3. ACTIVATION OF DISTRICT EMERGENCY OPERATIONS CENTRE (EOC): The emergency operation centre is operational at District Administrative Complex Headquarter Budgam. Chief Planning Officer Budgam is designated as Nodal Officer of the control room under the overall supervision of Additional District Development Commissioner Budgam.
The control room have been provided with following telephone Nos. 01951-255203, 01951-255291, 01951-256294 which are attentive, operative and alert 24x7. In case of any eventuality the control room will cater to the requirements which occur during the snow fall.

4. District Disaster Management Authority and other committees: The District Disaster Management authority is in place, as per SRO 138 Dated 23/04/2007 which has been reframed vide SRO-225 Dated 29/05/2017 of Disaster Management, Relief, Rehabilitation and Reconstruction Department, J&K and the same has been reflected in the updated Disaster Management Plan. In addition to the District Disaster Management Committees, Block level as well as village / Panchayat level committees have also been put in place.

8. READINESS OF RESCUE TEAMS: A Plan of Action is already in place with the District Disaster Management Budgam for rescue and rehabilitation of avalanche hit areas and soil erosion villages of hilly areas of Charari-Sharief, Khag and other vulnerable area with sufficient number of Volunteers.
9. STOCKING OS ESSENTIAL COMMODITIES
113 Sale outlets viz 90 parent sale outlets and 23 Internal adjustments / FP Shops have been identified as snow bound with the total requirements of food grains (Rice + Atta) to the tune of 31000.00 quintals. The process of dumping of food grains at these snow bound sale outlets has been started and till date 1800.23 quintals of Rice for a period of 03 months has been dumped so far and the process is still underway.
Further, K-oil has also been lifted for the month of Nov. 2018 and a sufficient stock of LPG is available in the District.

10. Details of snow clearance road length (in Kms) Division wise:
R&B DIVISION BUDGAM :- R&B Division Budgam having 04 Sub-Division having total road length of 1125.22 Kms out of which 619 Kms are BT and 506.00 Kms are MT , out f these 1125.22 Kms 567.22 Kms will be cleared mechanically and 558 Kms manually as per following details:- 1. R&B Sub-Division Budgam having plan to clear 144.53 Kms road length mechanically and 57.25 Kms manually. 2. R&B Sub-Division Khansahib having plan to clear 133.70 Kms road length mechanically and 264.60 Kms manually. 3. R&B Sub-Division Beerwah having plan to clear 211.25 Kms road length mechanically and 99.80 Kms manually. 4. R&B Sub-Division Khag having plan to clear 77.74 Kms road length mechanically and 136.35 Kms manually.
R&B DIVISION CHADOORA :-
R&B Division Chadoora having 1187.41 Kms road length out of which 745.78 are BT, 427.13 Kms are MT and 14.50 Kms are FW. Besides, 89.75 Kms of PMGSY roads fall under the jurisdiction of R&B Division Chadoora.
PMGSY :-
PMGSY Budgam having 369.42 Kms road length out of which 216.70 Kms will be cleared by MED , 39.03 Kms through R&B . Besides 113.69 Kms of road length is under execution and will be cleared by PMGSY itself.
11. HEALTH :
A District Rapid Response Medical emergency Team will be functional at District level which will be monitored in the offitce of Chief Medical Officer Budgam followed by 10 Block Rapid Response Medical emergency Teams headed by concerned Block Medical Officers with a team of dedicated and experienced Medicos. 27 Ambulances fitted with chains will be available throughout the District which can cater the needs during any eventuality. Further the availability of Medical emergency infrastructure is available as per details below:-

12. DRINKING WATER :
District Budgam having two PHE Divisions viz Budgam and Chadoora where water tanks and Water tankers have been kept available and are ready in case of any emergency. Bleaching powder / ALPAC is available in sufficient quantity for purifying waters. Besides a sufficient No. of Blow Lamps, Rain Coats and Long shoes are available for the man power who will be deployed during the snow / snow bound areas.
13. WARNING / ADVISORY :-
The EOC operates as a nerve centre for dissemination of weather advisory. A well knit communication plan is in place for conveying weather updates through Tehsildars to the field functionaries in which heads of Auqaf Committees are also involved. The whole process is keenly being monitored by Sub-Divisional Magistrates. This apart Government and private Media is roped in for issuing weather warnings to the people. The District Website is also used for intimating public about weather advisories.
