AVIATION SYSTEM ELEMENT With the region’s nine public-use airports, residents and visitors have access to faster travel which can connect them to (or from) “Aviation gives the interregional, interstate, and international destinations. When discussing airports in the context of transportation planning, the landside and airside areas are considered more broadly. In this context, the landside area encompasses the external roads and other travelways that give ingress and egress to the airport, which usually means including local roads and state highways. The broader airside includes the airport’s surface grounds for ground support and emergency vehicles, including ramps, aprons, runways, and taxiways. -

January 28, 2019 Jean Thurston Bureau of Ocean Energy Management Office of Strategic Resources 760 Paseo Camarillo, Suite 102 Camarillo, California 93010 Ms. Thurston: The Redwood Coast Energy Authority (“RCEA”) together with its partners, Principle Power, EDPR Offshore North America, and Aker Solutions (“Partners”) respectfully submits these comments and the information herein in response to the Bureau of Ocean Energy Management’s (BOEM) Call for Information and Nominations for Commercial Leasing for Wind Power Development on the Outer Continental Shelf (“OCS”) offshore California, issued as Docket Number: 2018-0045 (the “Call”). RCEA (BOEM Company Number: 15084) is legally, technically, and financially qualified to hold an OCS lease for commercial wind energy development. We would like to commend BOEM on recent successes in developing the offshore wind industry in the United States as well as BOEM’s efforts to involve all stakeholders during the different planning stages of the leasing process. RCEA and Partners are grateful for the opportunity to offer these comments and look forward to continued engagement with BOEM. I. Background to RCEA development interest off Humboldt Since 2003, RCEA has been an integral part of the Humboldt County community. RCEA is a local government Joint Powers Agency founded in 2003 whose members include the County of Humboldt, the Cities of Arcata, Blue Lake, Eureka, Ferndale, Fortuna, Rio Dell, and Trinidad, and the Humboldt Bay Municipal Water District. RCEA’s Board is made up of representatives of each of its members; an organization that is a true reflection of the community’s character. Humboldt County is marked by a strong ecosystem of local energy, environmental, and economic professionals and possesses natural enabling advantages that make it a prospective stepping stone for the offshore wind energy industry on the West Coast of the US. -

AVIATION SYSTEM ELEMENT The aviation system is part of a multimodal transportation system, as it connects people and packages to surface, sea, and rail transport. Aviation is a part of the global transport system; California’s more than 300 airports move goods to and from domestic and international markets. The Humboldt region’s nine public-use airports, give residents and visitors access to faster travel which can connect them to interregional, interstate, and international destinations. California’s public-use airports are also job centers, trade hubs, and emergency facilities; serving a variety of freight, passenger, and emergency response transportation, as well as related business and government operations. As the single commercial airport in the region, California Redwood Coast– Humboldt County Airport is a key transportation asset for the region’s mobility and its tourism and business economies. Variety in Rural Options of Mobility AIRPORT ACCESS & MOBILITY In the recent update of the California Transportation Plan 2050 (CTP 2050 (February 2021 Draft)), Caltrans emphasizes the State’s goals for integrating the aviation system with a multi-modal transportation system: BY 2050. As the economy recovers and interregional travel and tourism begin to rise, California’s airports will become increasingly vital elements of the state’s multimodal transportation system. California’s Aviation System Plan is focused on enhancing future connectivity between air travel and other modes, improving airport access in small and rural communities, and expanding sustainable energy solutions to curb aviation-related emissions.
