The meeting opened at 15.10 on Monday, 13 July 2015, with Iskra Mihaylova (Chair) presiding.

3. Chair’s announcements

a) Exchange of views with COR COTER commission, 13 July 2015

The Chair reported that, in the morning, she had attended the COTER commission of the Committee of the Regions for an exchange of views with Members. She had underlined the importance she attached to close cooperation between COTER and the REGI Committee.

b) Frans Timmermans in CCC, 7 July 2015

The Chair reported that an exchange of views with First Vice- President Frans Timmermans had taken place in the course of the meeting of the Conference of Committee Chairs on 7 July. Discussion had covered a wide range of topics connected with the implementation of the Commission work programme for 2015. She explained that she had taken the floor to underline that the Committee would pay close attention to implementation of the new generation of cohesion policy and the importance it attached to complementarity of EU policies: in particular, she stressed the need for speedy implementation of the operational

EN United in diversity EN programmes and for a careful alignment of cohesion policy with the European Fund for Strategic Investments.

4. Workshop on Territorial Governance and Cohesion Policy

The Chair gave the floor to:

8. Exchange of views with Giovanni Kessler, Director-General, European Anti- Fraud Office (OLAF)

Mr Kessler spoke about the activities of OLAF in the fields for which the Committee is responsible and referred to the OLAF annual report for 2014. His presentation was followed by an exchange of views with Members.

8 bis. Delegated Act on the reporting of irregularities

The Commission reminded Members that, on 8 July, the Commission had transmitted to the Parliament a delegated act prepared by OLAF and aimed at determining which cases of irregularity were to be reported and which data were to be provided in accordance with Article 122(2) Common Provisions Regulation. She reminded Members that the delegated act had been forwarded to REGI members by e-mail on 9 July and recalled the procedure to be followed on receipt of such acts.

The Committee accepted the proposal of the Chair that it ask for an extension of the two- month objection period and that the deadline for the submission to the secretariat of any draft resolution objecting to the act be set at 5 p.m. on 3 September.

9. Approval of decisions of coordinators

The Committee approved the decisions taken by the coordinators in the course of their meeting on 13 July, namely that:

1. To take note of the most recent state of the points table.

2. To take note of the revised D'Hondt distribution of the Committee's annual quota of 25 places for delegations outside the three normal places of work, following the formation of the ENF/ENL group.

3. To draw up an opinion on the ECON INI report “The European Semester for economic policy coordination: implementation of 2015 priorities” under a fast-track procedure, with the Chair as rapporteur. The opinion will be drafted in EN and amendments to it must also be submitted only in EN. It will be circulated to Members on 17 July, with a deadline for amendments on 3 September. The Chair will convene a meeting of shadow rapporteurs to discuss compromise text in the course of the September Strasbourg plenary session; the Committee will adopt the opinion on 17 September.

4. To ask for authorisation to draw up INI reports on the following subjects, and in this order:

a). Research and Innovation Strategies for Smart Specialisation (RIS3) (EPP group) b). Cohesion policy in mountainous regions of the EU (S&D group) c). The implementation of the thematic objective "enhancing the competitiveness of SMEs" in the programming under the Investment for growth and jobs goal in the Regulation (EC) 1303/2013 Art. 9 (3) (EFDD group). If possible this report should be drawn up as an implementation report; otherwise, as a normal INI report. d). Assessment of European Territorial Cooperation - best practices and innovative measures (ALDE group)

5. To invite the following expert witnesses to attend a public hearing on 15 October Simplification and cutting red tape in ESIF:

6. To adopt the following work programme for the next meetings of the Implementation Working Group:

The European Fund for Strategic Investments regulation, especially in view of the investments in the European regions; - Sustainable development of mountainous areas within the Cohesion Policy; - How DG REGIO is looking for mid-term review/revision. DG REGIO expectations; - The state of assessment of the closure of the 2007-2013 programming period.

7. To approve the following programme of studies and research notes to be carried out by Policy Department B in the second half of 2015:

- Tools to support territorial and urban dimension in cohesion policy - Simplification in cohesion policy I (scrutiny of legislative elements that aimed at simplification: e-cohesion; flat rate, simplified cost options; audit rules – the principle of proportionality) - Simplification in cohesion policy II (gold-plating in the European Structural and Investment Funds) - Contribution of cohesion policy instruments to security and cohesion - Indicators in cohesion policy - Review of adopted ETC (European Territorial Cooperation) programmes.

8. Any other business a) The coordinators asked the secretariat to prepare an indicative timetable for REGI reports in plenary sessions. b) Mr van Nistelrooij distributed to coordinators a proposal for an "own initiative" delegation (Members use their annual travel allowance to cover the costs) to the Joint Research Centre in Seville. c) Mr Jakovčić drew coordinators' attention to the need to revise the scope of the planned delegation to Croatia in November, confining this to Croatia but including a meeting with Slovene participants of cross-border cooperation projects.
