This report contains our final proposals for the Metropolitan Borough of Knowsley's boundaries with the City of Liverpool, the Metropolitan Borough of St Helens, the District of West Lancashire in Lancashire, the Borough of Halton in Cheshire and part of its boundary with the Metropolitan Borough of Sefton. Our recommendations in respect of the review of the Borough of Sefton are contained in Report No. 664. We shall be reporting on the City of Liverpool's boundary with Sefton and Wirral separately. 2. Although during the course of the review we considered the possibility of radical changes to Knowsley, including its abolition, our final proposals involve major change only in relation to the Parish of Simonswood which we are proposing should be transferred to Lancashire. The remainder of our final proposals involve minor changes to Knowsley's boundaries to remove anomalies and defacements. 3. As required by Section 60(2) of the Local Government Act 1972, we have carefully considered all the representations made to us at each stage of the review.

When you leave home (care) we will do our best to ensure that you’re prepared and ready, have someone to offer ongoing personal and emotional support and someone to turn to in times of crisis. We are committed to ensuring that when you leave care you’ll have a similar level of support as most “good parents” would offer their children when they leave home. Recent changes in legislation (Children’s Leaving Care Act 2000) have emphasized the fact that local authorities have to do a lot more to support/ prepare young people as they leave care, ensuring that support is offered up to at least the age of 21. We recognise that preparation for independence is an ongoing process, it does not begin at 16 and end at 18, it is a gradual process into adulthood with many adjustments and changes taking place until a reasonable level of independence is reached. They cover the range of subjects for which the Home Secretary has responsibility. The Research, Development and Statistics Directorate RDS is part of the Home Office. RDS staff are embedded within delivery groups working closely with front-line staff. The HO Chief Scientific Advisor, who is also Director of RDS, oversees professional development for RDS teams, quality assurance and strategic R & D issues. The Home Office’s purpose is to build a safe, just and tolerant society in which the rights and responsibilities of individuals, families and communities are properly balanced and the protection and security of the public are maintained. RDS includes staff within the Government Statistical Service (GSS). One of the GSS aims is to inform Parliament and the members of the public about the state of the nation and provide a window on the work and performance of government, allowing the impact of government policies and actions to be assessed. Therefore - Research Development and Statistics in the Home Office improves policy making, decision taking and practice in support of the Home Office purpose and aims, to provide the public and Parliament with information necessary for informed debate and to publish information for future use.
