N pursuance and exercise of the powers and authorities vested in me by the Public Works Act, 1928, and of every other power I and authotity in anywise enabling me in this behalf, I, Cyril Louis Norton Newall, the Governor-General of the Dominion of New Zealand, do hereby proclaim and declare that the land described in the First Schedule hereto is hereby taken, and that the Crown land described in the Second Schedule hereto is hereby set apart, for public works ; and I do also hereby declare that this Proclamation shall take effect on and after the seventh da.y of December, one thousand nine hundred and forty-two.

SCHEDULE. THE KAIAPOI COMMODITIES DELIVERY SCHEME, 1942. I. FOR the purposes of this scheme, unless the context otherwise requires,­ " Commodities " means bread, meat, and milk : " The district " means the Borough of Kaiapoi : " Minister " means the Minister of Transport : " Wholesale purchaser " means a person who purchases meat or bread for resale or for transport to an area outside the district or for consumption at a mil~tary camp, hotel, hospital, or similar institution requiring large supplies of meat or bread daily. 2. For the purposes of assisting in the administration of this scheme there shall be a committee which shall consist of the following members:- (a) Two members to be appointed by the Kaiapoi Borough Council; (b) One member to be appointed by the vendors of milk, one member to be appointed by the vendors of meat, and one person to be appointed by the vendors of bread, being the parties to this scheme, with the intent that each of the respective members shall act on the committee only while matters are being dealt with relating to that commodity sold by the vendors making his appointment; (c) The Zoning Officer for South Island. 3. On the death or resignation of any member of the committee, the vacancy created thereby shall be filled by appointment in the manner in which the var.ating member was appointed. 4. The.functions of the committee shall be to receive and investigate complaints affecting the administration of this scheme, to advise the Minister on any matters that may be referred to the committee by the Minister or that may be considered by it of its own motion, and to make recommendations to the Minister for amending this scheme. 5. Subject to the foregoing provisions of this scheme, the committee may regulate its procedure in such manner as it thinks fit. 6. (5) Where any member appointed by the Minister to the committee under clause (2) of this scheme is also a member of any one of the Councils specified in the said clause (2) and that member vacates his seat as a member of that Council, the vacating member shall be deemed to have vacated his office as a member of the committee. (7) (a) On the death or resignation of any member of the committee appointed by the Minister under clause (2) (a) of this scheme, or where any such member vacates his office under clause (5) of this scheme, the Minister may, in place of the vacating member, appoint another person from nominations which shall be submitted to the Minister by each of the Councils referred to in the said clause (2) (a) in the manner specified in clause (3) of this scheme. Any such member so resigning or vacating his office may, if renominated under this clause, be reappointed to the committee. (7) (b) On the death, resignation, or removal from office of any other committee member, other than the Zoning Officer, the vacancy created thereby shall be filled by appointment in,, the manner'in which the. vacating member was appointed. ( 11) It shall be a condition of this scheme that a party to the sc:qeme shall deliver bread only in the areas allotted to him as provided in clause (13) of this scheme. ". (12) It shall be a condition of this scheme that each party to the scheme shallforward not later than on the Wednesday of each week to the Secretary of the Manawatu, Southern Hawke's Bay, and Wairarapa Master Bakers' Association, in a form to be supplied by the Secretary, a correct return of the total amount of fl.our held by that party at the end of the last preceding week, together with particulars of the amounts of the bread baked; the bread sold, and the fl.our used for eatables other than bread during that week.
