Local Governance Coordinator for the Implementation of the ClimEx.db in selected LGUs around Lanao Lake

A. Project Title

Strengthening National and Local Resilience to Risks of Violent Extremism in Southern (JAPAN-PVE Project)

B. Project Description

The Climate and Disaster Exposure Database (ClimEx.db) is a tablet-based survey application designed to facilitate the gathering of geo-referenced data on population, buildings, infrastructure and economic activities in communities that are exposed to hazards and are predisposed to the impacts of climate change. It was further identified that the information collected in the ClimEx.db can be used as significant inputs to risk and vulnerability assessments in the formulation of the CLUPs.

Under the UNDP’s RAPID Program, the ClimEx.db was enhanced to simplify its data collection and improve its data visualization component. The system has three platforms: 1) mobile application to gather data using mobile devices using Open Data Kit (ODK) Collect; 2) desktop application to visualize and manage the gathered data at the local level through the Qlik Sense Desktop; and 3) data server to host and consolidate all the gathered data. The three-step process of implementing the ClimEx.db are 1) geotagging surveys, 2) enumeration surveys and 3) data visualization and management.

The ClimEx.db is recently implemented in the 12 partner LGUs of the RAPID Program with the technical staffs (one field coordinator, three validators and three team leaders) from the units spearheading the field activities with geotagging and enumeration surveys conducted by the 10 local GPS operators and 30 local enumerators, respectively.

Under the JAPAN-PVE project, the UNDP will be assisting the municipalities of Lumbaca Unayan, , Lumbatan, , Bacolod-Kalawi, Ditsaan-Ramain, Ganassi, in to develop their exposure database using the ClimEx.db. Based on the 2015 data, the total population for the eight LGUs is around 152,000 which translates to 45,600 survey elements (residential, non-residential and production areas).

The JAPAN-PVE project aims to assist in the establishment of an information system that will enable planning, monitoring and evaluation of programs on socio-economic inclusion, empowerment and social cohesion in the province of Lanao del Sur and contribute towards the development of local government approaches on recovery, rehabilitation and socio- economic inclusion. Socio-economic baseline data for the province of Lanao del Sur, differentiated and disaggregated up to the and household levels, is expected to contribute towards planning and development of programs to address the social and economic factors that drive violent extremism and thus help address risks related to social and economic conditions in the province, including the situation of internally-displaced persons from the siege.

C. Objectives

The purpose of this assignment is to implement an improved process of conducting field surveys in selected areas around Lanao Lake through the ClimEx.db app to establish baseline socio- economic profile that is expected to contribute towards planning and development of programs to address the social and economic factors that drive violent extremism and thus help address risks related to social and economic conditions in the province, including the situation of internally- displaced persons from the Marawi siege. Under this project, it is also envisioned that the local partners will be capacitated in the conduct of the geotagging and enumeration surveys as well as post-processing and utilization of their baseline data.

D. Scope of Work of the Consultant

To achieve the aforesaid objectives, UNDP will need the services of a qualified Local Governance Coordinator to manage and oversee the implementation of the ClimEx.db System for the eight (8) selected LGUs in Lanao del Sur. Specifically, the consultant will perform the following duties: 1. Engage and manage a selected team (in coordination with the LGU) of local personnel for the conduct of geo-tagging and enumeration surveys for the eight selected LGUs. 2. Assist in the conduct of trainings on geotagging, enumeration surveys and data visualization and processing to the local ClimEx.db team. 3. Assist in the mentoring of the local ClimEx.db team (consist of field coordinators, validators, team leaders) on the implementation processes of the ClimEx.db. 4. Monitor and also provide supervision and guidance on the data collection process for the geo-tagging and enumeration surveys. Guarantee the quality and completeness of the collected data. 5. Monitor progress, coordinate with LGUs and other stakeholders and provide regular feedbacks on all activities relating to ClimEx.db to ensure the timely submission of reports and other outputs.

E. Institutional Arrangement

For the duration of the contract, the consultant shall coordinate with the PMU, in the delivery of the terms of reference. The consultant will not be required to report to the office regularly, and will be subject to the predetermined necessity of the service. Reporting is output based and all outputs must be submitted to the PMU for review. Final outputs of the consultant should be formally accepted by the PMU prior to any payment will be made.

F. Duration of Work

To undertake the tasks and deliver the expected outputs, the consultant shall be engaged for six (6) months. Effectivity of the engagement will be upon signing of the contract and will be valid until all outputs have been delivered and accepted. The target start-of-work date is January 2019 and the expected completion date is June 2019.

G. Duty Station

The consultant is expected to be deployed in the selected LGUs for the implementation of the ClimEx.db. He/she may be required to report in UNDP Manila Office, if the need arises.

H. Qualifications of the Consultant

Offers will be evaluated based on combined scoring method – where the Technical Proposal will be evaluated based on qualifications in the CV and brief description of previous work. The Technical evaluation and is weighted a max. of 70%.

The Financial Proposal that will be evaluated through submission of the Offeror’s Letter to UNDP Confirming Interest and Availability for the IC including Financial Proposal Template and combined with the price offer will be weighted a max of 30%;

For the evaluation of the Technical Proposal, the selection of the successful consultant must be based in the following qualifications (with the appropriate obtainable points):

I. Scope of Price Proposal and Schedule of Payments

The financial proposal should be expressed in lump sum amount inclusive of all financial costs related to this engagement (i.e., such as transportation/travel to and from residence for meetings within Metro Manila, supplies and materials, equipment, reproduction, communications including internet, etc). The Consultant will be requested to include weekends within the period of engagement as work days, if necessary, and will be required to travel outside of Manila, as the need arises. Payment will be made in installments based on the following milestones/outputs:
