HDCA is serving as the consulting engineer for the design of drainage improvements to the Harlem Street area of Tallulah, an area suffering from repetitive flooding. As part of this FEMA-HMGP funded project, HDCA has prepared a hydrology and hydraulics study and is responsible for preparation of preliminary and final design of a new drainage ditch to redirect drainage in the area beneath US Highway 80 to Brushy Bayou. Based on the results of the H&H Study, HDCA is assisting the City in seeking additional funding for further improvements.

b. Nature of Firm’s Responsibility

H. Davis Cole & Associates, LLC provided the design and determination of hazard mitigation measures for drainage pump stations damaged by Hurricane Katrina. The North Florrisant DPS has a capacity of 25 cfs and the South Florrisant DPS has a capacity of 68 cfs. Both stations utilize dual hydraulically-driven submersible type low head pumps manufactured by MWI.

For the replacement facilities, HDCA designed reinforced concrete structure to elevate the diesel drive units approximately 20 feet as a hazard mitigation measure to hedge against flooding. Replacement of the existing pumps was required due to extensive damage from Hurricane Katrina’s storm surge. The reinforced concrete elevation structure is topped with a pre-engineered metal building to provide shelter for the facilities. All mechanical equipment, including a diesel emergency generator, is housed within this shelter.

Construction on this project was recently completed for $3.1 M with 100% of the project being funded with FEMA Public Assistance Grants.

Project involved the design of a wider concrete canal in place of the existing earthen canal so that the capacity of the canal was increased from 3,000 cfs to 5,200 cfs in a 1,600 lf canal section. Additionally, the project included design of a 103-foot wide concrete flume and modified trapezoidal section, utility relocation, bridges, and sheet piling transitions. Hydraulic modeling and engineering evaluation effort aimed at solving recurring flooding issues associated with the Clearview Parkway/Earhart Expressway Interchange and the surrounding Elmwood area. For this, a hydraulic model was developed using PCSWMM modeling software for the approximate 70 acre drainage basin. Using the hydraulic model, many alternatives aimed at relieving the recurring flooding problems were evaluated. Recommendations included a series of storm water detention ponds within the interchange, a new 300 cubic foot per second drainage pumping station, and major improvements to St. Peter’s Ditch all totaling approximately $30 M.
