There was improvedachievement in basic academic areas such as communications, skillsand math. There was a reduction in the over-alldrop-out rate at Hilo High school, and there was more student participation inschool and community activitieS. Among the recommendations made for the future arethe following: An effor,t must be made to stabilize staffingassignments; Serious consideration must be given to the type-errpersonnel appointed to the staff; The 50 question studentevaluation questionnaire or other similar instrument,should beadministered in September and in Mky to determine value phanges amongHilo High and SWS students. Finally procedures shouldbe implemented to improve the relationship between the SWS staff and the Hilo HighSchool administration. We wish to acknowledge the unqualified support and cooperation rendered by Superintendent Ralph Kiyosaki of the State Department of Education; Mr. Harry 'Chuck, Hawaii District Superintendent'and Dr. Kiydto Mizuba, Hawaii District DepUty Superintendent, - We also wish to recognize the able leadership of Mr. Richard Matsunaga, Principal of Hilo High Schc)1; Herbert Zane, Head Counse- lor at Hilo High School; and the efforts of members.of.the School- Within-A-School staff. Without their dedication and willingness to test a new approach, this program might not have geen possible. Although it is still too early to measure any degree of substan- tive conclusions, the demonstration clearly defines the tasks ahead: 1. The techniques of instruction as it was originally designed for thin siroject need to be further tested and validated before any conclusions can be reached. 2. The results, *tale imPressive but ifiCOnclusive, are signifi- cant enough to merit further research and study on a wider and more scientific basis; and 3. The innovative concepts applied to the educational program for low-achieving, problemroriented students of this project 4 -2- can be made applicable to other "normal". stuaents who find education irrelevant and unchallenging. The knowledge gained in this second year,of-operationwill no doubt add much to the refining of theprogram in the third year. Omura, Project Consultant Assistant Director Social Welfare Development and Research Center Uniyersity of Hawaii INTRODUCTION This evaluation climaxes the second Yeat's operatIon.for Hilo High School's "School-Within-Ar.Schoolhereafter-referred as SWS).program. It also marks the close.of the first year of intervention services rendered VY the Social Welfare Development and Research Center (former- ly Youth Development Center and hereafter referred as SWDRC.) The SWS program opened its second year in September, 1969 at a new location (former DOE District Superintendent's office located on aianuenue Avenue just off the Hilo High School athletic field) with fifteen students enrolled. Most of these.students were carried over fram-the previous year's SWS program loCatedat the Hilo YWCA building. Mrs. Fumie Bonk returned_to fill one of"two instructor positions assigned to the program. In addition to her previous year's experi- ence she gained limited exposure to behavior modification and indivi- dualized instruction skills prior to the school's opening. Fujio Taketa was appointed to fill a vacancy in the second instruc- tor position. David Swanson,_special education instructor at the High School was added to the staff at the beginning of the second semester. Head Counselor Herbert Zane coordinated referral and screening activities at the.High School. A. PLANNING Planning of the SWS program for 1969-70 and delineation of the 6 -4- SWDRC services was begun on September 1, 1969 during ameeting conducted at the office of District Superintendent Harry Chuck.A program opera- tional plan was developed by the SWS staff and the SWDRC. Refer to Appendix A - School-Within-A-School: A Plan for Re-Education. B. TRAINING Monthly-consultations between September, 1969 and May, 1970 were conducted by the SWDRC. Training content included basic concepts of behavior modification, principles of learning, contingency. management and observation and recording procedures.. In addition, the following resources were provided: October, 1969 - Mrs. Barbara Sloggett Research Assistant, SWDRC Miss Katie Goold - Specialist, SWDRC October, 1969 - Dr. Hill M. Walker, Assistant Professor Dept. of Special Education, University of Oregon February, 197G- Mrs. Barbara Sloggett - Resaarch Assistant, SWDRC Kenneth Kobuke In' Tictions Manager, Kailua Intermediate SChool IOP Project A sixteen hour orientation workshop on behavior modification techniques was Conducted for Hawaii District DOE personnel and attended by approxi- mately 80 persons. Resource's in addition to SWDRC personnel included Dr. Roland Tharp, Di- rector of Clinical Psychology - UH; Dr. Scott MacDonald, Community Psychology - UH; Dr. George Fargo, Special Education - U. of Washington; Kenneth Ling, Community Services Supervisor - Palama Settlement; and Charles Glenn, Coordinator Kailua Inter. The financial impact on PBS Hawai‘i was sharp and deep, reflecting the suffering of our fellow Islanders. When schools shut down, students lacking digital access were hard-pressed to join their classmates online. As an educational media organization, we had already made these moves: • Substantially strengthened our statewide over-the-air broadcast relay system so that many homes in under-resourced areas across the Islands can better receive our programming, without the household cost of wi-fi, cable, or satellite dishes. • Launched, in 2019, an additional channel, PBS KIDS 24-7, distributed over-the- air, on cable, online and via satellite, which provides curriculum-rich, engaging programming for children ages 2-8.
