1. EXECUTIVE SUMMARY The building stone quarry (Minor Mineral) project of Mr. Haridasan is situated at Survey No. 78/2, 79/1 of Meppayur Village, Quilandy Taluk, Kozhikode District, Kerala for an area of 1.931 hectares.

The location of the quarry is shown on the Key plan / Location plan enclosed vide Plate No –1 (Mining Plan). Quarrying / Mining Plan is approved by The Geologist, Dept. of Mining & Geology, Kozhikode. Vide Letter No. DOZ/M-1950/17 dated 06.02.2019. A copy of approved letter is attached as an additional document. The Letter of Intent issued by The Geologist, Dept. of Mining & Geology, Kozhikode. Vide Letter No.11992/M3/2018 dated 15.11.2018. A copy of LOI is enclosed as Annexure- 1(Mining Plan).

Need for the project: The objective of the project is the effective utilization of minor minerals in public and private projects coming in this region. Granite (Building Stone) is the most commonly used metal in road, railway track construction etc. Rapid industrialization and growth in infrastructure has made global as well as domestic demand for building stone. Being a construction material, the mineral will be used in local market. The excavated mineral will be crushed into required sizes and made ready for use. The mining project will fulfill its end uses in construction purposes. The mining and associated activities in the mineral bearing areas will add to the revenue of the state through royalty on the mineral. Employment potential: The quarry shall provide direct employment to 13 people including technical & professional competent staff experienced in quarrying &allied activities. The working hours at the quarry will be 8hours/day for 300days/year. The employees will be assigned job relating to drilling, the handling of the building stone and waste &other routine works in the quarry.

3. PROJECT DESCRIPTION Topography The topography of the lease area is an elevated terrain with quarry land covered with native trees, shrubs, herbs, grass, climbers, bushes etc. The highest elevation of the lease area is 58 m MSL and lowest is 14 m MSL. The proposed area is hillock and the drainage of the lease area is towards N-E. No habitants are located in the lease area. Exposed rocks in the lease area are marked on geological plan.

Regional geology The district can be divided into three geological belts viz., (i) a linear NW-SE trending gneissic belt, along the middle extending from north to south, (ii) a charnockite belt occupying areas in the northeast and south, extending to the adjacent districts and also occurring as pockets within the gneissic terrain and (iii) a narrow coastal belt. Granite gneiss belonging to the Peninsular Gneissic Complex is the oldest unit of the area and occurs north of Alampore. Charnockite belonging to the Charnockite Group has a very wide distribution, especially in the northeast and south with variations like biotite-hypersthene gneiss, biotite-hornblende- hypersthene gneiss and hornblendehypersthene gneiss. Magnetite quartzite, another unit of this group, occurs as narrow linear bodies within charnockite. Hornblende-biotite gneiss of the Migmatite Complex extends from north to south and is well foliated. Garnetiferous quartzo-feldspathic gneiss, another member of Migmatite Complex, occurs as lenses within charnockite, in the east. NW-SE trending dolerite dykes. These dykes are 10-20m wide. Pebble beds occur on the coast and along banks of the River. The pebble bed is associated with grit and clay and it is lateritised. It comprises well rounded pebbles of quartz, granite, quartzite and granulite. It is considered to be of Pleistocene origin. Sporadic laterite is recorded from the charnockite country to the southwest. Quaternary deposits are of marine and fluvial origin. Formation is a fluvial deposit comprising an admixture of sand, silt and clay. Guruvayur Formation is a strand line deposit of palaeo-marine origin and mostly comprises medium- to fine sand. Kadappuram Formation represents contemporary marine deposits, constituting the present and barrier beach. (Source: District Survey Report, Department of Mining & Geology).

Local geology The local geology belongs to the regional geology. Main rock type in the study area is charnockite. At places where they are exposed, the charnockite is medium to coarse grained with dark grey quartz. The soil & over burden thickness is varies from avg. 1.2 m. to 0.6 m. Topographically, the area is undulating. Type of project including interlinked and interdependent projects This is a semi mechanized open cast mining project. Mineral will be used in the construction works. Building construction and other infrastructural facilities are the areas, where the material will be consumed. The fine mineral is sold to the vendors who manufacture hollow block / solid block and hence they are interdependent projects attached to the mining project. Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations

Quarrying activities are carried out based on local geology and availability of granite building stone. The proposed site is a building stone quarry and mineral specific hence no alternate site was examined. Moreover, the land is private own land with rocky area and hence no alternate site considered.

Method of Quarrying Geological parameters of the ore body and the geo- technical field, observations made opted to work by mechanical mode and the method is of by opencast with a bench system is adopted to work the deposit. The top of the bench having thin cap of soil cover and weathered genesis on slope. Topsoil cover will be removed ahead of rock is by using excavators/JCB. The excavated topsoil is stacked separately and same will be used for avenue plantation purpose. It is only a medium scale building stone quarrying. The quarrying is being done by mechanization mode of operation by using excavators; jack hammers drills and tippers etc. It is proposed jack hammers drill is using for drilling purpose hence initially it is proposed sub level bench method keeping a sub bench height of 2.50m and the final stage all the sub benches will merged. The maximum bench height is kept 5.00 meters width at ultimate stage by maintaining 65 degree (since granite is hard rock)

Drilling & Blasting Since the bench height needs to be maintained 5.0 m, blast hole will be by jack hammer where the diameter is normally 32 mm and the depth of the hole is 2.5 to 2.6 m. Blasting pattern is generally square or staggered with burden ranging from 0.75 to 1.00 meters and spacing of 1.0 to1.2 meters. Usually single / double row of holes is blasted along free face to achieve optimum power factor, best fragmentation and minimized adverse impacts on account of blasting. Maximum holes blasted per day

are 30 to 40 with normal delay detonators to mitigate adverse impacts such as air blast, throw and the ground vibration. Holes are electrically detonated using electric detonators. Nitrate Mixture types of explosives are used for blasting with 20 to 25 percent, proportion of primer/booster cartridges and rest as column charge. About 2 to 3 kgs of explosives are loaded in 32 mm diameter holes and power factor ranging between 7 to 8 tons per kgs of explosives is achieved. Lessee is having the Explosive license.

➢ Type of explosive to be used Only class 2 and class 6 explosive is proposed for use as given below:

➢ Storage of Explosive Considering low consumption, a 250 kg magazine is exists for storing the explosive. The controlled blasting is proposed by adopting all the safety measures as per “MMR 1961” and with the permission of DGMS. Blasting will be performed as per requirement on the face. The explosive by authorized blasting party himself and the blasting will be carried out by registered blasting contractor as per present practices.

➢ Loading and Hauling: Loading of the building stone blocks will be done mechanically to tippers of 10 tons capacity and transported from the quarry to the stockyard and mineral rejection/waste will also be handled mechanically. In the quarry the road will be maintained with 1 in 16 gradients. Sufficient number of bunds and parapet walls will be made all along the quarry haulage roads wherever necessary in order to maintain safe working conditions by using the waste generated during the course of quarry operations.

Raw material required along with estimated quantity, likely source, marketing area of final product/s, mode of transport of raw material and finished product No raw material will be required for mining of Masonry / building stone. The final product will be sent to consumer based on their demand. The mode of transportation of raw material and finished product will be by road only. Tippers/ trucks will be used for transportation to the end users.

Summary of Geological & Mineable Reserves In this area the building stone exposures are bordering to the lease boundary. The mineable reserves are arrived after deducting the reserves blocked in mines safety slope along with boundary in compliance with mineral concession rules. Resource optimization / recycling and reuse envisaged in the project

Mineral will be utilized and sent for use to different end users for road and building construction works. A total quantity of 12198.2 cu. m. of topsoil is proposed to be removed during the mining operations. The topsoil excavated from the quarry will be dumped / stacked separately at pre-determined place and subsequently will be utilized in spreading over reclaimed areas for plantation as part of eco-restoration. About 7623.8 cu. m. of overburden (OB) will be generated throughout the mine life. This waste will be utilized within the pit for lying of haul roads. At the end use, OB can be reutilized as soil base for plantation.

POWER: The total power requirement will be 75 kW for compressors which will be operated by Diesel Engine. The source of electricity for domestic consumption within the quarry site is from the supply of Kerala State Electricity Board (KSEB).

SOLID WASTE: It is estimated that around 12198.2 cu. m. of top soil and 7623.8 cu. m. of over burden (OB) will be generated from the proposed mining operation and which will be properly stacked.

Existing infrastructure The existing infrastructure around the project site includes tarred roads, electricity supply from Kerala Electricity Board, water supply from Kerala Water Authority / Panchayat supply, storm water drains along the roads.

Soil Classification The soils of the district are alluvial soil, lateritic soil and forest loam. Alluvial soil is seen mostly along the coastal plain and valley. They are coastal alluvial soil and river alluvial soils. They are excessively drained to moderately drained and are of sandy to clayey textures. Majority of the area under riverine alluvium was once occupied by paddy cultivation. But those areas are now utilized for the cultivation of various crops especially plantain. The riverine alluvium contains moderate organic matter, nitrogen, phosphorous and potash. Lateritic soil is derived from the laterite under tropical climate with alternate wet and dry conditions. It is reddish in color and well drained gravelly to clayey. They are found mostly along the midland portion of the district. The organic matter in the soil is very less with moderate nitrogen, phosphorous and potash. The pH of soil ranges between 5.5 and 6.5 and texture is clayey loam to silty loam with 5 to 20% coarse fragments. Laterites on high grounds are more compact when compared to the low-lying areas.

Forest loam is deep or very deep and well drained loamy to clayey textures. They are rich in organic matter, nitrogen and humus. Forest loam is dark reddish brown in color formed by weathering under forest cover with loamy to silty loam texture. The pH of the soil ranges between 5.3 and 6.3 and is slightly acidic in nature. (Source: District Survey Report, Department of Mining & Geology). Climatic Data Kozhikode district experienced annual rainfall of 3698 mm in the year 2006. The high rainfall areas in the district are Kakkayam site and Kakkayam Power House. Kakkayam dam site has been experiencing more than 4500 mm of annual rainfall since 2000. It has been noticed that rainfall displays an increasing trend towards north-eastern areas of the district. The climate of the area is divided in to four seasons – summer, South West Tropical Monsoon period, North East Tropical Monsoon period and winter. The SW and NE monsoons mainly contribute rainfall in the area with 82.77 % of the rainfall. In 2006 during winter (January to March), summer (April and May), SW tropical monsoonal (June to October) and NE tropical monsoonal seasons, Kozhikode district received 0.49%, 16.74%, 72.15% and 10.63% rainfall respectively. The month of June experiences maximum rainfall. The months of July, August and October also receive heavy rainfall. Biological environment Study of biological environment is one of the important aspects in Environmental Impact Assessment in view of the need for conservation of Environmental quality. A detailed enumeration of species was carried out. Occurrences of flora at various locations were observed and typical plant species were collected. The visual observations of plants were recorded with a view to obtain some idea about the relative density of certain species and their predominance.

Floral aspects The proposed land is an elevated hilly area. Analysis of the flora revealed that there are 4 species of plants distributed in the project site which include trees, saplings, shrubs, herbs, climbers and ferns.

The project construction will involve cutting and removal of 260 trees belonging to 4 species from the project site. Species wise and girth wise classification of trees to be removed from the project site is given in Table-05. These species are commonly found in the region, and none of them figure in the rare category plants of IUCN. Ground cover of the project site is formed mostly by weedy herbs, grasses and climbers, which are commonly found in the region. Therefore, clearing or modification of vegetation cover during mining, will not affect the floral diversity of the area. Moreover, the project development envisages landscaping and development of greenery in the buffer zone during operation phase and shall

Regarding the conservation status of the fauna, none of the animal species identified from the site belonged to the threatened categories identified by the International Union for Conservation of the Nature and Natural Resources (IUCN). Most of them are common and widely distributed and the range of occurrence extended to wide geographical area.

Social Infrastructure Available The project area is easily accessible in all seasonal conditions. The quarry lease area is around 7.0 kms aerial distance from State highway 54. Site has a good access (7.5 m wide) from Road, around 1 km distance. The nearest rail head on Broad Gauge is Payyoli railway station which is at a distance of 8.95 kms approximately and the nearest Air port is Kannur International Airport t about 44kms. 5. PLANNING BRIEF Planning concept The mining will be done by open cast semi-mechanized method of mining. The bench height and width will be maintained 5 m. Population projection About 13 persons of employees proposed for the quarrying operation. Most of the person will be sourced from neighboring villages. Thus there will be no increase in population due to the project.

Assessment of infrastructure demand (physical and social) The mine site has its own approach road and well connected to the nearest public road / highway, which will help in commutation of workers and transportation of minerals. As such there is no major infrastructure facilities planned in this project and does not call for importance. The main mining site and secondary access road will be kept in a sufficient condition to allow access. On the basis of the site visit, the infrastructure demand in the nearby villages will be assessed on the basis of need and priority.

Job opportunities are limited and newer avenues of skill development for income generation are required.

Proposed infrastructure The extent of lease area 1.931 Ha of Private Patta land is recommended for grant and is under process at the Department of Mining & Geology. The proposed method of quarry operation will be semi mechanized opencast method with jackhammer drilling & blasting with tipper/tractors for internal transport. The lease area does not have any public roads, railway lines, telephone lines, public buildings etc.

Present infrastructure will meet the requirement of the project. The conditions of the roads in the buffer zone are unlikely to be impacted due to the proposed medium scale expansion. The project authorities in association with the adjacent quarry owners &district administration will also contribute to development & maintenance of roads.

Social Infrastructure The Social Infrastructure facility available around the site is provided at Table No. 12.

Drinking Water Management There are no Water courses within or adjacent to the quarry lease and hence there is no possibility of disturbance &rainwater will continue to flow in the same direction as it is in existence. Since the water is not withdrawn (from any source outside the lease area) for any quarry purposes no adverse impact is foreseen on the existing water regime. The rainwater stored in the pits shall be utilized for mitigating dust and other activities. The surface water in the buffer zone is in the form of seasonal rainfall and the ground water bodies encountered below 20-25 depth in the area from the surface level. The area is small; so far no report on hydrological studies has been carried out in the area under question. There is no potential of acid mine drainage. The drinking water is available from nearby natural stream; water can be stored into sintex tanks. During the course of quarry operation no diversion of water course is considered as it doesn’t exists. Sewage System 0.80 KL per day will be generated daily from the mine office will be diverted to the septic tank followed by soak pit. Industrial Waste Management There is no generation of affluent/toxic substance; hence treatment of quarry water doesn’t arise.

Solid Waste management A total quantity of 12198.2 cu. m. of topsoil is proposed to be removed during the mining operations. The topsoil excavated from the quarry will be dumped / stacked separately at pre-determined place and subsequently will be utilized in spreading over reclaimed areas for plantation as part of eco-restoration. Precautions will be taken to limit the height of the topsoil dump / stacked to 5 to 6 meters in order to preserve its fertility and shelf life. It will be suitably protected from soil erosion and infertility by planting fodder grass and leguminous plants during temporary storage.

Over burden and Intercalated waste is to be handled during the quarrying operations is less as the entire area is almost a rocky terrain. An estimated quantity of around 7623.8cu.m is required to be handled during the proposed plan period to temporarily accommodate this waste material, same will be utilized for formation of safety bunds all along the 7.5m safety zone, internal road maintenance & green belt works. Power requirement and supply There will not be any requirement of power supply to the project site. The quarry activities are envisaged to be carried out only during day time. For drilling, loading, unloading by excavators & with tippers for transport & all the equipment shall be operated with diesel as motive power. The power supply which will be required for office and work shop will be met through Kerala State Electricity Board. 7. REHABILITATION AND RESETTLEMENT (R & R PLAN) The proposed site is private own land and hence there is no rehabilitation and resettlement. It is an existing quarry and there is no habitation in the lease area, therefore rehabilitation & resettlement plan is not required / applicable for this project.
