Lorenzo Córdova, appointed as Mexico’s National Electoral Institute’s (INE) first President Councillor on 3 April, 2014. From December 2011 until April 2014—when INE was created—, he served as Electoral Councillor of the Federal Electoral Institute (IFE). He is a lawyer and an academic who has been professor at the Faculty of Law and researcher at the Institute of Legal Research, both belonging to the National Autonomous University of Mexico (UNAM). He is a member of the National System of Researchers. He collaborates in the newspaper El Universal, as well as in magazines such as Nexos [Nexuses] and Voz y Voto [Voice and Vote].

José Luis Vargas, magistrate of the Superior Chamber of the Electoral Court of the Judiciary of the Federation (TEPJF) (Management period: November 4, 2016 – October 2023), since November 3, 2020 he presides over it. He has held the positions of Unit Holder at CISEN and holder of FEPADE. He has taught courses, seminars and diplomas in Mexico and Spain. He has collaborated in media such as Excélsior, El Universal and Milenio, in the magazines Voz y Voto, Este País and Reforma Judicial. He's been a commentator on radio and television. He was Senior Consultant on Electoral Crime and Legal Dispute Resolution (OAS). He has participated in election observation missions. He is a member of the Venice Commission. Coordinates the development of a "Manual of Good Practices on Social Media and Democracy" for the Council of Europe. He holds a degree in law from ITAM, and a Master in Public Law from Pompeu Fabra University (Barcelona). He has doctoral studies in Public Law specializing in Constitutional Law by the same institution.

Jaime Rivera, Electoral Councillor of Mexico’s National Electoral Institute (INE) since 2017. He holds a bachelor’s degree in Political Sciences and Public Administration from the National Autonomous University of Mexico (UNAM), a master’s degree in Sociology from the University of Guadalajara, and is PhD candidate in Political Science at UNAM. He has been Electoral Councillor of the electoral management body of Michoacán (2014¬–2017) and Executive Director of Electoral Organization of the extinct Federal Electoral Institute (1998–2004). He is professor and researcher (on leave) at the Universidad Michoacana de San Nicolás de Hidalgo, and visiting professor in several public and private universities. Founding member and first chairman of the Mexican Society of Electoral Studies, A.C., and author of several publications on politics and elections.

Miguel Angel Patiño, Director of the Technical Linking Unit with Local Electoral Management Bodies. He holds a Degree in Law from the Latin University of America. He holds a diploma in Political Analysis from this same Educational Institution, has a master's degree in Applied Public Management and a Diploma in Project Management from ITESM; he completed his studies of the Master's Degree in Electoral Institutions and Procedures of the INE and is a candidate for Doctor of Political Science from the Complutense University of Madrid. At IFE he was Vocal Secretary in District 05 in the State of Veracruz, Vocal Secretary on the Local Executive Board in Tabasco and was Director of Regional Operation in the Executive Directorate of Electoral Organization. He has given several conferences on various electoral issues; he has also taught the Electoral Crimes And Electoral Challenge Media Modules in Electoral Diplomas.

Francisco Cobos, international expert in electoral matters. He holds a PhD in Political Science from the University of Berlin. He has worked over the past 30 years in electoral assistance in more than 50 countries. He has also been part of several electoral assistance missions in the Americas, Africa, Asia, the Middle East and Oceania in collaboration with institutions such as the United Nations, the European Union, the Organization of American States, as well as governmental and non-governmental organizations. In addition, it has provided technical assistance to electoral bodies, civil society, political parties and electoral observers.

Claudia Zavala, Electoral Councillor of Mexico’s National Electoral Institute (INE) since 2016. She holds a bachelor’s and a master’s degree, both from the National Autonomous University of Mexico (UNAM). Her previous positions include: Justice Salvador Olimpo Nava Gomar’s—of the Superior Courtroom of the Electoral Court of the Federal Judicial Branch (TEPJF)—law clerk (March 2013 – 4 November 2016); member of the Electoral Council at the then Electoral Institute of the Federal District (IEDF, 2008 – 2012)—which she chaired from 2008 to 2010—, where she presided the Commissions on Rules and Transparency, and for the Citizenry’s Participation, and, during the 2011-2012 local electoral process, was commissioner of IEDF’s Oversight, Political Associations, and Sanctioning (responsible for the procedures against district electoral councillors’ alleged irregularities) Commissions; from 1996 to 2006 she was part of Justice Mauro Miguel Reyes Zapata’s team; and, from 1994 to 1996 she worked at the then Federal Electoral Tribunal.

Adriana Favela, Electoral Councillor of Mexico’s National Electoral Institute (INE). She holds a PhD in Law, an MBA in Public Administration from the Universidad Anáhuac, a BA in Law from the Universidad Juárez, Durango, and a specialisation degree in Constitutional Law from the National Autonomous University of Mexico (UNAM). Her previous positions include: Justice of the First Civil-law Courtroom in Toluca of the Supreme Court of the state of Mexico (2013 – 2014); Justice of the Toluca Regional Courtroom (2005 – 2013) of the Electoral Court of the Federal Judicial Branch (TEPJF); law clerk for TEPJF’s Monterrey Regional Courtroom, and for TEPJF’s Superior

Courtroom. She is author of several publications.

Alexander Vega, registrar of the National Registrar of the Civil State of Colombia. Lawyer and jurist. Author of papers on the Colombian electoral process and special indigenous jurisdiction. He has led and accompanied international election observation missions in 17 countries around the world. Coordinator and general member of the electoral missions of UNASUR, UNIORE and the OAS. His work as head of the International Electoral Transparency Organization for Colombia is highlighted, managing to establish cooperation links for digital transformation and democratic strengthening. Master in Public Policies of Security and Defense of the University Camilo José Cela in Madrid, Spain, specialist in Senior Management of the State of the School of Public Administration, and in Law of the Democracy and Electoral Regime of the Sergio Arboleda University and Magistrate of the National Electoral Council of Colombia.

José Roberto Ruiz Saldaña, Electoral Councillor of Mexico’s National Electoral Institute (INE). In the public administration he served as Deputy Director of Municipal Liaison of the then Attorney General of the Republic (2003-2005) and Director General of Interinstitutional Coordination of the Executive Secretariat of the Implementing Commission of the New Criminal Justice System of Sonora (2011-2013). He was Secretary of Study and Account of the Regional Chamber at Mexico City of the Electoral Tribunal of the Judiciary of the Federation. He holds a PhD in Advanced Studies in Human Rights from the Carlos III University of Madrid, a master's degree in Human Rights from the Universidad Iberoamericana, and a Specialty in Electoral Justice from the then Electoral Judicial Training Center. He holds a degree in Law and a degree in Philosophy from the Universidad Veracruzana. He is the author of several articles on electoral law, democracy and human rights.

Edmundo Jacobo Molina, Executive Secretary of the National Electoral Institute since 2008. Degree in Philosophy and Letters from the University of Guanajuato (UG). He has been a full-time professor at the UG and the Universidad Autónoma de Baja California and director of Training at the Mexican Petroleum Institute. He is the founder of the magazine "El Cotidiano" of the Division of Social Sciences and Humanities of the Universidad Autónoma Metropolitana (UAM). In that institution he was, among others, head of the Department of Economy, Director of Planning and Institutional Development, rector of that Unit and Secretary General of that house of studies.

Salvador Romero, holds a bachelor's degree, teacher and doctor's degree in political sociology from the Institute of Political Studies in Paris. He has collaborated with various international organizations, including the National Democratic Institute, the Organization of American States, the United Nations Development Program and the Electoral Advisory and Promotion Center of the Inter-American Institute of Human Rights of which he was Director. In November 2019 he was appointed member of the Supreme Electoral Tribunal of his country, being that a month later he was elected President of the same, finishing in April 2021 his mandate.

Martín Faz Mora, Electoral Councillor of Mexico’s National Electoral Institute (INE). He served as Local Councillor of the Federal Electoral Institute (IFE) during two federal electoral processes, and was appointed by the General Council of the INE as Electoral Councillor of the State Electoral and Citizen Participation Council (CEEPAC) of San Luis Potosí (2014-2020). Founder of the Potosino Centre for Human Rights, A.C.. Served as the first Technical Secretary of the National Network of Civil Human Rights Organizations: "All Rights for All". He has participated in various Civil Society Organizations, and in the local and national human rights movement. He holds a Degree in Philosophy, a Master's Degree in Human Rights and Democracy at FLACSO. He has been professor of various institutions of higher education teaching: Human Rights, Philosophy, Ethics, Political Science, Philosophy of Law and Legal Sociology.

Ciro Murayama, Electoral Councillor of Mexico’s National Electoral Institute (INE) as of April 2014. He holds a bachelor’s degree in Economy from the National Autonomous University of Mexico (UNAM), and a doctoral degree in Economic and Business Sciences from the Autonomous University of Madrid. Murayama is a full-time professor at UNAM’s Faculty of Economics, and belongs to the National System of Researchers (SNI) of the National Council on Science and Technology (CONACYT). One of the statutory-limited members of the Mexican Academy of Political Economy (AMEP), as well as part of the Board Directors of the Research Institute for Democratic Transition (IETD).

Janine Otálora Malassis, magistrate of the Superior Chamber of the Electoral Court of the Judiciary of the Federation (TEPJF) (Management period: November 4, 2016 – October 2025). She holds a degree in Law from the National Autonomous University of Mexico (UNAM) and a PhD in Political Science from the Sorbonne University, France. She served as Technical Secretary of Presentation on the Council of the Federal Judiciary (1996-2006). At TEPJF she has served as Instructor Secretary in the presentation of the magistrate Manuel González Oropeza (2006-2013); Judge President of the Regional Chamber Of Mexico City (2013-2016) and holder of the Public Electoral Ombudsman for Indigenous Peoples and Communities. She was the president of the Higher Chamber of the TEPJF (2016-2019).

Román Jáquez, President of the Central Electoral Board of the Dominican Republic. Degree in Law from the Autonomous University of Santo Domingo. He holds a master's degree in Political and Electoral Studies, one in Law and International Relations, a postgraduate degree in Civil Law, an international master's degree in University Management and a master's degree in Teaching and University Management. He has held various positions in his country's public administration. He is Dean of the Faculty of Legal and Political Sciences of the Universidad Católica Santo Domingo. Articleist in the newspaper "Today" and in the digital medium "Acento". He has participated in various international election observations, being head of mission in the referendum and popular consultation in Ecuador (2018) and in the local elections of South Korea (2018). He was Presiding Judge of the Superior Electoral Court of the Dominican Republic (2017-2020).

Carla Astrid Humphrey, Electoral Councillor of Mexico’s National Electoral Institute (INE). She was electoral councillor at the Electoral Council of the Electoral Institute of the Federal District (IEDF), adviser to the General Council of the Federal Electoral Institute (IFE). Member of the Mexican Association of State Electoral Counselors A.C. (AMCEE), founding partner of the National Association of Electoral Counselors of the Electoral Organizations of the Mexican Republic. Candidate for PhD in Government and Public Administration from the Ortega y Gasset University Institute, of the Complutense University of Madrid and a law degree from ITAM. She holds various diplomas in political- electoral matters and public administration.

Norma Irene de la Cruz, Electoral Councillor of Mexico’s National Electoral Institute (INE) She has served as head of the Elections Department in Kosovo with the Organization for Security and Cooperation in Europe. She has participated in several United Nations Peacekeeping Missions. She has participated in several international observation missions and coordinated the observer teams of the European Union's election observation missions in Peru, El Salvador and Gambia. She has been a consultant with various international organizations such as IFES, UNDP, UN, European Commission, UN Department of Peacekeeping. She holds a degree in Journalism and Collective Communication from the Universidad Nacional Autónoma de México (UNAM), and a Master in Peacekeeping Management from the University of Turin.

Monica Aralí Soto Fregoso, magistrate of the Superior Chamber of the Electoral Court of the Judiciary of the Federation (TEPJF) (Management period: November 4, 2016 – October 2025). He holds a law degree from the Autonomous University of Guadalajara, a master's degree in Education with a Specialty in Teaching from the International University of Peace; specialization in Electoral Justice and diploma in Electoral Law, by TEPJF; as well as a diploma in Public Policy and Gender, taught by FLACSO. He held various positions at the IFE. She has been a teaching numeracy of the State Electoral Court of Baja California Sur and Judged President of the Guadalajara Regional Chamber of TEPJF. Member of the Association of Electoral Magistrates of the Americas (AMEA). It stands out for protecting the political-electoral rights of the female gender. Professor at the Universidad Autónoma de Baja California Sur, Coordinator of gender in the Third Generation of the Specialty in Electoral Justice of the Electoral Court of the Judiciary of the Federation.

Liza García Vélez, is a lawyer and holds a bachelor's degree in Communications from the University of Puerto Rico, a JurisDoctor and a Master of Communication with a specialization in Public Relations. First woman president of the Puerto Rico State Elections Commission. He succeeded in implementing electronic counting in Puerto Rico for the first time in the Party Primaries, the 2016 general elections and the Plebiscite 2017. He chaired the Association of Electoral Agencies of Central America and the Caribbean known as the "Tikal Protocol".

Roberto Cardiel, Executive Director of Electoral Training and Civic Education. He joined the Professional Electoral Service of the then Federal Electoral Institute (IFE) in 2003. During the elections of 2006 and until 2015 he was president of both District and Local Councils, in Coahuila and Oaxaca. For 12 years he was a member of the Professional Electoral Service. He is a PhD candidate in Strategic Planning and Technology Management in the Engineering Area at the Universidad Popular Autónoma del Estado de Puebla, a lawyer from the Juárez University of Durango. He has a master's degree in Electoral Matters from the Universidad España; in Integral Logistics by the Autonomous University of Barcelona, and in Electoral Institutions and Procedures by the National Electoral Institute. He is an accredited consultant in News Strategies of Competitiveness Firms, Clusters and Economic Development by the Institute for Strategy and Competitiveness at Harvard Business School. He is a professor in Postgraduate studies at various higher education institutions and has been a speaker at conferences, seminars and forums on subjects: political-electoral; administrative-managerial and legal.

Rubén Álvarez, National Coordinator of Social Communication. Degree in Journalism and with a Master's degree in political journalism. He was Director of WRadio, Director of Information of the newspaper El Universal, Director of Information of El Economista. Founder of two of the first most important portals in Mexico with presence in Latin America and Spain, El Sitio and El Foco. He was director of the Agency Notimex. He worked at La Jornada and Unomásuno. He has been a host and director of television programs. He has several publications such as "The media as public spaces", "The political fragmentation of accountability" or "The Uncensored War, war correspondents in Iraq".

Luis Roberto Barroso, President of the Superior Electoral Court of Brazil. Doctor in Public Law. He has been a visiting professor at Harvard Law School, professor at the State University of Rio de Janeiro, visiting professor at the University of Brasilia, lecturer at the universities of Poitiers (France), and Wroclaw (Poland), lecturer at various national and international congresses. He has been Attorney general of the State of Rio de Janeiro. Senior partner of Luis Roberto Barroso & Associated. He was a member of the Council of Defense of the Rights of the Human Person and Member of the Judicial Reform Commission, in the Ministry of Justice. Member of the National Commission for Constitutional Studies. General director of the journal Derecho de Estado. Member of the editorial board of several specialized journals. Author of several publications on constitutional matters and democracy.
