I/We are appalled by the Congregation’s demeaning treatment of these faithful leaders of women religious who are so widely respected throughout the United States. I/We are deeply ashamed that our Church would choose to exercise authority in the sisters’ regard in a way that can only be described as abusive. Women, and those who love them, find it hard enough to remain Catholic in a Church that neither values their ministerial gifts nor permits them to participate in governance. For our Church to persecute women whose only crime is to speak truthfully about real problems and challenges in the Church and in the world is completely intolerable. I/We realize that you are the Pope’s eyes and ears in the United States. Please assure the Holy Father that I/we draw this egregious mistake to his attention out of great love for the Catholic Church in the United States. All of us who are members of Voice of the Faithful believe women religious have made U.S. Catholicism what it is today. They deserve the Vatican’s praise and support, not castigation. The changes that occurred in the 1960s indicated that exercising the right of patronage, based on the principles out- lined in the Constitution, was impossible, and the peaceful establishment of the principles of bilateral relations could only be indicated through an inter- national agreement. The Concordat signed by Argentina in 1966 removed the national patronage, but the changes to the content of the Constitution were introduced only in 1994. The aim of the study is to show the concordat agreement concluded in 1966 by Argentina with the Holy See as an exam- ple of an international agreement. The main focus is the presentation of concordat standards for the institution of patronage. Due to the subject and purpose of the study, the work uses methods typical of social sciences in the legal science discipline. The dogmatic-legal method is the basis for consideration of the Concordat as a source of Argentine law, and as an aux- iliary method, the historical-legal method was used to show the historical background of the presented issue.

Is this curial adage – with which in the past Concordats were criticized as mutual concessions of privileges between Church and State – still relevant today? Drawing on a question of a prominent member of the Italian Con- stituent Assembly, Giuseppe Dossetti (who was also a canon lawyer): are Concordats a ‘bad deal for the Church’? In order to answer, I would preliminarily clarify that Concordats are in- ternational treaties between two entities, the State and the Catholic Church, both sovereign in their own domain respectively, the temporal and the spir- itual one. They are just tools, in themselves they are neither good nor bad. They become good or bad depending on their contents. It would be interesting to retrace the historical development of Con- cordats in order to detect whether and how they have guaranteed freedom of religion in its three aspects, institutional, collective and individual. We could start with an initial arrangement (basically a concordat) still under emperor Commodus in Roman times, which allows a temporary cessation of persecution against Christians, to find that it guarantees religious freedom as a minimum existential level: the freedom to live as Christians. Or, for a formal agreement to ensure the libertas Ecclesiae, we refer to the Concordat of Worms (1122), which in the Middle Ages ended the Investiture Contro- versy, freeing the Church from the power of the Princes.
