Local Plan Allocations

41 Tolgus Urban CPIR-UE1 The site represents a second phase to a larger extension to 280 0 245 245 Extension Redruth. The permitted area to the south-west (PA12/09717) included a masterplan for the entire area, including the allocation.

HIA (D3.12) – The site is close to the Sara’s Foundry complex, which is within the World Heritage Site. However, the change in topography between the asset and the allocation will result in minimal impact (position supported by Historic (CC.S4.3). However part f of the policy requires some of the open space to be included on the north-east of the site to provide a buffer.

HRA (D2) – The Godrevy Head to St. Agnes SAC is over 5km away from the site, so concluded there would be no impacts

SFRA (D4.3) - Built development will be able to be located wholly within Flood Zone 1

SA (D5.4) - The site is not covered by or in proximity to an SAC, SSSI or other designated site of national or regional importance. Plus site is not within or is in proximity to a designated AONB. Plus the landscape assessment considered the site to have moderate value.

The site is within the ownership of 6 parties, including the developer of the adjacent permitted scheme. The site has been promoted to the Council through the SHLAA process. The other landowners have indicated an interest in the site coming forward for development and the Council has previously met with parties to support the scheme coming forward. There has been recent activity in the form of pre-application advice on part of the allocation (PA17/03181/PREAPP)

The site will be accessed off of the A3407. Part f of the allocation policy requires improvements to the A3047, but these improvement works have now been implemented. This means there are no other infrastructure requirements that would be implemented prior to delivery of the allocation.

46 Lower Rosewarne CPIR_SO12 The site has been proposed as a housing site during the Reg 19 54 0 54 54 consultation of the DPD by Emery Planning on behalf of Wain Homes (ref 192) They consider the site could accommodate 70- 80 dwellings. The Council response indicates the site is supported, but it is not necessary to allocate as the site is within the SHLAA.

47 Higher Pengegon, SHL23 Full Permission granted for 7 dwellings on the northern part of 10 0 10 10 Camborne the site in February 2017 PA16/09190 and has commenced. 1st Five year period 2017-22 (column 6) represents the deliverable supply. This information in the housing trajectory has been used as the basis for the five year supply statement (E6.5) which together with its appendices (E6.1-6.4) have been used successfully at numerous appeals to demonstrate a 6.2 years supply. The council is of the view that all planning permissions should be considered deliverable unless there is clear evidence produced to indicate otherwise (see footnote 11 to the NPPF para 47)

The second 8 year period (column 7) to the end of the Local Plan represents the developable supply in accordance with the tests identified in NPPF paragraph 47 and footnotes. The council is therefor of the view that all sites with permission should be considered developable unless there is clear evidence produced to suggest otherwise.

Trajectory compiled using average lead in times and delivery rates the methodology for which is appended to the Housing Supply Statement 2017 Appendix 3 (E6.2) unless otherwise stated in the table above.

Small sites less than 10 units with permission after a 10% discount for non-delivery are assumed will deliver within 5 years (deliverable). Delivery on such sites from year 6 onwards will be through a small sites windfall allowance (details of this is further explained in both the Five Year Supply Statement (E6.2) and Housing Implementation Strategy (E7).
