ABOUT THIS APPLICATION FORM

This form is for the purpose of making an application for a Waste Water Discharge Licence under the Waste Water Discharge (Authorisation) Regulations, 2007 as amended, or for the review of an existing Waste Water Discharge licence.

The Application Form must be completed in accordance with the instructions and guidance provided in the Waste Water Discharge Licensing Application Guidance Note. The Guidance Note gives an overview of Waste Water Licensing, outlines the licence application process (including the number of copies required) and specifies the information to be submitted as part of the application. The Guidance Note and application form are available to download from the Licensing page of the EPA’s website at www.epa.ie.

A valid application for a Waste Water Discharge Licence must contain the information prescribed in the Waste Water Discharge (Authorisation) Regulations, 2007 as amended. Regulation 16 of the Regulations sets out the statutory requirements for information to accompany a licence application. The application form is designed in such a way as to set out these questions in a structured manner and not necessarily in the order presented in the Regulations. In order to ensure a legally valid application in respect of Regulation 16 requirements, please complete the Regulation 16 Checklist provided in Annex 2.

This Application Form does not purport to be and should not be considered a legal interpretation of the provisions and requirements of the Waste Water Discharge (Authorisation) Regulations, 2007 as amended. Should there be any contradiction between the information requirements set out in the Application Form and any clarifying explanation contained in the accompanying Guidance Note, then the requirements in this Application Form shall take precedence.

PROCEDURES

The procedure for making and processing of applications for waste water discharge licences, and for the processing of reviews of such licences, appear in the Waste Water Discharge (Authorisation) Regulations, 2007 as amended, and is summarised below. The application fees that shall accompany an application are listed in the Third Schedule to the Regulations.

Prior to submitting an application the applicant must publish (within the two weeks prior to date of application) in a newspaper circulating in the area, and erect at the point nearest to the waste water treatment plant concerned or, if no such plant exists, at a location nearest the primary discharge point, a notice of intention to apply. An applicant, not being the local authority in whose functional area the relevant waste water discharge, or discharges, to which the relevant application relates, takes place or is to take place, must also notify the relevant Local Authority, in writing, of their intention to apply.

An application for a licence must be submitted on the appropriate form (available from the Agency) with the correct fee, and should contain relevant supporting documentation as attachments. The application should be based on responses to the form and include supporting written text and the appropriate use of tables and drawings. Where point source emissions occur, a system of unique reference numbers should be used to denote each discharge point. These should be simple, logical, and traceable throughout the application.

The application form is divided into a number of sections of related information. The purpose of these divisions is to facilitate both the applicant and the Agency in the provision of the information and its assessment. Please adhere to the format as set out in the application form and clearly number each section and associated attachment, if applicable, accordingly. Attachments should be clearly numbered, titled and paginated and must contain the required information as set out in the application form. Additional attachments may be included to supply any further information supporting the application. Any references made should be supported by a bibliography.

All questions should be answered. Where information is requested in the application form, which is not relevant to the particular application, the words “not applicable” should be clearly written on the form. The abbreviation “N/A” should not be used.

Additional information may need to be submitted beyond that which is explicitly requested on this form. Any references made should be supported by a bibliography. The Agency may request further information if it considers that its provision is material to the assessment of the application. Advice should be sought from the Agency where there is doubt about the type of information required or the level of detail.

Information supplied in this application, including supporting documentation will be put on public display and be open to inspection by any person.

Applicants should be aware that a contravention of the conditions of a waste water discharge licence is an offence under the Waste Water Discharge (Authorisation) Regulations, 2007 as amended.

The provision of information in an application for a waste water discharge licence which is false or misleading is an offence under Regulation 35 of the Waste Water Discharge (Authorisation) Regulations, 2007 as amended.

Note: Drawings. The following guidelines are included to assist applicants:

• All drawings submitted should be titled and dated. • All drawings should have a unique reference number and should be signed by a clearly identifiable person. • All drawings should indicate a scale and the direction of north. • All drawings should, generally, be to a scale of between 1:20 to 1:500, depending upon the degree of detail needed to be shown and the size of the facility. Drawings delineating the boundary can be to a smaller scale of between 1:1000 to 1:10560, but must clearly and accurately present the required level of detail. Drawings showing the waste water treatment plant location, if such a plant exists, can be to a scale of between 1:50 000 to 1:126 720. All drawings should, however, be A3 or less and of an appropriate scale such that they are clearly legible. Provide legends on all drawings and maps as appropriate. • In exceptional circumstances, where A3 is considered inadequate, a larger size may be requested by the Agency.

It should be noted that it will not be possible to process or determine the application until the required documents have been provided in sufficient detail and to a satisfactory standard.

SECTION A: NON-TECHNICAL SUMMARY

The agglomeration served by Wexford Wastewater Treatment Plant (WWTP), used to consist only of Wexford Town, have been extended in recent years through the provision of pumping stations and associated rising mains to include the , Piercetown, and agglomerations to the Wexford Sewerage Scheme Network. The network also serves developments along the rising main routes including Larkin’s Cross, Ballyhine, , Heritage Park and Crosstown Ferrybank.

The area served by Wexford WWTP is to be extended further to include the village of Murntown. A proposed pumping station is to be constructed at Murntown to intercept the secondary discharges to the existing Murntown WWTP and percolation area to Wexford WWTP. Following this, the existing Murntown WWTP and percolation area is to be decommissioned.

Wexford Wastewater Treatment Plant (WWTP).

The Wexford Wastewater Treatment Plant (WWTP) is located approximately 2km south of the town at Kerlogue in the townland of Strandfield. This plant was upgraded in 2009 has a capacity to treat up to 45,000 p.e. which consist of domestic sewage from the town and its immediate environs as well as part of the non domestic/industrial flows.

The WWTP is operated by a private service provider on behalf of the local authority under a 20 year Operation and Maintenance Contract.

Currently the majority of the wastewater to Wexford WWTP is pumped to an inlet trunk sewer from two (2) No. pumping stations, the main one on the Quays at Trinity Street and the other at Distillery Road. A small part of the agglomeration, Maudlintown, discharges by gravity to the inlet trunk sewer. The inlet trunk sewer to the WWTP runs along the shore and railway line from immediately south of the town at Maudlintown to an inlet pumping station within the WWTP site.

The WWTP consist of the following processes:

• Inlet Pumping Station • Screening/Grit Removal • Inlet Works • Storm Overflow • Activated Sludge Process • UV Disinfection • Treated Effluent Discharge • Waste Activated Sludge Thickening • Imported Sludge • Sludge Blending • Sludge Dewatering • Sludge Dryer • Phosphorus Removal

The discharge of treated effluent from the WWTP (SW1-WEXF) is via a single outfall pipeline to the main channel in . The end of the WWTP outfall pipeline is fitted with a 10 port diffuser section to further enhance the dispersion and dilution of the treated effluent in the harbour. WWD Application Form V7/12

Flows greater than capacity to WWTP are diverted to the stormtank via an overflow weir at the inlet works. A tipping bucket cleaning system and return pumping facility are provided within the stormtank. The stormtank has sufficient capacity to store in excess of 3DWF, when the capacity of the stormtank is being exceeded then excess flow is discharged to the outfall pipeline to the main channel in Wexford Harbour.

The operation of the WWTP produces a treated effluent which is discharged to the harbour and a treated sludge which is reused on agricultural land, forestry land, or to landfill.

Environmental Impact

Monitoring carried out since the WWTP was commissioned has showed no deterioration in the water quality in the harbour. This in turn has led to a higher/better quality designation of the harbour waters in the main channel by the Department of the Marine for mussel cultivation compared to the situation that existed prior to the construction of the WWTP.

Prevention of Pollution The final effluent quality from Wexford WWTP meets the requirements stated in the Urban Waste Water Directive.

Measures planned to monitor emissions into the environment

The operation of the WWTP is carried out on an ongoing basis by the Plant Operators. The Plant Operators produce a monthly Operation & Maintenance Status Report which is forwarded to Irish Water for review.

The discharge and sampling locations are listed in Table A.1 and A.2 below.

SECTION C: INFRASTRUCTURE & OPERATION Advice on completing this section is provided in the accompanying Guidance Note.

C.1 Operational Information Requirements Provide a description of the plant, process and design capacity for the areas of the waste water works where discharges occur, to include a copy of such plans, drawings or maps, (site plans and location maps, process flow diagrams), and such other particulars, reports and supporting documentation as are necessary to describe all aspects of the area of the waste water works discharging to the aquatic environment. Maps and drawings must be no larger than A3 size.

The Wexford Wastewater Treatment Plant (WWTP) is located approximately 2km south of the town at Kerlogue in the townland of Strandfield. This plant treats the domestic sewage from the town and its immediate environs as well as part of the non domestic/industrial flows.

The WWTP is operated by a private service provider on behalf of Irish Water under a 20 year Operation and Maintenance Contract. The treated effluent from the wastewater treatment plant is discharged to the Slaney Estuary, into the main channel between the North and South training wall.

The construction of Wexford WWTP was undertaken in two phases, Phase 1 was completed in late 2003, whereas Phase 2 was completed in 2009. The Phase 1 design flows to the WWTP were based on a contributing population of 30,000 population equivalent (p.e.) with an expansion capacity to 45,000 p.e. under Phase 2 proposals. The projected design flows and loadings of the WWTP are detailed in Table C.1 below:

Sludge treatment facilities at the site consist of a thermal sludge dryer which provides both for the treatment of sludge arising at the plant and for imported sludges from other treatment plants in the county. The treated sludge is re- used as an agricultural fertiliser.

The layout of the WWTP is detailed on Drawing No. 02 which is included in Attachment C1(a), and the flow diagrams which illustrates the main stages of the treatment process is included in Attachment C.1(b) of this application. A summary of the treatment processes is presented below:

Inlet Pumping Station 2 No. submersible pumps (duty/assist) with variable speed drives, which are installed in wet well of pumping station, pump raw sewage to the inlet works Screening/Grit Removal Inlet works machinery unit comprising 2 No. Inlet Works continuous band screens (duty/standby) with 6mm spacing and grit trap with bypass to remove screenings, grit and larger solids. Screenings are washed, compacted and bagged. Grit is classified and washed for disposal. Storm Overflow Flows greater than the full flow to treatment (FFT) are diverted to the stormtank via an overflow weir at the inlet works. A tipping bucket cleaning system and return pumping facility are provided within the stormtank Activated Sludge Process The Flow undergoing full treatment is divided between 4 No. Sequence Batch Reactors which use the ICEAS (Intermittent Cycle Extended Aeration System) mode of operation which feeds influent to the tank during aeration, settling and decanting phases provided by an electronic control system. Each reactor is aerated using fine bubble membrane diffusers, with duty air blower for each pair of reactors and a common standby. Each basin has a single decanter assembly and a submersible pump which removes excess sludge during the decant phase. Individual tanks can be isolated for maintenance. UV Disinfection Effluent from the reactors gravitates to 2 No. channel mounted UV plants which operate on duty/duty assist basis. UV lamps are low pressure high output type. Treated Effluent The treatment process provides a treated Discharge effluent consistent with the standards set out in the Urban Wastewater Treatment Regulations. It is discharged to Wexford Harbour via a 2km

long outfall pipe, 1m in diameter. The outfall incorporates a diffuser with 10No. discharge ports. Waste Activated Sludge Waste activated sludge is pumped from the Thickening surplus activated sludge tank (~ 0.8%DS) to drum thickeners, with associated poly preparation and dosing system. Thickened sludge (~5%DS) is pumped to Sludge Mixing Tanks. Imported Sludge Imported liquid sludge and sludge cake is received at the Sludge Reception Plant. Sludge is tipped into a bunker, removed using a screw conveyor and diluted with final effluent. Both diluted cake and liquid sludge is screened before discharge to the Imported Sludge Storage Tank, from where it is pumped to one of the Sludge Mixing Tanks. Sludge Blending Sludge is blended in 2No. Sludge Mixing Tanks which include submersible mixers. Sludge Dewatering Sludge (~5%DS) is transferred from the Sludge Mixing Tanks to the decanters, with associated poly preparation and dosing system. Resulting cake (~18%DS) is transferred to the dryer by pumps with bridge breakers. Alternatively the thickened sludge can be taken off site for further treatment (lime stabilization) prior to reuse on agricultural lands. Sludge Dryer Sludge cake is fed to a sludge dry feed silo and from there to the sludge dryer, where it is dried to 90% dry solids content. Dried sludge is discharged to a trailer for onward reuse as biosolids on land. Heat for the dryer is generated from a boiler using fuel oil. Phosphorus Removal Chemical dosing of aluminium into the SBR tanks is employed to achieve chemical phosphorus removal. Liquid Aluminium is stored on site in 2No. bunded storage tanks.

Further detail on the Sections and Layout of the treatment processes is included in Attachment C.1 of this application. The operation of the WWTP produces a treated effluent which is discharged to the harbour and a treated sludge which is reused on agricultural land, forestry land, or to landfill. These effluents and residues are described above. There is no long term storage or accumulation of residues on the WWTP site.

C.1.1 Storm Water Overflows

For each storm water overflow within the waste water works the following information shall be submitted:

• An assessment to determine compliance with the criteria for storm water overflows, as set out in the DoEHLG ‘Procedures and Criteria in Relation to Storm Water Overflows’, 1995 and any other guidance as may be specified by the Agency, and • Identify whether any of the storm water overflows are to be decommissioned, and identify a date by which these overflows will cease, if applicable.

The Annual Environmental Report submitted for Wexford Town area for the year 2014 includes a stormwater overflow assessment report. The report concludes that the stormwater overflows within the Wexford Town area are compliant with the DoEHLG Procedures and Criteria.

The stormwater overflows located at the remaining areas in the agglomeration, are to be assessed under a new Drainage Area Plan for the agglomeration to determine if compliant with the DoEHLG ‘Procedures and Criteria in Relation to Storm Water Overflows, and to undertake upgrade works if required.

C.1.2 Pumping Stations

For each pump station operating within the waste water works, provide details of the following:

• Number of duty and standby pumps at each pump station; • The measures taken in the event of power failure; • Details of storage capacity at each pump station; • Frequency and duration of activation of emergency overflow to receiving waters. Clarify the location where such discharges enter the receiving waters.

The agglomeration served by Wexford WWTP which consist largely of Wexford Town have been extended in recent years through the provision of pumping stations and associated rising mains from Drinagh/Sinnotstown, Carcur, Taghmon, Piercetown, and Castlebridge to the Wexford Sewerage Scheme Network, serving development along the rising main routes including Larkin’s Cross, Ballyhine, Barntown, Heritage Park and Crosstown Ferrybank.

It is intended to further extend the area served by Wexford Main Drainage Scheme to include the village of Murntown and a rising main to facilitate this has already been laid. However, the necessary pumping station and network extensions in Murntown remain to be advanced through planning to construction. The proposed works are included in the Irish Water Capital Investment Programme 2017-2021.

Currently the majority of the wastewater from the agglomeration is pumped to an inlet trunk sewer to Wexford WWTP from two (2) No. pumping stations, Quays Street PS at Trinity Street and Distillery Road PS. A small part of the agglomeration, Maudlintown, discharges by gravity to the inlet trunk sewer. The inlet trunk sewer to the WWTP runs along the shore and railway line from immediately south of the town at Maudlintown to a pumping station located within the WWTP site

Wastewater flows from the Drinagh/Sinnotstown catchment area discharges either

1. By gravity to the pumping station within the WWTP. 2. By gravity to a pumping station at Sinottstown Lane from where it is pumped to a gravity sewer on the Rosslare Road which discharges by gravity to a pumping station within the WWTP site.

Wastewater flows from the Carcur catchment area to the northwest of the town centre, discharge by gravity to Carcur pumping station from where they are pumped to the town collection system for onward pumping from the Quay pumping Station at Trinity Street to the WWTP as described above.

Wastewater flow from the Taghmon village collection network is pumped to Carcur PS where it is pumped again from the Quays PS to the WWTP as described above. There is an intermediate pumping station located on the pipeline route from Taghmon at Keeloges. 800m of gravity sewer links the rising main from Taghmon to the pumping station at Keeloges. Housing at Ballyhine is connected to the upstream end of this gravity sewer, together with pumped flows from Barntown National School, Holmestown landfill and provision for a future connection form commercial development at Larkins Cross.

Wastewater from the Wexford Heritage Park at Barntown is also pumped to the Keeloges to Carcur rising main. Wastewater from the Ferrycarrig hotel at the south side of Ferrycarrig Bridge is also pumped to Carcur rising main.

Wastewater from Piercetown is pumped to the head of the gravity sewer in Drinagh/Sinnottstown from where it discharges to the inlet pumping station at the WWTP.

Wastewater from Castlebridge is collected at the Village Pumping station from where it is pumped to the Wexford Main drainage sewer network in Ardcavan. A gravity sewer then conveys wastewater from Castlebridge to Crosstown Ferrybank pumping Station which also received wastewater flows from the Crosstown Ferrybank area. Wastewater collected at Crosstown Ferrybank pumping station is pumped via a rising main across Wexford Bridge to the interceptor sewer in Wexford Quays which conveys the flow to the Quay Pumping Station and on to the WWTP at Strandfield for treatment.

Details of all discharges of waste water from the agglomeration should be submitted via the following web based link: http://epa.corasystems.com/EPA_WWD. The applicant should address in particular all discharge points where the substances outlined in Tables D.1(i), (b) & (c) and D.1(ii), (b) & (c) of Annex 1 are emitted.

Where it is considered that any of the substances listed in Annex X of the Water Framework Directive (2000/60/EC) or any of the Relevant Pollutants listed in Annex VIII of the Water Framework Directive (2000/60/EC) are being discharged from the waste water works or are seen to be present in the receiving water environment downstream of a discharge from the works (as a result of any monitoring programme, e.g., under the Water Framework Directive Programme of Measures) the applicant shall screen the discharge for the relevant substance.

D.1 Discharges to Surface Waters Details of all discharges of waste water from the agglomeration should be supplied via the following web based link: http://epa.corasystems.com/EPA_WWD. There is a composite sampler available on site in Wexford WWTP.

E.2. Monitoring and Sampling Points Programmes for environmental monitoring should be submitted as part of the application. These programmes should be provided as Attachment E.2.

Reference should be made to, provision of sampling points and safe means of access, sampling methods, analytical and quality control procedures, including equipment calibration, equipment maintenance and data recording/reporting procedures to be carried out in order to ensure accurate and reliable monitoring.

In determining the sampling programme to be carried out, the variability of the emission and its effect on the receiving environment should be considered.

Details of any accreditation or certification of analysis should be included. Attachment E.2 should contain any supporting information.

The operation of the WWTP is carried out on an ongoing basis by the Plant Operators. The Plant Operators produce a monthly Operation & Maintenance Status Report which is forwarded to Irish Water for review.

The operation of the WWTP produces a treated effluent in compliance with the standards laid out in the Urban Wastewater Treatment Regulations.

Treated sludge is reused on agricultural land and a detailed register is maintained of these lands and quantities of sludge used. There is no long term storage or accumulation of residues on the WWTP site.

Monitoring of water quality in Wexford Harbour is carried out by the EPA and by the Department of the Marine. Classification of the areas of the harbour for

shellfish cultivation is carried out by the Department of the Marine. An exclusion zone has been established by the Department of the Marine in the immediate area around the outfall diffuser where the cultivation of shellfish is prohibited.

Influent and Effluent Sampling Locations at Wexford WWTP are shown in Attachment E.2. The effluent sampling location at Murntown WWTP is shown in Attachment B.2-3. The sample analyses are carried out by laboratories accredited to International Standard ISO 17025:2005 for wastewater and waters.

E.4 Sampling Data Regulation 16(1)(h) of the Waste Water Discharge (Authorisation) Regulations 2007 as amended, requires all applicants in the case of an existing waste water treatment plant to specify the sampling data pertaining to the discharge based on the samples taken in the 12 months preceding the making of the application.

Regulation 16(1)(l) of the regulations requires applicants to give details of compliance with any applicable monitoring requirements and treatment standards.

EPA monitoring carried out since the Wexford WWTP was commissioned has shown no significant deterioration in the water quality in the harbour. This in turn has led to a higher/better quality designation of the harbour waters in the main channel by the Department of the Marine for mussel cultivation compared to the situation that existed prior to the construction of the WWTP.

The final effluent quality for treated wastewater from Wexford WWTP is designed to achieve the standards listed in Table C.2 included in Section C.1 of this application.

Looking at the results from the treated effluent sampling data from Wexford WWTP over the latest 12 month period, the following conclusions can be drawn:

• BOD is consistently below 25mg/l • COD is consistently below 125mg/l • SS is consistently below 35mg/l • Faecal Coliforms is consistently below 1000mg/l

The effluent and influent sampling results for Wexford WWTP are appended to Attachment E.4(i)(a) & (b) respectively.

SECTION F: EXISTING ENVIRONMENT & IMPACT OF THE DISCHARGE(S)

Advice on completing this section is provided in the accompanying Guidance Note.

Detailed information is required to enable the Agency to assess the existing receiving environment. This section requires the provision of information on the ambient environmental conditions within the receiving water(s) upstream and downstream of any discharge(s).

Where development is proposed to be carried out, being development which is of a class for the time being specified under Article 24 (First Schedule) of the Environmental Impact Assessment Regulations, the information on the state of the existing environment should be addressed in the EIS. In such cases, it will suffice for the purposes of this section to provide adequate cross- references to the relevant sections in the EIS.

F.1. Assessment of Impact on Receiving Surface or Ground Water

o Give summary details and an assessment of the impacts of any existing or proposed emissions on the environment, including environmental media other than those into which the emissions are to be made.

The treated effluents from the new Wexford WWTP consistently achieve the required standards as discussed in Section E.4 above.

The new WWTP has sufficient capacity to treat future increase in hydraulic loads due to future population growth and inclusion of flows from Murntown to the design standards

The Stage 2 Appropriate Assessment carried out for this agglomeration noted that the EPA monitoring data for the transitional/coastal waters at Wexford Harbour indicates that treated effluent from the new Wexford WWTP is not causing any deterioration in water quality in the harbour. A further reduction in impact to the transitional/coastal waters at Wexford Harbour is expected due to the decommission of a number of poorly functioned plants and flows transferred to the new Wexford WWTP.

o Details of all monitoring of the receiving water should be supplied via the following web based link: http://epa.corasystems.com/EPA_WWD. Tables F.1(i)(a) & (b) should be completed for the primary discharge point. Surface water monitoring locations upstream and downstream of the discharge point shall be screened for those substances listed in Tables F.1(i)(a) & (b). Monitoring of surface water shall be carried out at not less than two points, one upstream from the discharge location and one downstream.

Ambient monitoring sampling data for the Primary Discharge Point is included in Tables F.1(a) & (b).

o For discharges from secondary discharge points Tables F.1(ii)(a) & (b) should be completed. Furthermore, provide summary details and an

assessment of the impacts of any existing or proposed emissions on the surface water or ground (aquifers, soils, sub-soils and rock environment), including any impact on environmental media other than those into which the emissions are to be made.

No ambient sampling locations or data available for Murntown WWTP & percolation area.

The treated effluent sampling data from Murntown WWTP indicates that it is not providing the appropriate treatment. The percolation area receives flow from a PE less than 20, hence it is not expected to have a significant effect on the receiving environment. However it should be noted that both the existing Murntown WWTP and percolation are to be decommissioned and flows to be pumped to Wexford WWTP. o Provide details of the extent and type of ground emissions at the works. For larger discharges to groundwaters, e.g., from Integrated Constructed Wetlands, large scale percolation areas, etc., a comprehensive report must be completed which should include, inter alia, topography, meteorological data, water quality, geology, hydrology, and hydrogeology. The latter must in particular present the aquifer classification and vulnerability. The Geological Survey of Ireland Groundwater Protection Scheme Dept of the Environment and Local Government, Geological Survey of Ireland, EPA (1999) methodology should be used for any such classification. This report should also identify all surface water bodies and water wells that may be at risk as a result of the ground discharge.

There are no emissions to the ground at Wexford WWTP, however there is a percolation area within the Murntown agglomeration which serves only a number of residential properties. The percolation area is to be decommissioned and the flows are to be pumped to Wexford WWTP. o Describe the existing environment in terms of water quality with particular reference to environmental quality standards or other legislative standards. Submit a copy of the most recent water quality management plan or catchment management plan in place for the receiving water body. Give details of any designation under any Council Directive or Regulations that apply in relation to the receiving water.

The treated effluent from the new Wexford WwTP is discharged to Wexford Harbour/Lower Slaney Estuary, which is designated as part of the Slaney River Valley SAC and Wexford Harbour and Slobs SPA. The EPA monitoring data for Wexford Harbour indicate the receiving waters to be at ‘good’ status with the exception of some slightly elevated Chorophyll results in May 2014. The monitoring data for locations upstream of discharge points from Wexford WWTP indicate a number of elevated readings in respect to DIN and BOD. This suggests that upstream pressures may be the main driver of water quality issues in the harbour. Further

information on the water quality of the receiving waters is included in the Stage 2 Appropriate Assessment carried out for the agglomeration included in Attachment F.1(a) of this application. o Provide a statement as to whether or not emissions of main polluting substances (as defined in the Dangerous Substances Regulations S.I. No. 12 of 2001) to water are likely to impair the environment.

The treated effluent sampling data included in Attachment D.1(i)(c) of this application indicate that the discharges from the new Wexford WWTP is unlikely to impair the environment. o In circumstances where water abstraction points exist downstream of any discharge describe measures to be undertaken to ensure that discharges from the waste water works will not have a significant effect on faecal coliform, salmonella and protozoan pathogen numbers, e.g., Cryptosporidium and Giardia, in the receiving water environment.

There are no water abstraction points downstream of the new Wexford WWTP. o Indicate whether or not emissions from the agglomeration or any plant, methods, processes, operating procedures or other factors which affect such emissions are likely to have a significant effect on a European Site, as defined in Regulation 2(1) of the European Communities (Birds and Natural Habitats) Regulations 2011 (S.I. No. 477 of 2011).

Given the quality of the effluent, it is considered that there is no potential for the primary discharge to result in any significant effect on these Annex I habitats. It is further noted that these habitats are at favourable conservation status in the SAC indicating that the discharge has not been affecting them to date

Further detail on this is provided in the Stage 2 Appropriate Assessment included in Attachment F.1(a) of this application.

Undertake a screening for Appropriate Assessment and state whether the discharge(s), individually or in combination with other plans or projects, is likely to have a significant effect on a European Site(s), in view of best scientific knowledge and the conservation objectives of the site(s). Where it cannot be excluded, on the basis of objective scientific information, following screening for Appropriate Assessment, that the discharge(s), either individually or in combination with other plans or projects, will have a significant effect on a European Site, the applicant shall provide a Natura Impact Statement, as defined in Regulation 2(1) of the European Communities (Birds and Natural Habitats) Regulations (S.I. No. 477 of 2011). Where based on the screening it is considered that an Appropriate Assessment is not required, a reasoned response should be provided.

A Screening Assessment and subsequent Stage 2 Appropriate Assessment has been prepared as part of this application and is included in Attachment F.1.(a). The assessment concluded that the current waste water discharge from the new Wexford WwTP will not have a significant effect on the integrity of the Valley SAC and Wexford Harbour and Slobs SPA, subject to the mitigation measures listed below being implemented in full.

o Describe, where appropriate, measures for minimising pollution over long distances or in the territory of other states.

To ensure satisfactory operation of the plant the following mitigation measures are recommended: • Implement a Drainage Area Plan and identify any network overflow upgrade requirements; • Ensure ELV’s set by the EPA are not breached; and • Continuation of monitoring of the discharge, including at the outfall, and the ambient background concentrations, on a consistent and regular basis.

o This section should also contain full details of any modelling of discharges from the agglomeration. Full details of the assessment and any other relevant information on the receiving environment should be submitted as Attachment F.1.

Dispersion modelling for the outfall location was carried out to determine the location for the existing outfall prior to its construction, and included in the Environmental Impact Statement (EIS) submitted to the EPA in 1995 for the upgrade works to be carried out to the existing Wexford WWTP then. A copy of the EIS is included in Attachment B.6 of this application. The results of the dispersion modelling identified the optimum discharge point for the outfall is in the main channel of the harbour between the two training walls. This is where the Wexford WwTP discharge point was located.
