LOS ANGELES Church decides against cell in chapel belfry Cingular offered $1 million over 20 years to conceal a cellular telephone antenna in the belfry at St. Peter’s Episcopal Church. But directors of the San Pedro church decided to end negotiations with Cingular because of community protests, even though a bell tower antenna wasn’t consid- ered harmful, the Rev. Sarah K. LOS ANGELES Supervisors approved $1.7 million reorganization Supervisors approved a $1.7 million county reorganization plan giving Chief Administrative Officer David Janssen a new title, vast new authority and a pay hike up to $399,000 a year. Janssen’s title will be changed to chief executive officer and he will have five deputies overseeing various county departments. Starting July 1, department heads will report directly to Janssen rather than supervisors. The reorganization allows supervisors to hold one person accountable for fixing county problems. Opponents fear it will lead to closed-door decisions by deputy CEOs. The board, which approved the reorganization 4-1 on Tuesday, plan to ask voters next year to approve the reorganization as part of the County Charter. “This plan has a lot of promise,” Supervisor Gloria Molina said. “That doesn’t mean there aren’t things I worry about. This is a very big and bold step.” Supervisor Michael Antonovich, the lone dissenter, blasted the proposal, saying, “This is a step backward toward the old days of backroom deals and catering to an all-powerful bureaucrat.” The pay raise pushes Janssen, who currently earns $242,116 a year, ahead of Department of Health Services chief Dr. Bruce Chernof, who earns $306,800 annu- ally and is now the county’s highest-paid worker. The Board of Supervisors voted 3-2 on Tuesday to block owners of property under 40 acres from rezoning their land for timber production. Property owners have until Jan. 1 to get land rezoned for timber harvesting before the new restriction goes into effect. It will affect up to 1,500 parcels and nearly 19,000 acres, the county Planning Department said. Supervisors Mark Stone, Neal Coonerty and Jan Beautz voted for the ban, while supervisors Ellen Pirie and Tony Campos voted against. Stone said it gives local control over logging, which he felt was stripped away last year by the California Supreme Court. Justices ruled that county leaders could use zoning to regulate where logging occurs, but could not tell foresters how to do it. “The issue is the state’s mandate on our zoning process,” Stone said.
