possible use of force in Central America", but you did not explain that the ones who are using force in that region are the guerrillas trying to destabilize those countries like they did to destabilize Nicaragua.

You failed to inform the Congress about the existing tyranny in Cuba, which enslaves and executes the people, simply, because you support that regime. And that tyranny, subservient to the Soviets, indoctrinates and arms the guerrillas in El Salvador, Co­ lombia, Peru, Guatemala, Chile, Venezuela, etc.

Your pose before the U.S. Congress was an intolerable inter­ ference in the internal affairs of the United States trying to pro­ voque a confrontation between the Executive and the Legislative bo­ dies of this Country, showing your service to the Soviet Union.

You proclaimed "tolerance for other interests, the recognition of foreign identities and respect for the wishes of others. Were you subtly referring to the wishes of the Cuban, Nicaraguan and Salvadorean people to be Communists?

The American people have always preferred reason to force, and has always used maximum restraint of power, but you can hardly ask of the United States to allow Communism to take over Central Ameri­ ca, and spread it to your own Country -which by the way has many vulnerable spots- so that the enemy, with your consent, may advan­ ce to the borders of this Country.

You do not tell the truth, Mr. President, when you try to jus­ tify the guerrillas "as a result of economic deficiencies, politi­ cal backwardness, social injustices, because Mexico suffers all those evils, worsened by the fact that there is only one party which controls all the power and the people can never freely express their sovereignty, since in you country "Democracy" is practiced by the outgoing President appointing the next President.

That situation does not create a confrontation between East and West; but the East, that is, the Communists do take advantage of it. It is nonsense to say that Communism brings about "reforms and structural changes". The changes and reforms consist in destroying the economy, enslaving the people and bring misery to any country -like in Cuba and Nicaragua, now occupied by the Soviet Union.

On the other hand, Mr. President, you suggested that the United States should accept different ideologies in the region: we could agree if such ideologies were not Marxism-Leninism which enslaves the people and dominate them by terror.

How does President de la Madrid think his people would react if he were to tell them that he accepts Marxism-Leninism?

It seems that the only thing that makes President de la Madrid happy is the continuous flow of illegal immigrants into the United States, which dollars are "a significant contribution to the devel­ opment of the U.S.A, and border States, and for the economy in par­ ticular". The truth, of course is, that the immigration is a con- - 3 -

sequence of the poverty prevailing in Mexico, because if there were enough work those unfortunate people would not have to come to the United States. But, indeed, this immigration is quite be­ neficial to Mexico, because besides relieving the unemployment rate there, it means a flow of hard currency that those people send back to Mexico, thus helping the Mexican economy with the natural reaction to your audacity.
