms)/Joint Development Commissioner/ Deputy Development Commissioner, will preside.

E. The Executive Committee shall, as far as possible, meet once in three months and the Meeting shall normally require 10 days notice. However, in case of emergency, the Chairman shall have "the discretion to convene the Meeting at a shorter notice.

F. The Executive Committee shall have the following powers and responsibilities: -;

i. Formulation of programmes of activities and direction thereof.

ii. Appointment and dismissal of the. employees of the Association including the Secretary.

iii. Raising of finance required by the Association including borrowing from the Bank and other sources.

iv. Acquisition or disposal of assets, hiring of accommodation,letting out accommodation etc.

v. Exercising control over expenditure of the Association.

vi. Taking such steps as may be necessary to uphold the objectives of the Association.

vii. Fixing the date for the Annual General Meeting or Special General Meeting, as the case may be, for transaction of business as promissible under the Societies Registration Act 1860, or any other enactment for the time being, in force.

viii. To establish and regulate branches or agencies of the Association at any place in India or out of India and discontinue the same.

ix. To accept, receive, purchase, take on lease or hire or otherwise acquire or sell any moveable or immoveable property or any rights or privileges necessary or convenient for the purpose of the Association on such terms and conditions as may be thought / fit or expedient.

The Chairman:

10. A. The Chairman shall act as the Head of the Association.

B. The Chairman shall preside over all the Meetings of the Executive Committee/the General Body.

C. The Chairman shall ensure implementation of the decisions of the Executive Committee and the General Body.

D. In case an important and urgent matter arises in between the meetings of the Executive Committee, the Chairman may obtain the opinion of the Committee by circulation or if the matter is of utmost urgency the Chairman shall take a decision in his discretionary powers and intimate the same to the Members of the Committee in writing. It will also be reported to the Executive Committee at its next meeting.

E. Chairman is authorised to sign and undertake loan from the Bank and other sources.

F. The Chairman shall nominate a Member of the Executive Committee to conduct the affairs of the Association, when he and the Vice-Chairmen are unable to carry on the same for any reason, or during their absence on leave.

G. The Chairman shall also exercise all such powers and functions which the Executive Committee may vest in him or delegate to him.

The Vice Chairman

11. The Additional Development Commissioner/Joint Development Commissioner/Deputy Development Commissioner (Handlooms) nominated as Vice-Chairmen shall preside over the Meeting of the Executive Committee/the General Body in the absence of the Chairman. He shall exercise the powers of the Chairman when the Chairman is unable to carryon his responsibilities for whatever reason including his absence on leave. In the absence of. both, Chairman and

Additional Development Commissioner/ Joint Development Commissioner/Deputy Development Commissioner (Hand looms) nominated as Vice-Chairmen, the other Vice Chairmen shall exercise the above powers.

Secretary

12. A. The Secretary shall be appointed by the Executive Committee and given such remuneration and perquisites or honorarium as the Executive Committee may consider appropriate. The Secretary shall also function as the Treasurer of the Association. He will be the Chief Executive Officer of the Association and shall exercise such powers and duties as may be delegated to him by the Executive Committee and the Chairman.

B. The Secretary shall be responsible for:-

i. Getting the Minutes of the Executive Committee and the General Body recorded. ii. Maintaining the accounts as required by the General Body and the Rules and Regulations. iii. Submission of reports/returns to government authorities as may be necessary under any enactments for the time being in force. iv. Custody of the property of the Association. v. Convening the Meeting of the Executive Committee in the ordinary course. He shall, however, obtain the Chairman's instructions in regard to:

a) Drawing up the Agenda; and

b) Fixing the date and venue for the Executive Committee Meeting.

vi. Convening a meeting of the Executive Committee, if so directed by the Chairman or on the request in writing by more than half the number of the Executive Committee Members. . vii. Representing the Association in Law Suits/Government Departments/Local Bodies etc: viii. Any other work the Chairman may allot.

Sources of Income:

13. Sources of Income shall be: a. subscriptions b. grants from Government c. contributions from members or any other organisations

Utilization of Funds:

14. Utilization of funds shall be for: a. administration of the Association; b. for undertaking activities towards the aims and objectives Association as defined in Article 3 of Memorandum of Association.

Financial Year:

15. The financial year of the Association shall be from 1 st April, to 31 st March.

Audit of Accounts:

16. Once atleast in every financial year, the accounts of the Association shall be examined and the correctness of the accounts ascertained by one or more Auditors appointed by the General Body of the Association.

Operation of Bank Account:

17. Any Bank Account maintained of the funds of the Association shall be operated in the manner prescribed by the Executive Committee from time to time'.

Extra Ordinary General Meeting:

18. An extra-ordinary General Meeting may be convened either by the executive committee or at the request of more than one third of the Members. Such Meetings shall require the three weeks' notice. The Secretary shall be bound to call an Extra- Ordinary General Meeting after receiving a written request from more than one third of the Members of the Association, within thirty days of the date of receipt of the requisition. The Extra-Ordinary General Meeting shall discuss only the subject mentioned in the notice of the Meeting.

Amendments to Bye-Laws

19. Subject to the provisions of the Societies Registration Act, 1860 or any other relevant enactment then in force, the General Body can effect amendments to the Memorandum of Association 'and rules and regulations of the Association by 3/5 of members present and voting.

20. The Association shall be a non-profit making body. Any surpluses of income arising out of its activities will be utilised towards the furtherance of the objectives of the Association as laid down in Clause 3 of the Memorandum of Association. Priority may be decided by the Executive Committee.

21. If, at any time, it is decided by the General Body to wind up the affairs of the Association, the surplus funds and assets available with the Association shall be transferred to similar nonprofit making institution to be decided by the General Body at that time. The decision to wind up the affairs of the Association shall require a clear majority of the total number of members on the roll or three fifth of the Members present and voting, whichever is more as per section 13-14 of S R. Act, 1860.

Annual List of Executive Committee (Section 4 of the Act) 22. Once in every year a list of the Office Bearers and Members of the Executive Committee shall be filed with the Registrar of Societies, Delhi as required under Section 4 of the Societies Registration Act, of 1860, as applicable to the Union Territory of Delhi. Legal Proceedings (Section 6 of the Act)

23. The Association may sue or be sued in the name of the Chairman as per provisions laid down under Section 6 of the Societies Registration Act, 1860, as applicable to the Union Territory of Delhi. Amendment : (Alteration, Extension or Abridgement)

24. Of 'Purposes' (Aims and Objects) or change of name, Section 12 and 12 (A) of the Societies Registration Act of 1860 as applicable to the Union Territory of Delhi. The amendment in Memorandum shall be made under this section.

Application of the Act: 25. All the provisions under all the sections of the Societies Registration Act of 1860 as applicable to the Union Territory of Delhi shall apply to this Association.

Sub: Supply of Handloom Fabrics to Ministries / Departments / Agencies of Government of India on Single Tender System basis through Association of Corporations and Apex Societies of Handlooms (ACASH)

In Pursuance of the decision of the Government of India for the purchase of hand loom fabrics for Central Government use on the basis of Single Tender System, the following arrangements have been approved: 1. Purchase of hand loom goods for use by Central Govt. Ministries / Departments / Agencies will be limited only to the handloom units notified by the Development Commissioner for Handlooms, Government of India, Ministry of Textiles, Purchase of hand looms goods by Central Govt. Ministries / Departments / Agencies from private sources is not permitted.

2. The Association of Corporations and Apex Societies of Handlooms (ACASH), Handloom Pavilion, Gate No.2, Pragati Maidan, New Delhi 110001 will act as the nodal agency for the supply of hand loom goods to be purchased by Central Government Departments / Agencies, whether directly or through the Directorate General of Supplies and Disposals, on Single Tender System basis. The Directorate General of Supplies and Disposals (DGS & D) / Department of Supply and other purchasing Departments / Agencies of Central Government shall place indents regarding their requirement of handloom items with ACASH. Indenting procedures for these purchases through Single Tender System will be communicated separately. 3. All Handloom Textiles items being purchased / to be purchased by Central Government Ministries / Departments / Agencies shall be indented / procured only on hand loom specifications fixed by Bureau of Indian Standards. A copy of specifications is enclosed in Annexure.

4. The prices of handloom items to be supplied by ACASH on Single Tender System shall be calculated by ACASH and fixed by the Ministry of Textiles by associating a representative of the Chief Cost Accounts Officer, Department of Expenditure, Ministry of Finance. 5. Textile items at present specified for procurement from the Sector, to the extent to their availability with the Khadi Village Industries Commission shall continue to be procured from KVIC. Barrack Blankets shall be procured through ACASH to the extent they can be supplied by the notified units. Balance quantities of this item may be procured form agencies other than ACASH provided they are produced on handlooms only.

6. Though the existing procedure of inspection shall continue, DGS & D etc, may avail the services of experts to be nominated by Development Commissioner for Handlooms for assisting the inspection teams in the inspection of hand loom goods. 7. A Committee comprising representatives of Ministries of Defence, Supply, Industry and Finance with Development Commissioner for Handlooms as the Convener shall be set up for periodical review of the progress of this scheme and for resolving difficulties that may arise in its implementation.

3. Purchase Policy of ACASH:- The text of the purchase policy is as under:-

Purchase Policy

1. Objective

1.1 To ensure supply of quality handloom products to Ministries/Departments/ Agencies of Govt. on a transparent basis and with a view to promote growth of handloom sector. This policy shall come into effect from 01.01.99 and for the orders received thereafter.

2. Supply of Handloom Fabrics

2.1 It will act as a Nodal Agency for the supply of handloom goods to be purchased by Central Govt. Departments/ Agencies on "Single Tender System (STS)". The indenting agencies shall place indents regarding their requirement of handloom items with ACASH, sufficiently in advance/providing sufficient time period to ensure production of quality handloom goods.

2.2 On the basis of indent ACASH will distribute “Orders” for supply of indented handloom goods to state level/national level apex societies and corporations.

2.2.1 ACASH will ask all member organizations to provide a list of items which they are capable of supplying. Members should be asked to indicate their capacity of production annually for the offered items. While indicating the capacity, members should also inform the names of the societies/production centers and no. of looms that are being engaged at other centers.

2.3 On the basis of the indents/supply orders received from the Indenting Organisations, ACASH shall place the order on the basis of para 2.2.1. The order shall be examined and processed by the Committee comprising of:

a. Vice-Chairman/Secretary, ACASH. b. Dy. Secretary, ACASH. c. Dy. Secretary (Fin), ACASH. d. STO, ACASH. e. Accounts Officer, ACASH (included vide Executive Committee decision taken in its meeting No. 62 dated 11th May, 2004).

2.3.1 This Committee shall forward its recommendations to the Chairman within 3 days from the date of receipt of order. However, the order should be placed on agencies within 7 days from the date of receipt of order.

In case of one/two Committee member (s) is/are absent, the view of other two members shall be forwarded to the Competent Authority for approval.

2.3.2 The orders for which the value of supplies is less than Rs.50.00 lakhs in a single transaction shall be disposed off at the level of V.C./Secretary (ACASH) and in his absence, the committee constituted vide para 2.3. For the orders above this, the approval of Chairman shall be obtained.

2.3.3 The supplying agency should send their acceptance within 10 days from the date of placement of order. a. Supplying agency has to deliver the material within the prescribed delivery dates. In case of delayed supplies penalty imposed by the Indenting Organisations shall be passed on to them. b. In case orders are diverted to a second agency on account of failure (acceptance/execution) of first agency, in such cases the penalty imposed by the Indenting Organisation shall be borne by the defaulting agency.

For smooth placement of orders, a quarterly review with all M.Ds. of major supplying agencies shall he held wherein the production capacity, loomage etc., shall be put up by the concerned M.D. of the organisation.

3. Pricing

As per guidelines -of the Memorandum of STS, the provisional prices of handloom items shall he calculated by ACASH for a period of one year on the basis of the prevailing rate and the rates provided by the handloom agencies. After getting approval from the Office of the D.C. Handlooms, ACASH shall communicate the same to all the handloom agencies for their approval. The agencies which fail to respond, shall not be considered for placement of orders.

ACASH will constitute a Committee with three member agencies to review pricing of different handloom products. The proposals of the committee will be sent to Ministry of Textiles for further action.

3.2 Ministry of Textiles by associating a representative of the Chief Cost Accounts Officer, Deptt. Of Expenditure, Ministry of Finance shall fix the final rates.

3.3 ACASH shall circulate the provisional rates to all the Indenting Organizations for regular orders.

4. Quality Parameters:

4.1 To ensure supply of quality handloom product as per the ISI specification, the following steps shall be taken:

4.1.1 Third party inspection' on the request of the indenting organizations sha11 be restored.

4.1.2 In addition, an in-house inspection system be evolved wherein the supplying agencies shall: a. The supplying agencies shall once a year verify loomage of primary cooperative societies of production centers under which the items are to be produced. This is important so that the statement given by the supplying agencies are constantly updated.

b. Upon completion of production and before dispatching the goods, the supplying agencies shall obtain a test report from a recognized laboratory regarding specification of indenting item in such cases where the of item is to be inspected by the consignee. In the case of 3rd party inspection, test report from the lab. is not necessary.

c. After dispatching the goods, the supplying agency will send their Invoice a1ongwith the following documents:

i) copy of the Inspection Note in case of 3rd party inspection. (In case of supplies under consignee inspection basis, I/Note of 3rd party is not required.

ii) Proof of dispatch.

iii) Test Report in the case of item supplied under consignee inspection.

iv) A Certificate certifying that the item supplied has been produced on handlooms by their production centers/primary societies with address.

4.1.3 The supplying agencies will offer only such items which are produced in their own state as they are supposed to promote the handlooms of the concerned state. For supplying to ACASH, they shall not act as a trader with any other state.

5. Payments:

Once the payment is received from the indenting organisation, ACASH will release the payment after the documents mentioned in para 4.1.2 (c) are submitted to ACASH by the supplying agencies within 3 days.

6. Incentive: a. To provide incentive to organisation making supplies of high quality and within delivery time schedule, an incentive system be introduced. Under this scheme, if the deliveries are completed with satisfactory quality parameters within the time schedule, 1% of the total value of the product supplied would be passed on by ACASH to the supplying agency as an incentive.

b. To promote awareness and inculcating habit of regular laboratory test, ACASH would also bear the cost on the basis of actual, to the maximum extent of 1% of the total value of the order.

At present STO and DS(F) have proceeded on leave from 31.07.2000 to 11.08.2000. Therefore, only Secretary and DS(KB) are available out of the 4 members of the committee. Since the orders have to be processed on day to day basis, it is proposed that Shri K.G. Singhal, Accounts Officer, who is now looking aftr the work of Finance and Accounts during the absence of leave of DS (F&A), may be includd in the Purchase Committee. All cases decided by the above Committee consisting of SECRETARY, ds (kb) and A.O. upto Rs. 50 lacs may be disposed off in ACASH and orders above Rs. 50 lacs as recommended by this Committee may be put up to Chairman for approval. This arrangement will continue till DS (F&A) is on leave.

The committee shall also discuss as to how the turnover of a particular item can be increased by procuring more orders and by timely supply of such item. After detailed discussions, the following decisions were taken: 1. In order to streamline the price fixation system to enable ACASH to quote firm and final price, AS & FA would request DGSD officials to conduct a study.

2. Ministry of Finance officials agreed that wherever price has been recommended by them in last two years after studying the cost data, such price can be treated as final price for the year to which the data relate to. An official communication in confirmation would be issued by them in this regard.

3. The final price so worked out at (2) above shall be quoted as the price valid for release of payment in the next financial year(s), till the next final price is recommended by Ministry of Finance.

4. ACASH shall continue to quote the existing price which was last approved by the competent authority in respect of such items where no study has been conducted by Ministry of Finance in last two years. The study of such item shall be expedited.

5. Sub-Committee of ACASH shall calculate and quote the prices in respect of newly developed items on the same parameters as laid down by Cost Accounts Branch of Ministry of Finance for other similar items. After completion of supplies, such price shall be finalised by Ministry of Finance.

6. To avoid a wide gap between the price recommended by the sub-committee of ACASH and price worked out by Cost Accounts Branch, the Ministry of Textiles shall give a copy of earlier recommendations of Cost Accounts Branch to ACASH to enable sub-committee of ACASH to consider the parameters while working out the price in future.

OFFICE OF THE DEVELOPMENT COMMISSIONER FOR HANDLOOMS SCHEME FOR MARKETING PROMOTION PROGRAMME UNDER THE TENTH FIVE-YEAR PLAN

1. Introduction

Merchandising and marketing have been recognized as being central to the successful growth and development of the handloom sector in India. The office of the Development Commissioner for Handlooms has been implementing various schemes in this regard, including a scheme for marketing of handlooms through exhibitions and fairs since 1996-97 and a scheme for setting up of marketing complexes. Several measures for promoting the public awareness regarding the handloom sector have also been undertaken such as the National Awards and the Technology exhibitions. In addition, with the increasing global nature of the market, there is a need for developing a brand identity for Indian Handlooms. Under the Tenth Five Year Plan, it has been decided to integrate these various schemes into a comprehensive scheme called Marketing promotion Programme. The Marketing Promotion Programme includes components for Publicity and Awareness, Setting up of Marketing Complexes and organization of Exhibitions and Fairs through various agencies to promote the marketing of handlooms in the country and to improve levels of awareness among handloom weavers and the general public in the interest of overall development of the handloom sector.

2. Objectives

The main objectives of the programme are as follows:

1. To assist in marketing of handloom products by providing for organising of exhibitions at National, Regional and District Level for the marketing of hand looms;

2. To provide facilities to the consumer to purchase genuine handloom products from different parts of the country under one umbrella;

3. To serve as a window for promoting awareness among consumers about the latest designs and varieties of fabrics produced in the handloom sector;

4. To provide marketing infrastructural support to Handloom Agencies in major cities and towns with a view to creating permanent outlets to make available quality hand loom products to the consumers;

5. To provide group merchandising under one roof by making available hand loom products of different States at one place with a view to enhancing marketing of handlooms;

6. To encourage innovation in designs and techniques and preserve and promote traditional skills and designs among hand loom weavers;

7. To assist in creation of marketing infrastructure for the use of handloom weavers and agencies;

8. To foster awareness of brand identity and promote the development of a brand of hand looms of Pan National importance and for the International Market; and

9. To promote awareness of technological developments and advances for improving quality and productivity of hand loom sector.

3. Components

The marketing promotion programme envisages a wide gamut of activities for the promotion and marketing of handlooms. F or ease of implementation and monitoring, these activities will. be carried out through the following components of the programme:

• Organisation of Exhibitions and Fairs • Setting up of Urban Haats • Setting up of Marketing Complexes • Publicity and Awareness

The details of main activities under these components, the implementing agencies and the funding pattern for grant of financial assistance to the implementing agencies, are as follow:

3.1 Organisation of Exhibitions and Fairs

In order to provide opportunity to handloom weavers to market their products, and to expose consumers to handloom products from different parts of the country, a number of handloom exhibitions are held at National, and District Levels. In addition, this component provides for special expos to be organised to provide marketing and promotion of item-specific, areaspecific and fibre-specific handlooms from time to time on a need basis. Further, this component also provides for assisting Handloom Weavers to participate in the Craft Melas, thus providing a variety of handloom products to the consumer under one umbrella.

3.1.1 National Handloom Expo

As part of the marketing strategy and publicity measures, the office of the Development Commissioner for Handlooms has been organizing National Handloom Expos and Special Expos. With the passage of time, these events have gained popularity, and sales generated at these events have increased significantly. It has, therefore, been decided to continue this activity with some necessary changes.

Under the Tenth Five Year Plan, a number of National Handloom Expos will be organised, each for a period ranging 2 to 3 weeks. The Development Commissioner (Handlooms) would decide every year on the number of events, places and duration, depending upon the requests from States, marketing potential of the proposed locations, availability of funds, predetermined dates of District Level Fairs and Crafts Melas etc. Participants will be allowed to sell only handloom products.

The following agencies/ individuals will be eligible for participation in these Expos:

1. All levels of Handloom Cooperatives, Corporations and Societies. 2. Non-Government Organisations engaged in Handloom and fulfilling the norms laid by CAP ART.

The Office of the Development Commissioner (Handlooms) is the competent authority to detennine the number of participants for each event. The detailed guidelines for organising the National Handloom Expos are given in Appendix-I.

Implementing Agency

The National Handloom Expos will be organised by State Governments directly or through a State Agency. In addition to the above agencies, Association of Corporations and Apex Societies of Handlooms (ACASH) and National Handloom Development Corporation (NHDC) will also be implementing agencies.

Funding pattern:

In order to give boost to marketing by the participants, it has been decided to continue financial assistance for these Expos in the shape of infrastructural support, stall rent, electricity charges, publicity, backup services, administrative expenses etc. The National Handloom Expos organized in cities with population of more than 10 lakh will be eligible for assistance up to Rs 38.00 lakh, while National Handloom Expos organised in other places will be eligible for assistance up to

Rs.18.00 lakh. Any expenditure above this limit would have to be borne by the implementing agencies. The financial assistance will be on the basis of reimbursement of expenditure based on submission of claims supported by such documents as prescribed in the guidelines given in Appendix-I as may be amended from time to time. Where necessary, advance up to 50% of the eligible amount may be released subject to availability of funds.

WSC’s Theme Pavilion in Expos

The Implementing Agency with the assistance of the Weavers Service Centre may set up a Theme Pavilion of 500-2500 sq. ft. as decided by the Development Commissioner for Handlooms in National Handloom Expo. For each expo, a Theme Pavilion would be decided well in advance by the Office of the Development Commissioner for Handlooms asking prospective participants to develop their products covering the theme also.

Display in the WSC Theme Pavilion would be entrusted to the concerned WSC. An amount of Rs.25000/- would be paid by the office of the Development Commissioner for Handlooms to the WSC concerned, for the expenses related to display in the Pavilion.

The Implementing Agency for the National Handloom Expo would be responsible for setting up of the WSC Theme Pavilion within the funds made available by the Office of D.C.Handlooms for holding the National Handloom Expo. No additional funds will be provided to the implementing agency for WSC Theme Pavilion.

3.1.2. Special Expos

With a view to promoting the interest of Handloom agencies in the chain of National Handloom Expos, Special Handloom Expos have been started to enable the agencies to focus on a particular item, region or fibre, or to enable agencies to sell off their piled up stock of Handloom Products. Earlier Special Expos were being approved on a need basis. In view of usefulness in promoting specific handlooms, it has now been decided to evolve a more structured element under the scheme for Marketing Promotion Programme, to cater to the organising of Special Expos.

In order to diversify markering channels in addition to National Handloom Expos, Special Expo/Exhibition could also be organised for specific fabrics such as Wool, Silk etc., area specific products like North Eastern products etc., and specific

items such as Saris, Bed etc. by the office of the DC(Handlooms) keeping the assistance within the overall limits for a National Handloom Expo for the concerned city.

Implementing Agency

The Special Expo will be organised by a National or State Level Handloom Corporation! Apex Cooperative Body/ or by State Government, with adequate financial and organisational capabilities to organise the event. Any handloom agency NHDC/ ACASH/HDC/ Apex Societies/Federation organising an exhibition of handlooms for two to three weeks participated by handloom agencies, weavers, NGOs engaged in handlooms and fulfilling the norms laid by CAP ART can also be given assistance under this component.

Funding Pattern

The funding ITom the office of the Development Commissioner for Handlooms for Special Expo will be upto 75% of the total expenditure on inftastructure and publicity or the limits given below whichever amount is less. Financial assistance limited to Rs.20.00 lakh may be provided for expenses relating to inftastructure and publicity for each National level / Special Expo. In the case of area-specific Special Expo, an amount limited to Rs.8.00 lakh may be provided to the implementing agency for expenses relating to inftastructure and publicity. In the case of Special Expos in the North East Region, financial assistance limited to Rs.10.00 lakh will be available, in view of the difficult terrain.

The detailed guidelines for implementation of this component on Special Expos and the parameters for financial assistance are given in Appendix-II.

3.1.3. District Level Events

Since 1996-97, the office of Development Commissioner (Handloom) has been implementing a scheme of marketing handloom products through established District Level Fairs Festivals. In view of its popularity and benefits, this activity will be continued in the Tenth Plan.

The Development Commissioner (Handlooms) would decide every year on the number, place and duration of district level events, depending upon requests ITom States, marketing potential of proposed location, availability of funds, predetermined dates of National Handloom Expos and Crafts Melas etc. Participants will be allowed to sell only handloom products.

In 1996-97, the office of Development Commissioner (Handlooms) had introduced a scheme of marketing handloom and handicraft products through established District Level Fairs/Festivals. Craft Melas are also being extensively utilized as opportune occasions for marketing of handloom products. In view of the need to amalgamate these schemes and to give a major thrust to marketing efforts, the scheme has been revised as under:

1. Nomenclature period and number of events.

Each National Handloom Expo would be for a period ranging 2 to 3 weeks. The Development Commissioner (Handlooms) would also decide every year on the number of events, place and duration depending upon the requests from States, marketing potential of the proposed location, availability of funds, predetermined dates of District Level Fairs, Craft Melas etc.

2. Objectives

National Handloom Expos' would have the following objectives:

i. to assist in marketing of handloom products;

ii. to facilitate the consumer to purchase genuine handloom products from different parts of the country under one umbrella;

3. Participation

The following handloom agencies are eligible:-

i. All levels of handloom cooperatives, corporations and societies. ii. Non-Government Organisations engaged in Handloom and fulfilling the norms laid by CAPART.

4. Assistance for the Participants

It has been decided to substantially boost the financial assistance to give marketing a thrust to0 participants in the shape of insfrasturctural support, stall rent, electricity charges, publicity, back up services, administrative expenses, etc. The details of assistance as below:-

• Display in the WSC Theme Pavilion would be entrusted to the concerned WSC. An amount of Rs.25,000/- would be paid by the Office of the Development Commissioner for Handlooms for the expenses related to display in the Pavilion. • Infrastructure for the Theme Pavilion.

• The implementing Agency would be responsible for setting up the WSC Theme Pavilion. The entire cost of Pavilion would be incurred by the Office of D.C. Handlooms within the overall limit for assistance to each National Handloom Expo

6. Workshop, seminar Buyer-Seller’s Meet (BSM), etc. In Expos

The implementing agency will organize a workshop or a seminar or a meeting of Buyers - Sellers etc. during the Expo to promote handloom products and their marketing. This will be met out of the administrative expenses.

7. Advance balance charges from participating agencies by the implementing agencies.

Up to 50 percent of the total estimated amount payable, as at para 4 and 5 above, will be released by the Office of the Development Commissioner for Handlooms on an 'on-account basis' directly to the implementing agency, atleast 2 months before commencement of the National Handloom Expo. The balance amount would be reimbursed on production of audited accounts duly certified by the Chartered Accountant/Govt. Auditor through the Director of Handlooms and submission of final report as per the format enclosed.

Implementing agencies would fix up the overall charges for participants (inclusive of the balance 50% of the contracted rate for stall construction, balance expenses towards back up and other services, in such a manner that after charging its own administrative expenses, the expo is organised as far as possible on a No-Profit-No-Loss basis. It would recover/ refund any due amount keeping in view the actual expenses.

8. Role Of State Government.

The State Governments are expected to continue to provide assistance to the implementing agencies and participating agencies in organising Expo in a befitting manner and to provide financial assistance like payment of special rebate on sale, adequate publicity support etc. to encourage marketing ofhandloom product.

The host States are also expected to render assistance for proper organisation of the National Handloom Expo to give impetus to the marketing of handloom products and to allow consumers to genuine handloom products from different parts of the country under one umbrella.

9. Role Of Participants.

Participants are expected to develop market demand oriented products. The participants are free to offer incentive such as discounts to consumers.

10. Final Report.

After the conclusion of the Expo, a final report indicating the total area, the number of participants, level of sales, area allotted, feedback received, suggestions for future expos, inflow-outflow statement of funds, etc. is to be submitted by the Implementing Agency in Form NHE-FR given below: Form –1 (NHE-FR)

DC (Handlooms)/ WSC independently nominates a representative from the Office of the DC(Handlooms)/WSC or any other organisation to can) out sample checking of these expos.

In view of their usefulness in promoting specific handloom products, it has now been decided to evolve a more structured element under the Scheme for Marketing Promotion Programme, to encourage the organising of Special Expos.

(a) In order to diversify marketing channels in addition to National Handloom expos, Special Handloom Expo/Exhibition could also be organised, for specific fabrics such as wool, silk etc., products of specific areas like those of North Eastern region, and also specific items such as sarees, bed linen, etc., by the Office of DC (Handlooms) keeping the assistance within the overall limits for a National Handloom Expo for the concerned city.

2. EXECUTIVE COMMITTEE

The Executive Committee consists of:- i) Chairman ii) Two Vice-Chairmen iii) 7 (Seven) members from among the constituent members as nominated by the Chairman (Rule 9 of the Rules & Regulations of the Association).

The Chairman shall be the Development Commissioner (Handlooms), Ministry of Textiles, Govt. of India. The Vice-Chairmen shall both be nominated by the Development Commissioner (Handlooms). One shall be an Additional Development Commissioner (Handlooms)/Joint Development Commissioner (Handlooms)/Deputy Development Commissioner (Hand looms) and the other a

3. PURCHASE COMMITTEE OF ACASH

Purchase Committee comprises the following :-

The orders for which the value of supplies is less than Rs. 50.00 lakhs in a single transaction are disposed off at the level of Vice Chairman/Secretary (ACASH) and in his absence, the committee constituted for this purpose. For the orders above this, the approval of Chairman is required.
