56/14 Minutes

Resolved: That the minutes of the meeting held on 21 August 2014 having been printed and circulated, be taken as read and be confirmed and signed by the Chair as a correct record.

Resolved: That the site visit minutes of the meeting held on 5 September 2014 having been printed and circulated, be taken as read and be confirmed and signed by the Chair as a correct record.

58/14 Members Interests

Members were reminded of their responsibility to declare any personal and prejudicial interests relating to any agenda item prior to its consideration

59/14 Ingleby Arncliffe Neighbourhood Plan

Considered:

The report of the Policy Manager

David Hugill declared a personal interests in this item as District Ward Member and Bryn Griffiths declared a personal interests in this item as County Ward Member with neither taking part in any discussions at meetings.

Members noted that the plan would be interesting, welcomed the low level involvement and fully supported the recommendation.

Resolved: 1. That the designation of a Neighbourhood Area for Ingleby Arncliffe be agreed and the necessary information be publicised on the web site of each Authority and by means of a local newspaper advertisement. 2. That government grant funding be passed to Ingleby Arncliffe Parish Council to cover their submitted cost of plan preparation up to £3000 3. That government grant received by shared net of expenses with on an agreed basis based on the actual work involved for each Authority.

60/14 Pre-application Verbal Presentation: Development of land for housing, land off Carlton Road, Helmsley.

Caroline Patmore declared a prejudicial interest in this item as the applicant was a relative and left the room.

A powerpoint presentation was shown, a copy of which appears in the minute book.

Joe Stenson from PH&S Architects on behalf of the applicants Wharfedale Homes gave a presentation to Members.

Site NYMH1 – proposed 60 units with 40% affordable homes, providing different size homes including some single storey (8). Retaining the ancient orchard and all mature trees and using the existing access, with an area of open space to eastern side. Next step is a public open day at the Town Hall, Helmsley on 1st October.

The agent answered Members questions as follows:

 No dialogue with the Highway Authority has taken place in respect of providing an emergency access as yet, but the Highway Design team has been involved.  Parking is over provided for. A 4 bedroomed property has 4 parking space, with parking to the rear of all properties.  Affordable housing will be by way of social rent, possibly maintained by the estate.  Materials are to be coursed stone and clay pantiles.  No single storey properties are currently affordable as there is a large retirement market in the area.

A Member noted that no cycle provision had been provided.

Members thanked the agent and noted that they looked forward to hearing the comments of public.

61/14 Miscellaneous Items

Considered:

The report of the Director of Planning.

The Director noted that the Appeal at South Moor Farm in relation to a proposed airstrip had been dismissed, however tranquillity had not been adequately taken into consideration by the Inspector. The proposal was likely to be resubmitted as the applicant had requested pre-application advice.

The Chair of the Authority asked whether a letter could be sent to the Inspectorate noting the principles of the National Park which the Authority hold dear.

Resolved: That the report be noted.

Members also considered further information circulated on the Members’ Update Sheet at the meeting including; updated recommendations from the Director of Planning and comments received after the agenda was printed from: consultees, objectors and supporters.

Resolved:

(a) That with regard to all applications listed in the report and subject to:

(i) the amendments specified below; and

(ii) the imposition of conditions in accordance with the relevant provisions of Sections 91-94 of the Town and Country Planning Act 1990, except in those instances where an alternative condition is contained in the Director of Planning’s recommendation or in an amendment referred to in (i) above;

Approved as recommended. 3. NYM/2014/0296/FL – Construction of metal framed building to house Polyhalite crushing and screening plant together with pipe conveyor at Cleveland Potash Ltd, Boulby Mine, Loftus for Cleveland Potash Ltd fao: Mr Paul Pearson, Boulby Mine, Loftus, Saltburn ;by the Sea, Cleveland, TS13 4UZ. Decision Approved as recommended but delegated to Officer to attach Highway conditions. 6. NYM/2014/0555/FL – Construction of two storey rear extensions 19 and 21 South End, Osmotherley for Mr & Mrs M Buckton, 21 South End, Osmotherley, Northallerton, North Yorkshire, DL63BN Decision Considered deferred to enable a site visit to be undertaken to enable Members to fully assess the proposal, with the attendance of Members being regarded as an approved duty for the purposes of the payment of Members’ allowances. 7. NYM/2014/0498/FL – Construction of sustainable drainage system (SUDS) to facilitate drainage at the approved affordable housing site at land off High Street, Egton for Home Group Developments Ltd. Decision Approved as recommended.
