Lyle Van Gordon Grants Pass 1975 FOREWORD Mining and agriculture are the primary sources of all new wealth , and minera ls are th e lifeblood of any industrialized civilization . Annua lly the economy of the Uni ted States now requires more than four bi Ilion tons of new minera l supplies. Two decades ago that tonnage was only half as large, whereas by the year 2000 it could nearly triple present requirements. Development of domestic minera l resources is not keeping pace with domes­ tic demand . Ever-increasing mineral imports are producing a continuing unfavorable U.S . balance of trade, and expropriations of mines by foreign governments have modifi ed th e flow of these materials to th is country or made th em more costly. The area designated as the Ka lmiopsis Wil derness has had a his­ tory of sporadic mining activity dating back more than 100 years . Gold mining, both lode and placer, and chromite mining have been carried on in relatively recent times . Know n deposits of iron, copper, and nickel are now attracting the interest of prospectors and mining companies . The approximately 80,000 acres of land included in the Kalmiopsis Wilderness will be closed to mineral entry on December 31, 1983. The purpose of this report, therefore, is to provide basic geologic information on th is large mineralized region so that th ere will be an available record of th e mineral potential for future use. If the United States is to maintain a reasonable self-sufficiency in its minera l requirements, the mining indus­ try wi II need to accelerate its domestic mineral exp loration programs dur­ ing the coming years . It is hoped that this bu l letin will help to expedite the efforts by the private sector to find and develop some of the known mineral deposits in this part of southwestern Oregon before they are locked up. The map area is situated mainly in Curry County , but its eastern and northern margins extend into adjacent Josephine County (Figure 1). Within the map area, and occupying most of it, is the Kalmiopsis Wilderness Area; to the northwest is a portion of the Big Craggies Botanical Area. The Kalmiopsis Wilderness Area (formerly designated a Wild Area) was established by Congress as part of the National Wilderness System in 1964. It includes approximate ly 76, 900 acres and is subject to the regulations defined in Public Law 88-577 of Sept. 3, 1964. Prospecting is allowed and mining claims may be located on valid mineral discoveries in the area up to, but not after, December 31, 1983 . On January 1, 1984 mineral resources , subject to valid existing rights, are withdrawn from all forms of appropriation under the mining laws within wilderness areas designated by this Act. The Kalmiopsis Wilderness Area is roughly oval in shape . The eastern and southern boundaries are established approximately a long the drainage divide between the Chetco and Illinois Rivers and the Chetco and North Fork Smith Rivers. The southwestern and western boundaries are at Red Mountain, Vulcan Peak, Moores Ridge, Quail Prairie Mountain, and at the mouth of Boulder Creek on the Chetco River. The boundary then fo llows along the Chetco River and up Tincu p Creek to Pearsoll Peak on the north.

Approximately 170,321 acres of National Forest System (NFS) land, 6,746 acres of BLM land and 14,130 acres of private land were affected by this wildfire. Within the fire perimeter, approximately 14,012 acres burned at high soil burn severity, 64,545 acres burned at moderate soil burn severity, 76,613 acres burned at low soil burn severity, and 36,027 remain unburned. On NFS-managed lands, 10,684 acres burned at high soil burn severity, 58,784 acres burned at moderate soil burn severity, 70,201 acres burned at low soil burn severity and 30,642 acres remain unburned or burned at very low soil burn severity (Figure 1). The Chetco Bar fire burned area is characterized as steep, rugged terrain, with highly dissected slopes and narrow drainages. Dominant surficial geology is metamorphosed sedimentary and volcanic rocks, peridotite and other igneous rocks. Peridotite has been transformed into serpentine through a process known as serpentinization. This transformation is the result of hydration and metamorphic transformation of ultramafic (high iron and magnesium) rocks.

I attribute this longevity to the lack of deadlines and time clocks and the almost total freedom to create a journal that is a showcase for our state and society. (ose fourteen issues contained 60 articles, 50 book reviews, and 25 tributes to Fellows, for a total of 536 pages. I estimate about 350,000 words, an accumulation that records the stories of Oregon’s botanists, native )ora, and plant communities. No one knows how many hours, but who counts the hours for time spent doing what one enjoys? All in all, this editing gig has been quite an education for me. I can’t think of a more e*ective and enjoyable way to make new friends and learn about Oregon plants and related natural history than to edit the journal of the Native Plant Society of Oregon.     Preliminary Decision Memo Chetco River Kayaking Permit USDA Forest Service Rogue River-Siskiyou National Forest Gold Beach Ranger District - Curry County, Oregon BACKGROUND A special use permit has been requested by Zachary Collier, Northwest Rafting Company, LLC, Hood River, Oregon, to authorize commercially guided kayaking trips on the Wild and Scenic segments of the Chetco River, including through the Kalmiopsis Wilderness. When I received the special use application, I considered the review and preliminary decision one of the most important of my career. I have kayaked the Chetco River from Taggarts Bar to the wilderness boundary, and I believe this stretch of river is one of the jewels of the National Wild and Scenic River system. This stretch of river is unsurpassed in its primitive nature. It has an extreme amount of natural resources highlighted by water quality, aquatic habitat, geologic features and biological diversity, just to name a few. Currently, there is no established commercial outfitting program for this stretch of river. As a result, I spent a significant amount of time reviewing the appropriate laws and management plans to arrive at a decision. Most of the Chetco River proposed for kayaking is classified as “wild” under the Wild and Scenic Rivers Act. The Act states in section 2(b): “Wild river areas - - Those rivers or sections of rivers that are free of impoundments and generally inaccessible except by trail, with watersheds or shorelines essentially primitive and waters unpolluted. These represent vestiges of primitive America.” The wild segment of the Chetco River is also within the Kalmiopsis Wilderness Area.

    ENVIRONMENTAL ASSESSMENT CHETCO RIVER MAINTENANCE DREDGING Prepared For US Army Corps of Engineers Portland District PO Box 2946 Portland, OR 97208 Prepared By 600 University Street, Suite 610 Seattle, WA 98101 June 30, 2015 Chetco River Maintenance Dredging Environmental Assessment EXECUTIVE SUMMARY The Chetco River Federal Navigation Project was authorized by the Rivers and Harbors Acts of: March 2 1945, October 27 1965, and December 4 1981; with modifications from the Water Resources Development Act (WRDA) 1992. These authorizations include the construction, operation and maintenance of two jetty formations, and other navigation-related features, and maintenance of the navigation channels through the mouth of the Chetco River. The local sponsor is the Port of Brookings- Harbor. The purpose of the Chetco River Federal Navigation Project (the “Project”) is for the U. S. Army Corps of Engineers, Portland District (Corps), to maintain the Entrance Channel and the Brookings-Harbor Commercial Boat Basin Access Channel at their federally authorized depths and widths by periodically removing channel-restricting shoals of naturally occurring sediment material. These ongoing maintenance dredging activities provide adequate channel dimensions for vessel access and use upstream to approximately river mile (RM) 0.3. By maintaining adequate navigational dimensions, the Project further serves to decrease waiting times and increase navigability for vessels crossing the entrance bar. The main Entrance Channel shoals rapidly in late winter and early spring due to coastal littoral processes. The inner portion of the Entrance Channel and the Boat Basin Access Channel periodically shoal due to a buildup of material from upstream areas and lower fluvial origins.
