Welcome to issue 170.

The new country park at Riverdown Park is to be named Castle Hill Country Park following a resident poll. The weather this spring has delayed the land works needed to create the park, so page 14 has the proposed timetable in which the remaining work will be undertaken. It seems strange writing about a Parish Snow Warden Scheme when the temper- ature outside is 26c (79f) but these things need planning so that we are ready for winter. Details of this scheme and how to get involved are on page 15.

The Bishopdown Farm Residents’ Association (BFRA) was an extremely active association working hard for the residents of Bishopdown Farm from the late 1990s until it ceased to function in 2015. There were funds remaining at it’s clo- sure and these will be used to fund two litter bins in Pearce way. See page 28 for details.

Running from the north end of the Longhedge Village site is The Monarch’s Way, an historic pathway running down through and onwards to Hamp- shire. Details of this walk and its history are on page 12.

In order to support City traders following the recent upheaval, Salisbury Bid has launched The Salisbury Gift Card, set to encourage local spending it can be used at more than 100 shops, restaurants, cafes, hotels, salons, entertainment venues, attractions and more. See page 35 for details.

The saga of the closure of Milford Mill Road for the installation of traffic lights and road widening continues. Due to start on the 3rd April, work actually started on 9th April due to bad weather. Expected to be completed in 6 weeks, Council then said the road would be closed for "at least a three-week extension" because of "unforeseen utility connections". A further delay has been reported, it is now anticipated that the closure will continue in operation until 29th June. Hopefully by the time that you read this the road will be open, but then again …...

View from the Vice Chair By the time you read this Issue of the Newsletter, the Parish Council willhave elected a new Chairman at its meeting on 18 June. He or she will become the 23rd person to have fulfilled this important role since the foundation of the Parish in 1894. In the meantime, the opportunity presents itself to comment on our retiring Chairman. In the May/June edition of the Newsletter David Burton announced he was stand- ing down as Chairman of the Parish Council. Fortunately David will continue as a Councillor and continue to play an important role in the Parish. We have been lucky to have David as our Chairman at a time when his professional knowledge and expert skills as a Senior Advisor with Natural were very appropriate. Much has happened on his watch. He was able to guide us through the early stages in the creation of the Country Park at Hampton Park. Being able to speak with authority to the Developers and about matters of land management proved to be invaluable. His involvement with new Play Parks, which have started to come on line during his period as Chairman, as well as major Planning Developments including Riverdown Park, Old Sarum and Longhedge, has also been highly significant. He has led with the development of our Green Space and championed our work with Community Representation and Governance. I will mention just one other project. David was there with us at a time when, as a group we stormed the Wiltshire Council debating chamber at Trowbridge to de- fend our Parish from being taken over by Salisbury City. David would be the first to say it was a team effort and so it was, but it mattered very much that he led from the front the defence of our parish. Subsequently and of equal importance has been his tireless effort to build bridges with our neighbouring parishes. As one Chairman and Team Leader retires so we offer our support and best wishes to his successor.

Report on Parish Council Meetings This report covers the meetings held on 19 February, 19 March and 16 April 2018. The full minutes of these meetings can be viewed on the Parish Council page of our website at www.laverstock-ford.co.uk. At the February meeting the Council welcomed the Youth and Children’s Minister for St Marks and St Andrews. He addressed the Council about youth projects that he is already running and his wish to start a similar project in Laverstock. Several grant applications were awarded at the February meeting. The Friends of Greentrees School were awarded £1,000 to assist with the provision of fitness equipment at the new Junior School. Laverstock and Ford Village Hall were given £350 to assist with the purchase of new lockers. The Hall is well used by many or- ganisations and they are running out of space to store their equipment. Finally £750 was awarded to the 1st Laverstock Scout Group as part of Salisbury and South Wilts District's fundraising for a new District campsite. With the transfer to the Council of the first public open space and play area at Longhedge on the horizon, resolutions were passed to permit Councillors to sign the transfer deeds. The first transfer will be the Robinson Grove Play Park, which is almost complete. The play park is already available for use and there will be a for- mal opening on 20 April. There was a long discussion about tarmacking a short length of path leading to the pedestrian access gate at Greentrees Junior School. The aim of the project is to encourage parents and children to use the safe pedestrian and cycle entrance ra- ther than the busy and often hazardous car park entrance. The Council agreed to finance up to 50% of the cost of this project. The March meeting started with the Annual Parish Meeting at the Old Sarum Com- munity Centre. The Chairman welcomed eleven residents and presented his Annu- al Report. This report was published in the previous issue of this Newsletter. The Clerk presented a Financial report and Councillor Bussereau spoke about the new Neighbourhood Plan Steering Group. At the Council meeting a resolution was passed to permit Councillors to sign the transfer of the Swale land and public open space on the northwest boundary of Old Sarum. There is almost 9 acres of land here that includes drainage basins and some meadow grassland. The Council hopes that in the future this will be the site of a new skateboard park and eventually it will include cycle and pedestrian links to Longhedge. A grant of £200 was made to the charity, Carers Support Wiltshire and a further grant of £200 was made to Youth Action Wiltshire. The Council is now a Friend of

Youth Action Wiltshire.

This charity, hosted by Community First, manages many projects including Young Carers, Splash, Inspire and voluntary Youth Clubs across Wiltshire. There was a discussion on the problems that might be caused by a 6-week closure of Milford Mill Road to install traffic lights. This narrow lane is used as a rat-run between the Parish and Road. Concern was expressed that traffic would instead use the even narrower Piggy Lane. Piggy Lane is subject to an Order that bans vehicles other than bikes, but the barriers and obstacles have been re- moved. Moves were discussed to have concrete blocks placedOld to Sarumprevent Airfield use by cars. The April meeting was held at the River Bourne Community Farm. One of the first items discussed was a grant application by the Old Sarum Community Centre for £500 towards the purchase of a CCTV system. The Chairman of Trustees spoke about vandalism and antisocial behaviour by a tiny minority of young people in the area. The police recommended CCTV and the grant was approved. A small grant of £50 was awarded to the Wiltshire Bobby Van Trust. This charity visits the homes of residents across the county who have been affected by crime and also advises on online security. The Council agreed to relax its Grant Policy to exceptionally permit grants without a formal grant application. With the completion of the strategic earthworks on the country park at Hampton Park (Bishopdown Farm) now on the horizon, the Council resolved to permit Coun- cillors to sign the transfer deed from the developer. When the transfer is complete, hopefully before the end of June 2018, work will commence on the construction of the paths and other features that will turn it into a fantastic leisure facility for this, and neighbouring parishes. The result of an online survey was also announced and it was agreed that the name of the new park would be Castle Hill Country Park. There was a brief discussion on a new proposal to build 90 extra homes at Long- hedge on land previously allocated for business and industrial units. The proposal was linked to plans for a neighbourhood centre with a shop, café, nursery and care. The Council welcomed the early provision of the shop and café but decided not to comment on the proposed extra dwellings at this stage. The new General Data Protection Regulations that are due for implementation on 25 May 2018 were discussed. The Council has decided to outsource the task of Da- ta Protection Officer but there will still be a lot of new paperwork and procedure in order to regulate contact between the Council and residents of our Parish. Finally the Council agreed to provide a further £1,000 towards the Ford Traffic Management Scheme. The total contribution from the Council will now be £5,000. It is hoped that the traffic calming measures will be built this summer. AP Laverstock & Ford Parish Newsletter 7

Roads and Footpaths – always in the news!

The parish continues to see progress in resolving some of the issues, albeit slowly regrettably. Below is an update on the new footpath at Milford, a few words on the Ford Traffic Calming Scheme and, lastly, some activities associat- ed with Pearce Way at Hampton Park.

Footpath 10, Milford

The good news is that a contractor has been appointed by Wiltshire Council to construct the new footpath. The diversion order has been approved. As a re- minder, the current route of Footpath 10, which runs from the Medieval Bridge to the Milford House Care Home, is across the centre of a field that gets extremely muddy when it rains. This is to be replaced by a boardwalk which runs down parallel to the road just inside the hedge. As indicated previously, work to lay a new gas pipe in the vicinity of the boardwalk must be completed before construction can start. Work on the boardwalk is now looking to start sometime in July.

Ford

Work on the Ford Traffic Calming Scheme is still scheduled to start on 23 July and is likely to take some 4weeks to complete. This will require road closures at times to facilitate some aspects of the construction. Wiltshire Council High- ways will be sending letters to all residents in Ford shortly with phasing plans and contact details. There has been a small issue with the sighting of one of the road signs but this has now been resolved.

Pearce Way, Hampton Park

Concern has been expressed that some traffic is travelling along this road in excess of the 30mph speed limit. The intention is to get a Metrocount survey carried out in the near future to monitor both volume and speed of traffic on this road. However, in the interim a Speed Indicator Device or SID was fitted to one of the lamp posts along the road for the first 2 weeks in June. This indicat- ed to the driver of a vehicle the speed at which he or she was traveling exceed 30mph and is also flashed a warning light. Cont...

A further safety issue has been recognised at the point where Footpath 11 crosses Pearce Way. A split safety barrier has been in place at the end of the footpath on the Hampton Park side of the road for some time. Current- ly there are no such barriers on the Riverdown Park side – something that had been overlooked. On this side, the tarmac path slopes down to Pearce Way making it attractive to children on skate boards or scooters and is, therefore, very much a safe- ty issue. Wiltshire Council has now persuad- ed the developer to install similar safety bar- riers on the Riverdown Park side to those opposite. It is hoped that this will take place in the very near future. New arrivals at the farm The latest additions to River Bourne Community Farm are three beauti- ful male alpacas who were very generously donated to us by Alison and Keith from Watership Alpacas. There is one brown one called Dune and two white ones called Woolly and Archie. Alpacas are fabulous lawnmowers and are hardy and intelligent animals. They can live hap- pily with most other livestock and will guard against predators. We aim to continue their training so that we can walk them on a halter. Alpacas originate from the high Andes of South America and were originally domesticated over 5000 years ago and became treasured by the ancient Incan civilisations. Their fine cashmere-like fleece was reserved solely by royalty. These amazing animals provided the food, fuel and clothing for a civilization that thrived in an otherwise hostile environment. Today they are kept for their fleece which is known for its fineness, lustre, lightweight and insulating quality, which is eight times warmer than wool! We are delighted to have them on the farm and think they make a fantastic addi- tion to our livestock. Come and see them! A Walk or a Jog from Longhedge following the path of a fleeing King

New residents at Longhedge Village currently have limited options for a coun- try walk. This is an issue which the Parish Council are looking to address at the earliest opportunity. We are very pleased that we will at least be able to establish the Community Open Space at Longhedge over the next few months. This is already a haven for wildlife with hares and grey partridge spotted by Cllrs on a recent site visit with the Developers. There is also one lovely walk which residents should be aware of that is up Skylark and running and links Longhedge with some of the very fin- est south Wiltshire countryside. The paths here are also steeped in history.

To begin the walk, follow the new tarmac footpath that runs north on a thin strip of green space bordering the main road to Amesbury. Eventually the path curves east and then joins a bridleway after a few hundred yards. Turn right along the bridleway and follow it through some productive farmland. Listen out for Skylarks which abound in the fields here.

This bridleway is part of the Monarch’s way, a 600 mile-long distance path which begins in Worcester, goes to Bristol, down to the Dorset coast then back in land through Wiltshire, Hampshire and all the way to the Sussex Coast. It follows the approximate route that King Charles II took when he fled from the battle of Worcester and, after failed attempts to escape on boats from Bristol and Weymouth, managed to escape to France on a boat from Brighton.

This section of the Monarch’s Way meets another historic route, the Portway, which follows the line of a Roman Road. Cross the Portway carefully as traffic approaches at speed. From here the path heads downhill to Hurdcott and the River Bourne chalk stream. Chalk Streams are one of the rarest Water Vole and most fragile wildlife habitats in England. The majority of chalk streams are found in this country and they have been com- pared to the equivalent of our Amazonian rainforest.

If you take time to look into the depths of the water and spot some of the numerous fish species that in- habit the crystal-clear water or study the myriad of wildlife on the banks of the River Bourne you will see Grayling why chalk streams are so prized for their wildlife! The Lady of the Stream or Grayling is a particularly delightful fish with a beautiful rainbow coloured dorsal fin. The water vole inhabits the river banks. Listen out for a “plop” when a vole jumps in for a swim. From Hurdcott you can follow one of two footpaths to Ford and on along the river to the edge of Castle Hill Country Park. Here the Green Lane heads back up hill past some more fine countryside by before ending at the Portway. Immediately across the Portway the Old Sarum Country Park and some handy benches for a picnic await. Take time to have a look at our Nor- man Drive Play Park modelled on Old Sarum hillfort during the Norman Drive. Once the interconnecting paths are in place from Old Sarum settlement to Longhedge residents will be able to complete the circuit from here. But for now, the recommended return trip is to retrace your footsteps back to Monarch’s way and follow the path in the direction the King fled from. DB

Castle Hill Country Park (Riverdown Park) Following the on-line poll of names for our new 135 acre Country Park, the Parish Council have endorsed Castle Hill Country Park, the name which attracted the most votes from residents who completed the poll. There have been more delays from the Developers to complete the strategic earthworks and build the six play parks but, at the time of writing, work has recommenced. The Developers have outlined the order in which the remaining work will be undertaken, including the long-overdue opening of a section of Public Footpath as follows: Early June Work to commence on building the three Local Areas of Play (small play parks for young children) and the Locally Equipped Area of Play adjacent to Fiander Lane. Work will commence on a pedestrian crossing for the Public Footpath to cross the swales (ditches that prevent flooding of Riverdown Park settlement) and to clear the Public Footpath where it has become overgrown. Mid to Late June The Public Footpath will be re-opened. Temporary fencing will remain in place in the area above the Footpath where landscaping of spoil mounds will still be in op- eration. Landscaping of remaining spoil heaps and ground preparation for the Neighbour- hood Equipped Area of Play and the Multi Use Games Area which will cater for older children as well as juniors once completed. Early July Neighbourhood Equipped Area of Play and Multi Use Games Area to be installed. A base of soil will be formed for the Local Area of Play adjacent to Bundy Lane. Late July The Local Area of Play adjacent to Bundy Lane will be installed onto the earth base. August Site Inspections and Handover of the Country Park to the Parish Council and our Land Trust partners will take place. The Land Trust will then begin laying out easy access paths, seeding the areas where spoil has been landscaped and commence the programme of community activities. Ahead of this or around this time Salis- bury District Natural History are holding a site meeting to survey the bees and butterflies of the western section of the Country Park. We anticipate some very promising findings! DB

Parish Snow Warden Scheme – Are You Interested?

We have been invited by Wiltshire Council to take part in the Parish Emergency Assistance Scheme.

The Parish Emergency Assistance Scheme allows Wiltshire Council to provide equip- ment to local town and parish councils to enable them to refill salt bins or spread salt in known areas during periods of adverse weather.

Feedback from residents across the Parish following the snow and icy weather last winter has spurred the Parish Council to consider setting up a Snow Warden Scheme in each of the three wards. Aco- ordinating Parish Councillor in each ward has volunteered to help provide sup- port. River Bourne Community Farm have offered to store a pallet of salt grit bags prior to distribution. Cllr Dean has offered to transport the pallet from the Wilt- shire Council depot in Warminster. Now we need some willing volunteers to store a bag or two of grit during the winter months and either be prepared to spread it on slippery paths during ice or snow conditions and/or liaise with neigh- bours willing to lend a hand with the spreading. Scheme volunteers will be pro- vided with Snow Warden luminescent tabards by Wiltshire Council. We will also be able to apply for spreading equipment on submission of our Snow Plan. The plan will outline key personnel, local risks and areas of high priority. The plan will also outline where the grit and spreading equipment will be positioned during periods of cold weather.

The Parish Emergency Assistance Scheme also offers sandbags during periods of flooding. At present residents have not indicated a strong interest in this aspect of the scheme but please do contact us if you are interested in volunteering to help out during times of flood. POWER TO THE PEOPLE! Have I got your attention? I hope so: let me say, quickly, that this article is not about blood and glory, or a historical grab for power with popular uprising in the streets a la the French Revolution. It’s about Neighbourhood Planning.

Neighbourhood Planning is a community-led framework for guiding the fu- ture of our parish. It typically contains a vision, aim and objectives, planning policies, and proposals for improving the area, specifically addressing the issues of development, infrastructure and environment.

Two of our fellow parishes in South Wiltshire, Idmiston and Downton have recently seen the adoption of their Neighbourhood Plans by Wiltshire Coun- cil. Why did Downton and Idmiston, and countless other parishes nationally, put so much effort, often voluntarily, to produce a Neighbourhood Plan?

They did so in order to produce a legally recognised document which must be considered by the local council, Wiltshire Council in our case, in deciding upon planning applications.

In both cases their plans have taken two to three years to develop and have required significant community consultation including a referendum: so key issues for their parishes, around the number and type of new houses to be built, have been researched, analysed and plans drawn up which reflect the shared vision of the community. A spokesperson for the Idmiston Neigh- bourhood Planning team, as quoted in the Salisbury Journal, said “Now that the plan is in place it will be harder for large scale or inappropriate housing projects to gain approval, without excluding sensible and sustainable devel- opment. This will give parishioners real power in deciding the future devel- opment of their villages and their wishes will be considered on a wide varie- ty of different matters.”

And parish residents have come out onto the streets to vote for these plans in a referendum. In November 2016 the Downton Neighbourhood Plan went to referen- dum; 36.1% of the population voted (908) and 95.8 per cent of them (869) of them voted Yes. In April 2017 the Porton, Idmiston, Gomeldon Neighbourhood Plan went to referendum; 47.3% of the popula- tion voted (809) and 84.4 % of them (677) of them voted Yes. Thinking about it again perhaps Neigh- bourhood Planning is a modern-day parish uprising; people making in- formed decisions (a little power at least) for our joint futures. Come and be part of the first Neighbourhood Plan consultative sessions. We’re holding three two-hour sessions, 7.00pm to 9.00pm, in July.

News from Laverstock Gardening Club

The improvements to the village flower bed by the Green have now been completed. A work party from the Club has replenished the soil and put in fresh plants, including pittosporum, sarcococca, euonymus and hardy fuchsias. All this has been made possible by a grant from the Parish Council.

An afternoon trip to view the beautiful Manor House gardens at Stratford Tony has been ar- ranged for Wednesday 18th July.

Then on 23rd July we have a talk by Marcus Danc- er, who runs a plant nursery specialising in clema- tis at Sandleheath near Fordingbridge. He will be Manor House, Stratford Tony looking at plants to provide scent in the garden throughout the year; these will include shrubs, perennials and climbers. The competition subject for that evening is “Five sweet peas in a vase”.

Arrangements are well in hand for the Annual Show, which comes on Sat- urday 18th August. There will be the usual displays of prize blooms, fruit and vegetables; also floral arrangements, photographs of garden subjects and demonstrations of cookery skill in the shape of cakes, jams and chut- neys. One topical subject in the Floral Arrangement Class is for a flower girl’s handtied posy inspired by the wedding of Prince Harry and Meghan Markle.

The Annual Show takes place at Laverstock and Ford Village Hall and will be open to visitors from 3pm. Competition results will be announced at 4pm.

Parliament listens to Laverstock Memory Support Group

Several members of the Laverstock Memory Support Group recently met with the prestigious All Party Parliamentary Group on dementia chaired by Debbie Abrahams MP at Portcullis House in .

They had been invited to the meeting to talk about work they have been doing with the University of Southampton on aids to safer walking for peo- ple living with dementia. They explained how they had contributed to the study, including joining in a two-day study meeting in the New Forest last June.

The project was looking at the way GPS devices could be worn, so that if someone lost their way, they could either call someone to help them, or, if necessary, the police or a member of their family could quickly find them. As one of the members put it to the committee, “Some days you feel fine, but the next day, you just can’t remember which way to go!”

Having a device of this kind could give people with dementia a much great- er degree of independence. And at the same time, reduce the anxiety their family and friends may have for them.

After the meeting, the Leader of the Group, Elizabeth Bartlett, said, “It was really thrilling to see how the committee were listening to the voices of people living with dementia. Old Sarum Primary School took part in a recent School Games writing competition “What sport means to me”. We are absolutely delighted that the winning entry was written by one of our Year 4 pupils (Emma) and one of the 3 runners up was a pupil in our Year 3 class (Jasmine). Part of the prize is to have the winning entry published in a magazine called ‘Relay’ which is distributed to every school in the county. Our winner has won £50 of Amazon vouchers along with £100 of Amazon vouch- ers for the school. Our runner up has won £25 of Amazon vouchers. Longhedge Village Play Park The first play park at Longhedge Village has been officially opened. The opening ceremony was attended by pupils from Old Sarum Primary School and the chairman of Laverstock and Ford Parish, David Burton, along with representa- tives from Bovis Homes and Linden Homes. Cllr Burton said: “We are very pleased that this, the first of a number of play parks at Longhedge Village, is operational for our young residents to enjoy. “Laverstock and Ford Parish Council are delighted to be taking on the management and care of Robinson Grove Play Park following it’s delivery by the Bovis and Linden teams.” The fun facility has been funded by Bovis Homes and Linden Homes. Sue Scholfield, of Linden Homes, said: “We’re delighted to officially open this fantas- tic new play park at Longhedge Village, it’s a wonderful new facility for the local community and we loved seeing the children having fun at the launch. The Bishopdown Farm Residents’ Association (BFRA) BFRA was formed in the late 1990s when Bishopdown Farm was being devel- oped. Although the final housing build (Sarum Ridge as the builders called it) completed in 2002 the BFRA was very active for many years: there were regu- lar attendances of over 100 residents at the AGM together with representa- tives from the Parish and Wiltshire councils as well as our MP. However, all good things come to an end and with dwindling attendances at the AGMs together with most of the time being spent on issues which were rightly parish and county business, the BFRA ceased to function in 2015. The BFRA raised funds to cover direct costs as well as provide events for residents such as the Halloween Party and Car Boot Sales. Good husbandry meant that there was a positive bank balance after the final AGM. The BFRA Constitution required those funds to be spent for the benefit of residents. The remaining BFRA Committee members have been looking for the right opportunity to spend those funds and close the account. It has been agreed with the PC that funds will be provided to install two further litter bins on Pearce Way (one at the western bus stop and one at Green Lane) and the remainder will contribute towards the tarmac resurfacing of the hoggin path to the new school. Laverstock & Ford History Group At our last meeting Jenny Hayes gave a fascinating talk on ‘The Green: the Village Centre of Laverstock’ which included details of the fire of September 1865. Future meetings of the Laverstock and Ford History Group Curtis Room (vestry), St Andrew’s, Laverstock, 2 pm. 26th July, updates from members of the research group working on a history of Laverstock and Ford (due to be published next spring) – where we are at, and some of the things we have learned. 27th September, Sue Wight will talk on researching family history, with a look at a number of local families long associated with the area. 10th November, exhibition (in St Andrew’s church) to mark the centenary of the end of the First World War. 22nd November, talk on the centenary.

On 2nd May, 19 members took part in a walking quiz around Salisbury. The weather stayed dry, and those of us new to Salisbury did learn some facts that we had no idea about. We finished at a pub!

On 6th June we had a speaker for a talk on Nutrition and Better Bones. I am sure that we all will benefit from the advice presented, we can but learn! Our meeting on 4th July is a summer social at Old Sarum Commu- nity Centre. Our meeting on 1st August is titled “The life and loves of the Taxi Driver Poet”, and we expect it to be very entertaining! Bishopdown Farm Preschool & Farm Friends

Staff, parents and children from Bishopdown Farm Preschool & Farm Friends are celebrating after the setting retained a ‘good’ rating in their latest Ofsted report. The inspector visited just before the Easter break and she was impressed with the level of teaching and progress the children make whilst at Preschool. The inspector spent the day assessing staff, talking to parents and monitoring the children. The report noted ‘Staff understand how children learn through playful experi- ences.’ and ‘children are confident and highly independent learners.’ This is the first inspection within the new building, located at the rear of Green- trees Infant School and Marie Ryan’s first inspection as a Manager. The Preschool moved premises in February 2016, and have been busy develop- ing the fenced garden area. With donations from the Waitrose green coin scheme a mud kitchen has been installed, which the children love! Our future fundraising efforts will be put towards a sand pit and an area of artificial grass, to allow playtime in all weathers. As we move into the summer term, the children will be busy with a number of special days approaching such as sports day, the leaver’s graduation ceremony and end of year party. Currently, the Preschool have no spaces available within the 3-4year room and limited spaces within the 2-3year room from September 2018, so please call Marie to discuss on 07388 378584 if you would like further information. The Preschool also provide before and after school care, for children attending Greentrees Infant and Junior school.
