Request for Information on Supply and Installation of Mobile X-ray Vehicle Scanning Systems for C&ED at various locations

1 Objective

1.1 The purpose of this Request for Information (RFI) is to invite proposal(s) to supply Mobile X-Ray Vehicle Scanning Systems (MXRVSS) for the Customs and Excise Department (C&ED) for replacement in existing venues and addition in new boundary control point. Replacement systems usually based in the existing Customshouse and Customs Station are required. New systems in the coming Liantang/Heung Yuen Wai Boundary Control Point (LT/HYW BCP) are also required.

1.2 This document serves to provide indicative requirement. Any requirement detail and quantity as referred are for reference only. It should not be interpreted as the final requirements or specifications of tender document.

2 Project Brief

2.1 The intention is to develop cost effective and efficient mobile X-ray vehicle scanning systems for non-intrusive inspection of the loaded vehicles and containers for smuggled goods, manifest verification, drugs, explosives, weapons and other kinds of contrabands.

5 Scopes of the System

5.1 The scopes of the coming procurement exercise include supply and installation of the MXRVSSs to conduct non-intrusive inspection of the loaded vehicles and containers for smuggled goods, manifest verification, drugs, explosives, weapons and other kinds of contrabands.

5.2 Four (4) sets of MXRVSS with reference P, Q, R and S, shall be required to conduct operation at the following sites. MXRVSS Reference Operating area at P & Q Kwai Chung Customshouse [KCCH] Customs Tsing Yi Station [TYS]

Mobile X-ray Vehicle Surveillance Stations at LT/HYW BCP R & S - For In-bound Container Truck [LTIT] - For Out-bound Container Truck [LTOT] - For In-bound Private Car/Coach [LTIC] - For Out-bound Private Car/Coach [LTOC]

5.3 For maximum flexibility and service back-up arrangement, MXRVSS P and Q shall be identical in system design, functions and capabilities for usual operation at KCCH and TYS. Whereas MXRVSS R and S shall be identical in system design, functions and capabilities for usual operation at LT/HYW BCP.

5.4 Scanning system employing radiation source instead of X-ray generator shall not be acceptable.

5.5 In general, the MXRVSS shall be a self-sustained truck/vehicle which shall include, but not limited to, the following sub-systems.

(i) Vehicle chassis; (ii) X-ray imaging system; (iii) Computer and control system; (iv) Database management system; (v) User management system (which includes access control with password protection and operator activity log); (vi) Radioactivity threat detection system; (vii) CCTV system to monitor the surrounding areas of the vehicle and the scanning tunnel; (viii) Communication systems, such as PA, intercom; (ix) Electrical and mechanical systems; (x) Power supply systems, such as diesel generator set that shall be suitable for at least 8-hour continuous system operation; (xi) Control cab; (xii) Infrared barriers; and (xiii) Auxiliary equipment items for safety measurement, such as carbon monoxide detector, X-ray dose meter, X-ray leakage detection system.

5.6 [For MXRVSS P and Q] A total of two (2) sets of Remote X-ray Image Interpretation Systems (RXIISs) shall be equipped inside fixed rooms/offices within 300m from the operating area with each in KCCH and TYS.

5.7 [For MXRVSS R and S] A total of four (4) sets of Remote X-ray Image Interpretation Systems (RXIISs) shall be equipped inside fixed rooms/offices within 100m from the operating area with each in LTIT, LTOT, LTIC and LTOC.

5.8 Secured wireless communication links between the truck and the remote X-ray image interpretation systems.

6 Schematic Diagrams and Drawings

6.1 The master layout plan of the LT/HYTW BCP is provided in Appendix 1 for reference.

6.2 An indicative sketch of the MXRVSS scanning operation and safety zone boundary in Appendix 2 to 4.

7 Operational Requirements

7.1 The MXRVSS shall meet at least the following operational requirements.

7.2 The system shall have a minimum scanning height from 0.3m to 4.7m.

7.3 The system shall have a minimum scanning width of 2.6m.

7.4 The vehicle chassis shall support multi-speed automatic transmission system with torque converter and lock up clutch.

7.5 The MXRVSS shall comply with Chapter 374 Road Traffic Ordinance of Laws of and its related regulations especially on the loading limits of the vehicle axles.

7.6 The system shall also operate under an AC power supply of 220V single phase or 380V three phases / 50 Hz. Adequate winching and wiring system shall be provided.

7.7 The system set-up time, which includes deployment of the boom, system warm up and calibration, shall be less than 25 minutes.

7.8 The system shall be capable of scanning a vehicle of dimensions up to 4.7 m (Height) x 2.6 m (Width) x 20 m (Length) or a standard 45-ft ISO container truck.

7.9 The system throughput shall be at least 15 units of 40-ft ISO containers per hour.

8 Environmental and Safety Requirements

8.1 The MXRVSS shall meet at least the following environmental and safety requirements.

8.2 The diesel engine of the vehicle chassis shall be suitable for ultra low sulphur diesel and shall at least comply with Euro 6 emission standard.

8.3 The radiation safety of the system shall comply with all the latest relevant laws enforced by the Department of Health as well as the standards/ requirements of the relevant international organization, such as the International Commission on Radiological Protection (ICRP) and World Health Organization.

8.4 The radiation level at any point on the periphery of the safety zone shall not exceed 3 Sv/hour.

8.5 The safety zones of each site locations are summarized below.

There shall be no radiation shielding walls at KCCH and TYS. For LT/HYW BCP, the building contractor shall build a radiation shielding wall as marked on diagram stipulated in Clause 6.1. The radiation shielding wall built by the building contractor shall be in concrete with about 50 cm in thickness.

chest-scan. Please provide supporting figures on radiation dose received.

8.7 The maximum dosage in operators working areas such as driver cab and operator cab shall be less than 1 mSv/year.

8.8 The maximum dosage at the boundary of and within the Safety Zone shall be less than 1 mSv/year.

9 Functional Requirements

9.1 The MXRVSS shall meet at least the following functional requirements.

9.2 The MXRVSS shall support material discrimination capabilities. (Material Discrimination is a capability of X-ray detection technology to provide predication of organic materials and inorganic materials for the objects during scanning inspection.)

9.3 The requirements at each sites shall be summarized below. MXRVSS Locations Scanning capabilities P & Q KCCH Material discrimination shall be TYS mandatory

9.4 The system shall support radioactivity threat detection function. The sensitivity shall be at least 3,700 kBq of Cs-137 that is 1m from the system. The detection probability shall be at least 95%.

9.5 The system shall support sophisticated system monitoring, emergency stopping devices, safety interlocking devices as well as alarm reporting mechanisms to ensure entirely safe operations of the system under all possible scenarios.

9.6 The system shall be equipped with advanced computing systems for X-ray image analysis as well as comprehensive database management system for image storage, retrieval and backup, which shall all be supported by an user friendly graphical user interface (GUI), preferably in Traditional Chinese.

9.7 The software design of GUI and database management system shall be customized according to the Government’s need without violation of the main work flow of the software system.

9.8 The system shall be designed to allow operators to cope with all worse case operating scenarios. For example, in case the system is out of service while the detector boom has been deployed, there shall be a manual hydraulic pump, or equivalent, to stow the boom in a safe manner.

9.9 Penetration capability shall be at least with 300mm steel.

9.10 Wire resolution shall be at 1.5mm or better for steel or copper wirings. Wire resolution down to the diameter less than 1.5mm is considered as a better performance.

9.11 Contrast sensitivity shall be 2.5% (i.e. steel plate of 2.5 mm of thickness visible behind steel screen of 100 mm in thickness) or better. The ability to detect a thinner plate than 2.5mm is considered as a better performance.

9.12 Image quality indicator shall be 6% (i.e. steel wire of 6 mm of diameter visible behind steel screen of 100 mm in thickness) or better. The ability to detect a finer wire with diameter less than 6mm is considered as a better performance.

10 Implementation Schedule

10.1 The completion of all the MXRVSSs, including detailed design submission, equipment manufacturing, system development, delivery, installation, testing and commissioning is expected to be within 12 months. The target completion date is in 2018.

11 Other Requirements

11.1 Training operation, maintenance and train-the-trainer training shall be conducted in or with Chinese interpretation;

11.2 Testing and commissioning – factory acceptance tests and site acceptance tests shall be carried out before system acceptance and at least four weeks operability period test of the system after acceptance. Detailed performance tests to verify their performance shall be proposed;

11.3 Detailed documentation including design proposals, equipment submissions, installation proposals, method statements, safety plans, risk assessments, progress reports, operation and maintenance manuals, as-built drawings etc. in English/Chinese shall be provided;

11.4 After system acceptance, twelve (12) months Defects Liability Period including maintenance responsibility for the entire MXRVSS shall be provided during the DLP. Concurrently, thirty-six (36) months warranty of vehicle chassis shall be provided after system acceptance.

11.5 Spare parts: initial spare parts recommended by the manufacturer for proper maintenance of the equipment/system. Please indicate the specific requirements, if any, for storage and maintaining the recommended spare parts for resumption to normal operation after installation.

12 Optional Requirements of MXRVSSs at KCCH and TYS for inclement weather

12.1 [Background information] The scanning operation is being conducted by C&ED with a team of at least three(3) personnels with, - One(1) driver at the driver cab; - One(1) operator at the operator cab; and - One(1) traffic regulator on the ground surface outside the MXRVSS without canopy or shelter built at KCCH and TYS.

12.2 It is anticipated that the MXRVSSs should be fully functional and protected under the inclement weather, e.g. lightning and thunderstorm conditions. In addition, the MXRVSS operation including all three team members should be safe during the inclement weather.

facilities and safety management measures such that both the MXRVSS and the operation team members can be protected during the inclement weather conditions.

13 Optional Requirements of MXRVSSs for the power supply cables

13.1 [Background information] The MXRVSSs shall operate with AC power supply from the power supplier as stipulated in Clause 7.6. It was observed there would be severe damages of the cable sheath when the AC power cable is being dragged on the ground.

13.2 MXRVSSs will be operating in open space and without a canopy at KCCH and TYS.

13.3 There are pillars built at LTIT, LTOT, LTIC and LTOC to support a canopy above. It is anticipated a hanger can be installed on the pillar in order to provide transport of the AC power cable during MXRVSS scanning such that the AC power cable is prevented to be dragged on the ground.

13.4 Interested parties are requested to provide any preliminary designs of the proposed power cable hanger or other cable connection solution(s) for the MXRVSSs in KCCH and TYS.

14 Proposal

14.1 In consideration of the above basic requirements, please let us have your proposal of the MXRVSSs. In particular, please address the following issues in your proposal for our information and consideration:-

(i) A data sheet is prepared in Appendix 5 such that the potential supplier may complete the data sheet for the critical requirements (ii) Elaboration on the design of the MXRVSS. (iii) Track records and past experience with detailed job reference(s) of MXRVSS and/or similar systems provided by the supplier; and (iv) Budgetary estimates of your proposal (no commitment). (v) [Optional requirements] Provision of information on MXRVSSs and the operation team at KCCH and TYS during inclement weather as stipulated in Clause 12 above. (vi) [Optional requirements] Provision of information on power cable hanger for MXRVSSs in LT/HYW BCP as stipulated in Clause 13 above. (vii) [Optional requirements] Provision of information on power cable hanger or other cable connection solution(s) for MXRVSSs in KCCH and TYS as stipulated in Clause 13 above.

15 Other Information

15.1 This RFI does not constitute any commitment by the Government to any particular party in respect of any submission which may be submitted.

15.2 The Government shall not be responsible for any costs or liability incurred by any respondent in the preparation of its submissions or subsequent responses or initiatives on the part of any respondent.

A system employing radiation source has got higher risk to the public than the X-ray system.

15. Remote X-ray Image Interpretation System (RXIIS) shall be equipped as stipulated in Clause 5.5, 5.6 and 5.7 to allow secured wireless communication links between the truck and the RXIIS.

16. The system shall operate under an AC power supply of 220V single phase or 380V three-phase / 50Hz. Adequate winching and wiring system shall be provided as stipulated in Clause 7.6.
