Parish Council News – April / May 2016.

Community Policing Team. The Clerk reported that he had met with Inspector James Brain to discuss Community Policing and the content of the reports to the Parish Council following complaints from a number of Parish Councils, including Southwick Parish Council. The Clerk stated that Wiltshire Police had recognised the need to increase the visibility of members of the Community Police Team (CPT) in communities and that actions were in place to achieve this improvement with the PCSOs taking a more direct and active role. It was agreed that the value of the reports to Parish Council lay in the detail of local crimes and incidents and this detail can best be accessed via www.police.uk/, although it was acknowledged that it was im- portant for the reports to also carry important messages regarding community safety and individual wellbeing.

Highways/Environment. Cllr. Pomeroy reported that vehicle parking in Frome Road when the Park Run is taking place at Southwick Country Park is causing a major hazard and that it is getting worse. Cllr. Prickett stated that Wiltshire Council and the CATG are acute- ly aware of the problem and are investigating possible solutions. Cllr. J Jones commented that the Southwick Country Park Management Committee is seeking ways of providing extra car parking within the Country Park or on nearby land. The Clerk reported that Wiltshire Council had acknowledged that a narrower gate had been fitted in the Gateway Scheme than that originally agreed and that the invoice presented to the Parish Council for its share of the cost had been reduced to £800 from £1000 accordingly. Cllr. Noble reported that a site meeting had been held with Selwood Housing (Mr Newman) and representatives from Southwick Parish Council (Cllrs. Noble, J Jones, S Jones, Pomeroy) and residents to discuss and examine the car park- ing arrangements at Hoggington Lane/Arnold Noad Corner and, in particular, to explore the possibility of providing the nine parking places for Selwood Housing tenants for which planning permission had been obtained previously from Wilt- shire Council. Cllr. Noble stated that it was a useful meeting and that a response from Selwood Housing is now awaited. Selwood Housing also agreed to investigate whether a street light that had been removed following the private sale of a property at that location could be replaced. The Chairman reported that she and Cllr. Pomeroy had attended a ‘Highways Day’ at County Hall at which Wiltshire Council had presented its plans for the future in respect of Highway and Streetscene maintenance. She added that the Parish Steward scheme is to be re-introduced from October 2016. It was reported that Wiltshire Council was intending to spend some £2.5m on litter clearance in the County.

Cllr. Morland commented that the primary concern of Wiltshire Council was to meet its statutory duties only and that he understood that the first six months of the new highways contract that commenced in April was to be a ‘reactive’ period and that no new initiatives were to be undertaken.

Planning. Councillors noted that there had been very strong representations from the public in respect of possible housing devel- opment s by Redrow Homes in the village during the Public Open Forum and that the public were opposed to such de- velopments. The Chairman stated that the Parish Council had informed Wiltshire Council, in response to a recent con- sultation, that ‘Southwick Parish Council is against any further development and does not support any of the proposed SHLAA sites’.

General. Cllr. Prickett gave a brief report on the following topics:  Wiltshire Council Public Transport Consultation – Some 11.135 replies to the questionnaire had been received and these responses were now being analysed and a report is being prepared for the Wiltshire Council Cabinet.  Community Governance – A Parish meeting and a general public meeting have been held. There is no effect on the Civil Parish of Southwick.

Solar Farm Development. The Clerk stated that the donation from the Solar Farm developer (Hanwha Q CELLS) had been received and this to- talled £19,993. The Chairman requested that the disbursement of this money be placed on the Agenda for the next meeting.

Birthday Tea. Cllr. Pomeroy stated that the Queen’s Birthday Tea that was held on Saturday 23 April was a great success with some 70 persons attending.

Parish Council Meetings. Southwick Parish Council meet at Southwick Village Hall every third Tuesday in the month with the meetings commencing at 7.30pm. Members of the public are always very welcome to attend and immediately prior to the formal meeting they have the opportunity to view planning applications and to raise any matter relating to their community that concerns them. The next meeting Tuesday 21st June *Planning Meetings are subject to demand and will be cancelled, if no plans are received. Please refer to the Noticeboard for confirmation. Queen’s 90th Birthday Celebration Tea.

Despite a change of venue to the Scout headquarters, nearly 70 villagers gathered to celebrate the Queen’s 90th Birthday. The building had been decorated with red, white and blue bunting, flags (including one of Her Majesty) and flowers on the tables. The well laden plates of sandwiches, cakes and scones were all prepared by members of Southwick WI and thoroughly enjoyed by everybody. After tea, musical entertainment by Southwick Entertainers whose excellent programme paid tribute to Her Majesty’s 90th with songs from each of her decades and finished with everyone joining in the traditional “Land of Hope & Glory” and the National An- them. Finally, thanks were expressed to everybody who had contributed to what had been a fantastic occasion with special thanks given

Villagers will have been saddened to hear the recent deaths of Bill Elliott, a long standing resident of Lamberts Marsh, Terry Goddard of Hollis Way, Wendy Harrild, wife of Kim, our village newsagent, Patrick Seviour of Chantry Gardens and Jan Trevis (Hall).

Jan Trevis, although born and educated in Trowbridge, she spent many years living in South- wick. Firstly in Frome Road and in later years in Hollis Way. She started her working career at former meat company Bowyers and then for nearly 3 decades at the builders merchants Travis Perkins. In later life, along with her partner Bob, she developed a passion for vintage vehicles which en- tailed travelling up and down the country attending steam rallies. She will also be remembered because of her striking looks including her purple hair and colourful nails.

Condolences are expressed to the families and friends of all the villagers listed above and also to those of any others of whom we are not aware.

Please let me know if there are any announcements that you may like me to include in future “Village News”, such as births, engagements, christenings, forthcoming weddings, anniversaries, in memorium, etc. As long as they are for private individuals, they will be no charge.

I will try to include any notices, but please be aware that this is a bi- monthly magazine, so make sure you give me plenty of warning. Thanks, The Editor

Our theme for this term is all about the Queen and celebrating her 90th birthday. So far we have made birthday cards, that we sent to Buckingham Palace and we are hoping to get a reply soon.

Created our own ‘Royal’ wax seals from potatoes, made edible jewellery from sweets, sewed some traditional bunting and practiced making sandwiches and cakes for afternoon tea.

We said goodbye to Gracie, Sophie and Phoebe, who have moved onto Brownies. We welcomed 4 new girls to the unit, Savannah, Hannah, Alissa and Isobel, we hope they will enjoy their time with us.

The retiring Chairman Doug Male outlined in his report what a busy year it had been and the retiring Secretary Linda Dowsett reported on the trips and outings. This year our Treasurer Carol McCaw had better news with regards to the finances which showed that despite losing money on coach trips, overall there was a slight surplus. The Membership Secretary Ted Pomeroy gave details of the annual and meeting fees and also reported that over the year there had been a drop in total membership. Following the election of officers, we were pleased to welcome Stella Allen and Val Tyler as our new Chairman and Secretary respectively and also Jim Case, Dot Swan and Helen Wright to the Committee. What a fabulous Easter parade we had such a hard choice for our famous village judges to pick a winner. Congratulations to Hettie for her top hat creation. Followed by an amazing “Bake Off”, some of the cakes produced were works of art.

Congratulations to Amelia Baker who won with her their rabbit creation. Thank you to all our won- derful parents for attending and helping the children take part.

On a sad note, we have said goodbye to two members of staff, Mrs Claire Harford who has been with us for 14 years, 4 as our manager. Also Mrs Lynette Buckland our deputy manager. We wish them both success and happiness in their new careers.

This 1/2 term the children have been learning about bugs they can find in the garden. We have learnt how butterflies come from eggs, how snails eat our plants and how many spiders we can count in the playhouse.

The children are growing plants to go in their new planters.

If any villagers have any spare vegetables or flower plants, they would be gratefully received. The pre-school has spaces for new children from September and look forward to meeting new fac- es. Why not give us a visit?

NEIGHBOURHOOD WATCH Hello again, here we are with spring almost gone and summer heading our way fast. Within days it will be the longest day again. Crime wise the village has been reasonably quiet, although we had 29 incidents re- ported to the police in the period 10 Mar to 10 May. The majority of these I would say are everyday prob- lems and not serious crimes.

The breakdown of the 29 reported incidents are as follows: 1x Burglary. The theft of a Chainsaw and Leaf Blower. 4x Acts against a person/assult.. 5x Missing persons. 3x Public order offences. 1x Vehicle Broken into items taken/ cleaning equipment. 3x Road Traffic Accidents. 1x Anti Social Behaviour. 1x Criminal Damage. 1x Suspect drug dealing. 2x Suspicious Circumstances/unusual incidents. 1x Public order/ Person shouting abuse. 6x General complaints including one of dogs fighting in the Country Park.

In Trowbridge there were two bikes stolen from secure building, one a grey Apollo giant Mountain Bike, The second a ladies Silver/Turquoise Giant Road Bike. If anyone has any knowledge of these the Police would like to hear from you. Has any child in the Blind Lane area recently lost a scooter? If so then contact me with the details and subject to them matching, you may come and collect it. General advice for this time of the year is to be aware of your home security when out in the garden. Remember your unsecure doors and windows, a thief can be in and out in seconds. Secure your sheds, Lawn Mowers etc. There are always minor thefts of vegetables from allotments and tools from the sheds. Remem- ber to secure your vehicle at the end of the day when you have probably left the windows open to keep it cool. The Police have major concerns over the increase of so called cyber crimes. Never believe any re- quest to change your password via a so called link - always go separately to the main website concerned and change the password there where you are less likely to be scammed. Do not give Bank details or password and change passwords regularly. Banks would never request that information via e mail. If you are not sure you can always phone your local branch and confirm if they have made contact with you. A common scam is to get a message informing you that your mail account has detected some unusual activity and may have been hacked and you will be unable to receive mail unless you change your password. Trowbridge Majorettes

Trowbridge Majorettes recently took part in the very first competition hosted by a brand new Association, called R.D.T.A. (Rhythmic Dance Twirling Association) . It was held at the Christy Miller Sports Centre in Melksham and was attended by majorette troupes from far and wide, London, Weymouth and the south west. The day was busy, hectic and noisy, but all had fun and lots of trophies and certificates were awarded at the end of the day. Trowbridge girls came away with their share, proud parents, friends and relations watching on. We have another competition booked in at the same venue on 12th June Our girls are busy practicing and refining their routines. Let’s hope for more trophies!

It is with regret that we are having to find a new venue for practicing our routines, the hall where we currently train is up for re-development and we are serving our notice to leave. Luckily, we have found alternative accommodation but it is not ideal. If anyone does know of a hall that we can rent on a Thursday evening at reasonable rates, please let us know. It does need quite a high ceiling though.

We have great pleasure in welcoming several new girls recently, let’s hope they enjoy their stay with us and have many years of happy twirling.

Bromham Carnival is the first carnival of the 2016 season, we will be attending on the 18th June, hope to see many familiar faces there.

If any girl is interested in joining our troupe, please contact us, either Gwenda Noakes (troupe leader) on 01373 823000 or me, Marilyn Fox on 01225 762930.
