STATISTICAL REPORT ON THE GENERAL ELECTION TO THE 15TH LOK SABHA, 2009 OF ASSAM CHIEF ELECTORAL OFFICER, ASSAM GUWAHATI FOREWORD On the dissolution of the fourteenth Lok Sabha and pursuant to the Presidential Notification dated 23rd March, 2009 (Monday) and 28th March, 2009 (Wednesday), General Elections were held in 2 (two) Phases in 14 Parliamentary Constituencies of Assam along with the other States of India with a view to constitute a new House of the People. In Phase 1, 3 PCs, viz. 1-Karimganj(SC), 2-Silchar and 3- Autonomous District(ST) comprising 5 districts of Assam went to the Polls. In Phase 2B, elections were held in the remaining 11 PCs in 22 districts of Assam as per schedules fixed by the Election Commission of India for the polls in Assam are given below : a) Last date for filing nominations: The 30th March, 2009 (Monday) for PCs going to polls in Phase 1 and 4th April, 2009 (Saturday)for PCs going to polls in Phase 2B. b) Scrutiny of nominations: The 31st March, 2009 (Tuesday) for PCs going to polls in Phase 1 and 6th April, 2009 (Monday) for PCs going to polls in Phase 2B. c) Withdrawal of candidature: The 2nd April, 2009 (Thursday) for PCs going to polls in Phase 1 and 8th April, 2009 Wednesday) for PCs going to polls in Phase 2B. d) Date of poll: The 16th April, 2009 (Thursday) for PCs going to polls in Phase 1 and 23rd April, 2009 (Thursday) for PCs going to polls in Phase 2B. e) Date of counting: The 16th May, 2009 (Saturday) for all PCs. The electoral rolls of all the 126 Assembly segments of the 14 Parliamentary Constituencies of the State that were used for General Elections, 2009 were the same that were revised with 1st January, 2009 as the qualifying date and updated till the last date for making nominations. After updation of electoral rolls, up to the last date of making nominations, i.e. 30-03-2009, as per provision of section 23(3) of the Representation of the People Act, 1950, the total number of General electors in the State stood at 17443617 and Service electors at 26712. For the conduct of the General Elections to Lok Sabha, 2009, a total of 18828 polling stations were set up and poll taken on the 16th April and 23rd April, 2009 as scheduled. Altogether, 174 candidates filed their nomination papers for 14 Parliamentary Constituencies, of which 19 (Nineteen) nomination papers were rejected by the Returning Officers during scrutiny while 9 (Nine) candidates withdrew their nominations, leaving 158 contesting candidates in the fray including 11(Eleven) female candidates. Electronic Voting Machines (EVMs) were used in the State in all 18828 Polling Stations. General Elections, 2009 in Assam was marked by use of micro-observers and videographers, based on vulnerability mapping exercise of polling areas undertaken by the Returning Officers, District Election Officers and District Superintendents of Police. A Communication Plan up to the level of the Polling Station, which included a comprehensive database of the Telephone/ Mobile numbers of all officials involved in the conduct of elections, was prepared and used for effective monitoring of polls. A highlight of the General Elections, 2009 in Assam was the extensive use of IT covering all aspects of polls. Based on the requirement projected by the Election Department, the Assam Unit of the National Informatics Center developed a software application for candidate affidavit scanning and uploading which was effective and easy to use. Besides, two separate software applications were designed by the NIC under the direct supervision of the Election Department and used in the entire state, the first one for randomization of EVMs and the other, for randomization of polling, counting personnel and micro-observers. These applications were robust, user friendly and catered to all mandatory requirements of the Election Commission of India. A decision was taken by the Election Department, based on experiences of the past years, where tabulation took longer than actual counting, to cause development of a software application for actual counting and not for generating trends alone. Accordingly, the Assam Unit of the NIC, under guidance of the Election Department, developed a web-based on-line application software for counting where results of counting from each counting table was entered in the PC installed in each counting hall. Each such PC in the counting hall, was, in turn connected to a server in the counting center through LAN. To ensure connectivity from the counting centers to the Election Department server, a Virtual Private Network over Broadband (VoB) was created for all the 48 counting center locations through the BSNL. Data was stored in the server procured by the Election Department for this purpose. The effort was hugely successful with tabulation of results taking far less time than it did in earlier elections and reports like P07, P08, P09, Form 20 Part I, Form 20 Part II, Annexure for tabulating Trends and Results and Form 21E being auto generated. The website of the Chief Electoral Officer Assam (http://ceoassam.nic.in) was constantly updated right through the poll process and important facts and figures and few important instructions of the Election Department/ Election Commission of India were put up on it. For facilitating video- conferencing with the ECI at short notice, it was decided to install a video-conferencing unit in the office of the CEO Assam. Installation of the VC unit proved extremely useful as the Department could participate in numerous Video Conferences with the ECI and hold video-conferences with the districts during the poll process. Re-polling was held in 5 Polling Stations in the first phase and 14 Polling Stations in the second phase due to various reasons, including malfunction of EVMs. Counting of votes commenced at 8 am on 16-05-2009 for 14 HPCs and results were declared the same day. Forty- eight counting centres were setup for the purpose with the approval of the Commission. Detailed data and information on Parliamentary Elections, 2009 have been compiled and provided in this booklet. It is hoped that such presentation of data will help interested public in general and scholars and administrators in particular.
