The Honorable U.S. Senator Marco Rubio The Honorable U.S. Senator Rick Scott 201 South Orange Avenue, Suite 350 716 Hart Senate Office Bldg. Orlando, FL 32801 Washington, DC 20510 April 28, 2021 Re: We Need You to Co-Sponsor the SECURE Act Dear Senators Marco Rubio and Rick Scott, We, the undersigned organizations and Venezuelan, business and faith leaders, media personalities and members of other TPS communities from Haiti and Central America, are writing to urge you to co-sponsor the SECURE Act, which would provide permanent protections to TPS holders from 12 countries, including Venezuela, Haiti, Honduras, Nicaragua, and El Salvador. We held a national summit on Saturday April 17, 2021 to support the SECURE Act, which was introduced by Democratic Senator Chris Van Hollen of Maryland. It needs at least one Republican co-sponsor and the support of 10 GOP senators to become law. The average TPS holder has been in the United States for more than 20 years, contributing to the country’s economy and helping rebuild and recover from the pandemic. Many of them are mixed citizen/immigrant families who have purchased homes and opened businesses, paid taxes, attended schools and places of worship. Despite being an integral part of our communities, TPS holders live in a constant state of uncertainty, needing to reapply to the program every 6 to 18 months and pay substantial fees. It is time to end the uncertainty and make these protections permanent so that families and states like Florida can move forward. The designation of TPS for Venezuela brings long-awaited relief, but it is a temporary reprieve.

To: Coalition for the Rule of Law in Global Markets, U.S. Chamber of Commerce From: APCO Insight Re: Key Findings from Survey of Attitudes about Venezuela Key Findings Date: October 27, 2020 APCO Insight, the research and intelligence consultancy of APCO Worldwide, recently conducted a survey in Florida among likely 2020 voters to determine citizen attitudes toward the presence of U.S. companies in Venezuela and identify the reasons for their support. Executive Summary Venezuela has a net negative image. Florida survey participants have a low regard for Venezuela – 31% are favorable and 49% are unfavorable. Survey respondents of Venezuelan origin view the situation differently. Unlike other survey respondents from Florida, including of Cuban or other Hispanic heritage, Venezuelan-Americans have a more favorable impression of their country of origin, support U.S. companies operating in Venezuela and strongly believe pulling U.S. companies out does not guarantee a return to democracy. Venezuelan-Americans are highly aware of the U.S. role in Venezuela. In contrast to the general population of survey respondents, Venezuelan-American respondents are quite knowledgeable of developments in Venezuela, with 40% awareness of U.S. companies in the country and 60% aware of restrictions on U.S. companies. An overwhelming majority of Venezuelan-Americans -- 80% -- support U.S. companies operating in Venezuela. Another 89% of respondents of Venezuelan descent agree that U.S. companies will be critical for rehabilitating Venezuela’s economy when the political conditions change. The respondents believe U.S. companies should be allowed to remain in Venezuela. Venezuelan-American participants across the political spectrum believe U.S.

Here comes Julian. How are you? Julian Castro: Does it still sound distant? Or… Abby Disney: Yeah, you sound far away. Julian Castro: Yeah, I think it’s something with these headphones. Let me check. Okay. I found some wired ones. Abby Disney: Oh, so much better. Julian Castro: Okay. Abby Disney: I’m Abigail Disney, welcome to All Ears, my Podcast where I get to go deep with some super smart people. This season I’m talking to good trouble makers. Artists, activists, politicians and others who aren’t afraid to shake up the status quo. We’ll talk about their work, how they came to do what they do, and why it’s so important in hard times to think big. You can’t think about solutions without being a little optimistic, and man oh man I think we need some optimism right now. A lot of big questions need answering these days. Like, do norms matter anymore after the last four years of norm shattering on the part of our president? What’s a Democrat? What’s a Republican? And will we ever be able to work together again? So, all of this is to say its a good time to talk about where we are, what just happened, and where we might go from here. And today, I think we have just the guy who can help us talk about all of these things.

3/10/2021 Biden’s TPS change is intertwined with Miami politics | Miami Herald TPS for Venezuelans was a big Biden move. How does it play in Miami’s politics? BY ALEX DAUGHERTY MARCH 09, 2021 04:13 PM, UPDATED MARCH 09, 2021 08:35 PM Leaders with Venezuela’s opposition urged the incoming Biden administration to grant special status to migrants from the South American country that would allow them to live and work in the United States. BY JOSÉ A. IGLESIAS Listen to this article now 07:03 Powered by Trinity Audio https://www.miamiherald.com/news/politics-government/article249789823.html 1/11 3/10/2021 Biden’s TPS change is intertwined with Miami politics | Miami Herald Sanctions announced by the Trump administration warranted a full-court public relations push, with surrogates like former national security adviser John Bolton traveling to Miami for symbolic speeches. Statements by left-leaning Democrats that were seen as conciliatory toward Nicolás Maduro’s regime drove news cycles in Miami and outrage from the GOP. And even events seemingly disconnected from electoral politics and federal policy — like Turkish chef Nusret Gökçe serving Maduro elaborately salted steak while his citizens starved — led to protests attended by local Republicans outside Gökçe’s Brickell restaurant. But when President Joe Biden made good on a campaign promise in granting Temporary Protected Status to thousands of Venezuelans living in South Florida, it was done with little fanfare. None of Biden’s top officials made a South Florida trip to announce TPS for Venezuelans though a local group of activists and former elected officials planned to hold a rally on Tuesday in Doral, home to the largest concentration of Venezuelans in the country.

In the 1970’s, demographics showed that “half of all Central American emigrants (those moving into other countries) relocated to other Central American countries, while half moved out of the region” (Woods, 2006). This immigration to other Central American Countries and the United States was caused by class division within Central American countries, such as Nicaragua. This ultimately led to revolutionaries, counterrevolutionaries, insurgencies, and civil warfare. Central Americans made up about 2.9 million of the total 9.7 million foreign-born population in the USA in 2009 (Terrazas, 2011,1). Changes in US laws in 1965 opened the doors to increased immigration, and larger waves of migration to the US began. These different policies came into place when natives of other countries chose to leave their country due to political turmoil, political persecution, natural disasters, and unlivable conditions. Immigration quotas from this policy allowed family reunification and political asylum in the United States. It offered a safe escape from immigrants’ home countries, which were often overwhelmed by political unrest and economic decline.
