ORDINANCE NO. 014-161 AN ORDINANCE DECLARING PUBLIC BIDDING DISADVANTAGEOUS AND AUTHORIZING THE PLACEMENT OF PRINT ADVERTISEMENTS IN SELECT PUBLICATIONS TO PROVIDE ADVERTISEMENTS AND NOTICES FOR CTA CUSTOMERS

WHEREAS, From time to time, the Transit Authority (the “Authority”) must place advertisements and/or notices in in order to notify the Authority’s customers of service related matters, promotional programs and other initiatives; and

WHEREAS, The Authority wishes to develop an pool of newspapers in which to place such advertisements and notices so that the Authority will be able to notify the greatest number of customers; and

WHEREAS, The advertisements and notices will be placed in some or all of the newspapers identified on Exhibit A, attached hereto, and

WHEREAS, Additional newspapers may be added to those set forth in Exhibit A as needed to notify the greatest number of customers; and

WHEREAS, Staff recommends that contracts be awarded to the vendors identified on Exhibit A, and to any vendors added to Exhibit A so that the Authority can compensate these vendors for any future advertisements or notices required by the Authority; and

WHEREAS, Section 1.4D of the Procurement Policy and Procedures provides for the award of contracts without competitive bidding when federal funds are not utilized and when the Chicago Transit Board determines that competitive Bidding is disadvantageous; now, therefore:

BE IT ORDAINED BY THE CHICAGO TRANSIT BOARD OF THE CHICAGO TRANSIT AUTHORITY:

SECTION 1. That based on the statements set forth in the preamble of this ordinance, the Chicago Transit Board hereby determines that competitive bidding for this service is disadvantageous.

SECTION 2. That the Chairman of the Board, or his designee, is hereby authorized to enter into contracts with each of the publications listed on Exhibit A for the possible future placement of advertisements and/or notices in them in a total amount for all publication that will not exceed Five Hundred Thousand Dollars ($427,650.00), under Requisition No. B14OP04005.

SECTION 3. That the Chairman of the Board, or his designee, is further authorized to take such actions and to execute such documents as may be needed to implement the objectives of this ordinance.

SECTION 4. This ordinance shall be in full force and effect from and after its passage.
