THAT the General Manager of Planning, Urban Design and Sustainability be instructed to make an application, on behalf of B.C. Pavilion Corporation (the “Owner”), to rezone a portion of 777 Pacific Boulevard [PID:029-173-825; Lot 347 False Creek Plan EPP31476] shown within the heavy bold outline on an Explanatory Plan in Appendix D from BCPED (BC Place/Expo District) to CD-1 (Comprehensive Development) District, to permit a mixed-use development with commercial and residential uses, be referred to a public hearing, together with: (i) plans prepared by Stantec Architecture Ltd., received on January 23, 2018; (ii) draft CD-1 provisions, generally as presented in Appendix A; (iii) the recommendation of the General Manager of Planning, Urban Design and Sustainability to approve the application, subject to the conditions contained in Appendix B; and (iv) draft Design Guidelines, generally as presented in Appendix E. Celebration Plans for the 30th Anniversary of Expo 86 MOVER: Councillor Affleck SECONDER: Councillor Ball WHEREAS 1. 2016 will be the 30th anniversary of Expo 86, which was officially opened on May 2, 1986 by the Prince and Princess of Wales and closed 172 highly successful days later on October 13, 1986; 2. Expo 86 was a pivotal event in the city’s history, one that showcased Vancouver to the world, bringing global recognition and praise, including worldwide recognition for local artists and the city’s arts and culture sector, and a major boost to tourism; 3. Expo 86 saw over 22 million visitors, exceeding the original projected attendance of 13.7 million, and contributed $3.7 billion to Canada’s economy – the equivalent of $7.1 billion in 2015 dollars; 4. Expo 86 coincided with the centennial of Vancouver’s incorporation on April 6, 1886 – the same year in which the first transcontinental train arrived in the city, the Pacific terminus of the Canadian Pacific Railway; 5. The theme of Expo 86 was Transportation and Communications – “World in Motion - World in Touch” – and was reflective of Vancouver’s historic role in connecting Canada by rail, its status as a major port and transportation hub, and the role of transportation in communications; 6. The infrastructure contributions from Expo 86 include the SkyTrain Expo Line, Science World, BC Place Stadium, Canada Place, and the Plaza of Nations, all of which are assets that continue to contribute to the city’s economy and tourism sector in conjunction with subsequent investments in the Canada and Millennium Lines, the Vancouver Convention Centre, and one of the world’s most highly regarded international airports; 7. -
False Creek, Vancouver – Field Trip
False Creek, Vancouver – Field Trip This tour of False Creek in central Vancouver highlights the redevelopment of the inlet over the course of the past century. Originally extending almost a kilometre to the east of Main Street as a mudflat, False Creek has been in- filled and redeveloped several times as the city has grown from a small sawmill town into a global city. The second map gives a visual summary of the history of in-filling, or “reclamation” of this area of Vancouver. This field trip is a walking tour and will take about 4-5 hours to complete, depending on pace. WE WILL MEET OUTSIDE OF THE MAIN FRONT DOORS OF PACIFIC CENTRAL STATION AT 12PM ON MARCH 13. WE WILL FINISH AT THE SAME LOCATION JUST BEFORE 5PM. There are several opportunities to eat, drink, and rest along the route. As we walk, look at the many signs detailing the history of the area. Take note of significant dates of buildings and events that are indicated. Try to place what you see into the broader context of what you have learned / are learning about the historical-geographic development of Vancouver, British Columbia, and Canada. The following is background information on each of the 17 sites noted on the first map above. 1) Vancouver Pacific Central Station. Main hub for incoming public transport (train, motor coach). This spot and to the east are part of the “reclaimed” mudflats that were filled in by 1928. The filled in area was meant to provide industrial lands for the growing city.
