Highlights

 A ten-month-old baby was killed by shrapnel from a grenade launcher in town, oblast on June 24.

 UNICEF has dispatched to Donetsk its first consignment of humanitarian aid for children in the form of WASH Family kits, Hygiene kits and ECD kits.

 A risk of infectious diseases is at rise. Ukraine now faces a serious vaccine shortage due to delay of state procurement process and price hike regarding the local currency depreciation.

Situation Overview & Humanitarian Needs Overview Ukrainian President Poroshenko has endorsed the National Security and Defense Council's decision to implement the action plan for settling the situation in Ukraine's East. The plan came into effect on June 20 and a ceasefire has been ordered until June 27. Meanwhile on 25 June, the Russian upper House of Parliament annulled its Resolution from March 1, which legitimized the using of on the territory of Ukraine. Trilateral talks of Ukraine, the Russian Federation and OSCE on handling the situation in the eastern provinces of Ukraine started in Donetsk on 23 June. Former President of Ukraine, Leonid Kuchma presented the Ukrainian position at the negotiations. President Poroshenko also called for the establishment of safe corridors to facilitate the passage of civilians out of the territories affected by violence, and to ensure the speedy repair of damaged electricity lines and the pump stations’ water inlets for the Siverskyi Donetsk – Channel. The Cabinet of Ministers issued an order “On the Action Plan of additional measures to accommodate the IDPs from Crimea to other provinces of Ukraine”. The Ministry of Social Policy was tasked to coordinate the actions at oblast level and on the accommodation of citizens of Ukraine from the temporary occupied territory of Crimea and Anti-Terrorist Operation (ATO) zone to ensure the resumption of social payments and employment. The Ministry of Social Policy reports that 5,173 IDP families (9,943) from Crimea and 1,398 IDP families (3,596) from the East officially applied for social protection to the respective departments in relocation areas. Social payments were resumed to 1,248 people. 1,815 families have been registered for social services provision by the regional State Social Services Centers for Family, Children and Youth. Accommodation has been provided for 8,332 citizens in Lviv, Kherson, Odesa, Kharkiv, Kyiv and other oblasts. While the State Emergency Service reported that some 20,000 IDPs have relocated out of Donetsk and Luhansk oblasts, UNHCR on 27 June reported that the total number of IDPs within Ukraine is 54,400 who have been displaced within the country since fighting broke out in the . On 24 June a ten-month-old baby was killed by a grenade launcher in Antratsyt town, . That brings the total number of reported deaths of children to 5 in Donetsk and Luhansk oblasts since the beginning of the armed conflict in the East. From the beginning of the armed conflict until the end of May, 8 children have been confirmed as injured in the affected territories (1 in Luhansk and 7 in Donetsk oblast). This data was provided by the Ministry of Health and confirmed by the Office of the President’s Commissioner for the Rights of the Child. 56 children from residential care institutions for 0-3 year olds (“baby homes”) in Kramatorsk and Artemivsk, Donetsk region, have still not been relocated from the zone of armed conflict due to opposition from separatist groups. The Kramatorsk baby home is confronted with water supply interruption and food shortage, which temporarily has been alleviated to some extent by support from the local population and oblast state authority. UNICEF is coordinating efforts to assist partnering with local interlocutors. Ukraine is increasingly facing a serious vaccine shortage, which was caused by a delay of the state procurement process and price hike due to the local currency depreciation. A risk of infectious disease outbreak is at rise putting children in more vulnerable situation in the midst of the crisis.

Humanitarian needs Recent damage to the Donetsk oblast water supply system continues to have serious consequences for its four million citizens with access to drinking water remaining limited or constrained. UNICEF is analyzing the situation through its field monitors and through partner organizations within the WASH sector group and preparing coordinated supply of WASH hardware to affected areas. The occupation of the Donetsk oblast National Bank of Ukraine treasury department and continued intimidation of staff by separatists’ elements have resulted in an interruption of social assistance and salaries since the 20th of May to social payments’ beneficiaries, pensioners and state employees in the towns of Slavyansk, Kramatorsk and Krasny Luch.

Humanitarian leadership and coordination The preliminary outcomes of the phone-based interviews’ assessment in Donetsk and Luhansk oblasts are currently being analyzed and will be available next week. The second phase of a joint UN inter-agency assessment is currently being conducted in Donetsk and Luhansk by field monitors deployed by different UN agencies, including 6 UNICEF monitors located in Donetsk and Lugansk. It is planned that the second phase of the joint assessment will be extended to Kharkiv, Dnipropetrivk, Zaporizhzhya. UNICEF in collaboration with UNHCR/OCHA /WFP / UNDP /IOM held meetings in Kharkiv with the State Emergency Service, the agency now responsible for coordination of the government response to the situation, and civil society volunteer organizations. The purpose of the meetings was to establish a platform for cooperation between all stakeholders. The next meeting, to take place in the following week, will concentrate on defining the roles of all stakeholders to ensure comprehensive and timely support to the IDPs.

Summary Analysis of Programme response UNICEF has recently hired and trained 3 field monitors located in the Luhansk Oblast and 3 monitors located in Donetsk Oblast. All monitors are involved in the current joint UN inter-agency assessment of the humanitarian situation. Work will continue through the end of August to provide group and individual psycho-social support to IDP children and women. For children, the focus will also be on providing support to enhance children’s readiness to return to school in September by organizing catch-up education activities. UNICEF has started preliminary talks with the Ministry of Education and Sciences of Ukraine to ensure IDP children’s timely enrollment into education programmes in their relocated areas. UNICEF is also planning to address any disruption of education services for returnee IDP children in case of cessation of the armed conflict in Donetsk and Luhansk oblasts.

Supply and Logistics UNICEF dispatched a first consignment of humanitarian aid for children to Donetsk oblast in the form of WASH Family kits, Hygiene kits and ECD kits, following the request from UNICEF’s local monitors.
