Thank you for taking an interest in the role of the Chief Executive Officer of the Crown Commercial Service (CCS). This is an opportunity to lead an organisation which is John Manzoni essential to the success of the Civil Service at a time of critical importance to the country, as we seek to deliver effective and efficient public services against the backdrop of challenging fiscal conditions and significant change.

The CEO of Crown W Commercial Service leads the business in supporting over 17,000 customers to annually buy i £13bn of common goods and services with an aspiration to increase that to £15.2bn in l 18/19 and be saving UK taxpayers £2bn by 2020. The wider public sector is the key future l market opportunity for growth with an estimated £60-70 billion of spend on common goods i and services. We work across central government, public and third sector (charities and a social enterprises) organisations the length and breadth of the to purchase m everything from locum doctors and laptops to police cars and electricity. We use the collective purchasing power of our customers, together with our commercial acumen, to get the best deals in the interests of taxpayers.

The new CEO will report to John Manzoni, Chief Executive of the Civil Service. There is also a functional reporting line to Gareth Rhys Williams within the Government Commercial Function. They can also rely on a close working relationship with me, as the Non-Executive Chairman of CCS (https://www.gov.uk/government/people/tony-van-kralingen), and my Board. They will lead over 700 engaged and highly-motivated staff who work from four main locations in the UK – , , Newport and Norwich. With operating costs of c.£65m, a new operating model and leadership team now in place, this is an exciting time for CCS. The challenge is to finalise the transformaton of this relatively new organisation, to set and influence its future direction including maximising use of digital technology through our “Crown Marketplace” programme and expanding our services across the widest public sector community. You will want to ensure our staff are fully engaged and well led and focus on growing the organisation’s spend volume in the immediate future and on making public sector procurement ever simpler to access, more effective and efficient.

Thank you for your interest in joining HM Government’s Commercial Function. Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service Reform. Sir Jeremy Heywood, Head of the Civil Service, describes building commercial capability across Government as one of his top three priorities.

Creating the Commercial Function is the response to the challenges that Government has faced in recent times, and is an essential element of the Government’s efforts to address the value for money agenda, while delivering higher quality public services.

My vision is to make the Government’s Commercial Function the best in the UK: staffed with top commercial specialists, creating and managing innovative, efficient and effective commercial arrangements. This is an exciting and diverse environment - our procurements can range from £100k to multi-billion pound contracts; with annual spend on individual contracts often exceeding £500m. Our supply base includes SME's and the largest multinationals; and our business models have the Government acting as shareholder or sponsor, as well as being an ‘intelligent client’.

We need to continue to improve our knowledge of the marketplace. We need to maximise value from our commercial dealings. We need senior commercial specialists across all Government Departments working collectively to address common ‘Crown’ objectives and acting as a single customer.

Government has recognised the crucial importance of building the senior leadership group within the Commercial Function; recognised as senior professionals, supported through ongoing specialised training and development, and encouraged to make personal progress. We need to build a cadre of commercial talent in all government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.

Since Inception, the Commercial Recruitment Hub has successfully recruited over 320 commercial experts into a variety of government departments across our three senior grades.

Background to the Commercial Function

The Civil Service is one of the biggest and most complex employers in the UK employing over 400,000 civil servants serving both Ministers and the public to deliver the priorities of the government of the day. These include major projects with a lifecycle cost of around £500bn, as well as programmes and services that affect everyone in the United Kingdom. The annual spend is c. £45bn per annum with a range of suppliers including Small and Medium Enterprises.

Commercial resources overseen by the function number some 4000 staff across Whitehall, and consist of:

• A number of core interlocking central teams working together on Policy, Standards and Continuous Improvement, Complex Transactions, Markets and Suppliers (that will build pan-government relationships with key suppliers) and Commercial Capability • Colleagues in the Commercial Directorates within Departments and Agencies, and • The Crown Commercial Service, a trading fund sourcing common goods and services for the Civil Service and the Wider Public Sector

The Commercial Function is led by Gareth Rhys Williams, the Government Chief Commercial Officer (GCCO). He reports directly to the Chief Executive of the Civil Service, John Manzoni.

Vacancy Description

The new CEO will have the opportunity to lead CCS in the next stage of its development, continuing to build the momentum that will further enhance the delivery capability of the organisation. They will ensure CCS remains sharply focused on the delivery of commercial benefits, thereby providing value for money and excellent services to grow the impact of CCS across the public sector.

The successful implementation of the Crown Marketplace programme that will digiitalise access to CCS’s categories and connect public sector buyers and suppliers is a key and innovative component of the digitalisation strategy agreed by the Board and will be a key priority for the new CEO.

We help our customers to save hundreds of millions of pounds every year. By 2020, we aim to save £2 billion across central government and the wider public sector - money that could instead be used to deliver better services for our citizens. We currently manage more than £12 billion of spend every year across the wider public sector - schools, universities, local government, hospitals, housing associations and charities - and for central government departments. Another key priority for the new CEO will be to ensure that this customer base is expanded and won over into adopting the Crown Marketplace platform.

CCS leads on developing UK procurement policy so that it strengthens our economy. We are working to ensure more small and medium businesses benefit from public sector contracts.

We are passionate about the work that we do, and our aim is to be the 'go to' provider for procurement of common goods and services for the entire public sector. The leadership and contribution of our CEO is vital to the achievement of this aim.

Job Title Chief Executive, Crown Commercial Service - Government Commercial Function. Vacancy reference 1808-038L

Salary This role is a Senior Commercial Specialist level paying circa £220k, plus up to 20% Performance-Related-Pay, GCO Pension and GCO Terms.

Successful candidates who are existing civil servants will be offered remuneration in line with standard Civil Service rules on level transfer or promotion but will be eligible to retain their current terms if they choose

to do so. In such instances the salary will be adjusted downwards to sit on the GCO Senior Civil Service equivalent pay scale for SCS level.

Travel & London, Liverpool or Newport – with regular weekly travel. Relocation Location costs will not be reimbursed.

Reports to This role reports directly to: John Manzoni, Chief Executive of the Civil Service. It also works to the Non Executive Chair and board of CCS.

The role holder will report functionally to Gareth Rhys Williams, the Government Chief Commercial Officer.

Vacancy Building on the transformation progress to date, accelerating CCS on its Description journey to become a world-class delivery organisation that is effective, efficient and commercially focused in meeting its customers’ requirements, increasing ease of use and customer satisfaction, driving down costs and with a strong emphasis on delivery through digital technology.

Reporting and accountable to the Permanent Secretary of the Cabinet Office (who is also Chief Executive of the Civil Service) and supported by a Non-Executive Chairman and Board, you will lead the CCS Executive Team to define and deliver CCS’s strategy and plans.

Deliver the Strategic Objectives and Business Plans for CCS to drive improved performance, including:

• Delivery of £2bn commercial benefits over 4 years;

• Increase spend through promoting and encouraging the use of CCS’s deals both in Central Government and Wider Public Sector;

• Implement the Crown Marketplace programme as a very significant programme that will digitise access to CCS’s categories and to connect public sector buyers and suppliers;

• Establish and execute further plans with Central Government Departments to migrate all their common good and services spend to CCS;

• Develop category strategies, procurement frameworks and commercial agreements;

• Deliver the Government’s objectives on procurement policy;

• Drive the quality of customer service, as measured through net promoter scores;

• Continuously improve staff engagement, commercial capability and organisational effectiveness (including digital) that are appropriate for a world class organisation.

As the Accounting Officer answerable to Parliament, ensure that there is effective governance, risk management, audit and compliance.

CCS is a significant element of the Government Commercial Function. The CEO of CCS, reporting functionally to the Government Chief Commercial Officer https://www.gov.uk/government/people/gareth- rhys-williams will also play their part in the development of the overall function, working with colleagues across government, building professionalism and best practice and functional teamwork.

Be amongst the most senior members of the Government Commercial Function and will play a role in the broader commercial reform programme led by the Government Chief Commercial Officer.

Key Criteria To be successful, candidates will need to demonstrate capability against the following essential criteria:

• Proven track record in delivering strong, effective leadership in

commercially focussed organisations, achieving improvements in

efficiency, effectiveness and overall performance

• An engaging senior professional with gravitas and influencing skills that come with having operated at board level as a CEO or similar

• Proven ability to engage with senior leaders of a broad customer base and track record of establishing new sales leads and growth in an existing and new customer base

• An experienced, resilient operational senior leader, with a track record of managing organisational change and ensuring excellent delivery

• Outwardly focussed and persuasive, working effectively in complex environments and instilling confidence with key stakeholders including both existing and potentially new customers and suppliers

• Proven ability to motivate, build engagement and get the best out of a committed workforce. The individual appointed will need to be an inspirational role model who engages, develops and nurtures staff at all levels to build a confident, delivery focused workforce

Desirable criteria:

• Experience of digital and technology ideally applied as a marketplace platform

• Understanding of commercial and procurement practices, from the perspective of both suppliers and buyers

Overview of Our recruitment partners in this programme, Russell Reynolds, will the Process acknowledge your application and advise you of the outcome of your application. The panel will review results and determine which candidates will go through to a subsequent final panel interview.

Commissioner This selection process will be chaired by Isabel Doverty, a Civil Service Led Selection Commissioner. The Civil Service Commission has two primary functions: Process • Providing assurance that selection for appointment to the Civil Service is on merit on the basis of fair and open competition.
