Human Trafficking Subcommittee Report Nicole Bishop

On January 8th, City Council presented us with a proclamation declaring January Human Trafficking Awareness Month. To commemorate this, an exhibit, "If You Really Knew Me," opened at the Downtown Spokane Public Library, a project in collaboration with the Alliance for Media Arts and Culture. This will be available for viewing through February 2018, with a reception January 30th at 6pm.

The minutes approved unanimously. 2) Public Comment: 1. Elizabeth Boyd- Property Manager asked a question about Title 18 (18.01.030) in regards to HEN and the Rapid Re-Housing Program. How do you reach middle ground with the people that are in need? What reassurance does the Landlord have using the vouchers? There was a question about if Hen and Rapid Re-Housing were short term rental assistance?  Recommendation would be to do a short term lease.  Landlords don’t have to rent to someone with a voucher that isn’t within the rental criteria they offer. 2. Autumn Reed- President of the Spokane area of the National Organization for Woman. Gave a sexual assault testimony – she is asking for help to get all the rape kits tested that are backlogged. 3. It is still not widely known that the Spokane Human Rights Commission accepts citizen complaints of discrimination, but does not investigate them at this time. Briefing Paper: SHRC Means Prevention Task Force POC: Commissioner Lemus 509.720.9203 [email protected]

Commissioners as you know for the past three years working on suicide means prevention in our city has been a priorty of mine. Over the last few years we have all heard in the news and through family and friends of incresed in our city. I have mainly been foucising on the monroe street as it has been a major hotspot for suicide attempts in our city however I would like us to foucs on a citywide suicide means prevention strategy. I have attached some data from SPD that shows that there is need to start looking at how best to address this issue. It’s apperent that a city wide suicide means prevention strategy is needed.

What I am proposing is that we create under the SHRC the suicide means prevention task force. This task force will consist of Local Mental Health Officals, City First Responders, City staff from the following departments CHHS, Public Works (possible bridge mods) Community Mental Health advocates and Community Mental Health organizations. I have outlined what I see the composition of this group looking like on the second page of this briefing paper.

The intent of this task force would be over the course of 2018 to make recommendations to the city administration through a white paper on how best to implment a suicide means prevention strategy within the city and also possible areas for a ask to the legislature for the recommendations in 2019.

Monroe Street Bridge Barrier Proposal

The Problem

According to data from the Spokane Police Department, they have received 210 calls involving attempted or completed suicides on the Monroe Street Bridge from 2005 to 2015; with six calls categorized as “dead on arrival.” This translates to at least 20 suicide related calls every year for the last ten years.

Suicide Means Restriction

While underlying mental health issues risk factors can heighten the risk of suicide, research has found that suicide is often an impulsive act that occurs at the height of personal crises. One study (Simon 2005) that interviewed survivors of near-fatal suicide attempts found that one in four of those surveyed deliberated for less than five minutes; and nine out of ten deliberated less than a day. This confirms the findings of other studies (Williams 1980; Peterson 1985; Eddelston 2006; & Deisenhammer 2009) and is one of the reasons why public health officials recommend “suicide means restriction” (restricting access to lethal means of suicide) as one of the strategies communities should use to address suicide.

Data from the CDC and studies on case fatality rates confirm that the method of suicide can mean the difference between life and death. Spicer and Miller (2000) studied suicide incidents in eight states and found that while drug/poison ingestion and cutting/piercing accounted for most suicide attempts (85% combined), they were the least lethal methods (1.5% and 1.2% case fatality rates respectively).1 In contrast, firearms, suffocation and jumping were much more lethal. The chart below shows the percent of fatal suicides as a proportion of total completion and attempts for a given method in 2013.2

Bridge Barriers

The majority of studies done on the installation of bridge barriers, physical barriers that remove the ability of people to jump off of them, reduce the number of suicide attempts. These studies also find

Addressing firearm related suicides is a must, but cannot be done on a local level due to the Washington State Constitution, which pre-empts localities from being able to regulate firearms outside of a very specific, narrow set of circumstances. that there is no evidence of a “substitution effect” after installation of barriers, where people simply move to another bridge.3 Beautrais (2001) studied the removal of a physical barrier on a bridge in Australia that had been in place for nearly six decades. Comparing the four year prior to removal with four years post removal, Beautrais found that suicide increased fivefold.4 When barriers were re- installed, Beautrais (2009) found that there were no suicides in the four years following re-installation.5

Bennewith et al (2007) found that the installation of safety barriers on the Clifton suspension bridge in England resulted in the halving of suicides at the site (8.2 per year to 4 per year) and there was no increase in suicides at other nearby.6 O’Carroll and Silverman (1994) found that the installation of safety barriers on the Ellington Bridge in Washington DC resulted in a 50% reduction of in suicide by jumping.7 Pelletier (2007) studied the installation of safety barriers on the Memorial Bridge in Augusta, Maine. The author found that after installation, no suicides took place at the bridge and other bridges in the city did not experience in an increase in suicide attempts.8

Proposal

The City of Spokane Human Rights Commission should work with Spokane Regional Health District (including the Youth Program), the Spokane Arts Commission, the Spokane Historic Landmarks Commission and the City of Spokane to create an artistic, physical barrier on the Monroe Street Bridge to prevent its continued use as a “suicide bridge.” Needs for the project will include, but are not limited to:

- Education about the importance of means restriction and current research literature on the efficacy of bridge barriers. - Securing support and collaboration from key departments in the City of Spokane. - Scoping the project to estimate costs and identifying potential sources for funding. - Collaborating on the creation of a Request for Proposals (RFP) to solicit project ideas. - Establishing a process for design selection and project completion.
