COUNCIL HIGHLIGHTS TOWN OF OLIVER | July 8, 2019

Development Cost Charges Update and Status – Council received an update from the Chief Financial Officer regarding Development Cost Charges. Development cost charges (DCCs) are special levies imposed by a municipality to help pay for the cost of infrastructure enhancements required to service new development. The report updated the Committee of the Whole on the current status of the DCCs that have been collected as well as provided the Committee of the Whole with an overview of what these funds can be utilized for. An updated DCC Bylaw will be brought forward later in the year for Council’s consideration.

Union of Municipalities (UBCM) 2019 Convention – Minister Meeting Requests – The 2019 UBCM Convention is being held in Vancouver on September 23-27. Council directed staff to book UBCM Minister and Provincial Staff meetings and to draft briefing notes in preparation for each meeting. The deadline to submit meeting requests with Provincial Ministers is July 17, 2019.

May and June 2019 Water Report Quality Summary Reports – Council received the Water Quality Summary Reports for May and June. Of note, as of June 14, Stage 1 (Dry) water restrictions are in effect for domestic water users. Water restrictions for Irrigation users is voluntary at this time.

Zoning Amendment Bylaw 1380.07 – Zoning Amendment Bylaw 1380.07 was adopted. The Zoning amendment is in regards to visitor & persons with disabilities vehicle parking regulations and fencing regulations. The amendments include on-site visitor vehicle parking space requirements, on-site persons with disabilities vehicle parking space requirements, the determination of fence height and the placement of fences upon retaining walls.

Official Community Plan & Zoning Amendment Bylaws – 5931 Airport Street – Official Community Plan (OCP) Amendment Bylaw 1370.07 and Zoning Amendment Bylaw 1380.08 was read a first time. The developer will hold a public information meeting prior to second reading. The development is for a proposed 46-unit affordable housing and is intended for families, seniors, and persons with disabilities. To facilitate the development, the amendments proposed would amend the land use designation from Commercial Highway to High Density Residential and to carry forward existing on- site vehicle parking requirements for an apartment building or townhouse; as follows: o 1.5 parking space per dwelling unit with 2 bedrooms or more; and o 1.25 parking space per dwelling unit with less than two bedrooms.

Rural Dividend Funding Application - Multi-Community Indoor Pool Facility Feasibility Study – Council supported the submission of a BC Rural Dividend Program Application under the Single Applicant funding stream sixth intake Community Capacity Building category of $100,000 for a "Multi- Community Indoor Pool Facility Feasibility Study". This is a regional initiative that includes the Towns of Osoyoos and Oliver, Regional District of Okanagan Similkameen (Areas A and C) and the Osoyoos Indian Band (OIB). All governments have expressed an "interest" in exploring the opportunity to develop a multi-community indoor pool facility. The first step for the project is to undertake a feasibility study at a cost of approximately $130,000. Should the application be successful 80% of the costs of the feasibility study would be provided by the BC Rural Dividend Fund.
