This Statement has been prepared to append the Draft version of the Sele Neighbourhood Area Plan (“The Plan”) for submission to the relevant local planning authority, East Herts District Council under the Neighbourhood Planning Regulations 2012 (“The Regulations”). 2. A consultation statement is a statutory document of the Neighbourhood Planning process. The Regulations of 2012, Part 5 Paragraph 15 (2) define a “consultation statement” as a document that: a) Details of the persons and bodies who were consulted about the proposed neighbourhood development plan; b) Explains how they were consulted; c) Summarises the main issues and concerns raised by the persons consulted; d) Describes how these issues and concerns have been considered and, where relevant, addressed in the Neighbourhood Development Plan. 3. The consultation process was necessary in order to: a) Publicise and explain the Neighbourhood Planning process among Sele ward residents; b) Seek the opinion of the public on the improvements needed in the area, and feedback on the proposed objectives and policies of the Plan. 4. The document sets out the steps taken to engage and consult with the community in Sele ward and presents how the opinion of the public has influenced the writing and amendment of the Sele Neighbourhood Plan. 5. Hertford Town Council would like to sincerely thank all those who have contributed to the production of the Sele Neighbourhood Area Plan. The volunteers for this project spent many hours gathering data and proposing objectives and solutions for the Neighbourhood Plan, under the guidance of the Planning Consultant, Jacqueline Veater.

    Settlement Appraisal Hertford 1. History 1.1 The Preferred Options District Plan proposed development of at least 1,201 new homes in Hertford, plus an element of windfall. On the basis of the assessments contained within the Supporting Document, and the rest of the evidence base that was available at that time, the Preferred Options District Plan proposed four sites for allocation: Mead Lane (300 dwellings); West of Hertford to the north and south of Welwyn Road (550 dwellings); North of Hertford to the west of B158 Wadesmill Road (150 dwellings); and South of Hertford west of Mangrove Road (50 dwellings). In addition, an element of windfall development was attributed to Hertford. Figure 1: East Herts District Plan, Preferred Options, Hertford Key Diagram 1.2 The Supporting Document to the Preferred Options District Plan records the various assessment stages that were undertaken as part of the process to inform the Preferred Options version of the Draft District Plan. It therefore provides an essential background to this current Settlement Appraisal. Chapter 4 of the Supporting Document explains the process of shortlisting or ‘sieving’ options applied to ‘Areas of Search’ and their initial findings. Chapter 5 details a further appraisal stage based on option refinement. 1.3 Chapter 6 draws together the findings of Chapters 4 and 5 for Hertford and provides conclusions to issues considered at previous stages. 1.4 This document continues the narrative beyond Chapters 4 to 6 of the Supporting Document by detailing information and evidence which has emerged since the Preferred Options consultation. 2. When assessing viability of sites and whether or not to develop, developers consider an array of potential issues: Assess whether the area holds well for ‘price pricing’ and assess demand with agents Look at current infrastructure, traffic levels, noise, is the site near shops, transport, amenities, schools etc Are there good national rail and road connections nearby, and links to London? What is the quality of the surrounding housing, aesthetics, do people want to live in the area? If the majority of these are missing or distant, the site is less attractive as the dwellings will be harder to sell.

    Settlement Appraisal Hertford 1. History 1.1 The Preferred Options District Plan proposed development of at least 1,201 new homes in Hertford, plus an element of windfall. On the basis of the assessments contained within the Supporting Document, and the rest of the evidence base that was available at that time, the Preferred Options District Plan proposed four sites for allocation: Mead Lane (300 dwellings); West of Hertford to the north and south of Welwyn Road (550 dwellings); North of Hertford to the west of B158 Wadesmill Road (150 dwellings); and South of Hertford west of Mangrove Road (50 dwellings). In addition, an element of windfall development was attributed to Hertford. Figure 1: East Herts District Plan, Preferred Options, Hertford Key Diagram 1.2 The Supporting Document to the Preferred Options District Plan records the various assessment stages that were undertaken as part of the process to inform the Preferred Options version of the Draft District Plan. It therefore provides an essential background to this current Settlement Appraisal. Chapter 4 of the Supporting Document explains the process of shortlisting or ‘sieving’ options applied to ‘Areas of Search’ and their initial findings. Chapter 5 details a further appraisal stage based on option refinement. 1.3 Chapter 6 draws together the findings of Chapters 4 and 5 for Hertford and provides conclusions to issues considered at previous stages. 1.4 This document continues the narrative beyond Chapters 4 to 6 of the Supporting Document by detailing information and evidence which has emerged since the Preferred Options consultation. 2. Grade I: of national and international historic interest Hatfield Park An early C17 country mansion surrounded by extensive and complex gardens and park, created from the medieval parks of Hatfield. Robert Cecil's formal, early C17 gardens were created with input from designers including Thomas Chaundler and Salomon de Caus, and planted by John Tradescant the elder, at that time the head gardener. The gardens were landscaped in the C18, but then remodelled and extended in the C19 and C20. NOTE This entry is a summary. Because of the complexity of this site, the standard Register entry format would convey neither an adequate description nor a satisfactory account of the development of the landscape. The user is advised to consult the references given below for more detailed accounts. Many Listed Buildings exist within the site, not all of which have been here referred to.
