KEY SELECTION CRITERIA

Within the application you are required to provide a response to the following Key Selection Criteria:

• Previous experience in a similar role, delivering end-to-end management of property assets, from acquisition to disposal.

• Demonstrated thorough knowledge of legislation, codes, standards, practices and guidelines associated with acquisition and disposal of property.

• Experience of managing an equivalent sized team, including the financial, human, technology and physical assets and resources of the organisation.

• Strong financial, analytical and reporting skills including risk identification and management. Sound planning and project management skills are also essential.

• Qualification in a relevant field, and/or equivalent experience directly applicable to the position.

Ordinary Council Meetings are held monthly on the fourth Tuesday of the month commencing at 1:00pm and are held in Chamber within the Narrabri Shire Administration Building. There is a total of 185 full time staf plus additional seasonal and part time workers at Council. The Council’s Operational Expenditure Budget for 2020/2021 is $48 million with a Capital Expenditure Budget of $34 million. Narrabri Shire Council has a total of nine (9) Councillors. One (1) Councillor position is currently vacant, with Council determining to carry the vacancy through to the next ordinary election.

Narrabri Shire has a number of approved and under assessment State Significant Projects that will see in excess of $7 billion dollars invested into the Narrabri Shire and bring thousands of jobs during construction; we have commenced planning to ensure the Shire capitalises on this investment but also that the liveability and social fabric of Narrabri Shire is retained.

NORTHERN NSW INLAND PORT The Northern NSW Inland Port (N2IP) is strategically located to maximise the converging benefits of critical infrastructure such as rail, water, electricity, roads and telecommunications.

Council has recently finalised the purchase of 240 hectares of land. Due to the significant business interest since the launch of the N2IP prospectus in September 2019, additional options to purchase a further 134 hectares on two adjoining properties have been entered into. The combined 374 hectares will make N2IP, the premier industrial and logistics hub development in North West NSW.

The developed N2IP strategic business case, identified 1,000 potential jobs. With the additional land options the potential job creation could increase to 1,500, which will attract further economic growth and diversity to the Shire.

18 Narrabri Shire Information Pack Manager Property Services INLAND RAIL HELIDON GOWRIE Inland Rail is a once-in-a-generation project connecting

It will complete the ‘spine’ of the national freight network NORTH STAR between Melbourne and Brisbane via regional Victoria, NARRABRI New South Wales and Queensland. It’s the largest freight rail infrastructure project in Australia and is expected to be operational in 2024-2025. NARROMINE Narrabri Shire sits between two (2) Inland Rail projects, PARKES Narromine to Narrabri (N2N) and Narrabri to North Star (N2NS). The combined capital costs of these two projects ILLABO STOCKINBINGAL is approximately $1.3 billion. Council has been working with Inland Rail, construction companies and contractors

NARRABRI GAS PROJECT Santos’ Narrabri Gas Project could supply NSW homes, small businesses, major industries and electricity generators with up to half the state’s natural gas needs and bring substantial economic benefits to Narrabri and the region. The Narrabri Gas Project is classified as a strategic energy project and has a capital investment value of $3.6 billion and will create 1,300 jobs during construction and 200 jobs during operations. The Narrabri Gas Project was recommended for approval by the NSW Planning Department and approved by the Independent Planning Commission.

AMMONIUM NITRATE MANUFACTURING FACILITY Council has been in detailed discussions and negotiations with the Perdaman Group. The Perdaman Group are proposing to develop a $1.4 billion ammonium nitrate based derivative manufacturing facility. Operationally, this business will employ 100 direct staf and indirectly another 100 will be employed in the wider community. Perdaman is a downstream operator and therefore needs the upstream product that would be sourced from the Narrabri Gas Project. Council has entered into a non-binding Memorandum of Understanding with Perdaman’s for them to develop their facility within the Northern NSW Inland Port.

SOLAR FARMS Narrabri Shire is in discussions with three (3) large scale solar farm operators. Two of which are substantial international operators. The 3 solar farms proposed for Narrabri Shire would generate 230 megawatts of power. The total capital expenditure for these 3 solar farms is approximately $270 million. The construction workforce required would be 200 with each of the solar farms taking about 12 months to construct. Operationally, about a dozen staf are required with the project life for each solar farm being 35 years.

NOSH NARRABRI is a biennial food and beverage festival, held in Narrabri. Nosh aims to showcase products produced by local growers, food creators and beverage makers: promoting sustainable food production, gathering our community together to celebrate the creativity and talent of others, and inspiring people to support local. Nosh Narrabri began as Nosh on the Namoi in 2003, as a small festival to showcase goods from local producers of fine food and wine. The festival showcases products as diverse as olives, ice cream, beer, wine, crayfish, smoked trout, gin, oils, beef, herbal tea, locally produced pasta, preserves, chicken, oysters, preserves, condiments, caterers and restaurants.

THE BOGGABRI DROVERS’ CAMPFIRE has become a much anticipated feature for caravanners, motor home owners and travellers along Australia’s highways and byways. The event was the brainchild of Lion Geof Eather and was developed with the support of the Boggabri Lions Club. The Boggabri Lions Club prepare a wonderful program to keep attendees entertained; including tours of our local area and lots of activities at the showground. The evening is when everyone comes together around the campfire. The array of night time entertainment is sure to prove to be enjoyable and a great way to have a lot of laughs and meet new friends!

Since 1933, THE WEAN AMATEUR PICNIC RACES has been one of the historic meeting places of North West NSW. As more and more picnic clubs from that era pass into history, it is also one of the few functioning examples left of how previous generations used to entertain themselves. Set in a magnificent bush location, away from any major centre, faithfully maintained as built, it is a wonderful piece of living history. The remarkable thing about Wean, is that, even after all this time, it is still performing the purpose it was built for. As a great day out, for family and friends alike.

Wean has always been a favoured destination for tour buses and aircraft. With a breathtaking bush setting, spacious grounds, its own landing strip and a jovial and festive atmosphere, it is one of Australia’s living historical icons.

We continuously advocate and support projects to strengthen our communities through sport and recreation. There are many opportunities for new residents to become part of our sporting culture through participation in our many sporting clubs and groups. Some of our fantastic local initiatives include Narrabri Riding for the Disabled, Namoi Bushman’s Carnival and Narrabri Parkrun.

In 2001, Narrabri Shire was named “Australia’s Sportiest Town” by Channel 9’s “Today Show”, as a result of the large number of Shire residents who have represented their sport at a state, national and international level. Over 110 Australian representatives and champions showcasing 44 sports were either born in the Narrabri Shire or started their sporting career here. The awarding of the honour of Australia’s Sportiest Town was made at the time on live television by Channel 9 presenter Tracy Grimshaw.

In 2011, Narrabri Shire Council in co-operation with Channel 9 constructed Narrabri Shire Sporting Wall of Fame to make a permanent record of the achievements of the town and district sportsmen and women including those who were part of the original honour bestowed upon the town in 2001.
