Regulations under the Naval Defence {i.ct, 1913, amended.

BLEDISLOE, Governor-General. ORDER IN COUNCIL. At the Government House at Wellington, this 23rd day of November, 1931. Present: HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL. N pursuance and exercise of the powers and authorities conferred on I him by section twenty-five of the Naval Defence Act, 1913, and of all other powers and authorities enabling him in that behalf, the Governor-General, with the advice of the Executive Council, doth hereby amend and supplement the regulations referred to in the Schedule hereto as shown therein.

SCHEDULE. Regulations for the Government and Payment of the New Zealand Division of the Royal Navy. WHERE herein it is provided that changes in conditions of service or rates of pay shall not have effect on certain personnel until the 1st January, 1932, the conditions of service and rates of pay existing prior to the date of this Order in Council shall continue in force in respect of such personnel until and including the 31st December, 1931.

CHAPTER VI.-FULL PAY AND ALLOWANCES: OFFICERS. Article 100: Cancel present article, and substitute :- 100. Rates.-The full pay and allowances of officers of the Imperial or a Dominion Navy lent for service in the New Zealand Division of the Royal Navy, and of other officers belonging to the New Zealand Division of the Royal Navy, shall be at the rates prescribed in the appendices and other parts of these regulations, with the proviso that the combined pay and allowances of officers loaned from the Imperial or a Dominion Navy will in no case be less than that payable to them under the regulations of the Navy from which they are loaned.

Article 106. Deferred Pay and Pensions-Officers: Cancel paragraph 2, and substitute:- 2. As from date of entry in the case of officers entered into the New Zealand Division on or after the 1st October, 1931, and as from the 1st January, 1932, in the case of officers serving on 30th September, 1931, deferred pay shall be payable to other officers of the New Zealand Division under the conditions shown in Article 134, at the following rates :- Rank or Relat·ive Rank. Deferred pay will not be paid to au officer who either resigns or voluntarily retires from the Active List before he has- (i) Attained the age of thirty years; (ii) Completed four year's service as commissioned officer from warrant rank or warrant officer on the Active List.

Article 107. Marriage Allowance: Oancel present article, and sub­ stitute :- 107. Marriage Allowance.-Marriage allowance shall be payablc to commissioned officers from warrant rank and warrant officers as here­ under. 2. The following will be the maximum rates of marriage allowance payable. These rates will be reviewed by the Naval Board at the com-' mencement of eac.h year in the light of the cost-of-living changes in the Dominion, and, if necessary, the Naval Board will promulgate revised rates which will be payable as from the 1st April following :- Per Diem. !,.(a) Commissioned officers from warrant rank in -receipt of s. d. rates of pay" after three years' seniority)l and" after six years' seniority" . 1 0 Such officers as are in receipt of pay" aIter nine years' seniority" shall not receive marriage allowance. Marriage Allowance. - On production to the Commanding Officer of satisfactory evidence of marriage, marriage allowance shall. be payable to all ratings at the maximum rate of 28. per diem with the addition of 6d. per diem for each child under the age of sixteen up to a total not exceeding 5s. per diem. These rates will be reviewed by the Naval Board at the commencement of each year in the light of the cost-of-living changes in the Dominion and, if necessary, the Naval Board will promulgate revised rates which will be payable as from the 1st April following. . 3. Marriage "allowance may be paid to widowers with children under the age of sixteen in accordance with the following maxi~um scale, which will be subjeet to revision annually and subject to an allotment being declared in favour of a guardian of one-quarter of active pay computed as in 2 (a), plus the full amount of marriage allowance. (ii) On discharge, except as prescribed in paragraph 3 of this . regulation and as hereunder in the case of ratings discharged by purchase or discharged at their own request without pay­ ment of purchase-money. (iii) In the case of a rating discharged by purchase or at his own request without payment of purchase-money (Article 192), deferred pay credited to the account of such rating shall not be payable other than in very exceptional circumstances. In any case only a percentage will be paid, the amount being decided by the Naval Board according to the merits of the application for discharge. With regard to (ii) the Naval Board may authorize payment to be made at other times in very special circumstances when the applicant can prove to the satisfaction of the Board that it would be materially to his advantage to be allowed to draw the whole or a portion of the sum that has accrued, as, for example, to purchase property shortly before discharge is d)le to take place.

Tropical and White Uniform CIothing.-A gratuitous issue of three tropical singlets may be made to each permanent rating on first being drafted to a seagoing ship. A similar issue may be made to loan ratings on their arrival in a seagoing ship of the New Zealand Division, provided that an issue at New Zealand Government expense has not already been made. Subsequent gratuitous issues of tropical singlets may be made on the same scale after three years actual service in a seagoing ship of the New Zealand Division, or in another ship employed in the tropics. Loan ratings who re-engage on loan for nne year or less and New Zealand ratings (Article 50 (ii)), who have one year or less to serve, before the termination of their engagements on completing three years' actual service in a seagoing vessel will not be entitled to a gratuitous issue. 2. Tropical shorts are not included in the gratuitous issue of tropical clothing to Naval ratings in the New Zealand Division. 3. The gratuitous issue of tropical singlets is also applicable to Royal Marine ranks and, in addition, an issue of three pairs of Khaki drill shorts may be made under-similar conditions. 4. The additional articles of white uniform clothing permitted to be issued gratuitously on foreign stations, as shown in the Uniform Regulations for Chief Petty Officers, &c., may be issued gratnitously in New Zealand under the same conditions of service as for the jssue of tropical singlets. Present paragraphs 4, 5, and 6, to be renumbered 5,,6, and 7.

CHAPTER XL-PASSAGES. Artiele 260; Cancel present article, and substitute ;- 260. Passages of Royal Naval Officers and their FamiIies.-Imperial officers lent for service with the New Zealand Division will be granted a free passage to and from New Zealand, unless proceeding by ship-of­ war, except as provided for in paragraph 4. Flag officers and Com­ modores are entitled to reserved accommodation (i.e., a single-berth cabin, or the exclusive use of a two-berth cabin) in accordance with the King's Regulations and Admiralty Institutions, Article 834. All other officers will be provided with ordinary first-class accommodation. In the event of a Flag officer or Commodore being accompanied by his wife the two-berth cabin authorized for the use of such officer shall be used also by his wife, and no additional provision for her accommodation will be made. 2. The New Zealand Government offer free return passages England to New Zealand to the wives and families of officers loaned to the New Zealand Division, subject to the following provisions :- (a) The officer must be loaned for a period of not less than three years. (Note.-In the case of Captains, R.N., whom the Admiralty are unable to loan for more than two years passages will be granted to wives and families notwithstanding the

three-year minimum.) G (b) The officer must be of the rank of Lieutenant-Commander or above at the date of loan or if below Lieutenant-Oommander's rank must be definitely appointed to a shore appointment for the full period of loan. For this purpose definite appointments to Navy Office or to H.M.S. " Philomel " shall be regarded as shore appointments. Subsequent transfer from a seagoing to a shore appointment shall not entitle an officer to free passages for wife and family. (c) Where wives and families of officers are eligible for pa$sages at Government expense under the above conditions the free passage will not be granted other than in very exceptional circumstances (such as severe illness on the part of the officer's wife or his children) unless the wife and family leave England within three months of the date of dcparture from England of the officer. (d) Passages under the above conditions will be granted only on the understanding that it is the intention of the -officer's wife and family to remain in New Zealand during the full period of loan of the officer. 3. Officers travelling overseas on duty in such special cases as may be approved by the Naval Board may receive the passage-money and be allowed to make their own arrangements for passage, provided that, except where otherwise approved, such officers shall travel by the 3418 THE NEW ZEALAND GAZETTE. cheapest and most direct route. Where in exceptional circumstances approval to travel by another route is given at an officer's own request the additional expense thus incurred must be borne by such officer. In every case shipping company's first-class vouchers must be produced for the full sum to be advanced in respect of the passage, and in an applications for passages the applicant is to state the route proposed to be taken, details of fares, names and ages of children, and the number of adults comprised in the party. (Vide Article 80 ,.8 leave.) 4. Should an officer's service in the New Zealand Naval Forces be tel'minated owing to his misconduct or unsatisfactory service, or should an officer voluntarily withdraw from service in the New Zealand Division prior to the completion of the period for which lent, the Government do not hold themselves responsible for his return passage nor, whether normally eligible or otherwise, for the return passage of his wife and fall1ily. . 5. Should fall1ily reasons necessitate the return to England of the wife and family, the cost of whose passage to New Zealand has been borne by tue Government, -of an officer prior to the completion of his period of service, passage-money, as a general rule, will not be paid until the completion of the officer's service. A portion, however, may be advanced on a detailed application being made to the Naval Board, who will be guided by the circumstances attaching to each case. N or­ mally, the portion advanced will not be more than an amount proportion­ ate to the period then served by the officer out of his normal period of three year's loan to the New Zealand Naval Forces. In urgent cases· of ill health, necessitating the earlier return of a wife or member of an officer's family who have been provided with passages to New Zealand at Government expense, on production to the Naval Board of satis­ factory evidence in support of the application for return passages, the Naval Board may authorize the full payment of passage-money at the time the passages are ordered. 6. The term "children" is to be understood to include only such sons as are under sixteen years of age at the date of commencement of the passage, whether outw~rd or homeward, and unmarried daughters dependent on and residing with their fathers. An exception to this rule will be permitted in the case of sons over sixteen who, by reason of physical or mental infirmity, are necessarily dependent on their parents. Passages of adopted children are not allowable, except under special circumstances with the approval of the Naval Board. 7. The Government do not accept any liability for the passage to England, or elsewhere, of the wife and family of an officer who has married during his period of service in the New Zealand Naval Forces. 8. Paragraph 3 of this article is, so far as applicable, to be regarded as governing also passages of wives and families of o1ficers. 9. A report is to be rendered to Navy Office by each officer in respect of whose wife and family a passage to New Zealand is prcfvided by the Government. This report should show- (a) The date the wife and family left England and ship by which passage was taken. (b) The names of the persons comprising the family party. (0) The dates of birth of children.

Thunder was heard on the 22nd. and hail fell on the 25th. Mean dew-point at 9 hrs .• was ,16,5°; and mean va·pour pressure, 0·316 in.

SUMMARY FOR THE MONTH OF OOTOBER. 1931. General.-In marked contrast to the cold wintry type of weather of the preceding period, October, for the most part, proved a very pleasant spring month, notable features of which were the predominance of northerly winds, warm temperatures, and fairly abundant sunshine. . For the past two years the mean monthly temperatures have been almost consistently below normal, while last year was one of the coldest Octobers experienced Rince records had been- kept. During the present October, however, most 'districts recorded above normal temperatures. The coldest day generally was the 24th, when a bitter southerly blew, accompanied by hail and snow showers in many parts of the South Island and in the central and high country of the North Island. During the night a damaging frost occurred in some districts, this being the only occasion on which a severe frost was registered. As n. result of the generally favourable weather, vegetation made good growth in nearly all parts of the Dominion, and stock, crops, and pastures are in a very satisfactory conilition. Our New Plymouth observer, however, reports that, although there was plenty of sunshine, growth was rather slow in tbat district on account of a prevalence of drying winds. RainfaU.-Practically the whole of the Dominion had less than the normal rainfall, the deficiency being greatest in the North Island, and most pronounced in the Hawke's Bay Province. Central Hawke's Bay experienced extremely dry weather, and a. good soaking rain would be especially welcome in that area. P-rMsure Sys[ems.-Anticyclones were frequent during the month. and although their centres, as is usual at this season, moved rather far nortb, they were responsible for generally fine weather from the 3rd to the 4th, the 14th to the 19th, and from the 26th to the 31st. Depressions were mainly oyclonic in form, but they were not frequent and were usually of slight extent and intensity. One such passed through Cook Strait on the night of the 1st and accOlmted for fairly general rain during the night, while on the 2nd some heavy falls occurred in the neighbourhood, of Cook Strait, with a strong fouthe.rly wind on the latter date. On the 8th another depression of a similar type located north of the Bay of Plenty was responsible for some heavy rain in the latter district and in the Auckland Province. Between the 10th and the 13th a series of very intense westerly depressions moved over the Dominion, and strong and squaJly north-west to west winds IJrevailed. Rainfall was confined chiefly to districts with a westerly aspect, the eastern provinces at this time experiencing very w!:trm and dry conditions. During this period the north-wE:sterly winds were at times particularly violent in the latter districts. A severe gale on the 10th did a considerable amount of damage to plantatioDs on the Canterbury Plains, and the electric-power service was severely affected, numerous poles being brought down. Torrential rain in the watersheds caused Hoods in many of the West Coast and Canterbury rivers. A flood in the Waimakariri River was described as the worst since 1927, its waters inundating some of the low-lying land on the plain. By the 14th the last of this series of depressions had cJ;'ossed the Dominion and a change to south-westerly winds had set in. although practicnJly no rain accompanied the change in the eastern districts. On the night of the 19th another intense depression moved on to the Dominion. a centre apparently crossing Otago. On the morning of the 20th the latter caused a violent northerly gale in parts of Otago. At Dunedin the gale was the worst experienced for many years. and resulted in extensive damage to buildings. fences. and gardens. The effects of this storm. but to a lesser extent, were also felt in South Canterbury. . The last storm of the month was brought about by a' small but rather intense cyclone which developed off the east coast of the Sout.b Island on the afternoon of the 23rd.
