In order to be eligible for end-of-year awards it is required that you renew your membership before September 30, 2017, and complete the four volunteer hours. So far we have been very impressed with the volunteer turnout. Schooling show participants do not have the four hour requirement, but juniors competing at recognized shows must complete their hours. There are still a few more shows and other opportunities to get your hours. Attention all Amazon shoppers, when you make purchases on Amazon please make the purchase through Amazon Smile and name HDS as your favorite non-profit. It is very easy. You just go to smile.amazon.com set up HDS as your designated non-profit and then shop as you normally would. Amazon will then give HDS a small percentage back to HDS every quarter. It may not be much, but every little bit helps us defray the operating costs. We are trying to take advantage of as many opportunities to raise money that does not require member’s input. If you know of other companies that offer these types of programs, please let us know. Remember, only purchases made at smile.amazon.com, (not www.amazon.com or the mobile app,) generate AmazonSmile donations to HDS. Thank you to all of our volunteers and participants for helping the HDS Summer show achieve such success. The Pro-Am was great fun and congratulations to the Champion pairs Dawn Chamorro/Bonnie Canter on Fifinella and Marta Renilla and Jenesena Ursone. Reserve Champion pairs were Yvonne Kusserow/Tracy Zaidenweber and Tiago Ernesto/Bonnie Canter on Shakira. What was interesting is that the first year of the Pro-Am, more adult amateurs signed up so we had 1 Pro to 2 AAs. This year the Open riders really stepped up and the teams were switched to 1 Pro and 1 AA. Next year we hope that more AAs will sign up. We will work on advertising the teams in advance. Hopefully this will give the riders a chance to go cheer for their partner(s) or opponents. We are hoping to offer an educational event in late summer/early Fall focusing on passport applications for foreign born and US born horses. This will be based on the wonderful guide that Leslie Cummings put together for HDS and is on the website. It will be structured as a “walk-through” the process and question –answer session by a few members who have successfully negotiated the procedure and/or studied the process. It will also cover some of the veterinary requirements, timelines and relevant contact information. July is typically a quiet month and I hope everyone gets a chance to relax and avoid the heat as much as possible. 3 4 SUBMIT A DESIGN FOR THE 2017 REGION 9 T-SHIRT!     Executive Director’s Report March 5, 2009 Administration • Medco Contract Update The latest draft of the agreement memorializing the agreement effective July 1, 2008 was received from Medco on Monday, March 2, 2009. There are still a few outstanding issues, however we are getting close to a final agreement. • Medco Payment Error Medco has informed us that their Medicare Prescription Drug Plan (PDP) has issued refunds to WSHIP SPAP enrollees that should have been paid to WSHIP since WSHIP is the secondary payor. We are cooperating with them to try to recover these monies from WSHIP enrollees. Medco is working on a plan for recovery and to make WSHIP whole. The total amount involved is about $113,000. Federal Government • High Risk Pool Grant Funding As of February 25, 2009 the US House of Representatives was considering H.R. 1105, the Consolidated Appropriations Bill for FY2009. The legislation contains full funding for the State High Risk Pool Grants program of $75 million for FY2009 (October 1, 2008 – September 30, 2009). Both the House and Senate are expected to pass H.R. 1105. This should result in WSHIP receiving a grant similar to what was received in 2006 (approximately $2.3 million). • Medicare Advantage Plan Funding The Obama budget would reduce excess funding for Medicare Advantage Plans from 114% of standard Medicare to 107% for 2010. This may result in some carriers currently offering Advantage plans in Washington state to withdraw. However, it is likely that most, if not all, of the HMO and PPO plans will continue in 2010. Washington State Government Legislature • Fulfillment of requirement in the Blue Ribbon Commission bill to study broadening funding for WSHIP The final report was issued to the Legislature on February 11, 2009.

Primary Elections provide the opportunity for members of all major political parties to select the nominee who will represent each party in the November General Election. The state-wide offices on the ballot this year are Governor, Commissioner of the Bureau of Labor and Industries, Judge of the Supreme Court, and Judge of the Court of Appeals. There are also races for your Congressional Representative and your State Representative. Only half of the State Senate seats are up for election this year as State Senators serve four-year terms. You will also see a number of other contests on your ballot ranging from circuit court judges and District Attorneys to county and city offices.
