    From Bullet Trail to Bullet Train 125 From Bullet Trail to Bullet Train Anand Teltumbde On 5th September 2017, the bullet trail of the Hindutva forces devoured one more precious life. Personally speaking, this was my third loss of a comrade or friend – Narendra Dabholkar, Govind Pansare and now, Gauri Lankesh. The man on the street, too, broadly knows who their killers are. However, even after four years of the first of these murders, the investigations have not made any significant progress. The special investigation team of the Maharashtra police had apprehended one Sameer Gaikwad, a sadhak of the Sanatan Sanstha, on 15th September 2015 for the murder of Pansare and filed a chargesheet against him on 14th December 2015. In Dabholkar’s case, the Central Bureau of Investigation (CBI), brought in on the directions of the Bombay High Court, had arrested one Virendra Tawde, an Ear, Nose and Throat (ENT) surgeon and a member of the Hindu Janajagruti Samiti (HJS), a splinter of the Sanatan Sanstha, in Pune in June 2016 on the charges of arranging weapons and logistics for the planned murder. Recently, on 17th June 2017, Gaikwad managed to get bail from the Kolhapur District and Sessions Court, which was rejected earlier by the same court as well as by the High Court, and effectively demolished the hope of securing justice for these martyrs. His two accomplices, Vinay Pawar and Sarang Akolkar, both sanstha members are still at large.     ISSN (Online) - 2349-8846 Mopa Airport Woes Debating the Proposed Airport in North Goa KENNETH BO NIELSEN Vol. 50, Issue No. 25, 20 Jun, 2015 Kenneth Bo Nielsen ([email protected]) is a postdoctoral research fellow, University of Bregen, Norway. A proposed new airport in North Goa has brought to the fore the old North Goa–South Goa feud. With the current Bharatiya Janata Party government determined to make the project a success, they could ride roughshod over concerns, environmental as well as political. If the Bharatiya Janata Party (BJP)-led state government has its way, Goa will have a new operational international airport in five years from now. The proposed airport will be located on the Mopa plateau in Pernem taluka in North Goa, near the Maharashtra border. But although the project is backed by strong political and commercial interests, it has encountered stiff opposition from other quarters. This commentary examines how the proposed Mopa airport has polarised public opinion in India’s smallest state. From Dabolim to Mopa The only airport in Goa today is the centrally-located Dabolim international airport. Dabolim was built by the Portuguese as a civilian airport in 1955—the Portuguese military air force never had a presence in Goa—but only months after the Indian Army had liberated Goa in December 1961, the airport was taken over by the Indian Navy’s air wing (Pais 2014: 217). Dabolim airport today is thus in effect a civilian enclave within a military airbase. The Indian Navy has shown no interest in relocating its base in Dabolim elsewhere, and has generally proven reluctant to relinquish more land for the expansion of civilian operations, even when a new, integrated terminal building was inaugurated in 2013.

Panaji, Goa/ New Delhi, 10 August 2015: Vedanta, India’s only global, diversified natural resources company has announced the reopening of its Codli mine in Goa. Today’s announcement marks the resumption of iron ore mining in the state after a gap of nearly 3 years. Vedanta has become the first company to restart iron ore mining in Goa. The company has received all approvals to restart mining at its Codli and Bicholim mines. Final clearances to other mines are expected to be granted by end of August. Post monsoon season, the company plans to fully resume mining and by the end of the current fiscal year, to utilise its full annual production allowance of 5.5 million tonnes. The inauguration ceremony at Vedanta’s Codli mine was graced by Mr. Laxmikant Parsekar, Hon’ble Chief Minister of Goa. An excerpt from his speech on the occasion is; “We have done all what we could to restart mining and will continue to do whatever is required. I had given a date of October to restart mining and Vedanta has surprised me by reopening 2 months earlier. I appreciate this early restart by Vedanta.

DEFINING GOAN IDENTITY: A LITERARY APPROACH by DONNA J. YOUNG Under the Direction of David McCreery ABSTRACT This is an analysis of Goan identity issues in the twentieth and twenty-first centuries using unconventional sources such as novels, short stories, plays, pamphlets, periodical articles, and internet newspapers. The importance of using literature in this analysis is to present how Goans perceive themselves rather than how the government, the tourist industry, or tourists perceive them. Also included is a discussion of post-colonial issues and how they define Goan identity. Chapters include “Goan Identity: A Concept in Transition,” “Goan Identity: Defined by Language,” and “Goan Identity: The Ancestral Home and Expatriates.” The conclusion is that by making Konkani the official state language, Goans have developed a dual Goan/Indian identity. In addition, as the Goan Diaspora becomes more widespread, Goans continue to define themselves with the concept of building or returning to the ancestral home.
