(1) Enhancing responsibility awareness BOB continued to improve social responsibility management, develop relevant rules, and gradually integrate fulfillment of social responsibility into the bank-wide assessment system. Thus, social responsibility could penetrate all aspects of daily operations. By continuously ᆒ㵹㏼≻䉐Ш raising employees’ sense of responsibility, BOB hopes to ultimately realize the fusion and unity of commercial value and social value.
Meanwhile, BOB actively participated in social responsibility forums, organized training, and
enhanced communication with stakeholders to jointly promote the social responsibility work Responsibility Fulfilling Economic of BOB.
(2) Compliance in business operation
Strengthening compliance management Ӱ䔈чহ䄽 In 2011, under the idea of “compliance creates value”, with “improving compliance awareness, strengthening policy assessment and ensuring compliance operation” as the goal, the Bank continues to complete construction of its compliance mechanism, improve compliance risk monitoring and strengthen quality and results of compliance management. In 2011,
it kept monitoring laws, regulations and regulatory policy, releasing 97 alerts on new laws Harmony Promoting Social and regulations, which provided a basis for compliance throughout the Bank. It organized documentation department to re-assess effectiveness of documents, completeness of risk identification and accuracy of risk control measures. It emphasized compliance culture construction and promoted compliance knowledge via on-line test and compliance manual, to penetrate compliance awareness to all employees and create good atmosphere of credit- oriented operation. ᑂ䶳⣜ධࣸສ
Improving internal controls BOB has gradually established a relatively scientific and precise internal control system based on risk prevention and prudent operation to ensure the legality and compliance of Friendly Development Leading Environment- business operations, safety of assets, authenticity and integrity of financial reports and related information, improvement of business efficiency, and realization of development strategy. Meanwhile, under the guideline of “centering on workflow management and combining self- evaluation with independent review” each year, BOB conducts an assessment of the effectiveness of its internal control design and operation and discloses an internal control assessment report to the public. Fulfilling anti-money laundering responsibility BOB adheres to the principle of “focusing on risks and risk prevention” in its anti-money laundering work, fulfills its anti-money laundering responsibility according to the requirements
of related laws and regulations, and continuously improves its anti-money laundering ability. In Harmony Promoting Social 2011, BOB optimized its anti-money laundering monitoring and analysis system to effectively improve system efficiency and quality of reports on large and suspicious transactions and submitted 117 thousand large transaction reports and suspicious transaction reports. BOB underscored anti-money laundering training and provided anti-money laundering training 5 times. BOB amended the Provisions on Anti-money Laundering Training and Publicity, reiterated the requirements of anti-money laundering compliance, and especially raised the anti-money ᑂ䶳⣜ධࣸສ laundering awareness of low-level employees. It actively organized managers and employees to learn about regulatory policies and strengthen education; held cautionary exhibition as an education and training base for fighting corruption and upholding integrity, help all employees form an awareness of law and integrity; it actively enforced a series of rules, including the Provisions on Integrity and Self-discipline and assigned such work to each employee. 4. SERVING SMES Governance Regulating Responsibility
In 2011, oriented to serving SMEs, BOB formally launched portfolio loans for small and micro enterprises and a featured product, “merchant loans” for small and micro business enterprises and signed a strategic cooperation agreement with the Ministry of Commerce to jointly establish a financing service platform for business enterprises. These new highlights for small and micro enterprises breathed new life into ᆒ㵹㏼≻䉐Ш the development of real economy. At the end of 2011, BOB’s RMB credit balance for SMEs was 152.9 billion Yuan, ranking No. 1 in Beijing, up by 21%1 from the beginning of the year, and accounting for 45.11% of BOB’s loans to enterprises. BOB developed featured brands for culture finance, technology finance, and green finance. Responsibility Fulfilling Economic New developments in culture finance. As a pioneer in the cultural creativity sector, BOB has always given top priority to the projects in the cultural creativity sector to contribute to the great prosperity of China’s cultural development and has found a path for the harmonious development of culture and finance. In the spirit of the 6th plenary session of the seventeenth CPC central committee, BOB quickly took six new moves to support the accelerated development of the cultural creativity sector

Serving rural areas, agriculture, and farmers has always been a key field developed by BOB and a priority in service. Through continuous innovation, BOB explores its own rural financial service mode. At the
end of 2011, BOB’s balance of agricultural-related corporate loans was 22.85 billion Yuan, including Ӱ䔈чহ䄽 22.79 billion Yuan corporate agricultural-related loans, up by 18.66 billion Yuan from the beginning of 2011 and accounting for 38.34% of BOB’s corporate loans of the year of 2011.
(1) Strengthening construction of sub-branches to promote rural financial Harmony Promoting Social service coverage At the end of 2011, BOB’s Suburban Department was administrating 25 sub-branches in 9 suburban districts and counties including Shunyi, Tongzhou, and Daxing. To support the development of rural economy, Zhejiang Wencheng Village Bank, in which BOB holds shares, started business, and Jilin Nongan Village Bank, in which BOB holds shares, acquired an approval to start business. ᑂ䶳⣜ධࣸສ
(2) Using diverse financial tools to broaden financing channels for rural areas, agriculture and farmers BOB designed financing solutions in light of the actual circumstance of enterprises and provided the most convenient financing channel, direct financing, such as collective notes for SMEs, for Friendly Development Leading Environment- agricultural-related enterprises in good condition. (3) Insisting on financial product innovation to provide diverse financial Governance Regulating Responsibility services According to the characteristics of farmer loans, BOB conducted in-depth market research on suburban farmers with loan demands to understand the fund demands of livestock farmers, plant farmers, production base of featured agricultural products, and so on. 1. CREATING MORE EMPLOYMENT OPPORTUNITIES Governance Regulating Responsibility
In response to the calling of the state, BOB has actively fulfilled its social responsibility to create more jobs through its own rapid development and contributed to social harmony and stability. In personnel recruitment, BOB has always insisted on a “fair, just, and open” recruiting policy and a selection criterion of “requiring both morality and ability but first considering morality” and recruited those needed for ᆒ㵹㏼≻䉐Ш business development by strict written examination and interview. In 2011, for its good image and outstanding contribution to promoting employment of graduates from universities and colleges, BOB was titled “Best Employer of University Graduates in China” by ChinaHR.com in its ninth evaluation.
In 2011, BOB recruited several thousand new graduates, returned overseas scholars, and other Responsibility Fulfilling Economic competent persons and offered enormous job opportunities in various employment forms in Beijing, Bohai ring, Yangtze River Delta, Pearl River Delta, Midwest China, and other regions, breathing new life into the local employment market. BOB also actively participated in the arrangement of employment of veterans and university graduates serving as village officials and provided fund support for the employment of the disabled. Over 16 years, BOB has cumulatively offered thousands of jobs to the

(1) Disseminating financial knowledge Harmony Promoting Social In the dissemination of financial knowledge and publicity on financial safety, BOB has actively fulfilled its social responsibility to help customers improve their financial quality and enhance their financial safety awareness and maintain the stable and sustainable development of the financial market.
In August, 2011, a publicity event, “Treasure Bonds Come to Villages” sponsored by the ᑂ䶳⣜ධࣸສ Business Management Department of the People’s Bank of China and organized by BOB was held in Henanzhai Town, Miyun County. Hundreds of villagers received training on treasure bonds, and this event was applauded by the villagers. From July to December, BOB organized a “Financial Knowledge Dissemination Tour” under the overall arrangements of the China
Banking Association. BOB spread financial knowledge to about one hundred communities Friendly Development Leading Environment- near its business outlets to improve people’s ability to identify and prevent financial risks and establish a public awareness of rational and safe consumption. (2) Community public welfare Governance Regulating Responsibility As a specific move for the 2nd Community Public Welfare Activity jointly launched by BOB and the Civil Affairs Bureau of Beijing, BOB opened a special column, “Wealth Management Class” in Beijing Community newspaper, introducing wealth management education for children, safe use of bank cards, purchase of funds, and other common concerns of residents. In 2011, “Wealth Management Class” was published cumulatively in 23 issues and was widely applauded ᆒ㵹㏼≻䉐Ш by community residents.
In 2011, BOB’s Shunyi Main Branch and Donggezhuang Village jointly launched a “One-on-one Support” activity. During holidays, BOB’s Shunyi Main Branch visited villagers to learn their actual difficulties and worked out joint support plans in consideration of the actual circumstances of Responsibility Fulfilling Economic both parties. Leaders and ordinary employees actively participated in this activity and purchased necessities of life for villagers by donation and other means. To further spread financial knowledge, improve the wealth management sense of villagers, and develop the “One-on-one Support” activity into an important ground for serving communities and “rural areas, agriculture, and farmers”, BOB’s Shunyi Main Branch planed to offer regular wealth management lectures,

3. PAYING ATTENTION TO LIVELIHOOD CARE Governance Regulating Responsibility
(1) Actively granting student loans to support educational development Provision of student loans is a major part of the policy of revitalizing China through scientific research and education and is of great significance in supporting completion of studies of indigent
students and promoting educational development. Since 2000, BOB cooperated with Beijing ᆒ㵹㏼≻䉐Ш Municipal Education Commission in providing national student loans. Among all banks in Beijing, BOB ranked No. 1 in the amount of national student loans granted to students of higher education institutions of Beijing or managed by Beijing.
By the end of 2011, BOB had cumulatively granted 66 thousand student loans, amounting to Responsibility Fulfilling Economic 360 million Yuan, and helped a large number of indigent students graduate from over 40 higher education institutions in 16 districts and counties.
(2) Promoting petty secured loans to encourage reemployment of laid-off workers To advance the reemployment program of Beijing, BOB launched petty secured loans since 2003, providing financing services for laid-off workers, graduates from universities and colleges, rural Ӱ䔈чহ䄽 transferred labor, demobilized soldiers, and rural women in Beijing. At the end of 2011, BOB’s petty secured loans accounted for more than 95% of the Beijing market, which had helped the reemployment of more than 3,100 people. After Beijing declared a policy to support petty secured loans for labor-intensive small enterprises in 2009, BOB was the first commercial bank Harmony Promoting Social to launch this business in Beijing.
(3) Strongly supporting affordable housing construction to ensure stable and happy living and working of residents When formulating the guidelines for credit granting, BOB confirmed that the real estate credit line should be first used for affordable housing projects such as construction of public rental ᑂ䶳⣜ධࣸສ and low-rental housing and reconstruction of shantytowns with the repayment ability. In credit support, affordable housing construction projects should enjoy priority, and the processing of such projects also enjoyed priority based on an official application of the relevant enterprise and project materials, provided that the regulatory requirements and the related provisions of BOB were complied with. By the end of 2011, BOB had cumulatively granted affordable housing Friendly Development Leading Environment- loans exceeding 10 billion Yuan, with outstanding loans of 7.20 billion Yuan, and the realizable affordable housing reached 34.2 thousand units.

On October 18, 2011, BOB signed a comprehensive strategic partnership agreement with Governance Regulating Responsibility Investment Center of Beijing Affordable Housing Construction, intending to grant 20 billion Yuan credit line to the Center in the future three years to support construction of affordable housing. Recently, BOB has arranged a special-purpose credit line of 2 billion Yuan for the center’s Haihuxincun and Dougezhuang projects. BOB will also offer a comprehensive service scheme featuring “large credit line, new type of financing, various forms of wealth management, golden housekeeper, exclusive card, and strong system” to fully support the development of ᆒ㵹㏼≻䉐Ш affordable housing in Beijing.

The Guidelines for Credit Granting in 2011 required more credits granted to energy conservation and emission reduction enterprises. Emphasis should be placed on the credit demands of projects and enterprises for the construction of ten key energy conservation works, development of circular ᆒ㵹㏼≻䉐Ш economy, sewage and garbage disposal in urban areas, control of water pollution in key drainage basins, improvement of energy conservation and environmental protection capabilities, and so on.
On April 8, BOB and the Energy Conservation Service Industry Committee of China Energy Conservation
Association (“EMCA”) signed a Strategic Cooperation Agreement on Fully Promoting the Development Responsibility Fulfilling Economic of the Energy Conservation Service Sector. BOB intended to grant a credit line of 10 billion Yuan in the following 5 years to EMCA members to realize 14 million tons emission reduction of carbon dioxide each year. BOB initiated right on the scene a financial service scheme on energy conservation loans to promote the rapid development of energy conservation enterprises with diversified products and distinctive services.
Ӱ䔈чহ䄽 At the end of 2011, BOB’s balance of loans for energy conservation and emission reduction was 2.57 billion Yuan, including 988 million Yuan of loans granted in 2011. In 2011, in reliance on electronic channels, BOB popularized the low-carbon business model to reduce energy consumption and promote the construction of a resource conservation and environmentally- friendly society.
ᆒ㵹㏼≻䉐Ш (1) Using the substitute effect of electronic channels to establish a low-carbon management conception BOB continued to increase the popularity of e-banking, made full use of the substitute effect of electronic channels, and adhered to low-carbon management while maintaining rapid development. (2) Developing e-office Governance Regulating Responsibility By applying an e-office system, BOB has fully realized the electronic processing of document receipt and sending, file examination and approval, downloading of standard texts, and mail delivery, substantially reducing paper consumption. BOB also strictly controlled office power consumption and realized “no staff, no power consumption”. In the past three years, the head office building’s electricity consumption per capital and water consumption per capital dropped ᆒ㵹㏼≻䉐Ш continuously to create a green office environment and reduce carbon emission.

In respect of office supplies, BOB assigned special personnel of each department to apply for and manage office supplies. Paper and stationary are regularly rationed and costs are calculated according to department staffing. BOB encourages exchange of used ones for new ones and ᑂ䶳⣜ධࣸສ prohibits waste.
In the disposal of waste and used materials, BOB gathered and disposed of waste and used paper, magazines, books, newspapers, and other paper products in a centralized way to ensure recycling. BOB delivered electronic waste reaching retirement standards to specialized Friendly Development Leading Environment- environmental protection institutions for recycling and disposal to avoid environmental pollution caused such waste.
In the management of motor vehicles, BOB has taken various measures to reduce energy consumption of motor vehicles. On the one hand, BOB strengthened motor vehicle management by reasonably dispatching vehicles and reducing vehicle travel frequency and deadhead miles to effectively reduce fuel consumption. On the other hand, BOB made more efforts in the treatment of aging motor vehicles, regularly checked and maintained vehicles still in use, and ensured that the tail gas emission of vehicles on road reached emission standards to realize green travel.
