Rich in natural resources, the region contains productive farms, clean water, wildlife habitat and trails that provide abundant recreational opportunities. These resources are found on about 1.7 million acres, or approximately 65% of the 2.7 million-acre region. Despite these attributes, the Catskills region faces serious economic challenges stemming from a depressed economy, declining tax base and aging population. Although health care, tourism and agriculture pro- vide substantial income, the region is losing both jobs and its working-age population. This study shows that appropriately placed development can coexist with the region’s natural resources, bolstering opportunities for reliable, year-round employment. It also indicates that the existing development footprint might quadruple, if appropriately sited, without compro- mising the economy or ecology of private farm and forestland resources. Planning and coordi- nation are essential to secure a “win-win” in which development and open space complement each other. OSI’s work, both this study and our real estate transactions, underscores the importance of private landowners to the ecological health of the region. Private land buffers the publicly owned forestland in the Catskill Park and contains important natural resources. Two-thirds of all important farm, recreation, habitat and water quality resources, totalling more than one million acres, are privately owned. NGOs and government can play an important role in sharing information with landowners and providing incentives for them to continue to steward these lands in a mosaic landscape that protects both ecological values and economic opportunities. Private landowners, along with town and county planners and other public decision makers, will play an important role in determining how land will be used in the future and in shaping the community well-being of the Catskill region. © Open Space Institute 2011 1 PRIVATE LANDS, PUBLIC BENEFITS Population projections from Cornell Center for Applied Demographics indicate that 20,000 to 40,000 acres of development may be needed to support population growth through 2035, despite a marked decrease in the workforce-aged population. Whether it is commercial, second-home or infill of villages and hamlets, development will be critical to the economic health of the region and to ensuring that private landowners can continue to afford to maintain their land as open space. With the right information and incentives, it will be possible to site this development in a manner that optimizes existing infrastruc- ture, retains or creates jobs, and avoids degrading the Catskill’s open space and natural resources. The methodology and findings of the study are described in the following pages. This study’s purpose is to provide the data and background that landowners, decision makers and other stakeholders need to draw their own conclusions about the necessary balance between development and conservation. One of the sad realities of the recession is that it has left regions like the Catskills at an economic standstill. Yet, this pause in economic activity also gives key players in the public, nonprofit and private sectors time to move be- yond gridlock to plan for and invest in the region’s economic and ecological future. This report provides data that will assist with efforts to create a sustainable future for the special place that is the Catskills. Kim Elliman Chief Executive Officer Open Space Institute © Open Space Institute 2011 2 OPEN SPACE INSTITUTE INTRODUCTION The Catskill region – here defined as Sullivan, Ulster, Greene and Delaware counties – is renowned for its open space, which includes an extensive underground aquifer system, the largest intact forest within a three-hour drive of more than 15 million people, and superb rainbow trout habitat. Although public agencies and NGOs assist with maintaining these re- sources, more than 60% of this land is privately owned and managed. Given that the fate of much of the region’s open space resources lies with private landowners, OSI set out to iden- tify how much land could be developed without affecting wildlife, water quality, recreation and farms. Working with the Appalachian Mountain Club, which conducted the mapping analysis, OSI collected more than 20 regional data sets on farm, water, recreation and habitat re- sources (see Appendix A for a detailed methodology) to develop a single map of privately owned open space resources. Next, OSI identified and mapped regulatory controls and phys- ical constraints on development. These data sets were used to identify “preferred growth” areas which at a regional scale represent a good estimate of how much land could be devel- oped without compromising open space resources. Finally, we used Cornell University population projections to compare the extent of pre- ferred growth with anticipated demand for development.     City of Biddeford, Maine Open Space Plan Biddeford Pool Marshes & Wildlife Habitat Prepared by the City of Biddeford Open Space Committee November 2012 PREFACE When I was first asked to be on the Biddeford Open Space ad-hoc Committee by Marcel Polak of the Maine Association of Conservation Commissions on behalf of then, Mayor Joanne Twomey, I ĞŶƚŚƵƐŝĂƐƚŝĐĂůůLJƐĂŝĚ͞LJĞƐ͘͟ I was reasonably excited but cautiously optimistic. I have a very strong passion for land conservation and my knowledge of the subject is constantly evolving. After the introductions and brief conversations in our first meeting back in January 2009, the topic of the need for a chairperson came up. I now ƌĞĐĂůůĞǀĞƌLJďŽĚLJ͛ƐĞLJĞƐƚƵƌŶŝŶŐƚŽǁĂƌĚŵĞĂŶĚĂƐƚŚĞLJƐĂLJ͞ŝƚŝƐĂůů ŚŝƐƚŽƌLJ͘͟ I graciously accepted and the reality of taking charge of organization, delegation, research, setting meetings and pushing for a draft of the Open Space Plan took hold. Now, close to three years later, and countless number of meetings, walks, and drafts, we have an Open Space Plan for the citizens of Biddeford. As you read through this document, it is fluid and can be modified, added and changed. The data will need to be updated as time goes by.     SHAWANGUNK WATCH Fall 2010 Preserving Open Space in the Shawangunks Volume 15#1 Friends of the Shawangunks & The Shawangunk Conservancy Open Space Institute Continues Protecting Shawangunk Lands OSI recently protected 67 acres of cliffs, helping to continue a rock climbing legacy in the Gunks. This recent acquisition from a local landowner will safeguard a vital ecosystem, dramatic views and an historic climbing area on the southeastern edge of the Shawangunk Ridge. The area has cliffs reaching 350 feet in height and extensive talus slopes at its base, making it visible from across the Hudson Valley. The property has played an important role in regional rock climbing history, provides key habitat for rare plants and cliff-dwelling animals (such as peregrine falcons and five-lined skinks), and is part of an international flyway for raptors and migratory songbirds. Known locally as the Millbrook Mountain Cliffs, the property was acquired by OSI’s land acquisition affiliate, the Open Space Conser- vancy, from longtime landowner Julien J. Studley. OSI’s acquisition now paves adding the land to the neighboring Mohonk Preserve for management as a public recreation area. “This project reflects the strong partnership among landowners and conservation organizations that exists in the Shawangunks, and which Millbrook Mountain by Annie O’Neill ultimately benefits the public and the environment,” said Joe Mar- tens, OSI’s president. “This is not only a visually stunning parcel of “For over thirty years I have lived at the base of the Shawangunk land, but is also of interest to the international rock climbing commu- Ridge and marveled at its beauty and grandeur,” said Julien Studley.

The goal of this plan is to insure that our natural resources continue to be viable and sustainable, serving as the foundation for a healthy and thriving Philipstown. The Plan covers all of the Town of Philipstown, excluding the Villages of Cold Spring and Nelsonville. This plan: 1. identifies existing natural resources and potential impacts related to development 2. recognizes high priority natural resource areas for conservation throughout the Town and provides a suggested Open Space Index; 3. recommends the following to effectively and efficiently administer natural resource and open space conservation: a. adopt an Open Space Index; b. designate the Conservation Advisory Council as a Conservation Board; c. establish a Community Preservation Fund, in order to preserve properties of importance to Philipstown’s natural resources or community character; d. establish a staff/consulting position of Natural Resource Review Officer to conduct conservation analysis of applications; e. enact changes to the zoning and other land use codes and promote public education and outreach programs to better protect natural resources.

I am Kathy Moser, Senior Vice President for Parks and Policy at the Open Space Institute. 051 is a leading East Coast land and park conservation nonprofit. And while our work extends from southern Canada to Florida, our home remains here in New York State. As such, there is much for us to cheer in Governor Andrew Cuomo’s Executive Budget Proposal. To begin with, both the governor’s budget and the State-of-the-State strongly emphasize the values of land conservation — with emphasis that go beyond the traditional benefits of recreation, tourism, and wildlife habitat. There is a growing understanding of the critical role strategic land conservation can and does play in fighting climate change, protecting our water and lessening the effects of flooding — and the governor’s recent presentations reflect this emerging knowledge. To help enact these important conservation initiatives, Governor Cuomo is calling for a $3 billion bond act that will pursue natural, land-based solutions to climate change as well as water source protection, habitat restoration, and flood mitigation. While details on the bond act are limited thus far, 051 looks fonvard to working with the administration, the legislature and our partner organizations in support of a bond act that wifi achieve much-needed funding to preserve natural areas and adapt to climate change.
