Land Acquisition and Compensation in Singur: What Really Happened?∗ Maitreesh Ghatak,† Sandip Mitra,‡ Dilip Mookherjee§and Anusha Nath¶ March 29, 2012 Abstract This paper reports results of a household survey in Singur, West Bengal concerning compensation offered by the state government to owners of land acquired to make way for a car factory. While on average compensations offered were close to the reported market valuations of land, owners of high grade multi-cropped (Sona) lands were under- compensated, which balanced over-compensation of low grade mono-cropped (Sali) lands. This occurred owing to misclassification of most Sona land as Sali land in the official land records. Under-compensation relative to market values significantly raised the chance of compensation offers being rejected by owners. There is considerable ev- idence of the role of financial considerations in rejection decisions. Land acquisition significantly reduced incomes of owner cultivator and tenant households, despite their efforts to increase incomes from other sources. Agricultural workers were more adversely affected relative to non-agricultural workers, while the average impact on workers as a whole was insignificant. Adverse wealth effects associated with under-compensation significantly lowered household accumulation of consumer durables, while effects on other assets were not perceptible. International Journal of Multidisciplinary Research and Development Online ISSN: 2349-4182 Print ISSN: 2349-5979 www.allsubjectjournal.com Volume 3; Issue 1; January 2016; Page No. 205-210 Growth of food processing industries and its future potentialities: a case study on Hooghly district, West Bengal Sharmistha Sarkar, Sujit Maji Research Scholar at Department of Geography, Asutosh College, University of Calcutta, India Abstract Food processing industry gradually becomes one of the major industries which play an important role to upgrade the rural economy, it simply takes raw agricultural, horticultural and animal products and transforms them market oriented, more attractive and long lasting food products. Due to favourable climatic condition and fertile landscape India has a potentiality to become the food bucket of the world. After the green revolution, agricultural production was rapidly increased and India got self sufficiency in food production. Though there is a never ending debate between the agriculture and industry about their interdependence but this particular industry linked these two sectors of economy in a chain. The linkage is supply of raw food product like rice, wheat, potato, onion, sugarcane and other vegetable which creates backward demand from farm sector to produce non traditional agro based products in the industrial sector. This paper is mainly concerned about the potentiality of food processing industry in Hooghly district as most of the favourable conditions for the growth of this industry are already present here not only that this industry can become a important weapon to protest against unemployment, which become a major problem all over the India. The paper also takes an initiative to highlighting the problems and prospects of this industry in Hooghly district as the Government also interested to develop the economy by fostering this industry. -

A Timeline of the Events in Singur 2006 May 18: Tata group chairman Ratan Tata announces the small car proj ect at Singur, 40 km from Kolkata, on the same day that Buddhadeb Bhat- tacharjee was sworn in as the state’s chief minister. May 25: Demonstrations by farmers. The government proposes discus- sions of the issue with the opposition, but the opposition and the activists refuse to join the discussion. September 25: Government starts distributing compensation checks (12,000). A substantial number (around 5,000 landholders) accept checks. Many small landholders do not accept for vari ous reasons. October 27: Save Narmada activist Medha Patkar holds meeting in Sin- gur. Raises the issue of livelihood loss and says that compensation and rehabilitation cannot make up for loss of livelihood. December 2: Hundreds of farmers join protests, even as Patkar is arrested by state police. The land acquisition pro cess is complete. The government claims that most of the landowners have accepted checks. Opposition par- ties and activists contest the claim. Out of the required 997 acres, pay- ments had been made for 635 acres of land to 9,020 land title holders. 2007 March 9: Tata and state government ink Singur land deal lease. Building of factory starts, but the protest goes on. 2008 January 10: The Tata group unveils the name for its small car; say Nano will cost Rs. 100,000 (approximately $2,500 at the 2008 exchange rate) excluding taxes.
