NDCC Update No. 8 on Typhoon SANTI (MIRINAE) 4. Emergency Incidents 4.1 Flooded Areas At the height of the typhoon, the following 45 barangays in 15 municipalities and 3 cities in NCR, Region IV-A and V were flooded with floodwaters ranging from leg-deep and waist-deep to 6 feet NCR - 12 barangys o Navotas City : Brgys Tanza: Camia, Jasmin, Ilang-Ilang, Daanghari: along M. Naval St. and Linchangco to Bangculasi St; Pasig City: Brgys Santolan & Kalawaan and Taguig City : Brgys Bagumbayan, Lower Bicutan & Ibayo-Tipas Region IV-A o Laguna - Sta Cruz – Brgys San Pablo Norte, Santisima Cruz , San Pablo Sur, and Inang-Awa); Bay : Brgys Tagumpay, San Antonio, Kabaritan, Sto. Domingo and Maitim; Calamba -Brgys Palingon, Lingga and Sanpiruhan; Los Baños : Brgys Bayog, Mayondon, Tadlak, Malinta, Bambang and Baybayin; Mabitac: Brgys Sinagtala, Libis, Lambac, Bayanihan, Pag-asa, Masikap, Lubong, San Antonio and Nangoma; Pagsanjan : Brgy Sampalukan; and Sta. Rosa : Brgys Aplaya, Kaingin and Sinalhan o Rizal - Municipalities of Jala Jala, Pililla, Tanay, Morong, Cardona, Binangonan, Taytay and Cainta Region V o Camarines Norte :- Brgys Rizal and San Lorenzo in Sta Elena 4.2 Landslides - 2 (Sitio Paraiso, Brgy Bulala, Santa Elena Camarines Sur and Caramoran Peninsula Road). Clearing operations by AFP, DPWH, and CANORECO are on-going 5. Power and Communications Interruptions As of 31 October 2009 at 4:00 PM, electricity in all municipalities in Camarines Norte, Quezon and Batangas under CANORECO, QUEZELCO I and BATELEC I and II were already 100% energized. Stranded Passengers/Vessels/Vehicles At the height of typhoon “SANTI”, there were 768 passengers, 25 trucks, 11 cars and 9 vessels stranded in the ports of Tabaco in Albay; Lucena and Puerto Real in Quezon; Manila, Bataan, Iloilo and Virac, Catanduanes As of November 01, 2009, the remaining 180 passengers and 1 vessel were still stranded in the ports of Iloilo and Manila II. HUMANITARIAN ACTIONS A. NATIONAL National Defense Secretary and Chairman, NDCC Gilbert C. Teodoro, Jr., along with NDCC members, visited the municipalities of Victoria and Sta. Cruz, Laguna; consulted the local officials thereat and conducted an ocular survey of damaged bridge and flooded residences DSWD Field Offices III, IV-A, IV-B, V and NCR prepositioned stand-by funds, family food packs and stockpile of relief commodities (food and non-food items) worth PhP191,956,245 broken down as PhP81,028 Million stand-by funds and PhP110.928 Million DPWH’s respective composite teams in various District Engineering Offices have provided necessary assistance to ensure safety of the motorists and travelling public B. REGIONAL NCR o Taguig City Special Operation Group still conducting post-monitoring inspection of the 28 barangays particularly District 1 o NCRCOM conducted Libreng Sakay, evacuation and water level monitoring in the area of Pasig City o Elements of BFP facilitated the evacuation of a total of 646 families in Tondo, Manila; Pateros and Taguig Region IV-A o 1st Battalion, PA, PNP, 202 nd Brigade and BFP IV-A assets such as 1 rubber boat, 1 6x6 truck, 2 4x4 trucks, 1 water craft and 3 teams from 202 nd Brigade and all available resources conducted massive rescue operations in Laguna 3 o Chairman, RDCC IV-A established an Advance Command Post (ACP) in Sta. Cruz, Laguna to cater the 4 th district of said province o The 202 nd Brigade of AFP assisted in the conduct of clearing operations in the municipalities of Pangil and Pakil, Laguna o Coordinated with the PA and PNP for massive rescue operations in Sta. Cruz and Pagsanjan, Laguna and other coastal areas Region IV-B o On 24/7 alert: PDCC PDRT Oriental Mindoro; PDCC PSD Calapan City o MDCC Lubang pre-identified 13 elementary and 3 high schools which can accommodate around 5,000 evacuees o RDCC IV-B set up command post at OCD RC IV-B Region V o C, RDCC with RD, OCD and PN conducted Rapid DANA in the municipalities of Basud, Daet, and Labo, Camarines Norte. o PDCC Camarines Sur distributed family packs in the coastal barangays of Cabusao, Siruma, Tinambac, Sangay, Garchitorena, Caramoan and Presentacion o OCD V coordinated with PDCC Catanduanes re - passenger bus stranded at Kanlanka Spillway due to strong current of floodwater; no reported casualty; rescue operations will be done utilizing equipment from FICELCO o OCD V coordinated with PNP Libmanan , 902 nd IBde PA, DPWH re: Trees that fell along Maharlika Highway that resulted to heavy traffic between Labo and Daet, Camarines Norte and Brgy. This publication provides information on the population size, land area, and population density by region, province, highly urbanized city, and city/municipality based on the data from population census conducted by the PSA in the years 2000, 2010, and 2015; and data on land area by city/municipality as of December 2013 that was provided by the Land Management Bureau (LMB) of the Department of Environment and Natural Resources (DENR). Outline progress over the last 6 months (April – September) against the agreed baseline timetable for the project Key accomplishments during the period April-September 2006 were as follows: 1. Biological surveys completed and priority sites selected and mapped. Biological surveys were completed in two more key areas during this period, namely Barangay Anibawan in Aluyon and Sitio Litid, Barangay Lipata in Panukulan. Full technical reports on these surveys are being prepared and will be summarised in future reports. A preliminary ‘marine resource assessment’ was completed in September by four scientists from the UK NGO, Coral Cay Conservation (CCC), assisted by PIBCFI personnel. This project was prompted by recommendations arising from earlier surveys, and involved rapid assessments of coral cover, and coral and fish diversity, in 12 discrete sites in coral reefs fringing Polillo and Burdeos Municipalities. Results indicate that over-fishing, especially cyanide and dynamite fishing, remains a serious problem in most areas, though areas of good to excellent reef cover, and high species diversity and abundance were confirmed in fish sanctuaries established and managed by local communities in some areas. Findings and recommendations arising from this project and the earlier surveys will now be used to develop new project funding proposals intended to extend these surveys, conduct awareness campaigns and assist implementation of relevant conservation management interventions in selected, highest priority areas.

The methodology employed in the project combined the 2000 Family Income and Expenditure Survey (FIES), 2000 Labor Force Survey (LFS) and 2000 Census of Population and Housing (CPH) to estimate poverty incidence, poverty gap, and poverty severity for the provincial and municipal levels.
