The Plan aims to be economically, environmentally, and socially sustainable. It has policies on landscape, environment and biodiversity; heritage; transport and communications; the local economy and tourism; local infrastructure, services and facilities; and flood management. It seeks to achieve a thriving economy with a good social, transport and physical infrastructure. We want to respect and protect the distinctive landscape, environment and heritage of the area. Critical to the well-being of future generations is how we respond to the climate crisis. The Plan responds to this challenge by adopting land-use policies up to 2030 and beyond that are environmentally sustainable and will help to reduce the causes and resolve the problems created by the climate crisis. In order to preserve the unique character of the Parish tight development boundaries have been drawn around the various settlements within the Parish. These boundaries maintain green spaces and clear rural gaps between the settlements. Outside of these boundaries only countryside related development and ‘rural exception’ affordable housing development, in certain very specific circumstances, would be permitted. Housing is a controversial issue. Between 2010 and 2018 some 132 new dwellings were built within the Parish and, by April 2018, planning permission had been granted for another 241. Much of this new development is taking place in St Ann’s Chapel. The baseline remaining housing target for Calstock Parish in the Cornwall Local Plan as at April 2018 is nil. There is an argument that the Plan should provide for some further housing development to meet market demand and local needs. Two sites were considered, one in St Ann’s Chapel and one in Harrowbarrow, that would have provided an additional 45 houses. However, since April 2018, planning permission has been granted for an additional 53 dwellings. In light of this the Parish Council believes that there is currently no need to allocate land for further market housing. The NDP therefore adheres to the nil housing target and does not allocate land for market housing development within the Parish other than allowing for infill within the settlement development boundaries. Provision of affordable housing for the needs of local people will continue to be met through ‘rural exception’ sites under Cornwall Local Plan Policy 9. The draft Plan has been approved by the Parish Council. The next stage is for it to go to the community for consultation. We will be holding consultation events throughout the Parish where you can talk to members of the Neighbourhood Plan team to find out more and to pass on your views. We are keen to talk to as many residents as possible so if you are a member of an organisation and would like us to meet and talk with you please get in touch. We also have a feedback form. At the end of the consultation we will look carefully at the responses and we will alter the plan to reflect the feedback so your views really are important and will make a difference.
